Libro 50 Años 185 QUINTA PARTE LA CAL A PARTIR DE LA REFORMA DE PABLO VI DE 1969 A 1988 186 187 La decisión de Pablo VI de inserir la Pontificia Comisión para América Latina en la Sagrada Congregación para los Obispos marca un nuevo momento en la historia de este organismo de la Curia Romana. El ambiente de renovación y de aggiornamento que inspiró el Concilio Vaticano II se dejó sentir en la Curia Romana en la reforma que Pablo VI sancionó con la publicación de la Constitución Apostólica Regimini Ecclesiae Universae, lo que provocó la creación de nuevos organismos, la desaparición de algunos y la reestructuración de otros. Con respecto a la CAL el Santo Padre dispuso que asumiera una nueva configuración en correspondencia con las cambiantes circunstancias de la Iglesia y de la sociedad en América Latina y en Europa. El Episcopado latinoamericano era cada vez más organizado y tomaba mayor conciencia de su misión y de su protagonismo en la renovación del catolicismo en el Continente, lo que exigía una presencia más activa en los organismos centrales de la Santa Sede que se ocupaban de la Iglesia en Latinoamérica. Así, pues, la nueva etapa de la historia de la CAL revela una reestructuración de la Comisión misma y de su Consejo General con mayor presencia del Episcopado de América Latina. Se evidencia, igualmente, una relevante presencia del CELAM y de los Obispos latinoamericanos en el estudio y búsqueda de soluciones de los problemas pastorales y doctrinales que se presentaban a la acción evangelizadora de la Iglesia. Es, en definitiva, un período en el cual los esfuerzos de la Iglesia en favor de la renovación católica del Continente comienzan a dar sus frutos. Sin embargo, como en toda obra grande, a los antiguos problemas se añadieron nuevas dificultades de tipo pastoral y doctrinal a los que la Santa Sede procuró dar oportunas soluciones. Capitulo XVI Nueva configuración de la CAL y del COGECAL Una vez que fue inserida en la Congregación para los Obispos, la CAL asumió nueva estructura y nueva funcionalidad, como lo 188 indicaba ya la carta del Cardenal Secretario de Estado al Cardenal Antonio Samoré. El Cardenal Carlo Confalonieri, Prefecto de la Sagrada Congregación para los Obispos, volvió a ser Presidente de la CAL y como primer acto de su segundo mandato solicitó instrucciones al Cardenal Secretario de Estado sobre la nueva configuración y funcionalidad de esta Pontificia Comisión. El Cardenal Amleto Cicognani, Secretario de Estado, envió al Cardenal Confalonieri las instrucciones debidamente aprobadas por el Papa asegurando que por cuanto concernía al nombramiento de los Consultores de la citada Comisión, la Secretaría de Estado proveería a enviar las respectivas cartas de nombramiento, apenas fuera posible. 1. Nuevas normas de la CAL El 16 de abril de 1969, con ocasión de la celebración de la quinta sesión del COGECAL, el Cardenal Confalonieri solicitó al Secretario de Estado instrucciones sobre la nueva configuración de la CAL. El Cardenal Secretario de Estado envió las instrucciones, debidamente aprobadas por el Papa, con nota del 19 de junio del mismo año.221 Así, pues, la tarde del 20 de junio, el Cardenal Carlo Confalonieri pudo presentar a la plenaria del COGECAL las instrucciones y dialogar sobre la nueva configuración de la CAL y del COGECAL. El 23 de junio de 1969, el Cardenal Antonio Samoré comunicó al Cardenal Confalonieri el deseo expresado por Mons. Averlar Brandão Vilela, durante la quinta sesión del COGECAL, que la Pontificia Comisión tuviera entre sus miembros algún latinoamericano, conforme al espíritu y a la praxis que se seguía en otros organismos de la Curia Romana, según la cual en los organismos centrales personas originarias del lugar, “representen las áreas a las cuales el organismo se interesa o se refiere”.222 Con la misma intención, el COGECAL escribió al Santo Padre una carta fechada el mismo día 23 de junio de 1969. Que un obispo del CELAM figure entre los Miembros de la CAL Que un eclesiástico muy buen conocedor de América Latina o latinoamericano, sea puesto al frente de la Secretaría de la CAL.223 El 28 de junio 1969 el Cardenal Confalonieri escribió al Secretario de Estado, en respuesta a la nota del 19 de junio, sometiendo a la aprobación pontificia las novedades surgidas en el diálogo con los miembros del COGECAL y solicitando que “una vez conocida la augusta disposición [...] sea transmitido a esta Congregación el texto definitivo de las Normas”.224 El 18 de agosto, la Secretaría de Estado envió a la Congregación para los Obispos el texto definitivo de las “Normas”.225 El Cardenal Villot comunicó, igualmente, que Pablo VI había designado al Cardenal Pablo Muñoz Vega, Arzobispo de Quito, como tercer Cardenal Consejero de la CAL. El texto disponía: I. Naturaleza y composición. 1. La Pontificia Comisión para América Latina (CAL) queda incluida en la Sagrada Congregación para los Obispos, de la cual viene a ser un Órgano específico para coordinar las relaciones entre la Santa Sede y el Consejo Episcopal Latinoamericano (CELAM). 2. El Presidente de la CAL será el Cardenal Prefecto de la Sagrada Congregación para los Obispos. Consejeros de la CAL serán los Señores Cardenales Antonio Samoré, Sebastiano Baggio y Pablo Muñoz Vega.226 3. Por solicitud del Episcopado Latinoamericano se añadió entre los Consejeros “un Cardenal Latinoamericano”. Cfr. Formarán parte de la CAL en calidad de Consultores:228 El Sustituto de la Secretaría de Estado de Su Santidad, El Secretario de la Sagrada Congregación para la Doctrina de la Fe, El Secretario de la Sagrada Congregación para la Disciplina de los Sacramentos, El Secretario de la Sagrada Congregación para el Clero, El Secretario de la Sagrada Congregación para los Religiosos y los Institutos Seculares, El Secretario de la Sagrada Congregación para la Educación Católica, El Presidente de la Pontificia Comisión para las Comunicaciones Sociales, El Vice-Presidente de la Pontifica Comisión “Justitia et Pax”, El Vice-Presidente del “Consilium de Laicis”, Tres obispos de América Latina.229 5. El trabajo de secretaría de la CAL será desempeñado por un sacerdote nombrado por la Santa Sede, además por un oficial y por un escritor, si fuese menester. 