Fort Wayne Parks & Recreation Staff Reports from December 10, 2020 thru to February 10, 2021

Steve McDaniel - Director Our facilities reopened on January 25. We continue to work with the Allen County Board of Health on protocols to make sure our visitors are as safe as possible. Our staff reported back that it was great to see people in person again. We continue to offer several of our classes virtually as some of our clients said they would return in person once they received the vaccine.

Our team continues to put a variety of programming out on our FWParks4FUN website page. This gives families an opportunity to visit our parks and keep social distanced.

Staff members are working on updating several agreements with partnering groups and agencies. These will be coming to the board for approval in the coming months. These include the Settlers, Inc. for the Swinney Homestead; Blue Jacket for the Fantasy of ; and Friends of the Rivers for operations of the Sweet Breeze Canal Boat.

Some of the staff and I met with our Tennis Advisory Group last month. We meet with them one or two times a year to discuss all aspects of tennis in our community.

The new restroom facility at Promenade is seeing progress vertically. are being constructed with the roof system to follow. We are still on track for being completed in the spring.

Alec and I met with the team who are raising funds for the implementation of the Brewer Park Master Plan. This team is determining the best way to connect with foundations and stakeholder groups and bring awareness of the plan for future funding.

We met with Community Development and Board of Public Works on the proposed work that would impact the old Dimension Ford property on Jefferson Blvd. The city is looking at doing significant road work at Leesburg and Main Streets as well as rebuilding the roadway from that intersection to Jefferson Blvd. We shared our long-term plan for the property so that all departments understand what is being proposed.

This month we will be kicking off the restart of the design phase of Riverfront Development Phase 2. This was put on hold due to Covid-19. The goal is to have the design process moving from schematic through design development into construction documents this year. The design team will continually coordinate with permitting agencies to make that process as smooth as possible.

The development to the east of Promenade Park is scheduled to start construction soon. It is anticipated that this will be completed near the end of 2022.

Mayor Henry’s State of the City address was on February 10th. For safety reasons, he presented his address virtually and not with an audience. 1

I have been tracking several state House and Senate bills that might impact us here at Parks and Recreation. Most have had the first reading and have been referred to committees.

Winterval was held on January 30th. The programming was modified as a result of Covid, but we still saw good attendance with citizens practicing social distancing and wearing face masks.

We have been approached about the possibility of installing an art mural in one of our parks. Our team is investigating the pros and cons. If this develops farther, we will bring it to the board for approval.

General

 Winterval was held on January 30,2021. This was the 10th year for this Department led event. The mission of Winterval has always been to encourage people to be active during the months. Since there was still a high degree of COVID transmission, the events and activities were modified to be mostly self-guided to avoid gatherings or high touch activities. Most people were thankful to have something to do. Attendance was about 1,800 at the 8 participating venues or locations on the beautiful 34-degree day. We had very good coverage of the event with media sponsors FWNBC and WMEE. Staff did several television interviews the Wednesday prior to the event and the morning of the event. Several articles were in the local newspapers. Riverfront

 Discussions continue with Friends of the River for Parks and Recreation Department to operate Sweet Breeze in the 2021 season.  The proposal to the DNR Commission to impose speed limits on sections of downtown rivers is under committee review.  We did not have any rentals in December, but did hold our four sessions for Picture Time with Santa which we were able to do using an animatronic Santa in order to stay COVID compliant. There were 239 people in attendance.  In January, we focused on reworking our winter events to make sure we were staying COVID compliant. Winter Cozy was cancelled but we held Dog Sweater Day as part of the Winterval events. We finalized our programming for Spring and are working intensely on summer and fall programs now.  We hired three new staff, rounding out a total of 8 programming staff (1 manager, 1 coordinator, 2 seasonal rental coordinators, and 4 seasonal programming coordinators). This is the first time we have been fully staffed since 2019—COVID has introduced new challenges to building quality staff teams. Staff will be doing intensive training in February

and March to get them up to speed on various topics, including event management, rivers, recreation, parks, the City, finances, permitting, contracts, and more.  Current projects: Training for all staff; continued policy and process development; revamping rental documents, processes, and marketing; creating goal strategies for 2021.

