viii PREFACE

Statistical records showed that monthly Transport data were available within the different parastatals under the supervision of the Transport and Aviation Ministry. Since January 2008, SSL has been gathering data on transport sector, which culminated to the publication of the first Transport sector statistics Bulletin in 2009. This present publication contains a wide range of useful statistical information on the Sierra Leone Transport Industry and provides additional information on the sector. Annual figures in the past one year for most parastatals are presented. The contents of the Transport Sector Statistics Bulletin are continually reviewed and also additional data series of interest are included as and when appropriate. Revisions and improvements made to previous series of data are reflected in this latest edition of the publication.

This bulletin and other official statistics are posted on Statistics Sierra Leone’s website so as to reach more potential users of the data. For users who have specific data needs, the Transport Statistics Unit offers customize assistance on transport data to meet their needs upon request. The data series in the Statistics Bulletin are compiled by the Transport Statistics Unit of Statistics Sierra Leone in collaboration with the officials of the various parastatals operating in the transport sector.

This 2012 edition of the Transport Sector Statistics Bulletin is an effort by Statistics Sierra Leone (SSL) under the Statistical Capacity Building Infrastructure Project of the African Development Project and the National Strategy for the Development of Statistics (NSDS) to provide accurate and timely statistics to meet the growing demand for data on the Transport Sector.

The Transport Sector Statistics Bulletin collects and makes available statistics on air, road and water transportation sectors and on related traffic and infrastructure. The bulletin comprises data collected from all the seven parastatals that are under the supervision of the Ministry of Transport and Aviation. In order to enhance the production of complete and dissemination of reliable, timely, and relevant Transport Sector data, the Statistician deployed in the Ministry relates to all of these parastatals, dialoguing with the various Heads/Directors and professional staff on the need for producing reliable and timely statistics. He also collects data from each of these parastatals, as well as provides guidance on the methodologies and procedures required for accurate data generation.

The Bulletin has been compiled by a dedicated Team of Statisticians under my Supervision. x 1 1.0 INTRODUCTION

The Transport Sector in Sierra Leone consists of three modes of transportation namely: Road, Sea (Marine) and Air Transportation. These modes are being regulated by statutory bodies, whilst the Ministry of Transport and Aviation handles policy for the effective execution of the respective mandate of these parastatals. The sector also includes freight and passengers movements. The overall goal of the sector is to increase access of the urban and rural populations to market centers as well as to social and economic services through The Transport and Aviation Ministry is supervising the following Parastatals: efficient, affordable, clean, safe and • Sierra Leone Road Transport Authority sustainable transport system. The transport sector has suffered major setbacks in past due partly to the 10‐year civil war, as well as the lack of funds and other logistical support to the sector. Although some effort were made in 2001 to revive the sector under the world Bank funded Transport Sector Project, the sector continues to suffer neglect and lack of logistics for the production and dissemination of accurate and timely data for policy making. As a result, over the years, there has been little or no medium of reporting these activities carried out in the various parastatals operating in the Transport sector. This lack of data created difficulties for policy‐makers, investors, donors, and researchers who rely on such data to make informed decisions. This bulletin is therefore an effort under the NSDS to provide data to meet the growing demand for

2 data on the Transport Sector. The Bulletin is comprehensive in terms of covering the activities of the Transport sector; and it contains accurate data for the period indicated.

However, data on private sector statistics relating to passenger movement, goods loaded and discharged from ECOWAS countries through coastal water transport, Ferry statistics, and Road Infrastructure were not available at the time of data collection and they as such not included in this publication.

The Bulletin is divided into six parts. Part one deals with the introduction; Part Two deals with the Road Transport statistics which covers SLRTA and SLRTC. Part Three covers the Marine Transport statistics comprising SLPA, SLNSC and SLMA; Part Four deals with Air Transport statistics comprising of SLAA whilst part five covers accident statistics, and part six covers Meteorological data comprising Rainfall and Temperature.

2.1 EXPLANATORY NOTES

Commercial Authorization is the permission granted by the Sierra Leone Road Transport Authority (SLRTA) to Private Vehicle owners to operate such Vehicle on commercial basis.

Vehicle Valuation is the service by the SLTRA to private individuals who require such services in the event of sale of vehicles by such individual.

