“Came to believe that a power greater than ourselves FEBRUARY 2021 could restore us to sanity.” The Big Book infers that a vital spiritual experience is nec- essary for alcoholics to face and be rid of the obsession to drink. (p. 27) Yet, paradoxically, we are told that belief in was not necessary to accomplish this miracle—we need only become willing to believe. (p. 46) Indeed, I found that it wasn’t necessary to define God before doing the Twelve Steps, but I began to see the result of my will- ingness to believe several months afterward. By The Way CCFAA Delegate’s Meeting January February 2021 I. Approval of Minutes Motion to Accept Minutes from December 2020 - Approved

II. Trusted Servant Reports  CCFAA Chairperson’s Report – John E. I attended the OOC Meeting Tuesday evening, January 12, 2021. A quorum was determined with our two new OOC members in attendance, Mary J and Eric L. Eric was elected OOC Chair for the 2021 session, and you will be hearing more from him in a few minutes. I want to welcome all of the new officers and Chairs elected to the 2021 CCFAA and thank you for your service. In our Old Business today, we will have another call out for the Bylaws and Operating Procedures Chair that was not elected at November’s vote. We will also be having the vote on the new Bylaws that are under consideration. We will conduct the vote with the Poll feature of our Zoom meeting, Yes to accept and No to not accept, and the adoption of the By Laws will be accepted with a 2/3 vote by the eligible Delegates. If we accept the new By Laws, the By Laws and Operating Procedures Chair will then be able to work on bringing our Operating Procedures up to date to match the new By Laws. If we don’t accept the new By Laws, the BYLOPS Chair will be re-drafting, re-submitting, re-discussing, and we will then re-vote over another 3 month presentation of the new submission of By Laws. We are still trying to form an Ad Hoc committee for the By The Way monthly creation. Please direct any interest you may have to our office staff at central [email protected] and you will be pointed in the right direction. Please continue encouraging your group members to make those basket and Venmo payments so that your Treasurers can make contributions according to your group conscious splits. One of our goals for 2021 is to be self- supporting through our own contributions and to get our Prudent Reserve back to a four months supply. I would also like to ask all of you Delegates to take the message back to your groups to please consider support of NCAC (Northern California Accessibility Committee). This group helps people with disabilities to get to meetings via ride-shares, as well as lining up interpreters at meetings for deaf members of AA. Their budget needs help and can be found at www.norcalaccess.org and individual contributions as well as group contributions are welcomed. Also, please ask your groups to support Grapevine/La Vina with on hand pamphlets, subscriptions both by mail and email, and with contributions to Carry The Message which creates availability of subscriptions for those that can’t afford it. Grapevine and NCAC are both ways to be of great service to those that are in need of our love and support. Thank you. I look forward to working with all of you throughout 2021!

 Assistant Chair/CNIA Liaison – Veronica R. New Groups:  The How and The Why of it Men’s Group – Lincoln – Currently meeting on Zoom: 814 5955 5071 PW: BigBook62 - Wednesday 7pm, Open Men’s Book Study  Rescue Men’s Stag – Rescue – Rescue Community Center, 4180 Green Valley Rd, Rescue – Tuesday 6pm, Closed 1 hour Men’s  The Get Down – Carmichael – Currently meeting on Zoom: 695 270 4119 PW: 1234 – Monday 6:30pm, Open 1 hour Book Study

As was reported last month, the rescheduled CNIA Area 07 Planning Meeting was held on December 12 instead of the usual 3rd Saturday of the month so it would not interfere with the Western US/Canada Regional Forum which was held on December 19th. The CNIA Area 07 Winter Assembly is being held on January 16 via Zoom from 9:30 am to 8:00 p.m. In addition to the usual reports, there will be a report on the Area Inventory and a Mock Conference activity. During the Mock Conference, participants will be divided into “committees” to discuss the Conference topics. This will help prepare GSRs and other attendees for the final discussion of the Conference topics at the Pre-Conference Assembly (April 10-11, 2021). There will be a Mock Conference report session 6:00 – 7:30 if you’re interested in a summary (or you can wait until I tell you about it next month). Upcoming CNIA 2021 Assembly Events:  Area Committee Meeting – February 20 (Zoom)  PRASSA (Pacific Region of Alcoholics Anonymous Service Assembly) – March 5-7 (Zoom). Register at https://www.praasa.org/home . It is being hosted by CCAA Area 58. This is a wonderful opportunity to promote unity and share in the exchange of ideas about service and other relevant AA topics with others across the region. It is especially accessible this year because it is being held on Zoom.  Area Committee Meeting – March 20 (East Yolo Fellowship; tentative location; maybe Zoom)  Pre-Conference Assembly – April 10-21 (Lemoore, District 49; tentative location; maybe Zoom)  General Service Conference – April 18-24 (Virtual)  Post-Conference Assembly – May 15-16 (Redding – District 11) For more events, visit the CNIA website https://cnia.org/ or ask me. Planned Assemblies for 2022:  Winter Assembly – Jan 15-16 (Sonora/Jamestown – District 33)  PRASSA – March 4-6 (Portland, Oregon – Area 58)  Pre-Conference Assembly – April 9-10 (Auburn – District 21)  General Service Conference – April 24-30 (New York)  Post-Conference Assembly – May 21-22 (Placerville – District 22)  Mini-PRASSA – October 14-16 (Marysville/Yuba City – District 19) CCFAA Page 9