Athletics/Aquatics and Golf Operations  The LEAP group (Jason Smith, Andre Patterson, Anthony Cannon, Rob Hines and Mitch Pranger) to implement and Esports program in our Department. They are still trying to connect with the existing high school coaches and define our role in the Esports community.  We worked with the Disc Golf Club to purchase 21 new baskets for the Tillman Park Course. They are planning on having a “Pro” level tournament and have to have a specific style basket. The baskets arrived and the Disc Golf Club picked them up and installed them.  The golf operational staff have been working on improving the existing inventory system utilizing existing computer programs that the Department already has. The goal is to have a more accurate system to track sales and provide the best items for our golf customers.  We are starting to get applications for golf and reaching out to staff from last year to see who plans to return.  We are reaching out to last years leagues and outings to see if they plan to play again at our courses in 2021.  We are in the process of interviewing the potential candidates for the Golf Manager. We hope to narrow it down to two or three and report back to the Golf Committee. After that we will conduct the second round of interviews with a member of the Golf Committee sitting in as well.  We are in the process of gathering information and quotes to order additional golf carts and replace some of our older models.

Outdoor Recreation

 No events were held in December at Salomon Farm Park, Lindenwood or Hurshtown Reservoir  on the Farm scheduled for December 5 was cancelled. This would have been the 14th year for Christmas on the Farm  Winter Solstice was cancelled but and installations were still placed along the Salomon loop; a virtual contest with prizes was offered as an alternative  Several programs for Salomon Farm were cancelled due to orders from the Mayors office out of concern for the spread of the COVID virus.  Several virtual programs and hikes were offered at Lindenwood including a trail a scavenger hunt, nature story, guess the cropped photo activity, among others.  A Wintery Outdoor Challenge that included 12 parks and the Rivergreenway was offered to the public. 12 listed locations by encouraging people to do hike/run/exercise challenges at these 12 sites and hopefully get people outside for exercises and mental wellbeing. 3

 In partnership with Eric Plassman 100 Christmas sales went on sale starting November 27 and were sold out by December 5th. on the following dates at Salomon Farm Park went on sale. The farm received a 15% commission for the sale of the trees in the amount of $529.95.

Community Center  The Community Center was closed to the public most of December and January.  The second week of December we delivered , certificates, Christmas Picture of Staff and a treat to those volunteers that had 100+ hours in 2019. We could not have our volunteer recognition this year but  felt we needed to recognize them in some way. We got the park van and delivered to 16 volunteers, 20 sponsors, 6 neighbors as well as 5 advisory council members and 3 foundation members. The poinsettias were grown for us by Lawton for our Christmas events but since we had to cancel those we needed somehow to distribute them. The volunteers just lit up when they saw us and some cried. It was the best thing we could have done and hard to get away from some of them.  Pat took the volunteer list and contacted the volunteers to check in and see if they are ok. For some this was the only call that they have had and wanted to talk. Some have been in need and Patti Davis has helped them out by personally taking laundry to the laundry mat because one had lung cancer. She also picked up medications at the pharmacy for another. Staff has been very good with keeping in touch with not only volunteers but also instructors and participants.  We were good neighbors in sharing out leftover milk donated from the Wagon Rides to children at First Presbyterian Church. They have been generous with us using their space when we could not use our own so we showed our appreciation in being good neighbors.  Search and Rescue was held to encourage people to get out and active. Staff and volunteers hid 48 candy canes in the parks with a tag on them. Each was numbered and they were asked to post pic on Facebook when they found it and then that was theirs to keep. We had a great response from this activity. 22 candy canes were identified on Facebook with pictures. Most others are gone but they did not post. Still about 8 out that we know. Looking at doing the same thing with eggs for since it was a hit.  N. Pole Stop-N-Shop & Wagon Rides went well considering we had to change up everything at last minute due to changes in COVID restrictions.  The 40,320 piece puzzle is now installed on above the Multipurpose.

