1.1. PROJECT DESCRIPTION/ INTRODUCTION

El Salvador has one of the highest homicide rates in the world. Crime rates in the Metropolitan Area of San Salvador (AMSS) are the highest in the country, with 13 out of 14 municipalities included in the 50 most violent cities by El Salvador Seguro Plan (PESS). Surveys show that citizens’ quality of life is largely affected by the fear of crime, particularly high in public transportation and public spaces, which contribute to low levels of civic participation, along with extreme social and political polarization and distrust.

Public space is a vital component of a prosperous city. Well-designed and managed public spaces are a key asset for a city’s functionality and have a positive impact on its economy, health, climate, safety, integration, and connectivity. Public space provides room for social and cultural interaction that fosters a sense of community belonging, safety, and pride. In 2014, 38% of Salvadoran households reported they did not have access to public spaces for recreation (UNDP, 2015). According to the Planning Office of the Metropolitan Area of San Salvador (OPAMSS,) public space is limited to 3.2 m² per person, below the 15 m2/ person recommended by the World Health Organization (WHO). In addition, a study by FUSADES found that – despite living around the Parque Cuscatlán, a 70,000 m² urban park – these citizens feel the absence of public space due to insecurity. This finding illustrates that the mere presence of public space is irrelevant to people’s daily lives as it is perceived to be unsafe, inaccessible, and thus, not considered a community asset. The safest outdoor spaces are shopping malls, which only exacerbate social exclusion.

Security threats and gang violence have created a highly skeptical and armed (private security) population that is largely apathetic and has limited citizens’ participation, due to lack of public information access, accountability and, citizen engagement.

During SolucionES1, USAID and partners including Glasswing & FUSADES initiated an effort to encourage more responsible, involved, and informed citizens; Especially regarding the quality of life which is linked to the transformation of public spaces, beginning with Parque Cuscatlán (PC) – the most iconic, yet underutilized urban park in San Salvador.

As a continuation of SolucionES initial effort, IMAGINA was designed as a double-axis program that aims to improve citizen security and participation through the monitoring of the quality of life and public space interventions in the metropolitan area of San Salvador. IMAGINA seeks to increase civic participation, strengthen social cohesion and promote inclusiveness in accessing public spaces and services for educational, cultural, sports and recreational activities while providing a new platform for civic engagement, accountability, and citizens’ perception of safety and quality of life.

IMAGINA has been designed to achieve two key objectives:

Key Objective 1: Recover and create successful public spaces for violence reduction

IMAGINA will heighten community awareness around the importance of public space and its role on social cohesion and security. With this new understanding, IMAGINA will carry out sessions with community members, applying participatory design methodologies, to take advantage of their knowledge of the local

4 territory. Their input will help define the content of new Quality Public Spaces for Development (QPSD) strategy to activate their use through educational, cultural and sports activities

Key Objective 2: Implement civic engagement methodologies for quality of life monitoring

IMAGINA will develop studies and reports using indicators and information generated by El Salvador Cómo Vamos (ESCV), a local observatory led by civil society actors to promote actions leading to the improvement of quality of life in urban contexts and, therefore, guide public policy-making with reliable information on the citizens’ quality of life. ESCV is an adaptation of “Red Colombiana de Ciudades Cómo Vamos”, an initiative that emerged in Bogotá in the early '90s and now has a presence in several Latin- American cities. Surveys, focus groups and participative sessions with community members are used to gather the information needed to determine the perception indicators and verify this information with official data.

QPSD is focusing on the development of public spaces as a means to improve citizen security, taking into consideration the diverse factors that influence the overall strategy for violence prevention, which requires the inclusion of both the community and municipal authorities. In parallel, ESCV will be critical in informing on socio-political-economic aspects that influence the quality of life, which in turn informs the identification of public spaces as an immediate and tangible response to addressing the absence of solidarity and self-identity.

1.2.1. Discussion of project performance

QPSD

• Indicator 1: Number of vulnerable people benefitting from USG-supported social services. Over the last quarter, 5 percent of progress towards meeting the annual target was achieved. It is expected that during the next months the number of people benefitting from USG-supported social services will increase since the cultural and sports agenda of Parque Cuscatlán will begin to include activities specifically designed for the participation of these groups. Similarly, ESCV has scheduled 6 devolution and 3 empowerment workshops with community leaders that will take place between February and march 2020.

• Indicator 2: Value of new private sector and USG resources contributed to USG-supported PPP (in USD). During the last quarter, a total of XXXXXXXXXX was funded, representing 21 percent of the annual goal. In this way, 95 percent of the funds correspond to cash contributions, while 2 percent are in-kind contributions, both form the private sector. It is important to emphasize that no contributions from the Public Sector have been recorded for the last three months. Despite continuous efforts and conversations with the Municipality of San Salvador, the official document that breaks down the municipal contributions for the period was not ready according to the deadline. It is expected that the Municipality of San Salvador will submit the document in the upcoming weeks; thus, the amount will be included in the next quarterly report (Q2-FY2020). Thus far, 71% of progress has been achieved towards to total of IMAGINA.

• Indicator 3: Number of people from public, private and academic sector trained on the design and construction of sustainable public spaces and maintenance of public spaces. During the first quarter of the fiscal year 2020, 15% of the annual target was achieved. 45 people were trained, from which 36 percent were women and 64 percent were men.

