TABLES ON SCHEDULED CASTES AND SCHEDULED TRIBES
seT-SC-ST SERIES SPECIAL TABLES FOR SCHEDULED CASTES AND SCHEDULED TRIBES The Constitution has provided special safeguards for Scheduled Castes and Scheduled Tribes. The Centre and the States through the successive Five Year Plans are taking various welfare mealures, for the formulation of which detailed statistics are necessary. At the 1951 Census there were no special tables for Scheduled Castes/Scheduled Tribes, except Table D-III giving the total number of persons belonging to Scheduled Castes and Scheduled Tribes and their distribution among the eight livelihood classes adopted for that Census for certain rural and urban tracts. These tracts were arbitrary and formed by grouping rural and urban areas of two or more talukas/mahals. Difficulties were, therefore, experienced in framing schemes for their amelioration. More detailed tabulation at this Census will remove this lacuna and these tables will serve as a bench mark for evaluating future schemes. The data will also prove useful in planning for the future. With this end in view, villagewise population of Scheduled Castes and Scheduled Tribes with their break-up into males and females as given in the Primary Census Abstract, are printed in the District Census Handbooks. Special tables have been devised to give the population figures for each Sche duled Caste and Scheduled Tribe and their cross classification by religion, age, marital status, education, mother tongue, bilingualism and economic activity. There is also a table on household cultivation confined to the total of Scheduled Castes and Scheduled Tribes. All these tables form part of this publication, Volume V, Part-V-A. According to the Tabulation Plan for the 1961 Census, there are 5 tables in SCT series, 1 in SC series and 2 in ST series as against one in 1951. Table SCT-V is prepared on a 20% sample of households from Household Schedules by mecha nical tabulation. All other tables are prepared on full count from individual slips. A person is treated as Scheduled Caste/Scheduled Tribe, if he belongs to a Caste/Tribe declared as such in the President's Orders, viz., the Constitution (Scheduled Castes) Order, 1950 and the Constitution (Scheduled Tribes) Order, 1950. Scheduled Castes and Scheduled Tribes listed in the 7th and 8th SchedUles annexed to the Bombay Reorganisation Act amending these orders so far as'they relate to part IV-Gujarat are reproduced in Annexures A and B. Scheduled Castes can belong to the Hindu or Sikh religion only, while Scheduled Tribes may belong to any religion. General and vague terms like Achhut, Harijan and Adivasi returned by the enumerator are treated as unclassified Scheduled Castes/Scheduled Tribes, While the percentage of unclassified Scheduled Castes is 2.07, that of unclassified Scheduled Tribe 0.461. of their total population, thus revealing the greater tendency on the part of the former to be known by such vague terms as Harijan, etc. In these tables all the names of Scheduled Castes/Scheduled Tribes along with their generic names or synonyms/sub-tribes as they appear in the President's Orders are shown irrespective of the fact whether there are any figures for anyone of them or not. Caste/Tribe names are spelt strictly in accardance with the said Orders.
It will be observed from the President's Orders that while some Castes/Tribes are Scheduled th.rough out the State exclusive of some districts, there are others which are so in certain districts or talukas only. A statement showing the total population of Scheduled Castes/Scheduled Tribes with the break-Up of persons, males and females according to the area restrictions is given below to enable the reader to (know which of the Castes/Tribes are scheduled and for which districts or talukas.