6. En cuanto al Consejo General de la CAL (COGECAL), sus mismos miembros serán invitados a expresar su parecer sobre la conveniencia de que la estrcutura y la función del COGECAL permanezcan como estan, según los Estatutos en vigor. II. Finalidad y actividad. 1. Mientras se deja al CELAM la iniciativa y la responsabilidad que, en fuerza de sus Estatutos, le competen para coordinar en un nivel superior las actividades de las Conferencias Episcopales Nacionales, la CAL 227 El proyecto original no consideraba la presencia de un Obispo latinoamericano. El primer obispo en prestar esta obra fue Mons. Eduardo Pironio, Secretario General del CELAM. 228 El proyecto original enumeraba entre los Consultores a los Cardenales Antonio Samoré y Sebastiano Baggio. Ya en los diálogos durante la quinta sesión del COGECAL se consideró oportuno que los dos mencionados Cardenales fueran Consejeros del Cardenal Presidente. Tampoco estaba en el proyecto original la presencia de los tres obispos latinoamericanos, que fueron introducidos después que el COGECAL hizo explícita solicitud. 229 Los tres primeros obispos latinoamericanos nombrados para este oficio fueron: Mons. Vicente Faustino Zaspe, Arzobispo de Santa Fe (Argentina); Rubén Isaza Restrepo, Coadjutor con derecho a sucesión y Administrador Apostólico de Cartagena (Colombia); y Román Arrieta Villalobos, Obispo de Tilarán (Costa Rica). 191 desarrollará su propia actividad conforme a las necesidades y solicitudes que le serán notificadas por el mismo CELAM o que serán advertidas por graves circunstancias que se presenten. 2. La finalidad principal de la CAL será, por tanto, estar servicialmente enterada de las actividades del CELAM y de los Organismos Episcopales Nacionales de ayuda a la Iglesia en América Latina. Por consiguiente el Secretario General del CELAM oportunamente informará la CAL: Sobre la labor llevada a cabo por el CELAM tanto en lo pastoral como en la parte organizativa; Sobre las iniciativas de alguna importancia que, directa o indirectamente, interesen a la Iglesia en el Continente Latinoamericano.

It is my intuition that ‘the annunciation’ is just around the corner; that is an announcement from Rome - not from the Angel Gabriel, but from the Cardinal ‘Angel’ (Angelo) Amato, Head of the Congregation for the Causes of the Saints – an announcement that our beloved Servant of God, Oscar Romero, will be raised to the altars during 2015. Oremus! Archbishop Romero is not only the most famous Salvadoran of our times, but also the most loved and simultaneously the most hated. Nevertheless it seems entirely fitting to me to adapt the words from Shakespeare’s Julius Caesar, “he was the noblest Salvadoran of them all”. Indeed today he is recognised as such, repeatedly acclaimed by President Funes as the ‘spiritual guide of the nation’ - with monuments and memorials in almost every town and village in El Salvador. He has been described as a national treasure. As a holy prophet and martyr, Oscar Romero is, I would suggest, a precious diamond, who adds a special redemptive lustre to the universal Church of the 20th century. For over 30 years, however, Archbishop Romero’s detractors inside the Church have tried to paint a picture of him as a rather cheap fake diamond - naïve, vain, manipulated, doctrinally heterodox and politically extreme. (In truth they feared Romero’s canonisation might be interpreted as the canonisation of liberation theology.) And they are still not finished - even though their curial leader, the Colombian Cardinal Alfonso Lopez Trujillo, has now gone to that great dicastery in the sky, with God.

Holy See Press Office Director Fr. Federico Lombardi S.J. outlined the most important reasons for the Pope's return to Africa following his 2009 trip to Angola and Cameroon, first among them the signing of the Post-Synodal Apostolic Exhortation of the Second Special Assembly for Africa of the Synod of Bishops. The signing ceremony is due to take place in the presence of thirty-five presidents of national episcopal conferences, and the seven heads of the continent's regional conferences. Secondly Benin , a small African county of scarcely nine million inhabitants, has always been a place of great spiritual importance for the Church. It was, in fact, from Benin that, 150 years ago, the great work of evangelisation spread into neighbouring countries, from Togo to Ghana and Niger . Thus, Fr. Lombardi explained, the Pope's visit has raised great expectations. "It will certainly arouse an atmosphere of hope for the African Church , and be an encouragement to the continent of Africa as a whole. Naturally, it will emphasise existing problems, but from a positive perspective, underlining commitment to reconciliation, justice and peace, and the announcement of the Gospel as part of man's integral development. The Seminar welcomes reactions or comments in regard to the material that it publishes. The Seminar focuses its direct attention on the life and work of the Jesuits of the United States. The issues treated may be common also to Jesuits of other regions, to other priests, religious, and laity, to both men and women. Hence, the journal, while meant especially for American Jesuits, is not exclusively for them. Others who may find it helpful are cordially welcome to make use of it.