2.1.2 Comparism of Revenue Generated By Services

Revenue increased during 2012 reflecting the positive impact of the implemented policy measures during the year. Total revenue increased by 27percent from that in 2010. Drivers Licensed raised the highest revenue 34 percent (Le 6,446,555,000) followed by Vehicle license 30 percent (Le 5,615,900,000), vehicle fitness test 18 percent (Le 3,390,050,000) and Vehicle registration11 Percent (Le 2,102,565,000) The least revenue collection area is that of Vehicle renewal and that of market entry. There is a vast improvement in revenue collection as a whole especially in the areas of vehicle licensed and drivers licenses. The underlying factor for the increase in the revenue generated from these areas is mainly attributed to the hard work of the police force and the introduction of the banking system in the payment for the services.

10 2.1.3 Comparism Of Job Done By Services

The Job done by Services during the period under review all experienced an increase with the exception of, driver’s License, which had a percentage decrease of 5%. The reason for this could be the fact that it is not all the drivers that may renew their licensed every year. However, the total volume of driver’s License recorded by Sierra Leone Road Transport Authority (SLRTA) was 38,320 which represent 16.6% The highest job was done by vehicle fitness, followed by vehicle License and vehicle registration representing 24.3%, 24.2% and 13% respectively.

2.1.4 Motor Vehicle In Use

This data set shows that the number of motor vehicles in use (commercial, motorcycle and vehicle registration) had continued to increase steadily from 2003 to 2012. Table12. Shows an overall increase of 176% in the area of commercial vehicles representing an annual increase of about 17. 6%. Motor vehicles increased by 522% within the time frame representing the highest .This are mainly as a result of the introduction of the Okada system. Vehicle registration shows an increase of 240% over the period.

2.1.5 Comparism Of Vehicles Registered

This data set shows that the number of vehicles registered increased steadily from 8880 vehicles in 2003 to 30,198 in 2012. However the number of motor cycles (AM) registered dropped from 7088 in 2008 to 3777 in 2009, but increased slightly to 5967 in 2010,dropped to 2,111 in 2011 but increased slightly to 2,675 in 2012 . The decline in this category could be attributed the effort of government through the Sierra Leone Police (SLP) to bring sanity into biking riding in the cities, thereby affecting the operation of motor cycles in the country.

11 Furthermore, table13 reveals that, the total number of newly registered vehicles increased by almost 12.4 percent to 17,876 in 2010 from 15,899 in 2009, but increased by almost 69 percent in 2012(30,198) from 17,876 in 2010.This gives an indication that relevant institutions/stakeholders should more in order to coup with importation of more vehicles into the country especially in the area of road construction and road traffic offence management to help in minimizing vehicle accident cases.

This data set shows that the number of vehicles licensed increased steadily from 2002 to 2012. However, the data shows that for each of the years, more vehicles were licensed than registered. This is because a vehicle is registered once, but licensing in done every year. The data set further shows that from 2002 to 2012, there was a percentage increase in the number of vehicles licensed by about 161 percent i.e. from 21,329 in 2002 to 55,739 in 2012.

The data set shows the A buses are the main buses used as they account for about 75% of the revenue generated within the nine months period .They also account for the bulk of the expenditure on the buses. The reason for this is that they are many about 40 in number .The other bus categories are not generating much revenue and not using much of the expenditure due to their limited number. On the whole according the data received for the nine months period of operation the cooperation was able to realize an operational surplus of four billion nine hundred and eighty two million three hundred and thirty four thousand nine hundred and five Leones.

3.4 Import Of Commodities The total volume of imports in 2010 shows 1,108,641 metric tons of goods, excluding liquid bulk. There was an increase of 81,340.1 metric tons in 2011. This increase was driven by the reduction of tariff in rice and building materials as well as the stabilization of the US dollar to the Leone which made imports more attractive in Sierra Leone. The fall in the import bill was moderated by a string rise in the volume of imports of manufactured goods, capital and Industrial materials.

Industrial/Raw Materials category including cement, Clinker, Gypsum & Limestone, accounted for 42.5% The Foodstuff category including Rice accounted for 33.1% of total imports. Other goods were next, accounting for 11.9%. Import of capital goods constituted about 7.2%.

