The Senior Divisional Commercial Manager, Southern Railway Division, Tiruchirappalli 620 001 hereby invites applications (‘Expression Of Interest’)from reputed hospitals and medical care centers for “Construction and Maintenance of Free Emergency Medical Care Facility Centre” at 14 (Fourteen) stations in Tiruchirappalli Division for a period of one year.

Notice No .T/C.14/PA /Medical Care Centre dated 25.06.2016 Stations:- Junction, , Mayiladuthurai Junction, Villupuram Junction, , Puducherry, , Vriddhachalam Junction, , , Tiruvarur, Port Junction, Ariyalur and Tiruvannamalai. Terms and Conditions:

1. The contract would be for a period of one year, and is renewable for further periods on an annual basis based on satisfactory performance. 2. Railways would provide required space (200 sq.ft approx), electricity and water connectivity towards the running of the center free of cost. The air- conditioners installed should however be turned off when there are no patients in the centre. 3. The selected hospital/Medical care center shall submit a plan for its proposed construction of the facility. However it shall construct the facility center only as per the plan approved by Railways, at its own cost, by mobilizing its own resources. However, if any built up area is available, it would be allotted for use by the hospital/medical care center at its discretion 4. The selected party should employ/deploy suitable trained medical personnel to render free emergency medical assistance to bona-fide Railway passengers with valid journey ticket and employees working in the Railway Divisional office and its surroundings. 5. The Centre should be kept functional round the clock. 6. All necessary medical equipments required for providing emergency life saving services such as defibrillator, cardiac resuscitating equipments, nebulizer and stretchers with suitable strap, wheeled trolley etc. should be provided by the selected party. 7. Besides general medicines, life saving medicines should also be stocked for providing emergency care at short notice.

8. Skilled paramedical staff i.e. one nurse who holds a degree in Nursing and one experienced attendant should be available round the clock at the center to render required medical assistance to the passengers coming to the centre. 9. The staffs so employed/deployed for this center should have at least two years’ experience of having worked in a similar capacity in any reputed hospital. 10. The selected hospital/medical care center should not utilize this facility towards canvassing/promoting the hospital’s/medical care center’s interests. 11. The personnel employed/deployed at the Centre should provide all possible medical assistance to passengers coming to the centre. If a person is reported to be incapacitated and not in a position to come to the center by himself, the staffs at the center should move to the spot where the person is reported to be available, attend on him/her and arrange for moving him/her to the nearest hospital for further medical assistance. 12. Passengers requiring advanced medical care should be shifted to the nearest Government hospital or to the hospital of choice of the passengers through Ambulance. One Ambulance is to be stabled at the station permanently for use during emergencies. 13. Parking fee would not be charged for the parking of the ambulance in the parking lot.. 14. The staff at the center can seek the assistance of the Station Manager/Railway Protection Force personnel in the station in emergent situations to render their help as witness in medico-legal cases . Documentation of the details of passengers attended/shifted to hospitals by the center should be done and maintained by the deployed staff as per format prescribed in this regard. 15. Railway Administration which shall include doctors and other personnel from Medical department/ other sister departments should be kept indemnified from any claim/dispute or proceedings resulting from their activities except when it is determined that the person (employed by Railways including contract labour ) is liable for negligence or misconduct in the performance of his or her duties. Indemnification should include all reasonable expenses including legal fees. Railways would not be responsible for any outcome arising out of the medical attention provided at the Centre. Any liability arising out due to negligence in providing or performance of the medical service shall be borne exclusively by the hospital/medical care center and shall alone be responsible for the defect in rendering such service on the entitlement/eligibility of the patient and settlement of bills.

16. The selected party may display the names of the hospital/Medical care center providing the services and also messages relating to maintenance of good health inside the Centre to educate the passengers who visit the centre. However no advertisement is permitted to be displayed on the structure other than the name and contact details of the hospital/medical care center which has been awarded this contract. 17. The contract may be terminated either by the hospital/medical care center or the Railway administration by giving one month’s notice and the hospital/medical care center would be permitted to take back all equipments/structure installed by them on termination of the contract without causing any damage to Railway property. In the event of there being any damage to Railway property the same should be made good or appropriate compensation as demanded by the Railway administration should be paid immediately. 18. Any dispute arising out of the Memorandum of Understanding to be signed in this regard (MoU) with selected party will be settled by Divisional Railway Manager, Tiruchirappalli Division, Southern Railway, Tiruchirappalli 620 001, whose decision will be final and binding on both Railways and the hospital/Medical care center who was awarded the contract. 19. The selection of the hospital/Medical care center would be based on the reputation/facilities offered and their accreditation in the state. The hospital/Medical care center that offers the highest number of facilities and possesses a greater reputation amongst the applicants for a station would be selected by a committee of Railway officers and their decision cannot be subjected to scrutiny by any other person/organization. Railway’s decision in this regard is final. 20. Interested hospitals / Medical care centers are requested to apply with their plan/drawing/design of the proposed centre and its specifications, nature of services offered including the type of ambulance that would be kept at the center’s disposal for use in emergencies, their experience and standing in the field of medical care etc. 21. Interested parties / organizations would have the option of delivering a presentation of the proposed centre in a one-to-one meeting with the Railway officer nominated for this purpose and can share their innovative ideas, if any in this regard along with complete specifications. The presentation should facilitate the clarification of issues if any in this regard before a committee of Railway Officers on a nominated day after the