• Indicator 4: Number of people from the communities that participate in awareness activities related to the design, use, and maintenance of public spaces. Over the previous quarter, 22 percent of progress towards meeting the annual goal was achieved. 53 community members participated in awareness activities regarding the use of and maintenance of public spaces. The main goal was to understand their current views and perceptions on how to act and behave in public spaces through their participation in practical activities. These results will serve as the input for the design of the citizen culture campaign as well as the baseline for comparison once the campaign has been implemented.

• Indicator 5: Number of cultural and recreation activities implemented. 738 Cultural and recreation activities were conducted at Parque Cuscatlán during the last three months. This number amounts to 63 percent of the total target for the fiscal year. These activities include guided tours, dance classes, aerobics, film screenings, theater for kids, comedy shows, concerts, parkour, yoga, among others.

• Indicator 6: Number of annual visits at Parque Cuscatlán. Although the official number of visits to Parque Cuscatlán will be provided by the ethnographic study conducted by the Technological 10

University (UTEC), a rough calculation has been made by the Municipality of San Salvador based on the observations of the average influx of people to the park. In this way, it is estimated that approximately 10,000 people visit the park every week: 3,000 from Tuesday to Friday, 3,000 on Saturdays, and 4,000 on Sundays. This number may vary due to a variety of reasons. For example, it may be higher during months like November and December where the school year is over and many people are on holidays, especially around Christmas and New Year. On the other hand, the number might decrease during the rainy season between May and October. Moreover, an estimation of the number of women and men that visit the park has been calculated based on the data obtained through the User Experience Survey. During November, 45 percent of the visitors were women and 55 percent were men (63,000 women and 77,000 men approximately). It is expected that the results of the ethnography will be ready during the next months and the official numbers will be included in the next quarterly report (Q2-FY2020).

• Indicator 7: Percentage of people from the metropolis that recognize Parque Cuscatlán like a safe place to visit. This indicator will be reported in the next quarter (Q2-FY2020).

• Indicator 8: Number of temporary and/or permanent public spaces in surrounding areas of Parque Cuscatlán designed and implemented with community support. The launch of IMAGINA Public Space Lab has been scheduled for March 2020. Despite the target for this year, it is expected that at least 6 interventions focused on the development of temporary and/or permanent public spaces like pocket parks, pop-up parks, and parklets will be completed by the end of September 2020.

• Indicator 9: Percentage of people that use the 20 public spaces that recognize those 20 public spaces as safe places to visit. This indicator is currently under revision. According to the contingency plan, Parque Cuscatlán will be the first priority regarding evaluations. Therefore, an initial evaluation will take place in 6 public spaces to obtain the baseline metrics to improve the public space design, however, the following evaluations will focus on measuring the new dynamics taking place at the space instead of the safety perception.

ESCV

• Indicator 10: Number of publications, news and opinion editorials related to ESCV published. During the previous quarter, the goal for the fiscal year 2020 was exceeded. The indicator closes at 27 publications, from which 26 were notes from the different media (written press, television and radio) and 1 was a publication made by FUSADES. The successful communications campaign and the importance of the municipalities surveyed has been key.

• Indicator 11: Number of events implemented by key stakeholders to promote ESCV survey data or information. Over the last quarter, 17 percent of progress towards meeting the annual target was achieved. During the period, the Technological University (UTEC) hosted a presentation of the results of the first round of the Quality of Life Survey conducted in the Municipality of San Salvador, Santa Tecla, and to more than 70 students of the Master's Degree in Criminology.

• Indicator 12: Number of municipalities where perception and quality of life surveys were executed. During the last quarter, the second round of surveys in San Salvador, Mejicanos, and Santa Tecla were initiated. Progress has been achieved in all three municipalities, where the surveys in San Salvador and Santa Tecla are almost complete (95 and 85 percent of progress respectively) and the survey in Mejicanos is halfway through. This second round of surveys is expected to be finished by the end of January, thus the indicator will be included in the next quarterly report (Q2-FY2020).

• Indicator 13: Number of ESCV dissemination events executed. For the last quarter, the goal for the indicator closes at 24 percent of progress. 6 dissemination events were executed: 3 were community events and 3 municipal events (San Salvador, Santa Tecla, and )

• Indicator 14: Number of downloads and requests of information made from stakeholder´s website. The accumulated number of downloads of information related to ESCV from the FUSADES website is 882. This represents 58 percent of progress towards the total goal of IMAGINA.

• Indicator 15: Number of municipalities that generate proposals using the ESCV information. Not applicable for the period.

2. IMPLEMENTATION PROGRESS

2.1. Quality Public Spaces for Development (QPSD)

The re-opening of Parque Cuscatlán on September 17, 2019, has given Salvadorans a new visiting destination allowing children and adults, women and men, groups of families and friends alike to enjoy the new facilities designed to promote peaceful coexistence and healthy recreation. In fact, it has been estimated that the park receives around 10,000 visitors weekly, motivated by the desire to see the renovations, relax in an environment surrounded by nature, as well as enjoy with their family members. Moreover, the daily schedule of cultural and sports activities has fostered the important relationship between the park and the public´s education and health. Thus, becoming an essential strategy to keep Parque Cuscatlán active.

