Minutes of a meeting of Council held at Village Hall on Wednesday 4th November 2015 at 7.30 p.m.

1. Present: Chairman J.E.Williams , Councillors A.Roberts ,R.W.Jones, T.Rogers, G.W.Roberts, and Clerk P.G.Palmer 2 members of the public attended. 2. Apologies: None 3 Declaration of interest None 4. Minutes of the Council: The minutes of the meeting held on 2nd September were approved as correct and signed by the Chairman 5. Urgent Matters: None

6. Highways/ Public Footpaths Speeding at Pwllglas Village. The Clerk has contacted Go Safe to see if Pwllglas can be included as a site for mobile van speed checks. Go Safe reply that a speed survey was carried out in June this year, for a full week, for 24 hours each day. Unfortunately the speeds recorded do not meet the requirements for safety cameras to be introduced. Brown Village Name signs. The clerk contacted Council who passed on the enquiry to Welsh Government. We are advised to submit a request to Denbighshire County Council for a sign proposal to be drafted. This will then be sent to Welsh Government for consideration. The Community Council would be responsible for funding the installation of any signs. Clerk to submit request. A494 Wall Clerk has contacted Denbighshire Council regarding condition of roadside wall A494, 40mph limit Pwllglas to Eyarth Junction. This has been passed to Trunk Road Agency. Stile near Playing Field. Clerk has had a meeting on site with Denbighshire Council footways inspector. It is suggested that the stile is not needed and could be removed. Following discussion Clerk to arrange site meeting with CllrsT.Rogers,G.W.Roberts and A.Roberts to discuss on site. Visibility Golf Club Road Junction with A494. Clerk has contacted Denbighshire Council. No reply received yet. 7. Planning No matters to discuss. 8.Efenechtyd Council Website The Clerk has been in discussion with the Web site builders ( Brown Hen, Efenechtyd) They are willing to update the site as required for a fee of £50 per year. Council approved this proposal. Clerk to arrange. 9. Village Green/Rock Climbing. Concerns have been raised with the Clerk regarding Rock Climbing activities in the Village Green area (owned by the Community Council ) near the Golf Club. The Clerk has written to One Voice to obtain advice. 10. Correspondence Received (1) have asked for names and contact details of Council Members to enable them to build “a community bridge “ Council agreed, clerk to supply the information to N.W.Police. (2) Wales Audit Office advise that new external auditors have been appointed for the next three years. There are also likely to be some changes to the audit information to be provided.

(3)Clerk advised Council that Denbighshire Council Cabinet have decided to approve the proposal to close Ysgol and Ysgol on 31st August 2017. The new area school will open on the 1st September 2017 on the existing school sites. This decision is subject to the call in procedures of Denbighshire Council. (4) Denbighshire Council is consulting on the provision of in house care services and bus services. Clerk to write regarding care services. The Council object to the proposed closure of Awelon care home, .