Community Outreach  We were closed for the month of December (Closing started 11-23-2020). We provided carry out meals from Dec. 1- Dec. 11, 2020, serving a total of 98 meals in total between the 4 sites. Meal service was discontinued 4

due to a lack of usage. We suspected that families had received aid from Christmas bureaus and other organizations and were not as critically in need as before.

 We provided virtual programming daily with a variety of programs such as fitness, STEAM, virtual tours, art, mind games, yoga, dance, guitar lessons, Jump for Life, basketball skill building tutorials and special guest presentations (Indiana Donor and Parkview Healthy Seed). On December 17, 2020 we had socially-distanced Toys for Tots event. Families drove the kids up to the entrance of the building where staff gave them their toys. December 30th featured an online Kwanzaa presentation for the youth and families given by our very own Zynette Paige. Virtual programming continued through January 24, 2021. Challenges in obtaining participation during the shutdown were attributed to lack of access to internet, online fatigue due to virtual schooling, and families preoccupied with holiday tasks.

 We were able to reopen on Jan. 25, 2021. It is awesome to have youth back in the building. We are of course continuing to practice social distancing, keeping mask on and safety precautions with temperature taking prior to entry, hand washing and gloves. Social distancing tremendously reduces the number of youth who are able to participate. Though the numbers are not where they used to be, to have youth back in the building is a huge plus for us; it is key to rebuild relationships, not only with parents but also the youth. The staff is continuously working very hard to build and create more, better- up to date programs to keep the youth engaged and interested. They are also speaking with parents, ensuring them of the safety protocols we have.

 Upon Fort Wayne Community School’s first “e-learning snow day” of the new year, we opened the for the Center’s first E-Learning Day for youth. It is our hope that families will take advantage of this service going forward. We will continue to try and create availabilities for parents to have a safe place for their children to go and pursue their academic goals and responsibilities during these challenging times. We have posted the E-Learning information on Facebook and will try to increase future attendance.

 Adult Pickle Ball resumed January 25, 2021. Needless to say, the seniors are ecstatic to be back in the building. We have had 65 seniors in attendance since reopening.

 We are also currently collaborating with African American Health Alliance to potentially become a COVID-19 Vaccination Site. This would mean making the vaccination available to community members of the South-east side of Fort Wayne where numerous high-risk individuals reside. ** Pictures Lego Challenge 1st and 2nd place winners, selecting Lego’s and building:

 The Theatre is still fielding a lot of interesting rental requests. Many of the requested days are for months we would not normally be open. As part of the process we always ask what size crowd they are expecting. Often, we are able to recommend a heated rental space in the Parks system that will be sufficient for social distancing.

 Our team has been spending some of the off season speaking with executives and managers from different municipally owned and managed venues around northern Indiana. There are a number of tools allowable by Indiana Code that we could pursue if we are going to prosper as a commercially viable venue. The way in which we currently close shows and manage day of show payments does not meet industry standards and causes the Foellinger Theatre to be less competitive for promoter shows. Staff will present a full report of what we have learned to the Director by mid-March.

 We have developed a programming “Plan B”.in the event the COVID-19 pandemic does not allow us to present commercial concerts in 2021. We have been in touch with Civic Theatre of Fort Wayne. Civic Theatre is definitely interested in returning if their home space cannot be used because of the pandemic. There are a couple of other performing arts organizations who have expressed an interest in working on our stage. There are no definitive plans as of yet as we hope we are open for regular business.

 “Plan A” is being prepared for “normal operations” providing a diverse menu of national touring acts, delightful tribute acts, and local favorites. As of this writing 8 shows are on sale, 4 free community performances have been scheduled, 1 major event is confirmed and will be announced soon, and 7 prospective national acts have requested tentative reservations.

 Alcohol sales are a topic of conversation in the Department currently. The theatre hosts sales at most commercial events. We have been doing the research over the last several weeks and will be preparing a study soon. The potential profits from selling alcoholic beverages without sharing with a third party vendor could go a long way in stabilizing our flagging operations budget.

 The Manager has taken measurement of our audience seating areas so TicketMaster can build a pod system for social distanced seating. The pod system allows automated sales to continue without risking selling seats to people of different households too close to each other. We hope to have a sample pod seating chart within a few days of the beginning of February.