Cuscatlán Park is starting to be recognized as a safe public space in the City, free of gangs’ influence. According to the User Experience survey conducted in November, 97% of visitors feel safe within the limits of the Park. Due to this, the percentage of women visiting the park has increased by 13%, from 32% to 45% of the total visitors, a key indicator for a successful park. Outside it, the feeling of security drops to 64%. Therefore, engaging the communities around the park has become crucial to improve the perception of security in the area.

The first three months after the inauguration have been characterized by vast learning by all the actors working at Parque Cuscatlán. Both PNC, CAM, and Mayor of San Salvador, FUNDAPARC and Glasswing are learning more about the visitors’ behavior and working to improve relations between the different stakeholders present in the park.

2.1.1. Strategy 1: Ensure Parque Cuscatlán Sustainability • USD XXXXXXXXXX in grants funded for the activation and preservation of Parque Cuscatlán Over the last quarter, Glasswing International in collaboration with the Founding Committee of Parque Cuscatlán Foundation (FUNDAPARC) conducted follow-up and fundraising visits to potential donors. • Progress in the legalization process of FUNDAPARC The legalization process of FUNDAPARC is still ongoing at the Ministry of Home Affairs. For this purpose, the Municipality of San Salvador and the Unit for Construction of the Social Fabric of the Central Government have been consulted regarding the matter and requested to provide feedback. An answer is expected in the upcoming months, and it is estimated that the registration process of FUNDAPARC will be completed by the end of March 2020.

• Election of FUNDAPARC Executive Director Finalized On December 6, the Executive Board of FUNDAPARC made the official appointment of the Executive Director of the foundation. After spending approximately 6 months in the search for the best candidate and evaluating different profiles, the Executive Board agreed on the importance of

choosing as Director a person that has been involved in the project from the very beginning. In this way, Mrs. Mayu Ferrufino from Glasswing International was invited to assume this challenging role. She will lead the follow-up and fundraising processes of FUNDAPARC, aimed at ensuring the preservation of Parque Cuscatlán. Moreover, she will become the official spokesperson between FUNDAPARC and the Municipality of San Salvador, providing support and guidance to the Municipality in all actions related to Parque Cuscatlán.

• Municipal Administration Office up and running at Parque Cuscatlán After the official re-opening of Parque Cuscatlán to the public, the contributions and support from the Municipality of San Salvador have been materialized through the staffing for Administrative Office of Parque Cuscatlán located at the Visitors Attention Center (PAS). In fact, over the last quarter, the number of people working at the park has increased, involving more staff to specific tasks depending on the day. The Municipality has assigned 20 members of the Metropolitan Agents Team (CAM) in order to monitor and guard the park as well as provide security and assistance to visitors. In addition, there is a team of 5 members in charge of maintenance as well as a team of 8 members overseeing administrative issues. Moreover, the gardening and waste management teams, conformed by 5 and 24 members respectively, have been actively supervising and ensuring the maintenance of the park´s infrastructure, trails, and gardens. Approximately 12 extra staff provide support to these teams on Mondays and Tuesdays allowing improvements in productivity and performance.

2.1.2. Strategy 2: Provide Key Park Services for the Successful Operation of Parque Cuscatlán • Cultural and Sport Activation Plans implemented at Parque Cuscatlán Only three months after its inauguration, the restoration of Parque Cuscatlán has already demonstrated the need that Salvadoran citizens have for quality public spaces. In fact, it has served as a trigger for positive change in the interactions and behavior of its visitors while increasing the feeling of security and trust. Among the biggest motivators to visit the park are the opportunity to rest and relax (28%), the interest in taking part in the different cultural activities (19%), as well as enjoy with family members (22%). In this way, it has been estimated that 67% of the total number of visitors come to the park with their families, where 8 out of 10 family groups visit with kids.

Moreover, the permanence of visitors at Parque Cuscatlán has increased. Before its restoration, the average permanence of visitors was 1.5 hours. Nowadays, approximately half of the visitors (48%) stay between 3 and 4 hours. This is particularly important because it allows the measurement of the impact Parque Cuscatlán is having in the lifestyle of the Salvadoran population by providing an opportunity to engage in leisure activities. In fact, taking time to focus on enjoyable leisure gives a person's mind a rest from daily stress and helps improve physical and emotional health, enhancing one's communication skills and self-esteem. Furthermore, being involved in leisure activities is also beneficial for children, since it helps to teach them about valuable life skills, such as socially acceptable behavior, communication, and relationships with other people.

Over the past quarter, the Cultural and Sports activation agendas for Parque Cuscatlán have been in full execution. During this period, more than 738 different initiatives have been carried out, where 510 were culture-oriented and 228 were sports-related. Among the partners responsible for the implementation of these activities are the Salvadoran-American Cultural Center, the Culture 14

Secretariat of the Municipality of San Salvador, the Salvadoran Ministry of Culture (MICULTURA), FUNDAPARC and Glasswing International/IMAGINA.

• San Salvador´s Film Festival hosted at Parque Cuscatlán The IV edition of San Salvador´s International Film Festival was hosted at Parque Cuscatlán during the last weeks of November (11/20- 11/28). After the official re-opening of the park to the public, the goal was to turn Parque Cuscatlán into the official home of the festival, positioning the event as a trademark associated with the park and the Municipality of San Salvador.

