As the second most-populous country in Africa, and a country that has demonstrated resilience in the face of recurrent hazards, Ethiopia can be a country model for inclusive development that is sustainable, equity-focused and risk-informed. In pursuit of the Sustainable Development Goals of the United Nations Agenda 2030, the African Union’s Agenda 2063 and Ethiopia’s own current national development agenda, the Second Five- Year Growth and Transformation Plan 2015/2016-2019/2020 (GTP II), there must be broad-scale commitment across country stakeholders to leave no one behind. -

Abstract Descriptive and logit analysis were employed to investigate the impact of social, economic and technical factors on decisions to adopt new agricultural technologies in the Ada and Selale districts of Ethiopia. Peasants follow sequential adoption of technologies. In both study areas, priority is given to adoption of crop production augmenting technologies followed by technologies that complement crop production (Ada) and contribute to increases in milk production (Selale). Producers of both regions require existence of certain pre-conditions prior to the adoption of technologies. Ada farmers require more pre-conditions related to livestock production while Selale farmers require more preconditions related crop production. -

www.ipms-ethiopia.org www.eap.gov.et Working Paper No. 21 Sustainable land management through market-oriented commodity development: Case studies from Ethiopia This working paper series has been established to share knowledge generated through Improving Productivity and Market Success (IPMS) of Ethiopian Farmers project with members of the research and development community in Ethiopia and beyond. IPMS is a five-year project funded by the Canadian International Development Agency (CIDA) and implemented by the International Livestock Research Institute (ILRI) on behalf of the Ethiopian Ministry of Agriculture and Rural Development (MoARD). Following the Government of Ethiopia’s rural development and food security strategy, the IPMS project aims at contributing to market-oriented agricultural progress, as a means for achieving improved and sustainable livelihoods for the rural population. The project will contribute to this long-term goal by strengthening the effectiveness of the Government’s efforts to transform agricultural production and productivity, and rural development in Ethiopia. IPMS employs an innovation system approach (ISA) as a guiding principle in its research and development activities. Within the context of a market-oriented agricultural development, this means bringing together the various public and private actors in the agricultural sector including producers, research, extension, education, agri-businesses, and service providers such as input suppliers and credit institutions. The objective is to increase access to relevant knowledge from multiple sources and use it for socio-economic progress. To enable this, the project is building innovative capacity of public and private partners in the process of planning, implementing and monitoring commodity-based research and development programs. -

Federalism and Autonomy 6 Conflicts in the Somali Region 6.1 Introduction The preceding chapter gave a general background to the history and ethnic makeup of the study regions. In contrast, this chapter presents the impact of federal restructuring on intra and inter-clan relationships in the newly constituted Somali region. In fact, some of the theoretical propositions about the role of federalism in decentralising conflicts through ‘proliferation of points of power,’ outlined in chapter 2 appear to have been worked in the SNRS. In other words, federal restructuring by making resources such as political appointments, civil service jobs, regional/local budget and others available at local and regional levels impelled both intra and inter-clan contestations that often lead into violence. The division that emerged between the dominant Ogaden and the non-Ogadeni clans in the wake of ethnic regionalisation appeared to reduce possible threats from the Somali region to the political centre. However, inter-clan autonomy conflicts in the region are typically violent and localised. -

The Project Team comprised: Luciano Borin (Team Leader), Paul Ballard (Private Sector Development), Carine Du Marchie and Gerda Heyde (WID consultants),Tom O'Connor (Gas Field Geology), Thuvara Nayar (Refinery Operations), Harry Sasson (Privatization, consultant) Maurizia Tovo (Regional Development), Salman Zaheer (Financial and Economic Analysis, consultant). The project will be located in the part of Region 5 traditionally known as the Ogaden. In view of the project implicationsvis-a-vis the fragility of the Ogaden's environment, both human and natural, a special sub-team, coordinated by Maurizia Tovo, was established to prepare an EnvironmentalAssessment. The sub-teamincluded the following consultants:Mohamoud Ayan (RangelandEcologist), Richard Hogg (Anthropologist)and Marino Martin (IndustrialPollution Specialist). A number of visits to key areas and communitieslikely to be affected by the Calub Gas DevelopmentProject took place between May and December 1992. Discussionswere held with government agencies, donors and NGO's working in the region, as well as with traditional leaders, local authorities, women's groups and community members. The resulting report, therefore, reflects the knowledgeand wisdomof a large number of individualsthoroughly familiar with the area under study. The draft report was submitted to the Government for review and approval, and it benefitted from the contributions of the Water Commission, the Ministry of Environmental Protectionand Natural ResourceDevelopment, the Ministry of Planning, and the Third Livestock Project (Ministry of Agriculture). -

The region comprises of nine administrative zones which in terms of livelihoods are categorised into 17 livelihood zones. The climate is mostly arid/semi-arid in lowland areas and cooler/wetter in the higher areas. Annual rainfall ranges from 150 - ~600mm per year. The region can be divided into two broader rainfall regimes based on the seasons of the year: Siti and Fafan zones to the north, and the remaining seven zones to the south. The rainfall pattern for both is bimodal but the timings differ slightly. The southern seven zones (Nogob, Jarar, Korahe, Doollo, Shabelle, Afder, Liban and Harshin District of Fafan Zone) receive ‘Gu’ rains (main season) from mid April to end of June, and secondary rains known as ‘Deyr’ from early October to late December. In the north, Siti and Fafan zones excluding Harshin of Fafan zone receive ‘Dirra’ - Objectives of the assessment also known as ‘Gu’ rains from late March To evaluate the outcome of the Deyr/Karan to late May.