 In an abundance of caution in light of the continued raging pandemic Foellinger Theatre has moved the two tribute band concerts out of the month of June 2021. Hotel California: A Salute to the Eagles and Rumours a Fleetwood Mac tribute will now take place in August 2021. The Manager has been in contact with Fort Wayne Area Community Band. They may not have been able to staff a June 2021 concert anyway so the June concert cancellation is quite mutual. There is one remaining show in June, and we are waiting for the promoter to move it.

 The Manager updated our production information packet which was launched in May of 2019. He included information about the new sound system, removed a now closed hotel and added a caterer that just started serving Foellinger Theatre in 2019. o $50 from Alexander Gust o $50 from Anne and Pat Carey o $45 from Solomon and Kali Grimes Exhibits  In January 2021, Conservatory staff installed the first of four seasonal garden exhibits for the year, “Tiki Bowl. “Tiki Bowl” invites the community to experience the warmth, relaxation, colors and textures of the tropical islands. Construction of the volcano and tiki hut, design of the 7-hole bowling course, growing, placing and planting large tropical and smaller flowering plants, and interpretation of the Polynesian culture from Taiwan to with text and pictures overlap to provide a rich and flexible experience for our visitors.

Programs  Approximately 230 people (178 adult, 53 children) visited and enjoyed the music of our Holiday Concert performed by Tom Didier and Todd Frymier as “Those 2 Guys in Suits & Ties.” The gentlemen were staged in the center of the Showcase Garden, allowing for social distancing and safe passage around the garden’s outer edge. Visitors were genuinely pleased to hear live music as they interacted with Conservatory staff and moved through the holiday exhibit.

 In mid-December, 25 members of the Fort Wayne Children’s Choir sang Christmas carols on the outdoor Terrace where their families could safely watch and listen. The group was a pleasure to work with and is interested in starting a new tradition of singing at the Conservatory.

 Our annual “Evergreen Centerpiece Workshop” went virtual after all three in-person sessions were cancelled due to COVID-19. Of 48 pre-registered participants, 14 registered and 11 attended online. Virtual participants picked up pre-assembled kits prepared by volunteers in advance. At the end,

participants each centered the camera on their finished piece to share with the group; they appreciated the alternative option and requested similar virtual workshops if circumstances persist.  The weekday drop-in program called “Christmas Trees Around the World” drew a total of 75 people over three December Wednesdays. Each week, a different tree was emphasized while participants were encouraged to visit all 28 trees on display. A pre-assembled kit was provided for participants to learn more and make a craft at home.  Two out of three Saturdays proceeded this year without Santa on hand to greet families; the last Saturday was cancelled due to new Allen County COVID-19 restrictions. Total attendance for the two dates was 1,422 (December 5 - 659 people, December 12 - 783 people) compared to 3,490 over three dates in 2019, a 60% decrease. Magical Reindeer Food and candy canes were offered to families on their way out. Conservatory staff was thanked by many visitors for going ahead with festivities.

 As health concerns had us all thinking outside the box this year, staff combined the annual Member Night and Volunteer Open House into a special all-day “Holi-day” on Wednesday, December 9, 10 am-8 pm. Attendees were sincerely pleased with the accommodations and voiced how much they liked the full-day option. It has been noted that more people attended during the first part of the day and that everyone appreciated the broad range of beverage and pastry options.  The Conservatory’s participation in the 10th annual Winterval event at the end of January drew 439 people (256 adults, 183 children) By comparison, in 2020 we saw 727 people and in 2019, 580. We hosted the first live ice carving of the day in our outdoor Sales Garden where the public could view from the Calhoun St. side without paying garden admission. Visitors were offered a bird feeder craft kit and several Polynesian-themed activity sheets. In addition, visitors could pot a jade plant to take home and enjoyed playing “Tiki Bowl.”

