Introduction and Opening Remarks by the State Ministry of Agriculture OR Livestock

The meeting was officially opened by the Acting Director General of the State Ministry of Agriculture and Forestry (Machar Awaol Deng). He stressed that the agricultural season has progressed; tractors have been dispatched to different payams (, etc). The Ministry is anticipating delivery of spare parts within this week for other tractors.

The operations at the State Central Nursery have started focusing on land preparation, plant propagation and seed production with the aim of producing appropriate plant materials for the State.

Maintenance of the Ministry buildings is continuing. It is hoped that once completed, Ministry operations will be improved.

Review of the Action Points from the Previous Meeting and Adoption of Minutes

The meeting reviewed minutes and actions from last meeting’s minutes and adopted them with minor changes (clarification from CASI on sites of their operations).

The two main action points from the last meeting are still pending – George still working on them.

Food Security and Livelihood Updates by Partners focusing on County Level Response, Food Security and Livelihood Updates and Challenges

VSF-Belgium

They have activities in the following Bor, Akobo, Uror, and Nyirol.

Bor County: - Slaughter de-stocking activities - with the aim of availing fresh meat to supplement food needs while improving incomes of livestock owners. Currently targeting 9,000HHs.

VSF B buys animals from livestock owners within the Community, slaughter them, inspect and distribute fresh meat to targeted HHs to compliment WFP Food ration.

These activities are implemented in , Anyidi, Makuach, , Jelle, Bor town, and Bor POC.

endemic diseases. The activity targets 3 000HHs in Kolnyang, Anyidi, Makuach, Baidit and Jelle. So far 46 656 animals have been vaccinated (27 794 Sheep and goats and 19 862 cattle).

- Livestock de-worming – within the payams of Bor County to reduce worm load and which will lead to increase in milk yield. Supporting 3 000Hs in the following payams Kolnyang, Anyidi, Makuach, Baidit and Jelle. Currently 9 640 animals have been treated against 380 cases of different diseases.

- Refresher training course targeting 25 Community Animal Health Workers from Kolnyang, Anyidi, Makuach, Baidit and Jelle payams. These CAHWs have already been utilised during the on-going vaccination campaigns.

- Participatory Disease Surveillance (PDS) – targeting 30 people in Kolnyang, Anyidi, Makuach, Baidit and Jelle payams. The important priority diseases in Bor county is East Coast Fever - (Jong Juba), HS (Yuiir), Trypanosomiasis - (Luach), internal/external parasites - (Kaam) and Chronic Bovine Pleuro Pneumonia - (Abot) for cattles and Peste des Petit Ruminants - (Jong thok), Chronic Caprine Pleuro Pneumonia - (Abot thok) and internal/external parasites (Kaam) for sheep and goats. In Baidit/Jelle and Kolnyang - ECF rank as the highest most important disease while it ranks third in Anyidi/Makuach; while in Anyidi/Makuach - HS ranks as the most important disease while it ranks second and third for Baidit/Jelle and Kolnyang respectively. PPR is ranked as the most important disease for sheep and goats in Bor County (mass vaccination necessitated). CCPP ranked as the second most important goats disease in Baidit/Jalle and Kolnyang.

- Veterinary Public Health awareness on Rabies – working with 300HHs, VSF-B conducted awareness in Kolnyang, Anyidi, Makuach, Baidit and Jelle payams. The activity is implemented through Jonglei Radio and received positive feedback from the communities.

Akobo County: - Restocking – VSF purchases small ruminants and distributes them to vulnerable HHs in Akobo. So far 150HHs have been supported through this initiative.

Akobo, Ayod, Nyirol and Uror – animal health targeting 5 000HHs. VSF B dispatched assorted drugs to Akobo and Ayod respectively however; the drugs and equipment for Nyirol and Uror are still in Juba due to accessibility challenges to the two locations. A team is currently conducting training of CAHWs in Akobo.

Issues –

Accessibility challenges for Nyirol and Uror. VSF-B has cargo for the two locations stuck in Juba because they are facing challenge of delivering them.