Thus, thanks to the support of FUNDAPARC, the Municipality of San Salvador, as well as the Culture Secretariat, the most iconic public spaces and main cultural centers of the city became the stage where the best and most recent of the Latin American cinema was displayed for visitors to enjoy for free. The exhibition featured films from Spain, Chile, Guatemala, Dominican Republic, and El Salvador, in spaces such as the National Theater of San Salvador, the Museum of Art (MARTE) and the National Museum of Anthropology David J. Guzmán (MUNA), alongside Parque Cuscatlán.

Besides providing an opportunity for Salvadorans to enjoy with their families and friends in a safe environment, the festival became a new film training space, allowing a new generation of Salvadoran filmmakers to complement their knowledge through the scheduled conversations and workshops with guest directors, actors, and actresses who shared their experiences in production, direction and sound techniques, among other cinematographic aspects.

• Support in the restoration and expansion process of the Salarrué National Exhibition Hall In order to support the expansion process of the Salarrué National Exhibition Hall, Glasswing international has participated in different meetings led by the Salvadoran Ministry of Culture (MICULTURA), XXXXXXXXXX and its contractors including designers, supervisors and other specialists in order to reach consensus regarding the design of the annex to the Exhibition Hall. Progress has been made towards obtaining all the necessary permits to start with the interventions; however, the cooperation agreements have not yet been signed. Furthermore, the set-up around the perimeter was put in place at the end of November. It is expected that the construction works will begin during the second week of January and continue for a period of 10 months.

2.1.3. Strategy 3: Stakeholders’ Engagement for Parque Cuscatlán Activation • Cultural Tour Guides hired and working at Parque Cuscatlán Over the last month, the Cultural Tour Guides of Parque Cuscatlán have been hired full time, providing more than 15 free tours on a daily basis, sharing the history of the park and spreading the knowledge on Cultura Cuscatlán. In this way, the tour guides have had the opportunity to assist and improve the experience of different groups of citizens including field trips of students from schools all around the country, that chose to visit the park as part of their final trip during the school year. Students from La Union, Jiquilisco, Morazan, and Sonsonate, among others, have been welcomed at the park.

• Community Liaisons hired and working with the communities Since the beginning of November, a team of 4 Community Liaisons has been hired to assist in the incorporation of communities Papini, Arboledas, and Santa Lucia to the projects related to Parque Cuscatlán, as well as to follow up on activities with Tutunichapa I, Atonal, Santa Fe, La Paz, and Asunción. In this way, each member is in charge of managing the relationships with 2 communities.

Additionally, as part of the Civic Culture Strategy, the Community Liaisons team in collaboration with other IMAGINA staff members took part in a three-day practical training with the representatives of Corpovisionarios in mid-November. The main objective was to conduct a methodological transfer to the IMAGINA staff with the knowledge and skills to implement the Citizen Culture Campaign within the 8 communities involved in the program. For this purpose, focus groups and field visits to the new communities (Papini, Arboledas, and Santa Lucía) were conducted in order to understand the dynamics of the community and develop a strategy to incorporate them into the project. Currently, the team is conducting research at the new communities in order to validate the results obtained through the focus groups and determine the aspects that are more important to the communities. Thus, ensuring the most impact when developing and implementing the citizen culture campaign.

• 6 New spaces identified in downtown San Salvador to be intervened through the Public Space Lab initiative At the end of October, Glasswing International held a meeting with the Director of Strategic Affairs from the Municipality of San Salvador as well as the representatives of the Urban Development Department in order to present them the placemaking strategy developed in collaboration with CIVITAS for the intervention of the 6 public spaces located in the Historic District of San Salvador. Even though the Municipality confirmed their interest in the interventions, their top funding priority for 2020 is the Urban Corridor project, which involves the development of a secure pedestrian network that connects Parque Bolivar to Parque Cuscatlán. Cultural activations in the area, such as murals, street art, and thematic routes, can be implemented. However, infrastructure interventions will be postponed until 2021.

Consequently, Glasswing International worked on an alternative strategy to fulfill the targets of the Public Space Lab for 2020. In this way, 7 new spaces have been identified in San Salvador. These include two (2) projects in the communities neighboring Parque Cuscatlán, three (3) projects in the Urban Corridor- Technological University (UTEC) area, and one (2) projects in the Historic District of San Salvador. The strategy focuses on the original targets of IMAGINA for the development of temporary and/or permanent public spaces like pocket parks, pop-up parks, and parklets that can be implemented using USAID and private sector funds, and requiring only in-kind contributions from the Municipality.

This new strategy was presented to USAID and validated with IMAGINA AOR at the beginning of December. It is expected that the interventions in some of these spaces will begin in March 2020.

• Civic Culture Campaign Initiated The Executive Director of Corpovisionarios, Mr. Henry Murrain led the training for IMAGINA staff and main stakeholders of the program as part of the Civic Culture Strategy. The training was conducted from November 12 until November 14 and included the participation of Directors and Managers of different departments of the Municipality of San Salvador, members of the COAMSS/OPAMSS Metropolitan School for Local Development, as well as USAID implementing partners working on projects related to the Historic District of San Salvador.

The idea was to raise awareness among decisionmakers regarding the importance of developing a Civic Culture as well as introduce them to a new public policy approach that allows the understanding of human behavior and cultural change in urban contexts, and that suggests proven and sustainable transformation strategies.