 Other Drop-In programs included: o DNI: Island Games when 33 participants (25 adults, 8 children) dropped in to learn about Polynesian games, take home a crab hat craft, and see the final stages of the “Tiki Bowl” play garden installation. o 1st Garden Glimpse on opening day of our “Tiki Bowl” play garden, 53 people (26 adults, 27 children) helped themselves to Polynesian-themed activity sheets, a coral reef craft kit, and a crab hat craft to do at home. A brief tour of the new exhibit was offered at 11:30 am and 12:30 pm. o Tiki Sessions: Tattoo Art Designs was offered on Thurs-Sat, January 21-23, 11 am-1 pm. This new interactive initiative reflecting on the Showcase’s cultural component seemed successful - a total of 98 people participated over 3 consecutive days .

Sandra Odisho, CPA – Manager, Finance December 2020: The Parks and Recreation Department paid 179 employees (135 full time, 44 regular part-time and seasonal) for the payroll ending December 19, 2020.

We are getting geared up for the hiring of seasonal employees and some positions are already posted.

We had to issue numerous refunds for pavilion rentals and class refunds. This was due to the City shutting down most of its operations to the public until January 18, 2021 as a precaution against COVID spread in our community.

January 2021: The Parks and Recreation Department paid 163 employees (135 full time, 28 regular part-time and seasonal) for the payroll ending January 16, 2021.

We currently have three full-time positions that are in the process of being filled: o Golf Manager o Garden Helper – Foster o Supervisor IV Neighborhood Programs – Cooper Center

We had to issue numerous refunds for pavilion rentals and class refunds. This was due to the City shutting down most of its operations to the public until January 25, 2021 (extended one week) as a precaution against COVID spread in our community.

Registration for the Spring 2021 Fun Times starts on February 3, 2021 which will keep our front office staff busy.

Safety Compliance, Storeroom, Fleet & Mechanical Operations Facilities Maintenance  All pavilion rentals are still cancelled until January 19th 2021. Pavilion rentals in January totaled, 17. This number is up from 0 rentals in December, this number is down from 169 rentals in November.  City offices and Pavilions have been closed for most of January and are expected to reopen on January 25th. The first reopening was set for January 19th, and was pushed back to the 25th. This is due to City offices being shut down for Covid -19 preventative measures.   All facility workers have been working on the annual clean of all community centers while they have been closed with the shut-down. Jennings, Cooper, and Weisser are all complete and ready to go. This included deep cleans in all of the rooms, multi-purpose room, and outdoor storage. Painting was also completed in the back hallway and multi-purpose room.  Annual cleans continue in the eight year round pavilions which include; Franke Park pavilion #1, Franke Park Pond pavilion, Northside Parks PSI-OTE Upper and Lower pavilions, Shoaff Park Riverlodge, Franklin Park’s David Heffner pavilion, Indian Sears pavilion, and Lakeside Park pavilion #1.  Facilities crew are still working their normal routes where they are picking litter and checking for/removing graffiti.  The downtown Community Center conversion project has begun. This will include upgrading exterior wall pack lights to LED as well as the recessed can lights in the entryways. Several rooms are also getting LED upgrades to the existing fixtures while others are receiving totally new fixtures. The can lighting throughout the interior is also getting upgraded to LED.  During the winterization of exterior restrooms, it was discovered that toilets were cracked at three locations. Those included; PSI-OTE Park, Lions Park, and Hamilton Park and all three have been replaced.  Annual roof checks / cleaning have been completed; this was done at all of the buildings that have flat roofs.  An open space at the Lawton Park office was converted into an office for the supervisor of Riparian Management.  The volcano prop for the January show change at the Botanical Conservatory was constructed and delivered to the conservatory for final painting.  An exhaust blower motor was replaced at the Lawton Park greenhouse.  Repairs and improvements were made to the ceiling tile grid at David Heffner pavilion at Franklin Park. There were several support wires that were loose/missing and needed repaired to prevent failure of the system.

 Relief workers are finishing painting the Franke Day Camp kitchen, hallways, and restrooms. They painted Indian Village Sears Pavilion before the pavilions opened.

