Kosovo - a Missed Opportunity for a Peaceful Solution to the Conflict?

The Kosovo Verification Mission was a big challenge for the OSCE - the most difficult operational task that it has had to deal with since its founding. Linked to this Mission was the hope for a peaceful solution of the Kosovo conflict. Did it have any chance at all of meeting the expectations attached to it? Was the use of military force in the final analysis inevitable in order to prevent a humanitarian catastrophe? This article undertakes to provide answers to these questions. Of course it represents no more than an initial effort, written mainly from an OSCE per- spective. There must be further studies if we are to have a full picture of the development of this conflict. The Holbrooke-Milošević Agreement Background For a long time the Kosovo conflict stood in the shadow of the war in Bos- nia-Herzegovina. It was not dealt with in the Dayton Peace Agreement of 14 December 1995 because at that time it was not yet so virulent, no quick solu- tion seemed possible and any attempt at one would have put at risk the urgent ending of the Bosnian war. Resistance on the part of the Kosovo Albanians against Serbia's policy of op- pression, for a long time peaceful, had enjoyed no success. At the beginning of 1998, the "Kosovo Liberation Army" (KLA, also known as UCK) began to carry out attacks against Serbian security forces and civilians and against Al- banian "collaborators". -

It outlines the process which resulted in the failure of negotiations involving outside agencies and individuals as well as the recourse to air strikes against the Federal Republic of Yugoslavia. Using primary sourced material from the International Criminal Tribunal for the Former Yugoslavia, personal interviews and other carefully selected primary sources, this thesis explores why international attempts to find a negotiated solution failed. iv Acknowledgements Numerous people have assisted in the completion of this thesis. Everts (with a foreword by Jaap de Hoop Scheffer), Peacekeeping in Albania and Kosovo; Conflict response and international intervention in the Western Balkans, 1997 – 2002 (I.B.Tauris, July 2020), 228p. £. 13,99 paperback Fortunately, at the international scene there are those characters who venture into complex crises and relentlessly work for their solution. Sergio Viero de Melo seems to be their icon. Certainly, Daan Everts, the author of Peacekeeping in Albania and Kosovo belongs to this exceptional group of pragmatic crisis managers in the field. Between 1997 and 2002 he was the osce’s represent- ative in crisis-hit Albania and Kosovo. Now, twenty years later, Mr Everts has published his experiences, and luckily so; the book is rich in content and style, and should become obligatory reading for prospective diplomats and military officers; and it certainly is interesting material for veterans of all sorts. Everts presents the vicissitudes of his life in Tirana and Pristina against the background of adequate introductions to Albanian and Kosovar history, which offer no new insights or facts. All in all, the book is a sublime primary source of diplomatic practice. The largest, and clearly more interesting part of the book is devoted to the intervention in Kosovo. As a matter of fact, the 1999 war in Kosovo deepened ethnic tensions in the territory. Therefore, the author says, the mission in Kosovo was highly complex, also because the mandate was ambivalent with regard to Kosovo’s final status. Furthermore, the international community (Everts clearly does not like that term) for the time being had to govern Kosovo as a protectorate. -

Post Conflict Peacebuilding in Kosovo1. Milestones, Actors and People. MSc, MA Albana Gërxhi Peace Human Rights Alumni Association Human Rights Centre, University of Padua, Padua Italy Abstract This article presents and analyses the postconflict peacebuilding actions in Kosovo. It aims to bring a picture of external and internal actors involved in such a process from the end of the conflict up to date. The article challenges peace process in Kosovo through the issues emerging in the Society due to the unsettled status enduring as of Security Council Resolution 1244. It is structured into three sections. The first section analyses the postconflict peacebuilding and statebuilding actions undertaken by external and internal actors right after the conflict. The second section deals with the issue of transitional justice as a key element on peacebuilding and how it was addressed. Whereas the third section analyses the current situation of the population with the issues inherited from the conflict and others emerged due to undefined actions of external and internal actors. Keywords: peacebuilding; external actors; statebuilding; UN; EULEX; citizens; transitional justice Introduction Kosovo is an adventurous tale to hear about, a sad poem of mothers and lovers, a very rich land of peaceful people that of such peace and richness have enjoyed little. The black birds of her skies are witness of old battles with Ottoman Empire, new ones among Serbians and Albanians and everything in the between. Kosovo is a sacred grief, a chosen trauma2. Yet is a country which has been subject to all sorts of (neo) imperial interventions and experiments3. In Kosovo the cold war has not ended US and Russia continue to show their power struggle and play their political games. -

Reforms and Governance within the Higher Education System of Kosovo By Granit Jakupi Submitted to Central European University Department of Economics In partial fulfillment of the requirements for the degree of Master of Arts in Economic Policy in Global Markets Supervisor: Professor Lajos Bokros CEU eTD Collection Budapest, Hungary 2013 i ABSTRACT A number of studies worldwide, for several decades, have placed considerable importance on higher education when analyzing the potential that this system has in improving the economic development and mitigating the poverty among developing countries. This thesis investigates how the higher education system is affecting the unemployment level among educated workforce. It has been structured using a descriptive study design by mapping out the issues and providing solutions from the perspective of policy makers responsible for the higher education system. The theoretical framework has been derived based on institutional theories of higher education and literature on human capital. The core findings from this study resulted from extensive field research and analysis of statistics. The results suggest that the higher education system in Kosovo is poorly structured and it is identified as the main contributor to the unemployment level among educated workforce. Additionally, those findings suggest that the root, risks, and response is located to central institutions and it is in their hands to tackle the issue of jobless graduates within the country of Kosovo. Finally, the policy recommendations are formed following the data suggestions and they represent joint efforts of higher education institutions to undertake policy reforms in restructuring and improving the system.
