Acknowledgement

This 2013 edition of the Transport Sector Statistics Bulletin is an effort by Statistics Sierra Leone (SSL) under the Statistical Capacity Building Infrastructure Project of the African Development Project and the National Strategy for the Development of Statistics (NSDS) to provide accurate and timely statistics to meet the growing demand for data on the Transport Sector.

The Transport Sector Statistics Bulletin collects and makes available statistics on air, road and water transportation sectors and on related traffic and infrastructure. The bulletin comprises data collected from all the seven parastatals that are under the supervision of the Ministry of Transport and Aviation. In order to enhance the production of complete and dissemination of reliable, timely, and relevant Transport Sector data, the Statistician deployed in the Ministry relates to all of these parastatals, dialoguing with the various Heads/Directors and professional staff on the need for producing reliable and timely statistics. He also collects data from each of these parastatals, as well as provides guidance on the methodologies and procedures required for accurate data generation.

The Bulletin has been compiled by a dedicated Team of Statisticians under my Supervision. Preface

Statistical records produced by various MDAs under the supervision of the Transport and Aviation Ministry constitute an integral part of the national statistical system. Since 2008, SSL has been gathering data on transport sector generated statistics, which culminated to the publication of the first Transport sector statistics Bulletin in 2009. This present publication contains a wide range of useful statistical information on the Sierra Leone Transport sector and provides additional information on the sector. Annual figures in the 2013 for most parastatals are presented under the Ministry of Transport and Aviation. The contents of the Transport Sector Statistics Bulletin are continually reviewed and also additional data series of interest are included as and when appropriate. Revisions and improvements made to previous series of data are reflected in this latest edition of the publication.

This bulletin and other official statistics are posted on Statistics Sierra Leone’s website so as to reach more potential users of the data. For users who have specific data needs, the SSL will be able to meeting their need upon request. The data series in this Statistics Bulletin are compiled by the Transport Statistics Unit of Statistics Sierra Leone in collaboration with the officials of the various parastatals operating in the transport sector.

1.0 INTRODUCTION

The Transport Sector in Sierra Leone consists of three modes of transportation namely: Road, Sea (Marine) and Air Transportation. These modes are being regulated by statutory bodies, whilst the Ministry of Transport and Aviation handles policy for the effective execution of the respective mandate of these parastatals. The sector also includes freight and passengers movements. The overall goal of the sector is to increase access of the urban and rural populations to market centers as well as to social and economic services through efficient, affordable, clean, safe and sustainable transport system. Given the importance of transport statistics The Transport and Aviation Ministry is supervising the following Parastatals: under the National Strategy for the Development of Statistics (NSDS),  Sierra Leone Road Transport Authority (SLRTA) Statistics Sierra Leone (SSL) deployed a  Sierra Leone Road Transport Corporation (SLRTC) Statistician at the Ministry of Transport  Sierra Leone Airport Authority (SLAA) and Aviation in 2008 to oversee statistical activities in the Ministry.  Sierra Leone Maritime Administration (SLMA) Since the NSDS strengthens the  Sierra Leone National Shipping Agency (SLNSA) coordination role of SSL in the National  Sierra Leone Port Authority (SLPA)

Statistical System (NSS), which  Meteorological Department comprises of all Ministries,  Sierra Leone Civil Aviation Authority (SLCAA) Departments and Agencies (MDA) that are producing data, the deployment of Statisticians to MDAs was seen as a way of achieving the strategic objective of harmonizing statistical methodologies in the country.

The transport sector has suffered major setbacks in past due partly to the 10-year civil war, as well as the lack of funds and other logistical support to the sector. Although some effort were made in 2001 to revive the sector under the world Bank funded Transport Sector Project, the sector continues to suffer neglect and lack of logistics for the production and dissemination of accurate and timely data for policy making. As a result, over the years, there has been little or no medium of reporting these activities carried out in the various parastatals operating in the Transport sector. This lack of data created difficulties for policy-makers, investors, donors, and researchers who rely on such data to make informed decisions. This bulletin is therefore an effort under the NSDS to provide data to meet the growing demand for data on the Transport Sector. The Bulletin is comprehensive in terms of covering the activities of the Transport sector; and it contains accurate data for the period indicated.

However, data on private sector statistics relating to passenger movement, goods loaded and discharged from ECOWAS countries through coastal water transport, Ferry statistics, and Road Infrastructure were not available at the time of data collection and they as such not included in this publication.

The Bulletin is divided into six parts. Part one deals with the introduction; Part Two deals with the Road Transport statistics which covers SLRTA and SLRTC. Part Three covers the Marine Transport statistics comprising SLPA, SLNSC and SLMA; Part Four deals with Air Transport statistics comprising of SLAA whilst part five covers accident statistics, and part six covers Meteorological data comprising Rainfall and Temperature.