 Route workers touched up paint at Northside Psi-Ote Lower, Franke Pond Pavilion, and Lakeside #1 Pavilion. Shoaff Riverlodge Pavilion is in the middle of a small renovation of new paint, new lights, and new baseboards.  The Buddy Bench bottle caps program has ended and the caps will be taken to Evansville next week. The group had been given the Northside Lower Pavilion to use to sort the bottle caps while we were shut down.  The relief crew was sent to McMillen Center this month to remove graffiti from the back of the building.  We have been working on programming the pavilion codes for the entire year.  We have removed all Christmas lights.  Removed all of the cabinetry out of Cooper Center for renovations.  We have been making pads for the tree gang trucks.  We are maintaining the Nice rink.  We are sprucing up Promenade Pavilion by painting and repairing the interior walls.  Flushed and adjusted the boilers at Promenade.  We installed new led lights at Shoaff Riverlodge and the Downtown Community Center.  The Maintenance techs built the frame and hung the puzzle at the Downtown Community Center.  The Maintenance Technicians completed the following in January: o 10 Alarms calls o 0 Appliance maintenance repairs o 10 Building maintenance repairs o 15 Carpentry repairs o 6 Electrical repairs o 6 HVAC maintenance issues o 3 Key core maintenance repairs o 17 Light Maintenance o 6 Lock maintenance issues o 5 Playground maintenance replacement or repairs o 13 Plumbing maintenance issues o 3 Sign replacements o 0 Vandalism issues

Grounds Maintenance  The mowing crews started on their winter work after completely transitioning from summer and fall tasks, and mulched leaves until Dec. 10th.  Christmas trees were removed after being dumped in the parks.  Kreager winter mower maintenance has begun starting with Toro 7210 units.  Sidewalk crews had to do snow and salt removal several days this month.  Crews came in early on January 26th to perform salting within the parks.  Plow crews have had to salt drives and parking lots of several occasions.  The wood splitting crew started the first week of January, and were called off to do playground mulching.  Wood splitting resumed during the last week of the month.  Playgrounds at Franke, Lakeside, Repka, Swinney, McMillen, and Shoaff where mulched.  Rockhill, Foster #2, Weisser, and Memorial had smaller amounts of playground mulch added.  21 tons of gravel was hauled to Salomon for the animal pens.  The Franke Zoo train was transported back to Franke from a local body shop.  Heavy equipment has applied nearly 20 tons of road salt to parking lots and drives.  Truck 149 was transported to Kalida Ohio for warranty work from the manufacturer.  Brush around a retention pond at Franke was cut back to improve visibility.  The trash truck is running 2 days a week and not on weekends.  There was no flooding on the river greenway for January.  Downed limbs and debris have been removed from the trails as needed.  After large areas of the parks were clear, crews focused on leaves in fence lines.  Crews pressure washed, greased, and then stored the wide area mowers.  All summer turf equipment has been stored for the winter season.  All winter snow removal equipment has been set up and is ready to be used.  Mowing crews removed downed limbs and debris from many parks.  Equipment needing repair was moved out the way at Lawton to allow snow plowing.  Overgrown areas were cut back at Franke and Tillman along the river greenway.  Several team members attended training to update their CDL licenses.  Heavy equipment loaded mulch for crews for Franke and Lakeside playgrounds.  4 extra trash cans were delivered to the Fantasy of Lights marketplace.  A large concrete barrier was moved at Franke to allow handicap access.  4.58 tons of stone was added to various locations at Franke Park to remove potholes.  The zoo train was transported to a local body shop for winter repairs.  The garbage truck is only running twice a week and no longer on Sundays.  There was no flooding on the river greenway this month.  A large boulder and several downed trees were removed from the trails. Garage Operations Highlights:  Five golf course carts were brought in and repaired as necessary.  Conversion of the Toro 7210 mowers to Polartracs was completed.  Crane Truck 151 had the crane boom serviced and certified.  A very informative mobile crane inspection class was given to the forestry division by RPM, the company that services National Crane, of which we have two.  Grounds Maintenance employee Mike Heckley has been temporarily assigned to help in the garage with seasonal maintenance.  Seasonal maintenance continues on golf course and landscape equipment.  Annual dielectric testing was completed on all seven bucket trucks. There was no Safety Committee meeting this month due to covid and the holidays.  There were three treatable personal injuries this period, for a total of 16 for the year. OSHA recordable incidents total 12 for the year. Fifteen restricted days this period, and the annual total stands at 27. No lost days for the year! Worker compensation costs to date are $8686.  There were four property damage incidents this period, one of which was significant (/truck collision, $6500), bringing the yearly total to 13. Total damages for the year is $9468. The Safety Committee met on January 26, with eight members present.  There was one treatable personal injury this period, for a total of one for the year. Total damages for the year is $530.  Four more CPR training manikins were procured to accommodate Covid training restrictions.  Classes coming up: Cleaning Chemicals, Chainsaw Safety, Pesticide Handling and Bobcat Operation.  Working on getting general safety training PowerPoint classes put on the intranet.

