The History of the European Monetary Union and Useful for Opening up New Horizons
The financial and economic crisis that hit Europe in 2009 brought out the precariousness of the monetary union, accentuating the economic disequilibrium among European nations and strengthening Euro-skepticism. The History of the European The crisis was the catalyst for long-standing and unresolved problems: the creation of a singly monetary area with intergovernmental control, the Monetary Union final act in the construction of a Europe economically united but without a government and a state; the consequent discrepancy between forming a consensus that remains in large part national and the political dynamics in Comparing Strategies amidst Prospects Europe; the sustainability of a monetary union in the absence of an economic- for Integration and National Resistance social union, which presents again the long-standing debate between “monetarist” countries and “economist” countries. Her most important research interests concern the history of the European Community and the history of the federalist movements. Shipbuilding and Ship Repair Workers Around the World
8 Always on the verge of sinking Labour and production in the Sestri Ponente shipyard, Genoa (Italy), 1950-2014 Giulia Strippoli, Davide Tabor, and Luciano Villani1 Introduction: is the identity of Sestri Ponente at a crossroads? In this chapter we examine the history of the Sestri Ponente shipyard in relation to three themes: employment and labour composition; production trends and changes in the organisation of work; and workplace struggles that took place during the Republican period to guarantee the role of the workers in the company, and to avoid the closure of a highly productive shipyard. The importance of the local context in which the shipyard stands seems to go beyond the issue of employment, embracing the physiognomy of a territory in its broadest sense, embedded in cultural and communal identity processes over a long period. This identity has flourished through- out the past two centuries and has been forged around the knowledge and special skills learned and passed down through generations by the Sestri Ponente shipyard workers. Although many of its constituent elements remained intact, Sestri Ponente eventually declined as a result of economic, production, and social changes. ROBERT LEMAIGNEN Robert Lemaignen est né en 1893 à Blois, d'une famille mêlée à la vie publique blésoise depuis trois siècles. Sorti de Saint-Cyr en 1914, il fait toute la guerre, d'abord comme officier de cavalerie, puis comme aviateur. A l'armis- tice de 1918, il est chef d'état-major de la Di- vision aérienne. Une blessure, cinq citations, officier de la Légion d'honneur. Peu attiré par la vie de garnison, il démis- sionne pour entrer dans un groupe d'entre- prises axées sur le commerce international. Dès juin 1940, il participe à la Résistance. En 1946, il est décoré de la Médaille de la Ré- sistance et promu commandeur de la Légion d'honneur. Nommé vice-président de la Chambre de Commerce internationale, il travaille auprès de Georges Villiers au sein du Conseil national du Patronat français, en particulier comme vice-président de la Commission des Relations internationales. Il est élu à l'Académie des Sciences d'outre-mer. A l'entrée en vigueur du Traité de Rome en 1958, le Gouvernement le désigne avec Ro- bert Marjolin pour occuper les deux places réservées à la France dans la Commission de la Communauté économique européenne, où il est chargé des relations avec les pays en développement, mission qu'il assume jusqu'à l'expiration de son mandat en 1961. Lionello Levi Sandri au service de l’Europe 121 Lionello Levi Sandri au service de l’Europe Andrea BECHERUCCI Lorsque Lionello Levi Sandri prend, le 8 février 1961, les fonctions de Commissaire européen, il vient d’avoir cinquante ans et a déjà derrière lui une longue expérience comme haut fonctionnaire et comme universitaire.1 C’est Giuseppe Saragat qui l’appelle à ces fonctions internationales prestigieuses; il était désireux de confier ce poste prestigieux à un représentant des forces laïco-socialistes après que les démocrates-chrétiens aient longtemps trusté les postes communautaires.2 La première commission Hallstein s’est installée à Bruxelles le 7 janvier 1958. L’Italie y a d’abord été représentée par Piero Malvestiti, en charge du marché intérieur, remplacé dès novembre 1959 par Giuseppe Caron, et par Giuseppe Petrilli, dont Levi Sandri hérite du portefeuille des affaires sociales. Au cours des années passées à Bruxelles, Levi Sandri assumera d’autres charges comme vice-président de la Communauté économique européenne (1961-1970), vice-président de la Commission unique (1967-1970), comme responsable du marché intérieur et de l’union douanière (1963-1964), puis du personnel et de l’administration (1967-1969). Dans le cadre de ces fonctions, Levi Sandri présidera le fonds social européen (FSE), le fonds pour la libre circulation des travailleurs, l’Organe permanent pour la sécurité du travail dans les mines de charbon, la Fondation Paul Finet en faveur des orphelins des mineurs et sera membre du conseil d’administration de l’Institut de statistique des Communautés européennes. Lorsque Petrilli, envoyé à Bruxelles à la demande d’Amintore Fanfani, quitte ses fonctions pour présider l’IRI (Istituto per la Ricostruzione industriale), il ne laisse pas grand-trace de son action.3 Se remémorant cette époque quelques années plus tard, il admettra: 1. -
Giovanni Pieraccini 1933 - 2017
GIOVANNI PIERACCINI 1933 - 2017 Storia. Giovanni Pieraccini (Viareggio, 25 novembre 1918- Viareggio, 14 luglio 2017) era un pubblicista e politico. Laureatosi in giurisprudenza presso l'Università di Pisa ed il Collegio Mussolini, attuale Scuola Superiore Sant'Anna. Fu a Firenze durante la Resistenza e dopo la Liberazione, fu assessore nella prima giunta fiorentina. Tra il 1944 e il 1946 lavorò come redattore alla "Nazione del Popolo", per passare poi, durante i due anni successivi, al "Nuovo Corriere" come condirettore. E' stato direttore anche del settimanale socialista "La Difesa". Nel dicembre del 1946 presentò al congresso della Federazione fiorentina assieme a Jaures Busoni una mozione cosiddetta di "Base" imperniata sulla riaffermazione del marxismo, del classismo, della necessità della conquista del potere politico, dell'unità dei partiti della classe operaia. Nel 1948 fu il coordinatore nazionale della mozione "Riscossa Socialista" al Congresso di Genova (28-30 giugno 1948), al termine del quale fu eletto alla direzione del partito. Eletto alla Camera nel 1948 tra le file del Fronte Democratico Popolare per i socialisti nella circoscrizione Firenze XIV. Fin da subito svolse un'intensa attività parlamentare, fu membro di molte commissioni: Commissione Industria e commercio, Commissione Finanze e Tesoro, Commissione Trasporti, Commercio con l'Estero e altre. Dal 1960 al 1963 fu direttore de "L'Avanti!", carica da cui si dimise nel 1963 in seguito alla nomina a ministro del Lavori Pubblici durante il primo governo Moro (4 dicembre 1963 - 22 luglio 1964). In questa legislatura egli propose (25 giugno 1964) un nuovo piano urbanistico che per sette voti non ottenne la fiducia dalla Camera dei Deputati.
