Presented: November 18, 1982 # 82-52 Adopted: November 18, 1982 RESOLUTION SUBJECT: ADOPTION OF SEGMENT OF OF THE F ROUTE ALIGNMENT FROM NAVY YARD BOARD OF DIRECTORS STATION. SOUTHERN CROSSING TO OF THE WASHINGTON METROPOLITAN ARFA TRANSIT AUTHORITY

WHEREAS, the Board of Directors has adopted a regional rapid transit system (ARS-68, as revised); and

WHEREAS, a puhlic hearing was held on November 28, 1972 to consider that portion of the proposed Metro F Route from approximately 285 feet west of 3rd Street, S.W. to the Anacostia River including the Navy Yard Station; and

WHEREAS, the Board on March 22, 1973 adopted that proposed alignment and station location and access; and

WHEREAS, the Board on Fehruary 13, 1975 directed that an Environmental Impact Study be prepared for the F Route from Anacostia River to its terminus; and

WHEREAS, during this period an alternative analysis was done by an independent Regional Steering Committee at the request of the Urban Mass Transportation Administration; and

WHEREAS, the Section Designer for Section F-3 of the F Route, including the Navy Yard Station, in May 1976 submitted construction cost estimates to the Authority which were considerably in excess of the programmed amount; and

WHEREAS, the Board on October 7, 1976 amended the Environmental Impact Study for the F Route from the Anacostia River to its terminus to permit inclusion of Section F-3 and F-4 and the consideration of additional Section F-3 through F-8 alternatives in the District and Prince George's County; and

WHEREAS, the Environmental Consultant on January 6, 1977 presented to the Board a preliminary report which recommended that only the "Southern Crossing" of the Anacostia River Alternative for Sections F-3, 4 & 5 of the F Route should be carried forward into the second more detailed phase of the Environmental Impact Study; and WHEREAS,Supersededthe Board on January 13, 1977 accepted the preliminary report of the Environmental Consultant for that portion of the F Route from approximately South Capitol Street to beyond the Anacostia Station, and directed that more detailed environmental study be performed on the alternative designated "Southern Crossing"; and

WHEREAS, the Board on January 26, 1977 reaffirmed its resolution of January 13, 1977 as stated above and directed that all other alter­ natives for that portion of the alignment from the vicinity of South Capitol Street to heyond the Anacostia Station, namely, the "ARS Crossing" -2-

and the "Northern Crossing" he dropped from further environmental study. Additionally, the Board noted that the following alignments beyond the Anacostia Statioo are incompatible with the "Southern Crossing" alignment and therefore shall also be dropped from further environmental study.

AND that the following alignments through Anacostia beyond the Anacostia Station and into Prince George's County would continue to be studied.

Suitland Parkway - D.C. and (ARS Modified in Maryland) to a Branch Avenue Terminal Station.

St. Elizabeth, Southern Avenue, ARS (Modified) to a Branch Avenue Terminal Station. This alignment would have a Southern Avenue Station as a given station and a Naylor Road Station as a given or future station.

St. Elizabeths "B" Alignment (Wheeler Road) to a St. Barnabas­ Beltway or a Rosecroft Terminal Station.

WHEREAS, the Board of Directors and the District of Columbia Council conducted a puhlic hearing on December 16, 1977 to elicit the views and comments of the public with respect to the Environmental Impact Study of that portion of the F Route from M and 3rd Streets, S.W. to the D.C. -SupersededMaryland Boundary; and WHEREAS, the Board of Directors and the Prince George's County Council conducted a public hearing on December 20, 1977 to elicit the views and comments of the public with respect to the Environmental Impact Study of that portion of the F Route from the D.C. - Maryland Boundary to the terminus of the line in the vicinity of the Capital Beltway in Prince George's County, Maryland; and

WHEREAS, the Board of Directors on June 22, 1978 resolved that the "Southern Crossing" of the Anacostia River be adopted, said alignment to be in lieu of the ARS alignment and southbound of the -3-

Anacostia station (Anacostia Freeway at Howard Road) would generally follow the southside of Suitland Parkway to a station in the District at Alabama Avenue and 13th Street, S.E.; and

WHEREAS, the Board of Directors on March 13, 1980 resolved that the adopted Regional System be further modified so that the Branch (F) Route in Prince George's County would follow the Rosecroft Align­ ment south of the Alabama Avenue station; and

lVHEREAS, a suit was filed in June 1980 challenging, among other things, the adequacy of the public notice for the December 1977 hearing; and

WHEREAS, tbe United States District Court for the District of Maryland ruled that the notice of public hearing published for the December 1977 hearings in the District of Columbia and Prince George's County was inadequate as notice of a proposed change of alignment; and

WHEREAS, the Court held that if the WMATA Board desired to alter the 1968 ARS F Ronte alignment, it would be necessary to conduct new public hearings for that purpose; and

WHEREAS, the Board instructed the staff to prepare and hold the required public hearings and that the required public hearings were held in the District of Columbia (June 15, 1982) and in Prince George's County (June 16, 1982); and

WHEREAS, in preparation for the June 1982 public hearings, the Board directed the staff to have prepared a Comparative Alignment Study for distribution to all interested agencies and the public and for use by the Board. In preparing the Comparative Alignment Study, previous studies, including, inter alia, the Environmental Impact Study (August 1977), the Alternatives Analysis (1976-77), the Environmental Impact Statement prepared thru the Urban Mass Transportation Administration in cooperation with tbe WMATA, were utilized and updated. In addition, testimony of previous and current F Route public hearings was also considered by the staff in preparing its Review of Public Hearings on the Relocation of the ARS Branch (F) Route in the District of Columbia and Prince George's County, Maryland, to an alternative Route Alignment Supersededto Rosecroft, October 1982; and WHEREAS, the Board has called staff briefings to review the history and analysis of the F Route, the various studies, the public hearings testimony and the final staff review; and

