Mai – 1. Juni 2013 an der Venice International University, Insel San Servolo, Venedig, auf Initiative der Associazione Italiana Alexander von Humboldt stattgefunden hat. Für die groβzügige Unterstützung danken die Veran- stalter der Alexander von Humboldt Stiftung, Bonn, sowie der Deutschen Botschaft, Rom. Unser Dank gilt auch der Venice International University für die freundliche Aufnahme. Thema der Veranstaltung war die wissenschaftliche Zusammenarbeit zwischen Europa und der MENA-Region unter Berücksichtigung der aktuellen Entwicklungen in der arabischen Welt. Das Kolleg zielte darauf ab, den wissenschaftlichen Dia- log zwischen Deutschland, Italien und den Staaten der MENA-Region interdisziplinär zu beleuchten und ihn mit Blick auf die Zukunft zu beleben. Der angestrebte Vergleich zwischen Deutschland, Italien und den Staaten der MENA-Region sollte strukturelle Elemente hervorheben, die für zukünftige Forschungen in den Geistes- und Naturwissenschaften wegweisend sein können. Ziel war es mittel- und langfristige Perspektiven für eine dauerhafte wissenschaftliche Kooperation aufzuzeigen, Forschungsschwerpunkte festzulegen sowie konkrete Vorschläge zum Ausbau des internationalen Humboldt-Netzwerkes zwischen Deutschland, Italien und der Mena-Region zu erarbeiten. Das Kolleg hatte die Förderung der im Rahmen des Alumni- Netzwerk- Preises ( der der Associazione Italiana Alexander 2010 verliehen wurde) geschaf- fenen Kooperation zum Ziel. Die Konferenz war schwerpunktmäig in drei Veranstaltungsblöcke aufgegliedert: 1. Inter-Multikultur und Migration 2. Europa – Mena-Region 3. Hochschulwesen und Forschung-ERA 4. Energie und nachhaltige Entwicklung Der erste Veranstaltungsblock beinhatete vier Vorträge mit Referenten aus Deutschland, Italien und der Mena-Region zum Thema Inter- Multikultur und Migration vor. Die zweite Sektion fand am 31. Mai mit anschlieβender Podiumsdiskussion statt. Sechs Redner stellten die Projekte aus dem „European Strategy Forum on Research Infrastructures“ im Hinblick auf eine mögli- che Kooperation zwischen Europa und der Mena-Region vor. Anschlieβend fand eine Postersession zu Möglichkeiten und Grenzen der Etablierung eines im Mittelmeer zentrierten Bildungs- und Forschungs- gebiets (im Einklang mit der finanziellen

Tisch Professor of History Harvard University [email protected] Abstract This article uses price data and editorial commentaries from the contemporary financial press to measure the impact of political events on investors’ expectations from the middle of the nineteenth century until the First World War. The main question addressed is why political events appeared to affect the world’s biggest financial market, the London bond market, much less between 1881 and 1914 than they had between 1843 and 1880. In particular, I ask why the outbreak of the First World War, an event traditionally seen as having been heralded by a series of international crises, was not apparently anticipated by investors. The article considers how far the declining sensitivity of the bond market to political events was due to the spread of the gold standard, increased international financial integration or changes in the fiscal policies of the great powers. I suggest that the increasing national separation of bond markets offers a better explanation. However, even this structural change cannot explain why the London market was so slow to appreciate the risk of war in 1914. To investors the First World War truly came as a bolt from the blue. Early and recent interpretations of imperialism and long-range expansionist policies of Britain and France during the period of so-called "new imperialism" after 1870 are examined as factors in the causes of the Fashoda Crisis of 1898-1899. British, French, and German diplomatic docu- ments, memoirs, eye-witness accounts, journals, letters, newspaper and journal articles, and secondary works form the basis of the study. Anglo-French rivalry for overseas territories is traced from the Age of Discovery to the British occupation of Egypt in 1882, the event which, more than any other, triggered the opening up of Africa by Europeans. The British intention to build a railroad and an empire from Cairo to Capetown and the French dream of drawing a line of authority from the mouth of the Congo River to Djibouti, on the Red Sea, for Tied a huge cross of European imperialism over the African continent, The point of intersection was the mud-hut village of Fashoda on the left bank of the White Nile south of Khartoum. Fashoda meeting, on September 19, 1898, of Captain Jean-Baptiste Marchand, representing France, and General Sir Herbert Kitchener, representing Britain and Egypt, touched off an international crisis, almost resulting in global war.

Dear Mr. Noite, If my eerience is at all typical then the avera.e American is likely to pass through three stages his understanding of Africa. First there is the vague image of an entire continent of steaming Jungles, naked blacks living in grass huts, and wild animals the picture born 6f innumerable Tarzan movies and a few random missionary stories remembered from early days at Sunday School. Then with a bit of familiarity this monolithic conception of the Dark Continent breaks down. Much of Africa is desert or prairie, and there are several sections boasting a near ideal climate. Roughly one African in every five is, after all, white, not black. Several impressive modern cities exist Cairo, Salisbury, Casablanca, Nairobi. And the educated African nsionalist leader with his clothes (and often ideas) cut in England or France--Mboye, Tour, ouphouet-oigny, NkrumaB- is obviously not the child of a grass hut civilization. Unless one has th .opportunity to get off the major routes of communication in Africa (which are almost invariably by air), he may remain in ibis second stage of understanding Africa. Among Americans, only the missionaries, the occasional economic aid specialists who are osted in areas remote from the capitals, and a handfu_! of anthropologists are likely to move on to stage three--to the level where one, while realizing that pockets of modernity and civilization exist in what is properly called lack Africa, also rediscovers the primitive Africa of tose childhood movies.