2.0 SIERRA LEONE ROADS TRANSPORT AUTHORITY (SLRTA)

2.1 Explanatory Notes

Commercial Authorization is the permission granted by the Sierra Leone Road Transport Authority (SLRTA) to Private Vehicle owners to operate such Vehicle on commercial basis.

Vehicle Valuation is the service by the SLTRA to private individuals who require such services in the event of sale of vehicles by such individual.

2.1.2 Comparison of Job done by Services 2011-2013

It is observed that from the data set for the three year period under review all of the services experienced increase with the exception of Drivers license that experienced a decrease of about -29 percent from 2011 – 2013.

2.1.3 Comparison of Job Done By Services 2013

The Job by Services during the period under review shows that vehicle fitness and vehicle license accounts for the bulk of the services as they both accounts for about 26 percent of the services each. This could be attributed to the fact that all vehicles are expected by law to obtain license yearly which requires them to go through a fitness test. On the other hand vehicle Auth (Market entry) accounts for the least of the services done.

2.1.4 Percentage Comparison of Vehicles Registered 2003-2013

This data set shows that the number of vehicles registered increased steadily from 8,880 vehicles in 2003 to 36,044 in 2013. However the number of commercial motor cycle experienced the highest increase from 2003 to 2013 especially from 2011 to 2013 .The key reason for this could be attributed to the introduction Okada riding in the country where in most youths now see it as a livelihood activity in the country especially in the capital city and the provincial Headquarter towns of Bo, Kenema and Makeni. The data set also shows that all categories of vehicles experienced an annual increase of not less than 5 with the exception A (T) which experienced an annual increase of only 4 %.The key reason for this is that Taxi is not widely used in the provinces.

2.1.5 Comparison of Vehicle Licensed (2002-2013)

This data set shows that the number of vehicles licensed increased steadily from 2002 to 2013. However, the data shows that for each of the years, more vehicles were licensed than registered. This is because a vehicle is registered once, but licensing in done every year. The data set further shows that from 2002 to 2012, there was a percentage increase in the number of vehicles licensed by about 161 percent i.e. from 21,329 in 2002 to 55,739 in 2012.

2.2.1 Comparism of Revenue and Expenditure for all Bus Categories 2012-2013

The Table above shows that a total revenue of 10,965,808,400 Leones was generated for the year 2012 with an expenditure of 5,055,500,345 Leones thus leaving with an operating balance of 5,910,308,055 Leones where as in 2013 a total of 8,718,494,700 Leones was generated as revenue with an expenditure of 4,363,588,952 Leones thus leaving with an operating balance of about 4,345,905,748.From the data set it shows that there was a decrease in both operating income as well as operating balance with in percentage terms accounted for 20 and 26 percent respectively.

2.2.2 Comparism of passenger movement for all Bus Categories 2012-2013

Table 11 above shows that Bo accounts for the highest number of passengers travelling in the Government operational buses followed by Kenema accounting for about 39 and 37 percent of the travelers in 2012 and 2013 respectively .This could be attributed to few facts like Bo being the second capital city has many people travelling in between the capital and the provincial city. This could also be as a result of the fact that more buses are assigned to ply the Bo route than other routes in the

country. After looking at the usage of government operational buses, it also shows a percentage decrease of about 6.1 percent from 2012 to 2013 although one month data on passenger travelling for the year 2012 was not available at the time of this compilation. This percentage drop will mainly be attributed to either poor services or frequent bus breakdowns that may discourage some passengers from using the buses. The table above further shows that about 292,701 passengers travelled in the operational buses in 2012 whilst 274,750 passengers travelled in the government operational buses in 2013 thus experiencing a drop of 17,951.

2.2.3 Revenue Generated and Expenditure by Bus Category-2013

The data set shows the A buses are the main buses used as they account for about 81% of the revenue generated in 2013 .They also account for the bulk of the expenditure on the buses. The reason for this is that they are many; about 40 in number .The other bus categories are not generating much revenue and not using much of the expenditure as they are small in number. On good thing to ride home with is that all the buses for both 2012 and 2013 are generating more revenue than expended.

3.2.1 Comparism of shipping flag traffic 2012 - 2013

Table 18 shows that more ships came to Sierra Leone in 2013 than in 2012. In 2013 there was a percentage increase in shipping flag traffic to Sierra Leone of 48% as it experienced 604 shipping flag traffic compared to that in 2012 as 406.This could be attributed to improvement in the shipping policy in Sierra Leone.

3.4 Import of Commodities 2013

During the period 2013, a sum total of 1,380,491.51 metric tons of cargo including liquid bulk was imported via the Queen Elizabeth 11Quay KOJ. There was a decrease of 31.49 metric tons (0.002%) this reporting period as against the previous year (1,380,523mt).