application of Expression of Interest submitted. Selection will be made based on the decision of the officers on the scrutiny of applications and the presentation made if required. 22. Interested hospitals/medical care centers can submit their proposals along with all required details/supporting documents in a separate sealed cover (one for each station) super scribed as “EOI for Free Emergency Medocal Care Centre at ------” (Station name to be mentioned) by Registered Post with acknowledgement due/Courier/in person so as to reach the undersigned by 15.00 hrs., on 02.08.2016 (The Second of August Two thousand sixteen) addressed to the Senior Divisional Commercial Manager, Tiruchirappalli Division Tiruchirappalli 620 001. 23. Proposals received beyond the prescribed time/date would not be considered and the Railway Administration will not be responsible for any delay in submission whatsoever. 24. Railway reserves the right to reject any or all the proposals submitted in response to this EOI at any stage without assigning any reasons whatsoever.

Memorandum of understanding between Southern Railway, represented by the Senior Divisional Commercial Manager, Southern Railway Tiruchirappalli Division, Tiruchirappalli 620 001 and ------for “Construction and Maintenance of the Free Emergency Medocal Care Centre” in Tiruchirappalli Division at ( ) Railway Station for a period of one year.

This Memorandum of understanding executed at ______(Station) on this ------day the ------2016 (Two thousand and sixteen) between the Southern Railway, Tiruchirappalli Division represented by Senior. Divisional Commercial Manager, which includes its successors and assigns of the first party and M/s. ------(party) which includes its successors and assigns of the second party. The purpose of this MoU is to set the general principles of association between Southern Railway, Tiruchirappalli Division hereinafter called Railways and M/s. ------(party) hereinafter called party, for running of the Free Emergency Medocal Care Centre hereinafter called the Center at ------Railway station. The terms and conditions for running the Free Emergency Medocal Care Centre hereinafter called the Center at ------Railway station will be as under:

1. Railways will provide space, electricity and water connectivity free of cost to the center to be constructed at ------station. M/s. ------(party) shall construct the Center for the Medocal Care as per plan approved by Railways at its own cost and by mobilizing its own resources.

2. M/s. ------(party) will employ/deploy suitable staffs to provide free emergency medical assistance to the bona-fide Railway passengers with journey ticket and employees working in the Divisional Railway office and its surrounding offices.

3. The Centre should be kept functional round the clock. All necessary medical equipments for providing basic life saving services would be installed by M/s. ------(party) Besides general medicines, emergency life saving medicines would also be stocked for providing emergency care.

4) Skilled paramedical staff who has at least 2 years experience in working and having a degree in Nursing with an Attendant having two years experience of working in a similar capacity in any hospital should be available round the clock for rendering required medical assistance to the passengers coming to the centre. An identity card required in this regard would be issued by Railways after production of necessary certificates by the

party. The personnel employed/deployed at the Centre shall provide all possible medical assistance to passengers coming to the centre.

5. Passengers requiring advanced medical care should be shifted invariably to the nearest Government Hospital/Private Hospital of passenger’s choice through the Ambulance of M/s. ------(party) positioned round the clock at ------Railway Station. The Ambulance should hold a comprehensive emergency kit, oxygen and paramedical support to handle any eventuality.

6. Railway Administration which shall include doctors and other personnel from Medical department/ other sister departments should be kept indemnified from any claim/dispute or proceedings resulting from their activities except when it is determined that the person (employed by Railways including contract labour) is liable for negligence or misconduct in the performance of his or her duties. Indemnification should include all reasonable expenses including legal fees.

7.. Any liability arising out due to any default or negligence in providing the services or performance of the medical service personnel shall be borne exclusively by the ------(party), who shall alone be responsible for the deficiencies in rendering such service on the entitlement/eligibility of the patient and settlement of bills.

8. M/s. ______(party) may display health related messages inside the Centre to educate the passengers who visit the centre.

9.. The contract may be terminated by either of the parties to this MOU by giving one month’s notice and M/s. ______(party) would be permitted to take back all the equipments installed by them on termination. 10. Both Railways and the party shall not be deemed to be in default for any delay or failure in performance under this understanding or other interruption in the discharge of its responsibility either directly or indirectlyfrom acts of God, civil or military authority, acts of public enemy, war, accidents, fires, explosions, earthquakes, floods, failure of transportation, machinery or supplies, vandalism, strikes or other work interruptions by employees or any similar or dissimilar cause beyond the reasonable control of either party.

10. Any dispute arising out of this Memorandum of Understanding (MoU) would be settled by Divisional Railway Manager, Tiruchirappalli Division, Southern Railway, Tiruchchirappalli, whose decision will be final and both the parties shall abide by the said decision. 11. The party agrees to provide free emergency medical services to bona fide Railway passengers falling sick in Railway premises/on trains, injured in train accidents/untoward incidents in Railway premises/Railway employees in Divisional Railway offices without limitation or discrimination to the same extent as they are made

available to other patients and in accordance with accepted medical and professional practices and standards.

11. The contract with M/s. ______(party) will be for a period of one year from the date of commencement (…./…./……) and is renewable for a further period of 3 years on an annual basis subject to the satisfactory performance of M/s. ______(party)