Q. 2 Age last birthday-Write age in years completed last birthday. For infants below one year of age, write '0'. Q.3 Marital status-For a person who has never been married write 'NM'. For a person married, whe ther for the first or another time, write 'M'. Write 'M' also for persons who are recognised by custom or society as married and for persons in stable de facto union. For a widowed person whose husband or wife is dead, and who has not been married again, write 'W'. For a person who has been divorced in a lawful manner, either by decree of a law court or by a regular social or religious custom but who has not remarried, or a person who has been separated from wife or husband and is living apart with no apparent intention of living together again, write'S'. For a prostitute return her marital status as declared by her. ~~ 5
Q. 5 (c) Scheduled Castes and Scheduled Tribes-The answer to this question will be recorded only if a person belongs to a Scheduled Caste or Scheduled Tribe. If the person belongs to a Scheduled Caste or Scheduled Tribe obtaining in your State, or in your district write [he name of the caste or tribe to which he belongs. For all others, write 'X'. Do not write the names of Scheduled Castes in general terms as 'Harijan', 'Achhut'. Ascertain the name of the caste when it is returned and write it. Scheduled Castes can belong to the Hindu or Sikh religions. If a person belongs to a Scheduled Caste, there will be either 'H' or'S' in the answer to Question 5 (b). Scheduled Tribes may belong to any religion. A printed list showing the names of Scheduled Castes/Scheduled Tribes according to the President's Order was given to the enumerator alongwith the list of synonyms or generic names and sub-tribes to ensure accuracy of these returns. Q. 6 Literacy & Education-For a person who can neither read nOf write or can merely read but cannot write in any language, write '0'. For a person who can both read and write, write 'L'. The test far reading is ability to read any simple letter either in print or in manuscript. The test fOf writing is ability to write a simple letter. The test for literacy is satisfied if the person can with understanding both read and write. SrANDARD OF EDUCA nON If the person can both read and write and has also passed a written examination or examinations as proof of an educational standard attained, write the highest examination passed instead of 'L'. Q. 7 (a) Mother Tongue-Write the mother tongue in full including dialect as returned by the person enumerated. Mother tongue is language spoken in childhood by the person's mother to the person or mainly spoken in the household. If the mother died in infancy write the language mostly spoken in the person's home in childhood. In the case of infants and deaf mutes give the language usually spoken by the mother. Q. 7 (b) Any other lang~age(s)-After recording the mother tongue enquire whether the person knows any other language (s), Indian or Foreign, and write the language (s) returned by him against this question. In case he does not know any other language put 'X'. The instructions relating to Questions 8 to 12 are not reproduced in full as they have been reproduced in detail in the general note to B-series Tables in Part U-B (1). They are, therefore, summarised below for the convenience of the reader. Q.8 to 11 Working-These Questions apply only to workers. A person working both as a cultivator and as an agricultural labourer should be entered both in Q. 8 and Q. 9, but in Q. 8 and Q. 10 if working both as cultivator and at household industry. If a person is working in any possible combination of 8, 9, 10 and 11 he will be entered in the appropriate places. If he is doing just one kind of work, he will be entered in only one of the four Questions 8 to 11. Work includes not only actual work but effe:tive supervision and direction of work. As for non-workers, persons like beggars, pemioners, agricultural or non-agricultural royalty, rent or dividend receivers, earning an income without participating in any productive work should not be treated as working unless they also work in cultivation, industry, trade, profession, business or commerce. A public or social service worker actively engaged in public service or a political worker, who is also actively engaged in furthering the political activity of his party will be regarded as a worker and entered fully in Q. 11. Q. 8 Working as Cultivator--For a person w0rking as cultivator write 'C'. For all others put 'X'. Q.9 Working as Agricultural Labourer-Write 'AL' for a person working as agricultural labourer. For others put 'X'. Q. 10 (a) & 10 (b) Household Industry--If a person is working in a Household Industry write (i) the nature of work done by him in the Household Industry against Q. 10 (a) and (ii) the nature of the Household Industry against 10 (b). Otherwise put 'X' in both Questions 10 (a) and 10 (b). A household industry should relate to production, processing, servicing, repairing or making and selling of goods. It does not include professions such as pleader or doctor or barber or washerman or astrologer. Q. 10 (c) If Employee in HousehoU Industry-Write 'EE' for a person working as a paid employee in an· other person's Household Industry. For all others put 'X'. Q. 11 Doing Work other than 8, 9 or lO-If a worker is not working as a cultivator or as an agricultural labourer or at any Household Industry write the actual work he is doing. If a person is working as a cultivator or as an agricultural labourer or at Household Industry and. also does some other work (including dairying or livestock raising, orchard or plantation, etc., as distinct from cultivation of crops) write the other work he does in this question. If he is engaged in more than one work and neither of them relates to any of the three categories mentioned above write the work on which he devotes more time. 6