Food stuff category including rice accounted for 35.55% .consumer Goods accounted for 15.05% while Industrial /Raw materials category including clinker, Gypsum and Limestone accounted for 35.68 % of total imports .The rest of the imports included Capital Goods 8.9% and other categories of Goods 4.82%.

Compared with the previous years, there were increases in all categories of imports except industrial Raw materials and others.

3.6 Export of Commodities

In 2011 the total tonnage export was 998,880.50 metric tons as against 161,737.80 metric tons in 2012.This shows a drop in export of about 837,142 metric tons in 2012. This huge drop in export is mainly attributed to the barn that was placed on the export of timber and scrape metals in 2012. However, the export was highly increased to 14,760,895.46 in 2013. On the whole in terms of export; Natural products for the three years accounted for the bulk of the exported commodities .In 2011 it accounted for about 89% of the total export, in 2012 it accounted for 28% though a drop but was also the highest whilst in 2013 it went up to about 98% of the total export The rest of the other commodities accounted for a minimal percentage The main reason why natural products had been accounting for the bulk of the exports is as a result of the bum in the mining of minerals like Iron ore Rutile etc.

3.7 Comparison of Tonnage Export of Minerals from 2011-2013

The export of minerals dropped by 42% in 2012 as compared to that in 2011. However, there was a huge percentage increase of export of minerals in 2013 showing a percentage increase of 1,632%. The bulk of this export is mainly coming from the iron ore which accounted for about 93.8% of the total export for that year. This could be mainly attributed the increase in the operations of some mining companies in the northern province like the African Minerals London mining etc. The data set further shows that in 2012 Bauxite accounted for the bulk of the minerals exported as showing in the Figure above thus representing a total of 91% of the total export for that year.

4.0 Sierra Leone Airport Authority

4.1 Explanatory Notes

Aircraft Movement = Means the frequency of aircraft landings or take-off or Flight movement at the Freetown international Airport

Schedule Flight = Means flight scheduled to land at the airport based on agreed time of arrival and departure using a specified route on one particular day, week or month of the year

Non -Schedule Flight = Mean the usual flight movement which landings are not based on specific time

Passenger Movement = Means the in and out movement of passenger through the airport

Embarked Passenger = Means passengers departing from the country through the airport.

Disembarked Passengers = Means passengers arriving in the country through the airport.

Transit Passengers = Means passengers who arrive at the airport and spend less than 24 hours and continue their trip to a third Country.

Cargo/Freight = Means goods coming and going out of a country through the airport.

Laden Cargo/Freight = Means import goods or freight air lifted to a country through the airport.

Un-Laden Cargo/Freight = Means export goods or freight leaving the country through the airport.

4.4 Comparison of Registered Airlines 2011-2013

The data set for registered Airlines that operated in Sierra Leone for 2011 and 2013 shows there was an increase of two new Airlines in 2012 with an additional increase of one air line in 2013..There was only seven Airlines that registered in 2011 but we had nine that registered in 2012 and 10 in 2013 .This shows that there is high competition in the air line industry that is encouraging more Airlines to operate in the country .With this trend in the midst of peace and stable governance, we expect the number to keep increasing on yearly basis.

6.0 Analysis of Yearly Temperature (Degrees Celsius)

The average mean Yearly Temperature for all stations had been around 30degrees Celsius .However, Lungi and Bo stations experienced an exceptionally high temperature in the years of 1997 and 2007 going up to about an average of 31 degrees Celsius. Both Freetown and Bonthe stations had not experience much variation in temperature for the period under review. However, the sudden increase in the average yearly temperature for Bo and Lungi stations is an indication of the erratic nature of our weather patterns.

6.1 Analysis of Average Yearly Rainfall

The rain fall patterns from all stations according to the data set had not been without variations. However, according to the data set, more rains are experienced in Freetown and Bonthe stations than the other areas like Makeni, Bo and Lungi. It is observed that in 2007 and 2011 there was a very high rain fall in Bonthe station than most other stations .The rainfall patterns in most stations had been highly erratic.

6.2 Analysis of Average Mean Monthly Temperature Per station

The data set shows that Makeni is the hottest place than all other stations with in the year. The highest temperatures are expected within the months of February March and April from all stations showing Makeni in the lead. This domination of high temperature in Makeni than other places could be basically attributed to the prevalence of the type of vegetation in the area (Savannah).

However, the full rains will be experienced with in the months of June to September, whilst the peak of the rainy season is within July and September. From the station analysis Freetown do experience heavy rains than the other stations for most years for the period under review especially with in the months of June, July August and September. Bonthe follows next for high rains.
