From 1961 Census omyard a uniform schedule was canvassed for J collection ofhousing data. The Houselist format of 1971 by and large followed the pattern of the 1981 Census. The 1981 Census Household Tables which come under the HH-serics of the 1981 Census Tabulation Plan cover a variety of data relating to household as a unit. These tables give the quality of housing and housing facilities, whether the household Ii ves in owned ,house and if not, whether the household owns a house or house-site in the same village or town, whether the household cultivates owned land or rented land or both owned and rented land and in case of rented land, the local name oftenancy ,household by size, number of workers and number ofliterates, in the household. All these tables for total population have already been published in Part VIII A & B in 7 volumes. The processing of data was based on 20% sample for the States having population 10 million and above and 100% for the States and Union Territories having population less than 10 million. The data thus processed on computer broadly conform to the relevant figures published in the Primary Census Abstract, but there may be some marginal difference in totals due to two different methods of pr6cessing/sampling. The present volume relates to HH series tables for Scheduled Castes/ Scheduled Tribes. A general note on the household tables relating to SC/ST of 1981 Census which giv~ detailed information regarding presentation of tables, concepts used and also the relevant questions alongwith the note on sampling adopted in preparation of household tables is given in this volume. Moreover. a separate note (fly-leaf) in respect of each table is also given as preliminary reading before one refers to the tables. On the basis of Houselist, as many as four tables, viz. H-I to H-IV were generated. The Household Schedule was re-introduced in 1981 Census after the 1961 Census but the Household Schedule of 1981 Census has a much greater scope than that of 1961 <::ensus. Al the 1981 Census, it was decided to collect infonnation on quality of housing and amenities available to the households through the Household Schedule in greater detail. The Household Schedule was canvassed for every household during the main enumeration period. This Schedule consisted of two parts. TIle first part, Part-I, contained information relating to the households such as the household size, number of couples living in the household, religion of the head ofthe household, the language mainly spoken in the household, whether or not head of the household belongs to a Scheduled Caste or to a Scheduled Tribe as also the housing conditions and amenities, available to the household, whether the household lives in owned house and if oot, whether the household owns a house or house site in the village or town of enumeration whether the household cultivators land and the tenure status of the cultivated land. The second part of the Household Schedule, Part-D, contained population record which was a record of information on each member of the household regarding social, demographic and economic characteristics as copied from the individual slips of 1981 Census. Except for the Table HH-IS 'Household population by religion of head of household' and HH-16 'Households and household population by language mainly spoken in the household'. aU other Tables of HH series have been proce~ on the computer. For this purpose cent-percent household records of all the Union Territories and States having population ofless than 10 million were processed on the computer. In case of States having population of more than 10 million, a 20% linear sample was used. Appendix-I, gives a nOle on sampling adopted for the preparation of Household Tables. As many as 6 Tables, viz HH-S, HH-8, HH-9, HH-ll, HH-12 and HH-17 for SC/ST separately have been prepared and are being published in 'Pan-VIII A &. B Household Tables'. A note on each table explaining the main features of the table is given before the table. There is no scheduled caste in Nagaland. Andaman & Nicobar Islands and Lakshadweep and there is no scheduled tribe in Haryana. Jammu & Kashmir. Punjab. Chandigarh. Delhi and Pondicherry as per Scheduled Castel Scheduled Tribe Order (Amendment) Act, 1976. The specimen of the Household Schedule is gi ven as an appendix II to this note and the terms used in the various tables are explained below : Household and Type of Household A Household is a group of persons who commonly live together and would take their meals from common kitchen unless the exisgencies of work prevented any of them from doing so. There may be a household of persons related by blood or a Household of unrelated persons or having a mix of both. Examples of unrelated households are boarding houses, messes, hostels. residential hotels, rescue homes, jails. ashrams. etc. These are called 'Institutional households'. There may be one member households. 2 members households or multi-member households. For census purposes, each one of these types is regarded as a 'Household'. If a group of persons who are unrelated to each other live in a census house but do not have their meals from the common kitchen, they would not constitute an institutional household. Each such person should be treated as a separate household. The important link in finding out whether there is a household or not is a common kitchen. List of Scheduled CasteS/Scheduled Tribes is given in Appendix-III. The instructions for recording Scheduled Caste/Scheduled Tribe status of the head of the household in Qs. 3 & 4 of the Household Schedule (Part I) are reproduced below: Q.3: Whether head of household belongs to S.C. or S.T. You will be supplied with a list of Scheduled Castes (S.C.) and Scheduled Tribes(S.T.) in relation to your State/ Union Territory by your Supervisor. While filling up the Household Schedule you will have to ascertain from the head whether he is a member of a Scheduled Caste or a Scheduled Tribe. If in reply to this question. the answer is in the affirmative, you have to record '}' in the case of a Scheduled Caste or '2' in the case of a Scheduled Tribe in the box provided against this question. If the head returns himself as Scheduled Caste, you have to check his religion. He or she should belong to Hinduism or Sikhism. A person belonging to a Scheduled Caste cannot belong to any other religion. Cultivator For