Kosovo - a Missed Opportunity for a Peaceful Solution to the Conflict?
In: IFSH (ed.), OSCE Yearbook 1999, Baden-Baden 2000, pp. 79-90. Heinz Loquai Kosovo - A Missed Opportunity for a Peaceful Solution to the Conflict? The Kosovo Verification Mission was a big challenge for the OSCE - the most difficult operational task that it has had to deal with since its founding. Linked to this Mission was the hope for a peaceful solution of the Kosovo conflict. Did it have any chance at all of meeting the expectations attached to it? Was the use of military force in the final analysis inevitable in order to prevent a humanitarian catastrophe? This article undertakes to provide answers to these questions. Of course it represents no more than an initial effort, written mainly from an OSCE per- spective. There must be further studies if we are to have a full picture of the development of this conflict. The Holbrooke-Milošević Agreement Background For a long time the Kosovo conflict stood in the shadow of the war in Bos- nia-Herzegovina. It was not dealt with in the Dayton Peace Agreement of 14 December 1995 because at that time it was not yet so virulent, no quick solu- tion seemed possible and any attempt at one would have put at risk the urgent ending of the Bosnian war. Resistance on the part of the Kosovo Albanians against Serbia's policy of op- pression, for a long time peaceful, had enjoyed no success. At the beginning of 1998, the "Kosovo Liberation Army" (KLA, also known as UCK) began to carry out attacks against Serbian security forces and civilians and against Al- banian "collaborators". -

FROM DAYTON TO ALLIED FORCE: A DIPLOMATIC HISTORY OF THE 1998–99 KOSOVO CONFLICT by Christian Novak A thesis submitted in fulfilment of the requirements for the degree of Master of Philosophy Faculty of Arts and Social Sciences University of Sydney 2017 ii I declare that the research presented here is my own original work and has not been submitted to any other institution for the award of a degree iii Abstract This thesis reconstructs the diplomatic response of the international community to the Kosovo conflict of 1998–99. It outlines the process which resulted in the failure of negotiations involving outside agencies and individuals as well as the recourse to air strikes against the Federal Republic of Yugoslavia. Using primary sourced material from the International Criminal Tribunal for the Former Yugoslavia, personal interviews and other carefully selected primary sources, this thesis explores why international attempts to find a negotiated solution failed. iv Acknowledgements Numerous people have assisted in the completion of this thesis. THE INTER-AMERICAN TELECOMMUNICATION COMMISSION CITEL DECLARATION OF QUITO At the conclusion of the Second Regular Assembly of the Inter-American Telecommunications Commission (CITEL) in Quito, March 2-6, 1998, representatives of the telecommunications administrations of CITEL’s Member States Declare: That the strategic importance of telecommunications compels governments to cooperate in strengthening this sector in order to achieve their social and economic goals. That our countries must prepare themselves to face the challenges of the twenty-first century. In this regard, and given the sheer pace of the changes ahead, the development of telecommunications infrastructure is a top priority. It must combine the introduction of state-of-the-art technologies that ensure the efficient handling of information, and the adoption of policies, strategies and programs that foster development of the telecommunications sector in ways that raise the standard of living and reinforce the skills and know-how of all our citizens. That we must combine our efforts in order to ensure the development of the telecommunications infrastructure and services essential to developing the economic, social, cultural and political well-being of our Member States. That the Inter-American Telecommunications Commission of the Organization of American States (CITEL) is the senior technical telecommunications body in the Americas for recommending actions to further the development of the region’s telecommunications sector. That, acting as a catalyst with respect to the consideration of the views of Member States on issues of mutual interest, CITEL has made possible the presentation in the International Telecommunication Union and other international telecommunications fora of common Inter-American proposals benefiting all countries of the Americas and Associate Members. -