• 20 IMAGINA stakeholders trained in Design, Management, and Sustainability of Public Spaces The Diploma in Design, Management, and Sustainability of Public Spaces carried out its last session on December 14, where the participants made an official presentation of the final project proposals for the intervention of 5 public spaces located in the Metropolitan Area of San Salvador. The presentations were also attended by IMAGINA AOR, IMAGINA COP, Representatives of OPAMMS, as well as some of the instructors of the different modules taught in the Diploma.

In this way, a total of 120 hours were taught with the participation of 24 people including IMAGINA staff and the representatives of 13 municipalities of the AMSS, among others. During this course, the participants learned basic concepts and theories related to public space as well as its relevance to the prevention of violence and crime. Moreover, they addressed issues such as mobility and transportation, universal accessibility, inclusive design, and culture among others.

94% of the participants would recommend their colleagues/peers to enroll in this course. Among the aspects that the participants enjoyed the most was the opportunity to develop an integrated vision of the different components that play a role in the public space and how it promotes citizen participation and social cohesion. Similarly, they highlighted the importance of universal accessibility as an indicator of the quality of life in a city and how critical it is to ensure inclusion and equity.

The proposals include the restoration of San Bartolo Plaza in Municipality, the development of Texincal Plaza in Ciudad Delgado Municipality, the restoration of Ciudad Futura Park located in the municipality of , the creation of a green corridor in Municipality, as well as the renovation of El Matazano Park located in the Municipality of . As a part of IMAGINA Public Space Lab Strategy, these proposals would be developed and implemented the next fiscal year, if funds become available.

• Progress in the consultancy to update the Public Space Policies for the Metropolitan Area of San Salvador On December 6, the team in charge of the consultancy to update the Public Space Policies for the Metropolitan area of San Salvador submitted the second output of their research. This corresponds to the Contextual framework of Public Spaces in the AMSS, including the main challenges and opportunities identified. In addition, they submitted the log of the focus groups conducted in under to understand the citizens’ perception of the public spaces. The Consultancy will continue for a period of 3 months and it is expected that the next output will be submitted during the last week of January.

2.1.4. Communications and others • Communications Campaign for the re-opening of Parque Cuscatlán Finalized The communications campaign for the re-opening of Parque Cuscatlán finalized on October 17. It was designed by the communications team at Glasswing in collaboration with APEX. The strategy involved social media tactics, public relations management, and an advertisement campaign in order to communicate relevant information about the park and its culture. The main objective was to promote the park as a safe, clean, and attractive place for more people to visit.

The advertisement campaign was planned to last one month and was carried out across different channels in order to both achieve results and increase awareness among citizens. For this purpose, the promotion of Parque Cuscatlán was displayed on a total of 393 mupis, 6 digital screens, and 24 banners located in highly visible, heavy traffic areas such as primary arterials, and major intersections around the Metropolitan Area of San Salvador. Additionally, the campaign involved the promotion of the park through 1,500 radio spots during morning and evening hours divided across 32 different radio stations.

Moreover, over the last quarter, the communications team at Glasswing International has also focused on the implementation of the Communications Plan and the Branding and Marketing Strategy for IMAGINA. The existing social networks of Parque Cuscatlán (Facebook, Twitter, and Instagram) have been actively managed. Therefore, during this period, the visits and interactions on the social media platforms have been noted, as follows:

• Cultura Cuscatlán Promoted through Parque Cuscatlán social media platforms Cultura Cuscatlán has been communicated by Tlali the Squirrel through the illustrations published in Parque Cuscatlán social media networks as a strategy to motivate visitors to respect and take care of the park. Over the last quarter, the campaign has reached 42,900 different accounts. The main goal is to promote the feeling of belongingness among citizens, co-responsibility, and peaceful coexistence at Parque Cuscatlán. Thus far, some of the main topics addressed have included the appropriate use of the facilities, care for the park´s flora and fauna, recycling, and waste reduction. In this way, the three main axes defined in the communications strategy have been covered: security, cleanliness (education on how to classify garbage, and how to look after their pets at the park), and accessibility.

• Parque Cuscatlán, shared venue of the Zero Point Festival On December 21, FUNDAPARC, Glasswing International and other USAID implementing partners joined the Secretary of Culture of the Municipality of San Salvador initiative of the Zero Point Festival, as part of the activation agenda for the Flor Blanca - San Salvador Historic District urban corridor. That day, Cuscatlán Park offered visitors a special agenda of activities, which included a Christmas presentation of the Opera of El Salvador, cartoonist, saxophonist, etc., while inviting park visitors to join the festival activities downtown San Salvador.

• Day for the Elimination of Nonviolence against Women On November 30, the Cuscatlán Park joined the day to raise awareness about violence against women in a joint activity between Checchi and Glasswing International. Tlali Squirrel joined the efforts of the PNC providing informational material among visitors to the Park. 18

2.1.5. Challenges and Learnings • Positioning of Parque Cuscatlán Administrator as an authority at the park One of the biggest challenges faced over the last quarter has been the consolidation of the role of Parque Cuscatlán Administrator as an authority in the park. Thus far, this role is not fully acknowledged and respected among other municipal entities and the people who represent them at Parque Cuscatlán, especially when making decisions regarding the use of the different spaces available at the park. In some cases, Municipal units make their own decisions and plan their own activities without requesting permission from Parque Cuscatlán management which, on various occasions, has resulted in the overlap of activities and double-booking of the facilities.

