The Centre and the States through the successive Five Year Plans are taking various welfare mealures, for the formulation of which detailed statistics are necessary. At the 1951 Census there were no special tables for Scheduled Castes/Scheduled Tribes, except Table D-III giving the total number of persons belonging to Scheduled Castes and Scheduled Tribes and their distribution among the eight livelihood classes adopted for that Census for certain rural and urban tracts. These tracts were arbitrary and formed by grouping rural and urban areas of two or more talukas/mahals. Difficulties were, therefore, experienced in framing schemes for their amelioration. More detailed tabulation at this Census will remove this lacuna and these tables will serve as a bench mark for evaluating future schemes. The data will also prove useful in planning for the future. With this end in view, villagewise population of Scheduled Castes and Scheduled Tribes with their break-up into males and females as given in the Primary Census Abstract, are printed in the District Census Handbooks. Special tables have been devised to give the population figures for each Sche­ duled Caste and Scheduled Tribe and their cross classification by religion, age, marital status, education, mother tongue, bilingualism and economic activity. There is also a table on household cultivation confined to the total of Scheduled Castes and Scheduled Tribes. All these tables form part of this publication, Volume V, Part-V-A. According to the Tabulation Plan for the 1961 Census, there are 5 tables in SCT series, 1 in SC series and 2 in ST series as against one in 1951. All other tables are prepared on full count from individual slips. A person is treated as Scheduled Caste/Scheduled Tribe, if he belongs to a Caste/Tribe declared as such in the President's Orders, viz., the Constitution (Scheduled Castes) Order, 1950 and the Constitution (Scheduled Tribes) Order, 1950. Scheduled Castes and Scheduled Tribes listed in the 7th and 8th SchedUles annexed to the Bombay Reorganisation Act amending these orders so far as'they relate to part IV-Gujarat are reproduced in Annexures A and B. Scheduled Castes can belong to the Hindu or Sikh religion only, while Scheduled Tribes may belong to any religion. General and vague terms like Achhut, Harijan and Adivasi returned by the enumerator are treated as unclassified Scheduled Castes/Scheduled Tribes, While the percentage of unclassified Scheduled Castes is 2.07, that of unclassified Scheduled Tribe 0.461. of their total population, thus revealing the greater tendency on the part of the former to be known by such vague terms as Harijan, etc. In these tables all the names of Scheduled Castes/Scheduled Tribes along with their generic names or synonyms/sub-tribes as they appear in the President's Orders are shown irrespective of the fact whether there are any figures for anyone of them or not. Caste/Tribe names are spelt strictly in accardance with the said Orders. It will be observed from the President's Orders that while some Castes/Tribes are Scheduled th.rough­ out the State exclusive of some districts, there are others which are so in certain districts or talukas only. A statement showing the total population of Scheduled Castes/Scheduled Tribes with the break-Up of persons, males and females according to the area restrictions is given below to enable the reader to (know which of the Castes/Tribes are scheduled and for which districts or talukas. Besai Convener PREFACE The Indian Council of Social Science Research brought together a group of social scientists from all over the country to design and execute a nation­ wide study of the~educational problems of high school and college students belonging to the sche­ duled castes and tribes. For this purpose, the ICSSR constituted a Co-ordinating Committee, and charged it with the task of designing and executing the study with the help of several other social scientists selected as project directors in diffe­ rent states. The major responsibility of the Co­ ordinating Committee was to articulate the research problem, to design sampling plan, to construct the instrument for data-collection, to centrally compu­ terize and analyse data, and to provide broad guidelines to the project directors in the task of conducting the study in their respective states. The responsibility of the project directors was to collect relevant data from secondary sources for the ^irpDse of preparing state level profiles, to work .out specific sampling plans for their state, to translate the data-collection instrument into the regional language, to collect and code data, and finally to prepare research reports.

Date Completed: September 2007 Problem The dissertation project establishes the existence of nearly one hundred million tribal people who are forgotten but continue to live in human isolation from the main stream of Indian society. They have their own culture and history. How can the Adventist Church make a difference in reaching them? There is a need for trained pastors in tribal ministry who are culture sensitive and knowledgeable in missiological perspectives. Method Through historical, cultural, religious, and political analysis, tribal peoples and their challenges are identified.

    THE MAHARASHTRA LAND REVENUE RESTORATION OF OCCUPANCY (UNAUTHORISEDLY TRANSFERRED BY OCCUPANTS BELONGING TO SCHEDULED TRIBES) 1 RULES, 1969 In exercise of the powers conferred by clause (xiii) of sub-section (2) of the section 328 of the Maharashtra Land Revenue Code, 1966 (Mah. XLI of 1966) and in supersession of all previous rules made in this behalf and continued in force by virtue of the third proviso to Section 336 of said Act, the Government of Maharashtra hereby Makes the following rule, the same having been previously published as required by sub-section (1) of section 329 of the said Code, namely: - 1. Short Title: - These rules may be called the Maharashtra Land Revenue Restoration of occupancy (Unauthorisedly Transferred by Occupants belonging to Schedule Tribes) Rules, 1969. 2. Application under Section 36(3) 2[or restoration of land transferred to member of schedule tribes)] and procedure for disposal thereof - Every application under sub-section (3) of section 36 2[for restoration of possession of any land transferred to a person belonging to a schedule Tribes in contravention of sub-section (2) of Section 36] shall be accompanied by an extract of the relevant entry from the record of rights, and register of mutation in relation to the occupancy is alleged have been transferred. 3. Service of notice- After receipt of the application, and after verifying from his records, if the Collectors thinks there is reasonable ground for believing that the Collector's sanction was not taken for the transfer (which grounds he shall record in writing), the Collector shall cause notice in Form A to be served on the transferor (if he is not applicant) and on the transferee, calling upon them to show cause why the transfer should not be set aside and the notice shall specify the date for hearing the application.

With multi-disciplinary research as its core activity, CSS formulates ideas, undertakes empirical studies, theorizes and disseminates knowledge through training and publications in vernacular and English languages. Founded by late Professor I.P. Desai in 1969, CSS receives financial support from the Indian Council of Social Science Research (ICSSR, Government of India) and the Department of Higher and Technical Education, Government of Gujarat. Besides, CSS also mobilises funds from government departments and national as well as international institutions. The Centre’s faculty, though small in number, represents a variety of disciplines including sociology, social work, history, economics, statistics and rural studies. With an emphasis on empirical research and Gujarat as its core research region, Centre also undertakes studies related to other parts of the country. Responding to contemporary dynamics of development, key areas of research in CSS include marginal communities, migration, labour, land and credit markets, society and Violence, culture and conflict, public health, environment and resources, governance, women and society, social justice and civil society. Addressing these themes, faculty members focus upon studies of tribal communities, dalits and minority groups, ethnographic enquiries, rural transformation, social conflicts, movements and riots, urbanization and development, urban and regional planning, literature and social consciousness, human resource development (education and health), coastal studies, environmental issues and social impact assessment of development projects.