Q. 11 (a) Nature of Work--Describe fully the nature of the work done by the person himself giving full and precise information as to the nature of the work done by him either in the vernacular or in English or in vernacular transliteration of English. Q. 1I (b) Industry, Business, Trade, Profession or Service-For a worker, the nature of whose own work has been recorded in QueStion 11 (a) describe in detail the nature of industry, business, trade, pro fession or service in which he works. Vague answers should be avoided. In the case of industries, the articles which are produced or serviced or repaired, should be given. If such articles are more than one, the chief articles only should be given. In the: case of business or trade, the principal article of trade should be described. In the case of service, describe the nature of the service to which the person's work belongs. In the case of a person for whom 'X' is put in Question 11 (a), put 'X' in this question also. Q. 11 (c) Class of Worker-Write 'MR' for an employer; 'EE' for an employee; 'SW' for a single worker and 'FW' for a family worker. For a person for whom 'X' is put in Q. 11 (a) and II (b) PUt 'X' in this question also. Explanation (i) An 'Employer' is a person who has to employ other person in order to perform the work entered in Q. II (a). (ii) An 'Employee' is a person who usually works under some other person for salary or wages in casp or kind. (iii) A 'Single Worker' for the purpJses of Q. 11 (c) is a person who works by himself but not as Head of Household in a Household Industry. A single worker will include a person who works in a joint partnership with one or several persons hiring no employees, and also a member of a producer's cooperative, each one of such partners or members being recorded as 'Single Worker'. (iv) A 'Family Worker' is a member who works, without receiving wages in cash or kind, in an industry, business or trade conducted. Members of the household who help solely in household duties should not be treated as family workers. Q. 11 (d) Name of Establishment--Describe in. detail the name of the factory, workshop, business house, company, shop, etc. If a persqn has no fixed place of work write 'No fixed place of work'. Principal work--The principal work is the one on which the person spends most time. Put a ring round the number of the ~uestioi1 8,9,10 or II according to the work on which the person says he spends most time. ' Q. 12 Activity, If Not working--This will apply to a person NOT working. Write 'X' in this question for a person who is working, that is for whom work is recorded in any of the Questions 8 to II'. ' ; 'j t' The following activities should be recorded in the case of persons 'NOT' working. 0) Write 'ST' for a full time student or child attending school who does no other work, such as make articles at home' for sale, nor even help part-time in his own family cultivation, ind ustry, trade or business; (ii) write 'HW' for a person engaged in unpaid home duties (like house wife or other adult female) who does no "other work, such as make articles at home for sale or wages, nor help regularly eVen part-time in family cultivation, industry, trade or business; (iii) write 'D' for any dependent, including an infant or child not attending school, a person permanently disabled from work because of illness or old age, as also fo~ a person who is not working but has been offered work which he has not joined; (iv) write, 'Rr' for a retired person who is not employed again, rentier, person living on agricultural or non-agricultural royalty, rent or dividend or any other person of independent means for securing which he does not have to work and who does no other work; (v) write 'B' for a beggar, vagrant or independent woman without indication of source of income and others of unspecified source of existence; (vi) write 'I' for a convict in jail (an under trial prisoner will be shown as a worker if he used to work before he was apprehended) or an inmate of a penal, mental or charitable institution; (vii) write 'NE' for a person who has not been employed before but is seeking employment for the' first time and (viii) write 'N' for a person employed before but now out of employment and seeking employment. If a person; who does not work, cannot be readily classified in any of the above categories put him in category (v) and write 'B' in this question. TABLE seT-I
INDUSTRIAL CLASSIFICATION OF PERSONS AT WORK AND NON-WORKERS BY SEX
The table is presented down to district and for rural/urban. It is prepared in two parts-Part A for Scheduled Castes and Part-B for Scheduled Tribes. This is a very important· table as it gives the population of each Scheduled Caste/Scheduled Tribe separately for rural/urban along with the sector of industry in which the members of each Scheduled Caste/Scheduled Tribe are working. In Part-A additional data regarding 'Tanning and Currying' and 'Scavenging' in which the members of Scheduled Castes are engaged are also given. In the table all the names of Scheduled Castes/Scheduled Tribes with their generic names or syno nyms/sub-tribes as they appear in the President's Order, are shown irrespective of the fact whether there are any figures for any of them or not.

It is prepared in two parts-Part-A for Scheduled Castes and Part-B for Scheduled Tribes. This is an important demographic table corresponding to Table C-IL It fulfils a very useful purpose, as at present demographic data are not at all available in respect of these communities. The age-groups are restricted to ages 0-14, 15-44 and 45+. It gives data regarding never married, married, widowed, divorced/separated and unspecified status for each Scheduled Caste/Scheduled Tribe. The marital status in age-group 0-14 shows the extent of child marriage still practised by them. In the case of Tribes, it will give an indication whether the tribal population is decreasing, stable or increasing.