By The Way CCFAA Delegate’s Meeting January February 2021  Treasurer’s Report – Pat Y. Financial Statement Commentary & Analysis  Sales of AAWS literature, in house publications, and medallions are budgeted for the month of December to be $11,708, the actual sales of these items was $4,607. 37.8% of Budget. Year to date is 45.3% of budget.  Group contributions were budgeted at $10,000. The actual contributions were $401. $401 above budget for the month of December 2020. Year to date is 88.9% of Budget.  Other sources of revenue - Birthday contributions, Office services revenue and faithful fivers were budgeted at $2,050 and the actual was $3,047 – 148.6% above budget.  December operating expenses were $15,247 and below budget guideline by 7%.  December 2020 Net Income is $1,159 and the Year to date Net Loss is $0,809 CASH ACCOUNT BALANCES Per Bank Statement BALANCE December December BALANCE December 1, ADDITIONS/ December CHECKS/ December 31, NAME OF ACCOUNT 2020 DEPOSITS Transfers CHARGES 2020 SAVINGS ACCOUNT (1) $35,768.86 $0.85 ($6,000.00) $0.00 $29,769.71 CHECKING ACCOUNT (2) $14,438.00 $18,937.01 $6,000.00 $20,284.99 $19,090.02

TOTAL $50,206.86 $18,937.86 $0.00 $20,284.99 $48,859.73 (1) Savings Account contains the Prudent Reserve Funds Currently, CCFA has 1.79 months Prudent Reserve in our Savings Account

(2) Checking Account is the Operating Account (General Fund) The Operating account should have one month of operating expenses which is $16,740. As of December 31 there is a overage of $2,350. As of December 15, 2020 the operations checkbook had a bank balance of $10,575 and it was approved by the OOC to transfer $6,000 from the Prudent Reserve (Savings Account) to the Operating Account for payment of Expenses, needed to operate CCF. We are not requesting required delegate approval to transfer funds back to the Prudent Reserve because there are expenses (Accrued vacation) of $3,600 (approx) required to be paid out over and above our monthly operating expenses. Additionally, January and February sales and contributions are historically low. Per Operating Procedures Paragraph 8.7.4 One month’s expenses should be maintained in the operations checkbook. In Summary...... Your continued support is most appreciated.