26 On the whole there was a percentage increase of 6.8% with respect to importation of Goods from 2010 ‐ 2011. Although the statistics for 2012 has not been released, but an increase is also expected in that direction as our population keeps increasing there is bound to be an increase in demand for basic goods.

32 3.6 Export of Commodities In 2012, the total tonnage export was 161,738 metric tons as against 998,880 metric tons in 2011.This shows a drop in export of about 837,142 metric tons .This huge drop in export is mainly attributed to the barn that was placed on the export of timber and scrape metals in 2012. On the whole in terms of export, Natural products experienced the highest drop in export. It accounted for about 90% of the total export in 2011 when there was no barn on the export of timber and scrape metals. This drastically dropped to about 29% in 2012. All other commodities experienced an increase in export. Agricultural crops accounted for 19%, Food stuffs 3%, Animal feed 2%, Industrial material 22% capital goods 24% and other goods 24% in 2011.On the other hand in 2011 Agricultural crops accounted for 2% , Food stuffs, Animal feed and capital goods all accounted for less than 1% each. Others accounted for 4% and industrial materials accounted for 3%.

Minerals The export of minerals dropped by 72% in 2012 as compared with that in 2011.The total export of minerals in 2011 was 1,459,288.25 and that in 2012 was 848,666.27 metric tons. In both 2011 and 2012 bauxite accounted for the highest export representing 87.7 and 91.8 percent of the exports respectively. There was no export of Zircon in 2012 which may have accounted for the drop in export of minerals in 2012 generally. The next highest mineral exported in 2011 and 2012 is rutile. It is therefore true to say that the two minerals that Sierra Leone generated much revenue from in the two years are Bauxite and rutile. The highest export took place in the month of December for 2012 whilst for 2011 it was in the month of August representing 18 and 16 percents respectively. There was a percentage increase of 4.1 for the export of bauxite in 2012.

4.1 EXPLANATORY NOTES

Aircraft Movement = Means the frequency of aircraft landings or take‐off or Flight movement at the Freetown international Airport

Schedule Flight = Means flight scheduled to land at the airport based on agreed time of arrival and departure using a specified route on one particular day, week or month of the year

Non ‐Schedule Flight = Mean the usual flight movement which landings are not based on specific time

Passenger Movement = Means the in and out movement of passenger through the airport

Embarked Passenger = Means passengers departing from the country through the airport.

Disembarked Passengers = Means passengers arriving in the country through the airport.

Transit Passengers = Means passengers who arrive at the airport and spend less than 24 hours and continue their trip to a third Country.

6.0 Analysis of Yearly Temperature (Degrees Celsius)

The average mean Yearly Temperature for all stations had been around 30degrees Celsius .However, Lungi and Bo stations experienced an exceptionally high temperature in the years of 1997 and 2007 going up to about an average of 31 degrees celsius. Both Freetown and Bonthe stations had not experience much variations in temperature for the period under review. However, the sudden increase in the average yearly temperature for Bo and Lungi stations is an indication of the erratic nature of our weather patterns.

6.1 Analysis of Average Yearly Rainfall

The rain fall patterns from all stations according to the data set had not been without variations. However, according to the data set, more rains are experienced in Freetown and Bonthe stations than the other areas like makeni, Bo and Lungi. It is observed that in 2007 and 2011 there was a very high rain fall in Bonthe station than most other stations .The rainfall patterns in most stations had been highly erratic.

6.2 Analysis of Average Mean Monthly Temperature Per station The data set shows that Makeni is the hottest place than all other stations with in the year. The highest temperatures are expected within the months of February March and April from all stations showing Makeni in the lead. This domination of high temperature in Makeni than other places could be basically attributed to the prevalence of the type of vegetation in the area (Savannah).

6.3 Analysis of Average Mean Monthly Rainfall Per station The data set shows that the start of appreciable rains for all stations is mainly in may. However, the full rains will be experienced with in the months of June to September, whilst the peak of the rainy season is within July and September. From the station analysis Freetown do experience heavy rains than the other stations for most years for the period under review especially with in the months of June, July August and September. Bonthe follows next for high rains.