Action Points o None.

VSF-German

VSF-G has activities in Pochalla and Pibor under the . All these activities are related to livestock.

Pochalla:

VSF-G, through FAO is targeting 1,600HHs with veterinary support (animal disease treatment and vaccinations). Twenty (20) CAHWS will be trained and supported with VET kit over a period of 5 months.

Pibor:

2,000HHs have been targeted for veterinary support in treatment and vaccination while 25 CAHWs will be supported with emergency veterinary kits.

Bor South:

Activities will commence as soon as grant agreements are signed.

Norwegian People’s Aid

Working with WFP in Ayod, Uror, Pochalla, Nyirol, Pigi, and Fangak to distribute food to IDPs and food insecure populations.

These deliveries are done by air.

Besides relief food distribution NPA is also implementing a Smallholder Production and Marketing Products project which is funded by the Norwegian Development Agency (NORAD). The project aims at supporting the agriculture production in form of revolving grants, inputs and extension services, strengthening agricultural market through providing support to farmers’ organizations and market actors.

By the end of the May, a total of SSP18 507 was given to two organizations (Seed Multiplication Centre Produce Group and Chileu Women Group all n Twic East.

In Bor County, four farmer groups have done land preparation using State Ministry of Agriculture tractors. - Bor Community Self Help Group has ploughed seven feddans of vegetable; - Women Sugarcane and Vegetable Production has ploughed seven feddans of vegetables; - Detong Farmers Group has ploughed ten feddans for cereals; - Abier - Dek Farmers groups has ploughed four feddans of cereals.

The project also conducted a sorghum seed trial for two varieties (Wat-Ahmed and Mecia) in Bor County.

Issues – i) Insecurity is impeding access to Pigi and Nyirol ii) In Jiech – 13 565 IDPs had been registered in Jiech () iii) The NPA staff in Fangak (Phom) reported an influx of 36,000 IDPs. This information was also disseminated from the County Commissioner’s office in Phom, New Fangak. However, this information needs verification. Reportedly they are coming from Ayod County.

Community Agriculture and Skills Initiative (CASI)

CASI in partnership with the World Food Programme is distributing food to IDPS in all payams of Bor county except Bor town payam.

These payams are:  Kolnyang payam targeting 11 423 beneficiaries with 192MT of food for the month of June;  Jelle payam supporting a total of 7 610 beneficiaries with 130MT of food;  Baidit payam supporting a total of 5 560 beneficiaries with 92MT of food;  Anyidi payam targeting a total of 311 beneficiaries with 2MT of food.

In partnership with FAO, CASI will distribute seeds and tools in two counties of Twic East and Bor county. The beneficiaries are not yet identified, the identification is in progress. Fishing gear will also be distributed. The distribution will start as soon as the seeds and tools arrive from Juba.

It was agreed that CASI needs to liaise with CARE to ensure that duplication is avoided in Twic East as CARE is also supporting farmers with seeds and inputs. The same needs to be done with Plan International for Bor County.

Plan International (by email)

Plan indicated that trucks with seeds and tools from Juba have arrived in Bor (18 June), offloading completed and distribution starts immediately.

Another team is travelling to Gumruk to join the team on the ground to do a general food distribution and will proceed to Pibor to support the team there on seed and tools distribution.

JAM

They are working in four counties: Duk, Twic East, Bor and Pibor (Boma) distributing food from WFP.

Duk – no access and they have had no contact with anyone on the ground.

Twic East – 12 000 beneficiaries already assisted in Ajoung and Pakeer with food.

Bor – JAM is working in Bor Town and Jalle, so far a total of 46 705 beneficiaries have been supported.

Boma – targeting returnees from Ethiopia in addition to 15 000 IDPs. Activities are mostly stopped pending decisions from WFP.

Action Points: o JAM and WFP to find determine a final decision on activities in Boma. Chol Gabriel and Gummat to discuss promptly on the activities in Boma.

o WFP to prepare and send a general email to all partners advising that with the current humanitarian crisis, activities that are long term/developmental have been suspended until the emergency situation improves. This will help to reduce confusion with partners wondering what is happening to such interventions as Food for Education, Food for Assets etc.

