#78-12 RESOLUTION OF THE BOARD OF DIRECTORS OF THE WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY

WHEREAS, the Board of Directors has adopted a regional rapid transit system (ARS-68, as revised); and

WHEREAS, a public hearing was held on November 28, 1972 to consider that portion of the proposed Metro Branch Route from approximately 285 feet west of 3rd Streets, S.W. to the Anacostia River, including the Navy Yard Station; and

WHEREAS, the Board on March 22, 1973 adopted that proposed alignment and station location and access; and

WHEREAS, the Board on February 13, 1975 directed that an Environmental Impact Study be prepared for the Branch Route from Anacostia River to its terminus; and

WHEREAS, the section Designer for section F-3 of the Branch Route, including the Navy Yard station, in May 1976 sUbmitted construction cost estimates to the Authority which were considerably in excess of the programmed amount; and

WHEREAS, the Board on October 7, 1976 amended the Environmental Impact Study for the Branch Route from the Anacostia River to its terminus to permit inclusion of Sections F-3 and F-4 and the consideration of additional section F-5 through F-8 alternatives and

WHEREAS, the Environmental Consultant on January 6, 1977 presented to the Board a preliminary report which recommended that only the "SouthernSupersededCrossing" Alternative for sections F-3, 4 & 5 of the Branch Route should be carried forward into the second more detailed phase of the Environmental Impact Study; and

WHEREAS, the Board on January 13, 1977 accepted the preliminary report of the Environmental Consultant for that portion of the Branch Route from approximately South Capitol Street to beyond the , and directed that more detailed environmental study be performed on the alternative designated "Southern Crossing"; and Page 2 Resolution 78-12

WHEREAS, the Board of January 13, 1977 also directed that General Plans be started on that portion of the Branch Route from approximately South Capitol Street to beyond the Anacostia station based on the preliminary alignment and station location as described below:

The Branch Route leaves the Waterfront station to proceed east under M Street. The Navy Yard station will be located at about First Street. The two access points to the station will be one to the west in the area of One-Half Street and one to the east at about New Jersey Avenue.

The Route will then turn south at about 2nd Street and cross under the weapons Plant on a diagonal. it will then pass under the Anacostia River and into Anacostia approximately in line with the . The station in Anacostia will be located under the Anacostia Freeway at Howard Road. Two access points to the station will be located one to the north of the freeway with a regional orientation and one to the south of the freeway along Martin Luther King, Jr. Avenue with a local orientation.

WHEREAS, the Board on January 26, 1977 reaffirmed its resolution of January 13, 1977 as stated above and directed that all other alternatives for that portion of the alignment from the vicinity of South Capitol Street to beyond the Anacostia station, namely, the "ARS Crossing" and the "Northern crossing be dropped from further environmental study. Additionally, the Board noted that the following alignments beyond the Anacostia station are incompatible with the "Southern crossing" alignment and therefore shall also be dropped from further environmental study.

AND that the Following alignments through Anacostia beyond the Anacostia Station and into Prince George's County would continue to be studied. Page 3 Resolution 78-12 suitland Parkway D.C. and (ARS Modified in Maryland) to a Branch Avenue Terminal station. st. Elizabeths, Southern Avenue, ARS (Modified) suitland Parkway to a Branch Avenue Terminal station. This alignment would have a Southern Avenue station as a given station and a Naylor Road Station as a given or future station.

Elizabeths "B" Alignment (Wheeler Road) to a St. Barnabas­ Beltway or a Rosecroft Terminal station.

WHEREAS, the Board of Directors and the District of Columbia council conducted a pUblic hearing on December 16, 1977 to elicit the views and comments of the pUblic with respect to the Environmental Impact Study of that portion of the Branch Route from M and 3rd streets, S.W. to the D.C.-Maryland Boundary; and

WHEREAS, the Board of Directors and the Prince George/s County council conducted a pUblic hearing on December 20, 1977 to elicit the views and comments of the pUblic with respect to the Environmental Impact Study of that portion of the Branch Route from the D. C. -Maryland Boundary to the terminus of the line in the vicinity of the Capital Beltway in Prince George/s CountyllMaryland; and

WHEREAS, the Board of Directors was furnished and has carefully considered copies of the transcripts of the said pUblic hearing together with the comments and proposals received within ten (10) days after the pUblic hearing date, and comments of agencies, organizations I government bodies, persons and their firms, whose views were solicited pursuant to Article VII section 15, of the Compact; and

WHEREAS, both in testimony at the Public Hearing for the Environmental Impact Study for the Branch (F) Route and through its participation in the recently completed Alternatives Study, the District of Columbia has confirmed that it has decided that the line will follow the st. Elizabeth/s alignment through Anacostia to the District Line;Superseded NOW, THEREFORE BE IT RESOLVED that the Branch (F) Route will proceed east under M Street from the Waterfront station. The Navy Yard station will be located at about First Street. The two access points to the station will be one to the west in the area of One­ Half Street and one to the east at about New Jersey Avenue.

The Route will then turn south at about 2nd Street and cross under the Weapons Plant on a diagonal. It will then pass under the Anacostia River and into Anacostia approximately in line with the suitland Parkway. The station in Anacostia will be located under the Anacostia Freeway at Howard Road. Two access points to the station will be located one to the north of the freeway with a Page 4 Resolution 78-12 regional orientation and one to the south of the freeway along Martin Luther King, Jr. Avenue with a local orientation. Associated with the "regional" access will be bus, kiss & ride, and park & tide facilities. A portion of the park & ride facilities will be phased out as the Branch Route extends operation to its terminal in Prince George's County. Located east of 1-295 in the vicinity of Martin Luther King, Jr. Avenue and Howard Road will be a "local" access with bus and kiss & ride facilities.

outbound of the Anacostia station the alignment will follow on the south-side of Suitland Parkway to a point east of Martin Luther King Jr. Avenue, then proceed south through the st. Elizabeth Hospital property on surface and aerial structure. The line will then pass under Alabama Avenue at about 13th street, S.E. and continue south in subway. There will be a subway station at Alabama Avenue with bus and kiss & ride facilities.