• Create awareness regarding Parque Cuscatlán regulations among other departments within the Municipality of San Salvador Similarly, the need to increase awareness regarding Parque Cuscatlán norms and regulations has been identified, not only among the municipal teams working at the park but also among other municipal entities. This is also important in order to improve communication and ensure that all parties involved are aligned with the vision and goals of the park.

Although it is a great accomplishment to have different municipal entities sharing the success of Parque Cuscatlán and enjoying the conduction of their own events in the area, one of the main challenges is to persuade them to follow the rules aimed at the maintenance and preservation of the park. Over the last quarter, for example, a big problem has been the entry and parking of cars and motorcycles on the trails inside the park, usually from municipal delegations. Efforts have been granted towards reminding them this is not allowed; however, they do not follow instructions from the municipal management authorities at the park.

• Few representatives of the different units within the municipality of San Salvador involved in the strategic Planning of Parque Cuscatlán Another major issue identified in the past months has been the small number of leaders representing municipal units that are involved in the strategic planning of Parque Cuscatlán. Besides the importance of their participation in the conservation of the park, another relevant aspect involves the replicability of the “Parque Cuscatlán Model” in other public spaces across different municipalities. This is because, if the strategy used for the restoration of parquet Cuscatlán was to be replicated somewhere else, they would be the main designers and implementers. Thus, the more they get involved in the development process of Parque Cuscatlán, the more they can learn and understand for future projects.

• Changes in the methodology when working with Tutunichapa I Community In the last few months, working with Tutunichapa I Community has been particularly challenging. This community is regarded as one of the most dangerous neighborhoods in the Metropolitan Area of San Salvador. And, despite many efforts of its inhabitants to reduce violence and crime in the area, there is still a lot more work to be done. In fact, the neighborhood is under continuous police scrutiny: police patrols, raids, and searches happen quite often, causing community members to live in a constant state of alert.

Consequently, carrying out the planned activities with members of this community in the same way that it is done with the other 7, turns out very complicated. Working with the Tutunichapa I community involves more time since the communication process with the Community Development Association (ADESCO) should follow a very strict procedure, where a formal request must be submitted for approval of their directive committee.

• Alignment of IMAGINA stakeholders towards a shared vision for the management of Parque Cuscatlán Glasswing International has identified the need to align the Municipality of San Salvador, FUNDAPARC and other key actors of the program towards a shared vision for the development of Parque Cuscatlán. The goal is to get everyone on the same page about the purpose of the park and how it should be in the future. Thus, serving as a compass for the behavior of the different organizations and institutions involved.

• Persevere in the efforts aimed at creating awareness regarding the norms and regulations of Parque Cuscatlán One of the biggest learnings identified during the last quarter has been the importance of not giving up in the efforts towards ensuring the application of the norms and regulations put in place for the preservation of Parque Cuscatlán in a positive manner, despite how difficult and repetitive it might become. Raising awareness is an important component of the adaptation process towards new behaviors regarding the use of public spaces. It is only through the generation of awareness that enthusiasm and support from the different institutions involved will increase.

2.1.6. Planned Activities for Next Quarter • Graduation of the 1st Edition of the Diploma in Design, Management, and Sustainability of Public Spaces The graduation of the first group of participants in the diploma in Design, Management, and Sustainability of Public Spaces has been scheduled for the first week of February. A total of 20 participants will graduate during the official ceremony conducted at the auditorium of the Central American University (UCA).

• Launch of IMAGINA Public Space Lab The launch of IMAGINA Public Space Lab has been scheduled to take place during March 2020. The main goal is to develop a platform for the analysis of different public spaces with great potential for intervention in order to learn how to build a friendly city for all.

2.1.7. Integration of crosscutting issues and USAID forward priorities The cultural and sports agendas of Parque Cuscatlán were designed taking into consideration the needs of under-represented groups such as girls, women, seniors, and members of the communities around the park. Only three months after the implementation of the agenda, changes can be seen in the interactions and behaviors of visitors who share a feeling of security and trust. One example is the participation of almost 100 people (mostly women) in the free dance classes that the park provides at night, at a time and

20 space that would have been unthinkable only a couple of months ago. Similarly, many girls and women feel comfortable participating in the different sports tournaments carried out at the park where approximately 192 women have registered in the soccer league. Another relevant example is the Outdoor Children’s Theater, which has allowed the active participation of kids in the public space while promoting family coexistence.

2.2. El Salvador Cómo Vamos (ESCV)

Since the public presentation of results of the Quality of Life survey for the first group of municipalities (San Salvador, Santa Tecla, and Mejicanos) in July 2019, ESCV has become widely known among the population, with an increased number of public and private institutions acknowledging the importance of the observatory. In fact, majors have requested the information to incorporate it in their annual planning, while citizens and community leaders have identified the importance of the observatory and how their inputs are useful to promote changes in their municipalities. Similarly, the invitation of the ESCV team to participate in different discussion tables demonstrates the influence and positioning of the ESCV observatory as a key source of evidence for decision-making regarding the actions to be carried out in the municipalities of the Metropolitan Area of San Salvador

During the last quarter, ESCV finalized the first round of surveys in the second group of municipalities: Nejapa, San Marcos, and Apopa. In addition, progress was made in the conduction of the second round of surveys in Santa Tecla and San Salvador which will allow the measurement and analysis of changes over the last year providing new insights concerning the development of the municipality.