SAADO SAADO is implementing both food assistance and livelihood emergency interventions.

In Bor County – SAADO is implementing animal health interventions. So far assessments have been made. The activities are targeting 350 000 animals

FSL JONGLEI COORDINATION – MEETING MINUTES however the continuous movement of animals is making activity implementation difficult. They have managed to vaccinate and treat a total of 6 000 cattle and 12 000 sheep and goats.

In Twic East, SAADO is working in three payams. Food is distributed alongside seeds and tools to reduce seed consumption. In April 5 600 beneficiaries were assisted, the figure went up to 18 500 in May (owing to an influx of IDPs from Duk). For June, SAADO supported 27 000 beneficiaries (this includes host communities).

World Food Programme WFP is providing food assistance across the country through partners. Certain activities that are deemed none emergency have been suspended to allow WFP and partners concentrate on emergency response, such activities include the FFE and FFA. The activities are grouped into therapeutic feeding (to treat malnutrition); Blanket Supplementary Feeding (to prevent malnutrition) and general food distribution.

CARE South Sudan

Brief update on food security and livelihood activities in Twic East and Uror,  The Care team has now returned to Yuai, currently is presently continuing with beneficiary assessment for the upcoming crop seed distribution for 3000 HH;  Inputs from FAO are to be shipped to Rumbek and the to Yuai for 2 235 HH and Motot for 765 HH , however, CARE has not received confirmation from FAO if this cargo has been shipped to Rumbek yet;  Beneficiary assessment in Twic East is completed and CARE is in the process of completing the lists;  Cargo left Juba on 17th May with final destination Panyagor (Mabior) Twic-East. This Cargo is transporting crop seeds which is the bulk of the FAO inputs for Twic East and Duk for 6 333 HH  Seed protection, in collaboration with WFP partners (SAADO, JAM and CRS), seeds and tools are being distributed alongside food.  Seed Protection in Yuai: coordination with WFP to air drop in Yuai

There is a cargo in Bor; it has been there for over two weeks. FAO logistics has assured CARE that transporter will be coming to Panyagor soon but that has not been confirmed. If the cargo cannot come by road then it needs to come by helicopter.

CARE is really concerned with delays in the delivery of the inputs in both counties as planting season is well advanced. This was echoed by the acting DG for Agriculture.

Distribution plans for Twic East and Uror have been attached for general knowledge.

Main Challenges: o Access to a number of counties was highlighted as the main challenge. Such counties include Duk (where no one has been able to visit); Pibor, Pochalla – owing to poor infrastructure/roads; Fangak and Nyirol – owing to insecurity. As a result, we see a concentration of response

interventions around Bor County and Twic East.

o Partner failure to attend coordination meetings. Most partners are actively contributing to FSL meetings at Juba level but hardly find time to share information and experiences at State level.

Review of Gaps per County Please refer to the attached table on which counties and payams have been covered by the current humanitarian assistance under the FSL Cluster.

This table will keep on changing based on the progress of the humanitarian response.

Action Points; The FSL Cluster to continue with advocacy on the levels of humanitarian response. The current levels are well below adequate.

Food Security Monitoring System – call for participation by the FSL partners Food Security Monitoring System is a government led process with technical assistance from FAO, WFP and Save the Children.

Preparation for the next FSMS are ongoing at Juba level, training of trainers will be held next week in Juba and then training of enumerators will be done at state level later on.

Partners were invited to actively participate in the forthcoming FSMS.

Action Points; o FSL to liaise with Juba to ensure that Jonglei specific interest are properly covered within the assessment tools. o WFP should also review the logistics for FSMS to avoid inconveniences that partners face when participating in the assessments.

AOB o The Acting DG indicated that vegetable seeds are the most pressing for the State currently as time for planting cereals is almost gone. He therefore asked that those NGOs supporting farmers should try to focus