purposes of the census a person is working as Cultivator ifhe or she is engaged either as employer. single worker or family worker in cultivation of land owned or held from Government or held from private persons or institutions for payment in money, kind or share. Cultivation includes supervision or direction of cultivation. Agricultural labourer A person who works in another person's land for wages in money, kind or share has been regarded as an agricultural labourer. He or she has no risk in the cultivation but he/she merely works in another person's land for wages. An agricultural labourer has no right of lease or contract on land on which he/she works. Household,. Industry ~ Household Industry is defined as an industry conducted by the head of the household himself/herself and or by the members oflhe household at home or within the village in rural areas and only within the precincts of the house where the household lives in urban areas. In such cases, though only family members are involved, this has not been treated as 'HHI'. Thus, the meaning of the term 'run on the scale of a registered factory' refers to such cases even if these are not registered as such. The main criterion of a Household Industry is the participation of one or more members of a household. This criterion has been applied in urban areas too. Even if the industry is not actually located at home in rural areas there is greater possibility of the members of the household participating even if it is located anywhere within the village limits. In the urban areas where organised industry takes greater prominence, the Household Industry should be confined to the precincts of the house where the participants live. In urban areas even if the members of the household by themselves run an industry but at a place away from the precincts of their home, it has not been considered a Household Industry. It should be located within thc precincts of the house where the members live in the case of urban areas. Other workers All workers, Le., those who have been engaged in some economic activity during the last one year, who are not cultivators or agricultural labourers or in Household Industry, are 'Other Workers'-'OW'. The type of workers that come under this category of 'OW' include factory workers, plantation workers, those in trade, commerce, business, transport, mining. construction. political or social work. all government servants. municipal employees. teachers. priests. entertainment artists. etc. In effect. all those who work in any field of economic activity other than cultivator. agrieulturallabourer or household industry. are 'Other Workers'. APPENDIX-I NOTE ON SAMPLING ADOPTED IN PREPARATION OF HOUSEHOLD TABLES The household tables of 1981 Census have been prepared on the basis of a sample of household schedules in the states of Andhra Pradesh. Bihar. Gujarat. Haryana. Kamataka. Kerala, Madhya Pradesh. Maharashtra, Orissa. Punjab. Rajasthan, Tamil N adu. Uttar Pradesh and West Bengal. In other states and union territories the data have been processed on 100% basis without resorting to sampling. In those states where sampling has been used, a 20 per cent linear systematic sample of household schedules has been selected in each charge. All the enumeration blocks in a charge were arranged serially according to the block number. Using a random start between 1 to 5 every fifth household starting from the first block was selected; after excluding all unfilled or cancelled household schedules. All the households in a charge were taken together for sample selection. The relevant extracts from the detailed iristructions for selection of sample are reproduced from pragraph lonword. Final tables presented in this part were estimated by inflating the sample values by five. No attempt has been made to tally the estimates with full count figures, wherever available. Due to this some differences between the totals from the sample tables and other sources are likely. SELECTION OF SAMPLE HOUSEHOLD SCHEDULES General Instruction A 20 per cent sample of Household Schedules for both rural and urban areas has to be drawn from the Household Schedules (HHS) of each Enumeration Block (EB) which will include nonnal, institutional and houseless households. This will be done in the States where individual slips were processed on 20 per cent sample basis. This should be explained clearly to the sampler. 4. TIle records would be handled district by district and within district by charges. The records which win be involved in this process of selection ofHHS sample are: (i) filled in HHS for each EB within a charge. and (ii) the list ofEBs of the concerned Charge (Annexure-II). Please not that all the HHS-nonnal. institutional and houseless are to be sampled. 5. The instructions to Supervisors. Checkers and Samplers should be explained to them in training classes and you should also be thoroughly familiar with these instructions. You should also carry out test checks of the Control Chan. stamping of the HHS for sample identification. etc. 6. Before the operations begin, you must ensure that sufficient number of Control Chart forms are there. 7.1be random stan for each EB must be assigned and entered in col. 3 of Annexure-II by some senior officials like DD/ADJInvestigatorbefore the records are pa<;sed on to the sampling team. Allocation of random number is a very elementary process. Also please note that a random start has to be a number between 1 and 5. 8. When the records are issued to the supervisor. Charge by Charge. a 1st in the form of Annexure-II (with column 1 to 3 filled in) should be given to the Supervisor concerned along with the records of the charge. This statement. as you will notice, is merely a list ofEBs in the charge with the indication of EB number and the random number allotted by you for each EB. 9. After the sample selection of a charge is over. the Supervisor will return the records of that charge along with the list ofEBs and the Control Chart. It would be necessary to ensure that the records have been returned fully before they are kept in the Record Room. The Control Charts of each charge must be arranged in the order of EBs as in the list ofEBs. These will be retained as separate files charge-wise. You should distribute the records of sufficient numberofEBs to each of the Sam'plerso as to ensure sufficient work load. 7. Along with records of one EB you should supply a blank Control Chart form to the Sampler. 