2.2.1. Strategy 1: Stakeholder’s engagement for ESCV network operation • Negotiation of MoU between DIGESTYC and ESCV As part of the dissemination strategy and the promotion of the use of ESCV data, the Program Coordinator of ESCV held a presentation for the Deputy Director of DIGESTYC on October 17. The main goal was to introduce the ESCV Observatory as a useful consultation and analysis tool for the Salvadoran Government. As a result, an agreement for knowledge and good practices exchange was achieved. Moreover, the negotiations for the signing of an MoU between the two institutions have begun. It is expected that the signed documents will be ready by the end of March 2020, allowing ESCV to validate processes, learn more about the information generated by DIGESTYC and have easier access to the information generated by this institution.

• Presentation of results of San Salvador´s Quality of Life Survey organized by UTEC On December 9, staff members of the Technological University (UTEC) in collaboration with the ESCV team hosted a presentation of the results of the first round of the Quality of Life Survey conducted in the Municipality of San Salvador, Santa Tecla, and Mejicanos. The event was carried out in the auditorium of the university, and it was addressed to more than 70 students of the Master's Degree in Criminology. There was space for questions and answers where it was mostly discussed how the information has been delivered to the municipalities and what strategies have been put in place to address the salient issues identified through the survey. Moreover, this event is an example of ESCV partners’ fulfillment of their commitments aimed to support the dissemination and use of the information generated by the observatory.

• FUSADES Publication of Research Study Incorporating data generated by ESCV surveys. On December 12, FUSADES published a research document incorporating data generated by ESCV surveys conducted in San Salvador, Santa Tecla and Mejicanos in 2018. The research is titled: “El análisis social, oportunidades en los territorios: San Salvador, Mejicanos, y Santa Tecla” and includes a comparison of the data generated by ESCV with the information published in the multi-purpose survey of households. 22

• Signing of Cooperation Agreement between ESCV and Nejapa On December 13, the program coordinator of ESCV and the Mayor of the municipality of Nejapa signed a cooperation agreement that confirms the support of the municipality. With this signature, the process of negotiation and signing has been completed for the 3 municipalities that constitute the second group.

2.2.2. Strategy 2: Provide credible, accurate and transparent data for all citizens about the quality of life in the San Salvador Metropolitan Area • Capacity-building of ESCV fieldwork team A training workshop was conducted on October 4 as part of the strategy to strengthen the capabilities of the interviewers and supervisors team involved in the second round of ESCV surveys. The main goal was to update the data collection process as well as provide feedback regarding the previous round. Approximately 50 people took part in the event, including staff members of ESCV and CIE-FUSADES.

• Second round of ESCV survey initiated in San Salvador Municipality The data collection process for the Quality of Life Survey in the Municipality of San Salvador began on October 7. It is being conducted by staff members of ESCV in collaboration with representatives of FUSADES Research and Statistics Center. Thus far, 95% of progress has been achieved with 1480 out of 1552 surveys completed. Since this is the second round of surveys carried out in San Salvador, it will allow the measurement and analysis of changes over the last year providing new insights concerning the development of the municipality.

• Municipal presentation of San Salvador´s Quality of Life Survey results On October 25, Staff member of ESCV held a presentation of the results of the Quality of Life Survey conducted in the Municipality of San Salvador. The event was carried out at the auditorium of the Technological University (UTEC) an it was attended by more than 40 participants, including municipal staff, community leaders, as well as university professors and students. Moreover, the event was also attended by staff members of the municipalities Citizen Participation team who received the project proposals elaborated by community leaders during the devolution and empowerment workshops. In this way, the event provided a great opportunity for the participants to learn more about the main indicators related to the perception of the quality of life included in the survey and were encouraged to work hand in hand to address the problems of the municipality.

• Participation in the focus-group organized by USAID Governance Project Staff members of ESCV alongside USAID implementing partners and key actors participated in a focus group organized by the USAID Governance Project on October 9. The main objective was to provide ideas and discuss a strategy for the development of downtown San Salvador and the Historic District. In this way, the participation of the ESCV team in discussion tables as such demonstrates the influence and positioning of the ESCV observatory as a key source of input and information for decision-making regarding the actions to be carried out in the municipalities of the Metropolitan Area of San Salvador.

• Municipal presentation of Santa Tecla´s Quality of Life Survey results On October 25, staff members of ESCV held a presentation of the results of the Quality of Life Survey for Santa Tecla Municipality. The event was carried out at the San Antonio Neighborhood Communal house and it was attended by at least 20 community leaders and representatives from different districts of the Municipality.

• Second round of ESCV survey initiated in Santa Tecla Municipality The data collection process for the Quality of Life Survey in the Municipality of Santa Tecla began on November 11. It is being conducted by representatives of ESCV in collaboration with 40 staff members of FUSADES Research and Statistics Center (CIE) including interviewers and supervisors. Thus far, 85% of progress has been achieved with 1041 out of 1232 surveys completed. Since this is the second round of surveys carried out in Santa Tecla, it will allow the measurement and analysis of changes over the last year providing new insights concerning the development of the municipality.