Alec Johnson - Deputy Director, Planning & Development, Forestry, Landscape, & Riparian Project estimates were presented by JPR for Headwaters West; potential value engineering details were compiled and are currently being reviewed. Direction will be discussed in early January.

The Old Fort was once again damaged by a vehicle leaving Spy Run Ave. and driving over the levy. We are exploring additional boulders to be placed further north along the street to deter vehicles from making it to the Fort.

Staff met with representatives from the Southwest Area Partnership to discuss tree planting within the 4th and 5th districts. The partnership was awarded $150K for this project through the ‘Invest in Neighborhoods Now’ application process.

Staff met with Public Works and Redevelopment representatives to begin a discussion about a potential river activation study. Goals of the study are unclear, but issues discussed included ownership, use, and capitalization of the rivers. More details are to follow in January.

Staff met with Public Works and Primco to discuss the upcoming bridge replacement on Sherman Ave. at Guldlin Park. Impacts to the park were discussed for the first time; this project is scheduled to begin in early January. Parks is still awaiting project drawings/information illustrating the impacts.

The proposed layout of utilities improvements at Foster Park was reviewed as it relates to golf course operations and impacts to Parks assets. Staff met with Utilities staff on-site to review soil boring locations. We will continue to coordinate in an effort to minimize impacts and determine the best path forward.

Work continues on the development of plans for Packard, Brewer, Moody and Hanna Homestead parks, including the completion of plan renderings and review of survey data.

Design development plans were reviewed with Conservatory staff for the Conservatory’s front landscape renovation. Lighting and hardscape details are currently under review. Construction documents will be completed in January.

Various potential grant applications are under review for Phase 1B Spy Run Bank Stabilization. 17

Staff continues to work with Project Administration on the design of the Buckner Park trail project.

Staff completed a Q&A/Training session with Davey Resource Group for their Tree Keeper Canopy software.

Horticulture and Landscape  Tulip and daffodil bulb planting was completed at the Courthouse.  Landscape staff spent a lot of time with limb pickup in various parks due to high winds.  16 Memorial Trees were planted in various parks that included Foster (5), Repka (2), Lakeside (1), McCulloch (1), Forest Park Blvd (1), Northside (1), Shoaff (4), and Camp Canine (1).

 The daylilies were cut, removed, and beds were cleaned along the Main Street medians.

 Leaf cleanup continued at Promenade, Lakeside, and Foster Parks.

 Fall clean-ups were completed at various parks. Favorable weather permitted seasonal employees to remain with us until December 18th and assist with this work.

Gardeners began pruning ornamental trees in select parks; priority parks have been identified and will be completed as possible throughout the winter.

Gardeners at Lakeside finished hilling all the roses in for the winter.

Water and spray trucks were serviced, winterized, and sent to the Harris Road property for winter storage.

Staff evaluations and goals were completed.

Eddie Palmer and Sarah Akey were hired for the Lakeside Gardener and Gardener Helper positions respectively. They both began work in December.

Leepers Lawn Service completed their 2020 Maintenance Contract. Leaf cleanup was finished up this month, as needed.

 Continued collaboration with the Southwest Area Partnership (SWAP) to identify approximately 750 planting sites using Investing in Neighborhoods Now funds dedicated to street tree planting. This planting is expected to be complete within three years. A few particular areas of interest include Jefferson Blvd. medians, Illinois Rd., and Bluffton Rd.

 Began planning for next year’s street tree pruning. 7232 trees are scheduled for pruning in 2021.

