The assessment team reached out to the most affected flood population in both payams through observation on their current conditions.

How much time did the team spend on the ground? The team spent one week on the ground conducting this needs analysis in; Jalle, Anyidi and Baidit Payams.

AAP / Communications & Community Engagement How has the S/NFI team prepared the community for a second phase of flood response? (e.g. community engagement, feedback mechanisms, trainings)

During the analysis period, the team engaged the community on identifying their priority needs as well understanding the targeted beneficiaries’ criteria and on how to use SNFIs once they receive. The team also explained to the community that Humanitarian aid is just to save life within a shortest time. This means that community has to identify everlasting strategies to support their basic needs.

The affected communities of Jalle, Anyidi and Baidit were encouraged to build for themselves temporary shelter on the available higher land areas and avoid low lands that are exposed to high flooding.

Mathiang Boma All the distribution centre will be jointly selected with the community leaders, distribution team and protection officer.

There are no much insecurity threats but few cases of unknown gunmen (from Murule tribe) at the livestock grazing areas where they target livestock, Children and women.

Protection concerns, push/pull factors: HLP: Will a response to certain groups legitimize any groups and cause conflict (i.e. if you respond to one person’s HLP claim over another’s, thus risking causing conflict)? If HLP rights are contested, will changing the value of housing, property or land through intervention (which is inherent) cause of exacerbate tensions?

During the KIIs, FGDs and household interviews, there was no HLP issues raised in all the assessed locations in Jalle, Mathiang and Anyidi.

Other actors/stakeholders with whom S/NFI staff can work:

Next steps WASH, CCCM, FSL, Health and Protection Partners.

- There is need for WASH partner to conduct WASH needs analysis in Baidit (NRC has conducted WASH needs analysis in Jalle together PAH and HDC ES/NFI team and they are planning join response). - There is need for CCCM and PAH distribution team to form and train since community-led committees in Jalle and Baidit - PHCU are reported out of medical stocks. Therefore, there is need for medical supply by health partners and State health ministry. SFP should support in referring this need to health partners at subnational level and beyond - The flood-affected population are requesting for food assistance as their first need though ES/NFI needs are in the locations. The needs analysis team is recommending for distribution of farming inputs such as fishing gears and farming tools. - There are reported protection threats by men and women in the areas. Therefore, protection partners are much needed to intervene.