• Municipal presentation of Apopa´s Quality of Life Survey results On October 28, staff members of ESCV held a presentation of the results of the Quality of Life Survey for the Municipality of Apopa. The event was carried out at the Municipal Sports Institute and it was attended by more than 90 participants including interviewed citizens, community leaders, as well as staff members of the municipality. During the event, a conversation was held with the Municipal Administrator, the Director of Fortas FUSADES, the Director of the Master´s Degree in Territorial Development of UCA, and an Analyst of Social Issues form OPAMSS. The Mayor of Apopa also participated in the event and shared a few words with the public. As a result, the presentation generated a total of 26 media notes published on the radio, TV, press, and social media.

• Devolution workshops conducted in Apopa As part of the exercises to strengthen citizen participation, staff members of ESCV in collaboration with FORTAS-FUSADES conducted 3 devolution workshops with community leaders from different districts of the municipality of Apopa. A total of 27 community leaders took part in the workshops carried out between December 3 and December 5 at the Municipal Center for Violence Prevention. In addition, it is expected that the empowerment workshops for this municipality will take place during the third week of January.

• Second round of ESCV survey initiated in Mejicanos Municipality The data collection process for the Quality of Life Survey in the Municipality of Mejicanos began on December 9. It is being conducted by representatives of ESCV in collaboration with 40 staff members including interviewers and supervisors. Thus far, 60% of progress has been achieved with 516 surveys completed.

2.2.3. Strategy 3: Ensure ESCV sustainability • Support in UNWFP Public Transportation Project On December 10, representatives of the UNDP adjudicated to FUSADES a project related to safe public transportation that ESCV will support by sharing the results of the surveys conducted in San Salvador and Santa Tecla for the module of mobility and transportation. Consequently, ESCV will start receiving cash contributions that will contribute to the sustainability of the observatory. The information is expected to be submitted at the end of March.

• Signing of MoU between UNWFP and ESCV On December 16, the Program Coordinator of ESCV and the representative of the United Nations World Food Programme (UNWFP) in El Salvador signed a Memorandum of Understanding between the two parties. The main goal is to secure the support of WFP and contribute to the sustainability of ESCV through the generation of information related to food safety in the municipalities where ESCV is being implemented.

2.2.4. Communications and others • Process for the design of ESCV Website has initiated The design process of the official website of the ESCV Observatory has begun. It is being developed by ESCV communications team in collaboration with Webinformatica. Thus far, different design proposals have been reviewed by ESCV staff and feedback has been provided regarding the content of the website. Similarly, a meeting was held with IMAGINA AOR on December 20 to discuss the progress achieved regarding this matter and revise the website structure and site map.

The main goal is to allow citizens to have access to all the documents, reports and publications made by ESCV, access all ESCV indicators and filter them by municipality, as well as make use of an interactive platform where they could generate graphics in order to compare and evaluate the information more clearly. In addition, the website will also serve as a useful tool to communicate news and events related to the observatory as well as upload pictures and videos.

2.2.5. Challenges and Learnings • Situation of insecurity in the Municipalities When conducting the fieldwork process, one of the biggest challenges is to carry-out surveys in Municipalities such as Santa Tecla where a large number of neighborhoods have put in place gates and guards for security purposes. Given the situation of insecurity in the country, there is distrust among the inhabitants of certain gated neighborhoods, who deny the entry of ESCV staff to perform interviews. In order to address this issue, the fieldwork team is now bringing with them a booklet including ESCV statistics and infographics so that people can understand the use that is given to the information collected through the survey as well as generate more trust. As a result, more citizens have agreed to take part in the survey and have allowed ESCV staff to enter their neighborhoods.

• Citizen Participation in the Municipal Presentation of Results conducted in Apopa Another major challenge faced over the last quarter was the invitation process for citizens to participate in the Municipal Presentation of results of the quality of life survey in Apopa. In this case, the ESCV team sought support from the Municipality of Apopa to extend the invitation to the citizens and attend the event. However, the municipality was busy organizing their Patron Saint´s festival, causing their support to be very limited. Therefore, a different strategy was developed, where the people who participated in the survey were contacted by phone, one by one. This proved to be a very effective strategy since 80% of the attendees were people who answered the survey.

2.2.6. Planned Activities for Next Quarter • Finalization of the second round of Quality of Life Survey in San Salvador, Santa Tecla and Mejicanos Thus far, 95% of progress in San Salvador, 85% in Santa Tecla and 60% in Mejicanos has been achieved. For the next quarter, ESCV field survey is expected to completed.

Similarly, Devolution and Empowerment workshops have been scheduled for the municipalities of San Marcos and Nejapa. It is expected that these will take place during the first week of February and March, respectively.

2.2.7. Integration of crosscutting issues and USAID forward priorities In order to address the Gender Equality and Female Empowerment issue through ESCV component, the information collected in the Quality of Life survey has been disaggregated by gender, giving the possibility to analyze the difference in perceptions based on this variable.

3. MANAGEMENT AND ADMINISTRATIVE ISSUES

During the fiscal year 2019, the IMAGINA team was informed about possible funding constraints that might reduce the scope of the project implementation. As a result, a contingency plan was developed to reassess priorities and make the necessary changes. However, the budget reduction has hindered the possibility of starting specific tasks and processes; thus, affecting project execution.