 Resolved several backlogged requests for assistance in parks including light bulb replacement and brush removal.

 Pruned 0 street trees this month, bringing our 2020 total up to 2150. Our goal is to prune 7200 street trees annually. This goal represents a 7-year pruning cycle.

most of the Rivergreenway, except the Maumee Pathway east of Pemberton Drive. The Right of Way

Department in Public Works handles many of the other trails. We remove snow on trails near schools, medical

facilities, parks and shopping.

In the next few months, we’ll begin appraising and acquiring land for the Covington Rd Trail: Hadley to Getz; the

Liberty Mills Rd Trail: Middle Grove to Village at Coventry; the Hanna St Trail: Pettit to Decatur Rd; and the

Pufferbelly Trail: Washington Center to Ley Rd.

The Governor announced that he will move forward with the Next Level Trails Grant Program, Round 2 (it was indefinitely delayed due to COVID). We applied in November 2019 for the Pufferbelly Trail from Washington

Center to Ice Way/Lima for $2.7 million. We hope to find out soon if we get the grant. Fingers crossed!

I will be setting up a regional meeting for the Poka-Bache Connector in March or April. This is the trail from

Pokagon State Park to Ouabache State Park, involving 4 counties. The trail is one of the Mayor’s top priorities.

The Pufferbelly Trail and the Rivergreenway from Headwaters Park to Foster Park are parts of the Poka-Bache

Connector.

We had 28 participants on the bike ride that was part of the Winterval Festival on January 30th.

I am working with Derek Veit and two representatives of the Southwest Area Partnership on locations for tree plantings along trails in the fall of 2021 and 2022.

We have begun dead tree removal on the Pufferbelly Trail and the Fishing Line Trail.

The Three Rivers Horse Trails Board (I’m a board member) will be applying for a $250,000 grant thru the DNR’s

Indiana Trails Program (formerly Recreational Trails Program) on March 1st for horse trails and a trailhead on

County land located off Paulding Road near Adams Center

Homicides had a clearance rate of 81% in 2020. *Over 700 firearms were seized, with the Gang & Violent Crimes Unit seizing 146 of those illegal firearms during their investigations. *The Gang & Violent Crimes Unit conducted 22 search warrant/raid operations. *Additional resources were added to the Homicide Unit to address violent crimes. *The Downtown Bike Patrol received 3 new electric assist bikes to aid in patrol. *The new Special Operations building was put into service. *A new Investigative Operations Center was created to assist with homicide investigations, missing persons and any other critical incidents. *A new explosive ordnance disposal (EOD) robot was received to assist with suspicious packages or known explosives, such as bombs. FWPD Plans for 2021: *The FWPD’s 21st Lateral Class will be held to help maintain a staffing level of 480 officers. *Plans are in place to expand FWPD’s partnership with Fort Wayne UNITED’s TenPoint Coalition, a program that focuses on addressing youth gun violence as well as improving the conditions and the quality of life for residents in the areas of education, health, and housing. *There will be continued joint enforcement efforts with the Indiana State Police, Allen County Sheriff’s Office and Federal partners to address violent crime. *Two social workers will be added to the Hope and Recover Team (HART), which connects adults who have experienced a nonfatal overdose with treatment and recovery services. *At least 100 more body cameras will be added to the FWPD. Fort Wayne Fire Department Data and Highlights from 2020: *The FWFD responded to over 23,000 calls for service. *The FWFD completed over 82,000 hours of training. *Four new replacement engines were placed into service. *Four new Thermal Imaging Cameras were placed into service. Help others keep their distance. “Warn other trail users of your presence and as you pass to allow proper distance and step off trails to allow others to pass, keeping minimum recommended distances at all times. Signal your presence with your voice, bell or horn,” recommends the National Recreation and Park Association.  Protect park workers, too. The park association also says people should clean up before going to a park and bring their own trash bags, packing out their litter, so employees can stay safe from COVID-19.  Don’t go if you have any symptoms. This should be obvious: stay home if you’re sick.  Seriously, keep 6 feet apart. That means everyone — runners on a paved trail, mountain bikers on single-track, walkers on the sidewalk — should maintain the distance or stay home.