By The Way February 2021 Governed By Love There are no bosses in Alcoholics Anonymous. Not even straw bosses. Who ever heard of such a thing? Everybody knew (so I used to think) that without bosses, hateful as they were, no operation could possibly succeed. It is twenty years since I had my last drink and came into AA. I am still not over fond of bosses. And that is fine, because, thanks to the Second Tradi- tion, there are still no bosses around. Early on, I started hearing about our "trusted servants." If they did not run things, who did? It was terribly important that I find out so I could flatter and con my way into sobriety, just as I had flattered and conned my way in the saloons. Even after many months of not drinking and of attending AA meet- ings, I was still trying to discover which meetings the "masters" went to. What masters? It followed logically that if there were servants, there had to be masters. Quite a lot later, the fog lifted just enough for me to begin to understand that there is only one master, "a loving God as He may express Him- self in our group conscience." It took fifteen AA years before I could open my mind and heart sufficiently to identify the chief principle governing us and holding us together in unity. It is simply love, based first on our common need for survival and then on our common experience of suffering and rebirth. I had heard AA love talked about, of course, and I had read about it, but it was beyond my understanding. Therefore, I did not trust it. What I wanted to hear was that the board of trustees governed us, aided and abetted by GSO (the General Service Office). I knew absolutely nothing about those AA bodies but was convinced that they were similar to the Federal government's Department of Health, Education, and Welfare. Those three bodies became identified with one another, and I distrusted them all. I was convinced that the "upper echelons" of Alcoholics Anonymous were out to undo me. Today, I am inclined to believe that my lack of trust--my fear--often took the form of physical illness, preventing me from accepting AA commitments that would have involved me with our general service structure or our local intergroup. I used to feel more at home visiting locked wards and correctional facilities than I did in my home group. My attitude was that I did not have to trust patients and inmates, but by the very nature of things, they had to trust me. I was quite unaware of my peculiar brand of bossism. At my home group, I distrusted the very process by which I was elected to office many times; I even suspected the group of ballot-tampering when others were elected. Is it any wonder that the mere mention of the Traditions used to be the signal for my mind to close down tight? To pay attention to the Traditions--to say nothing of the Steps--would have meant looking more closely at myself, and that was frightening. When the subject was "trusted servants," it was too painful, since I already had to work so hard to believe that God (as I understood him) would not let me down. It is only within the last five years that my distrust has been forced to yield to the grace of a loving God (the healing grace of AA). Did I do anything special to gain my freedom at long last? Yes. I kept as close as possible to AA (as I understood it) and prayed like the dickens for the gift of faith. And I stayed away from one drink for one day at a time, so that when the door finally opened, I was ready to step through into the light of trust and unity. What about practial application? As Alcoholics Anonymous approaches a half century of wisdom and experience, why do we still need the Second Tradition? The fact that our membership has grown to its present one million plus inspires me every now and then with the notion that the time has come for a more formalized gov- erning structure. I am especially grateful to our newer, younger members who never fail to encourage me to think twice. In my area, there is a continuing influx of young- er people whose eagerness to get on with life I take as a personal challenge. They bring a natural impetuousness, too, that sometimes prompts them to push for change for the sake of change. (And why not? I had the same urgings as a newcomer.) "I think our group should have two overall chairmen." That statement was made to me by a newcomer whose bid for chairmanship of his group had fallen through. "Each chairman," he continued, "would have his own steering committee, and one could check up on the other. In that way, we'd really get things done in this group." (Can you imagine your home group with two steering committees? Mine has its hands full with just one.) With the increasing visibility of our Fellowship, more pressures are brought to bear, and the cry to professionalize seems to grow louder. A well- intentioned, nonalcoholic businessman cornered me at a party one evening. He wanted to know why AA did not affiliate with national agencies so that it could be of more help to more people. I attempted to explain our principle of cooperation without affiliation (Sixth Tradition), but he insisted on point- ing out what he called a "fringe benefit." According to him, it would enable us to do away with our "unprofessional" elections. "Having God as your ultimate authority is all very good," he declared, "and I am not saying that Alcoholics Anonymous should be any the less religious. But your elections ought to be more businesslike. Honestly now, how much longer can you go on telling your membership that their bosses don't run the show!" God bless our non-AA friends. We would never have gotten this far without their help. But we do need to listen carefully. We also need to listen to one another with the same care. For instance, a young member came to me once with a complaint that members of his group got restless during the sec- retary's announcements and weren't listening. "I told her to get a big sign," he said, with sincerity, "like a cue card, that would read 'SHUT UP, PLEASE.' But she thought the group conscience would not go along with it. What does group conscience have to do with it?" Good question. Group conscience was first defined for me as the informed opinion of the majority of the membership. We are all familiar with the workings of group conscience at the level of the local group. Its most elemental form is expressed when the group opens the doors of its meeting place. Just about all progress starts with the opening of doors, doesn't it? That same definition would also apply to the group conscience of area or district committees, of the AA Grapevine, of the General Service Board (trustees), and of the AA General Service Conference. There are also some important personal guidelines for me in the Second Tradition. I should try to keep my outlook clear so that I can remain in touch with myself. I ought to remember that I am not my own ultimate authority. I ought also be aware that when I am too hard on myself, I am practicing a form of bossism, and bossism doesn't work for me. Finally, it is a proved-good idea to keep my own doors open, two of them in particular. My fellow alcoholics have a right to know that my experience and sanity (such as it is) are available for sharing. And I am responsible for making my sobriety accessible to them. Let me share my newfound trust with you. It will help me toward another day's sobriety and perhaps lead you into a new understanding of our Second Tradition. By: W.H. “For our group purpose there is but one ultimate authority – a loving God as He may express Himself in our group conscience. Our leaders are but trusted serv- ants; they do not govern.” All Grapevine Books AA is both a democracy and, in Bill W’s words, “a benign anarchy.” A group on SAL elects its own officers– who have no power to order anybody to do anything. In most groups, most of the slate rotates out of office at the end of six months, and new officers are elected. If a group wants to be a part of the whole AA ser- vice structure, it elects a GSR (general service representative with a 2-yr term). GSRs elect area committee members and then join them in electing a delegate from their area to the annual General Service Conference. The Conference is about the closest approximation of a government that AA has; It produces opinions on important matters of policy; It approves the choice of some trustee nominees for the General Service Board and directly elects others. But neither the Conference nor the board can give orders to any group or member.” 12 Traditions illustrated

The Second Concept

When, in 1955, the A. A. groups confirmed the permanent charter for their off all ri-plate Medallions General Service Conference, they thereby delegated to the Conference complete authority for the active maintenance of our world services and thereby made the conference—excepting for any change in the Twelve FR Traditions or Article 12 of the Conference Charter—the actual voice and the effective conscience for our whole society.

The General Service Conference of A. A. has become, for nearly every practical purpose, the active voice and the effective conscience of our whole Society in its world affairs. -- 12 Concepts for World Service illustrated / Big Book, page 574