8. The random start already indicated in Annexure-II will have to be noted by you on the right hand top comer of the control chart fonn given to the Sampler before issuing the HHS books and the Control Chart form of a particular EB for Sampling. 9. While sampling is in progress you should "upervise the work closely and ensure that instructions given to the Sampler and the Checkers are being followed strictly. When you get back the records namely the RRS after sample schedules have been duly marked (P) and the Control Chart columns 1 to 7 as well as the location particulars duly filled in, you should apply arithmatical check (please see checker's instructions) and satisfy yourself that the sampling process has gone off per instructions. 10. After you receive back the HHS pertaining to the EBs (of the concerned lot) of a particular charge and carried out the necessary checks you should return the HHS to the Record Room. You should infonn the Record Keeper in advance that you are likely to complete a particular charge and the records pertaining to a fresh charge will have to be issued to you. This will ensure regular flow of work and no time will be lost unduly for obtaining records from the Record Room. 12. You will doubtless make sure that records do not get mixed up and they are handled charge-wise at every stage. 13. It is possible that during handling, the Index Slip pasted or kept on the first book of the bundle pertaining to a particular EB may get mutilated. In that event a fresh Index Slip will have to be written up and pasted to that EB before bundling by the Sampler. INSTRUCfIONS TO CHECKERS TIlere will be three Checkers in a team. Onc Checker will be in-charge of the sampling of filled-in HHS done by three samplers. 2. You should go through the instructions to the Samplers and ensure that the work is done according to instructions in the prescribed manner. While sampling, see that one Sampler deals with one EB at a time. 3. You should also assist the Supervisor in record managemenL 4. You should also check the work of your Samplers thoroughly at every stage, as follows:- (i) Check whether the location particulars given at the top of the Control Chart are correct with reference to the index slip of the EB concerned; (ii) Check whether all the HHS books of the EB as per Index Slip are available in the bundle at the time of issue. If not, bring it to the notice of the Supervisor, (iii) Check that all the HHS books in respect of an EB have been entered in column 2 of the Control Chart; (iv) TIle Samplers have been asked to make sure that all books in the EB have book numbers. If a book does not have a book number, they have been asked to bring it to your notice and you will have to assign a book number to this particular book. For this purpose, give a sub-number following that of the last numbered book of that EB.If, for example, the last book is number 12, the unnumbered book should be given the number 12/1; (v) After the sampling has been completed by the Sampler, you must check up the entries in columns 4, 5 and 6 of each line of Control Chart; (vi) You should also check up whether the random number is entered on the lOP of the cover page ofthe first bookoftheblock. This should be explained clearly to the Sampler. 6. Col. 4 of each line (for each book) of the Control Chart MUST also be checked up in a similar way. After checking please hand over the HHS books, the concerned filled in Control Chart and the filled in slips' to your supervisor. INSTRUCfIONS TO SAMPLERS Check whether all the HHS books in the EB have book numbers. If a book does not have a book number, bring it to the notice of your Checker/Supervisor who WIll give a number to it. This HHS book number must be written by you on the book cover and the first three schedules. 2. If a HHS book does not by any chance, have a cover page, you must stick a piece of paper to the first schedule of that HHS book at the top edge and enter the location particulars and book number. 3. You will have to fill in a Control Chart separately for each EB. In no case two EBs should be entered in the same Control Chart. 4. You should fill in on the top of the Control Chart the name of State, District, City!Town!Tahsil orTaluk etc. The location code numbers of each EB (all the five elements) will also have to be entered. These particulars will be available in the Index slip/book cover. 5. You should have been given by your Supervisor Control Chart of the EB with a random number (between 1 and 5) already recorded at its right hand top comer, You should also enter lhis random on the top of the cover page of the first HHS book of the EB. 6. Take the first HHS book and enter the book number in col. No.2. This number should be the same as given on the right hand top comer of the cover page of the book. Col. 3: Number offllled in Schedules 7. Count the number of filled in HHS forms in that book and enter it in Col. No. 3. Unfilled schedules or cancelled schedules should be left out from the counting. Stamng from this schedule every fifth/illed in schedule will be selected. Count the schedules one by one. When you come to fifth schedule mark it (P). If in the present case the random number is 3 then the schedules sampled would be 3, 8, 13 ...... The sample selection from this HHS book will stop when less than 5 fined in schedules are left over. Then count the number of schedules that you have stamped (P) and enter this in col. No.4. Col. S: No. of tilled in schedules left over at the end of the book 9. Count the number of filled in schedules left over at the end of the HHS book after the last sam_r.·le schedule. This should be 0, I, 2, 3 or 4. Enter this number in col. No.5. Col. 6: Starting point for the next book 10: This identifies the staning schedule in the next HHS book. If, for example, 2 schedules are left at the end of the first HHS book after the last sample schedule selected, you will continue sample selection from the 3rd schedule (5 minus 2) of the next HHS book. The number 3, i.e. (5 minus 2) will be entered in col. NO.6 as well as at the/ront cover page 0/ the next HHS book. J J. Continue sample selection from all the 1-1 HS books of the EB in the above manner. Even if in a HHS book only less than 5 schedules have been filled up; you should consider the HHS book for sample selection.