WHEREAS, the Board of Directors was furnished and has carefully considered copies of the transcripts of the said public hearing together with the comments and proposals received within ten (10) days after the public hearing date, and comments of agencies, organizations, government bodies, persons and their firms, whose views were solicited pursuant to Article VI, Section 15, of the Compact; and -4-

WHEREAS, the Board was furnished copies of the Comparative Analysis and "Review••• " as well as other pertinent documents and studies; and

WHEREAS, the Board concludes that construction costs and the environmental and social impacts of the ARS F Route alignment thru the Navy Yard and Anacostia are unacceptable; and

WHEREAS, the Board, upon consideration of the various alternative F Route alignments in the context of their environmental and social impacts, construction costs etc., again endorses the Board resolutions of January 13 and 26, 1977, deleting the ARS Anacostia River Crossing and substituting therefor the alignment known as the "Southern Crossing"; and

WHEREAS, the ARS F Route in the District of Columbia from the Anacostia River to Naylor Road Station is incompatible with the new "Southern Crossing" alignment; and

WHEREAS, the adoption of the "Southern Crossing" to and including the Anacostia Station at (1-295) is a necessary first phase precedent to the construction of any F Route alignment eastward of the Anacostia Station; and

WHEREAS, the citizens of Anacostia and the far southeast District of Columbia overwhelmingly favor the earliest possible construction of the Southern Crossing alignment; and

WHEREAS, the delayed construction of the Anacostia tunnel has in the past and will in the future, cause great loss to the public in planning schedules and construction cost increases; and

WHEREAS, there presently exists an injunction restraining all work on the F Route from the Waterfront Station to a terminus in Prince George's County, Maryland; and

NOW, THEREFORE, BE IT RESOLVED, that the construction of the Southern Crossing to the Anacostia Station is a sine qua non as to the future constructionSupersededof the F Route and does not prejudice-r0ute alignment choices eastward of the Anacostia station (excepting the deleted 1968 ARS in the District);

NOW, THEREFORE, BE IT RESOLVED, that the Adopted Regional System (ARS) be revised and modified by deleting that section of the ARS F Route alignment from approximately South Capitol Street thru to the District line in the vicinity of Naylor Road Station as set out immediately below:

This alignment begins at the end of the already constructed system in subway under M Street, S.W. in the vicinity of 3rd Street, S.W. The route proceeds east nnder M Street to the vicinity of 6th Street, S.E., thence southeastward to pass under the Wasbington Navy Yard and the Anacostia River in subway to Martin Luther King Jr. Avenue, thence -5-

eastward under Good Hope Road to Fort Stanton Park. The route then proceeds in subway first under a portion of Fort Stanton Park, then under private property to Naylor Road. Continuing southeastward the route proceeds in subway under Naylor Road to a portal south of 30th Street, S.E. The route then continues on the surface along the east side of Naylor Road, then crossing over Naylor Road to the District of Columbia-Maryland boundary.

The Navy Yard Station to be deleted was located in subway under M Street between 4th and 5th Streets, S.E. with an entrance at 4th Streert on the south side of M Street.

The Anacostia Station to be deleted was located in subway along the east side of Good Hope Road at Minnesota Avenue with an entrance east of Good Hope Road and south of Minnesota Avenue. Off street bus, kiss & ride facilities and commuter parking would be located in the triangle formed hy Good Hope Road, Minnesota Avenue and Sixteenth Street, S.E.

The Naylor Road Station to be deleted was located in subway under Naylor Road south of Alabama Avenue, S.E., with an entrance from west of Naylor Road and south of Alabama Avenue. Off street bus, kiss & ride facilities and commuter parking would be located in the triangle formed by Naylor Road, Alabama Avenue and 28th Street, S.E.

NOW, THEREFORE, BE IT FURTHER RESOLVED that the ARS F Route alignment is hereby revised and amended by the adoption of the "Southern Crossing" route alignment from approximately South Capitol Street to the Anacostia Station at 1-295 as set forth immediately below:

This alignment would proceed eastward in subway from the east end of the already constructed Waterfront Station. In the vicinity of Second Street, S.E., the alignment would leave M Street and turn southeastward to pass beneath the Washington Navy Yard Annex. The line would subsequently pass under the Anacostia River in a south­ easterly direction ahout midway hetween the 11th Street and Douglass Bridges. South of the river the line would continue in subway under the Anacostia Freeway (1-295), Howard Road, Suitland Parkway, and Martin Luther King, Jr. Avenue to a portal approximately 1200 feet southeast Supersededof Martin Luther King, Jr. Avenue along the west side of Suitland Parkway.

The Navy yard Station would be located in subway under M Street between Half Street, S.E., and New Jersey Avenue, S.E. The station would have two entrances, one located south of M Street and east of Half Street, S.E., and the other located north of M Street and west of New Jersey Avenue. There would be two mezzanines, one at each end of the station. -6-

The Anacostia Station would be located in subway under the Anacostia Freeway (1-295) and Howard Road. Tbe station would have two entrances, one located immediately to the west of the Anacosatia Freeway (1-295) and the other located south of Howard Road at a point about balfway between Fifth Sterling Avenue and Martin Luther King, Jr. Avenue. There would be two Mezzanines, one at each end of the station. Both access points would have off-street bus and kiss & ride facilities. The regional access (west of 1-295) would also have commuter and short-term parking facilities.

BE IT, FURTHER RESOLVED that the Board finds that the proper and timely performance of its function requires that this resolution be effective immediately.
