 Humanitarian partners continue working closely together under Government leadership via the National Disaster Management Office (NDMO) to enact the Government’s response plan to Tropical .  On 23 March approximately 22 metric tonnes of relief items arrived in on HMAS Tobruk. Items included hygiene kits, blankets, sleeping mats, tarps, shelter kits, bed nets, buckets and aqua tabs.  22 March, Australian Foreign Minister Julia Bishop visited Port Vila.The Foreign Minister met with Vanuatu's Prime Minister, and Foreign Minister, and toured NDMO.  State of Emergency has been extended to all provinces in Vanuatu.  Dragonfly Yacht arrived in the and has started producing 10,000 litres of safe drinking water per day with its on board water processing unit.  Around 4,000 children were vaccinated against measles and received Vitamin A supplementation.  As of 22 March, UN OCHA’s Financial Tracking Service recorded a total of US$10 million in financial contributions from donors

Situation Overview

Humanitarian partners are working closely together under Government leadership via the National Disaster Management Office (NDMO) to enact the Government’s response plan to Tropical Cyclone Pam. The plan builds on the assistance provided to communities affected by the cyclone since 14 March. The NDMO has engaged air and sea assets to deliver life-saving relief items to some of the hardest hit islands, based on Government-led initial joint rapid assessments conducted from 17 to 20 March. Priority areas are health, food and agriculture, shelter and water and sanitation. • Approximately 14,000 homes have been destroyed or damaged throughout Penama, Malampa, Shefa and Tafea Provinces. • While food and water supplies have been reaching people on the 22 affected islands, more is still required. • Initial food packages have been dispatched to , Tanna, Aniwa, Futuna and Epi islands, serving approximately 7,400 households.

On 23 March approximately 22 metric tonnes of relief items arrived in Port Vila on HMAS Tobruk. Items included hygiene kits, blankets, sleeping mats, tarps, shelter kits, bed nets, buckets and aqua tabs.

On 23 March, approximately 100 metric tonnes of food, as well as logistics items, arrived in Tanna the MV Toraken. Two logistics personnel have been deployed to Tanna to assist with the setup of the storage unit.

Two mobile storage units were erected on 23 March at the Port Vila airport by the World Food Programme. They will provide common storage space from 24 March. Another two mobile storage units were dispatched to Tanna in on the MV Toraken. They are due to arrive on 23 March, after which they will be used as a common storage space for the Government and humanitarian agencies. The storage units at Port Vila airport and Tanna will be operated in cooperation with UNICEF.

On 22 March, Australian Foreign Minister Julia Bishop visited Port Vila. The Foreign Minister met with Vanuatu's Prime Minister Natuman and Foreign Minister Kilman and held a joint press conference with the Prime Minister. Ms Bishop toured the National Disaster Management Office (NDMO) with James Bule, Minister of Climate Change Adaptation, Meteorology, Geo-Hazards, Environment and Energy and the Director-General, Ministry of Climate Change and Disaster Management, Jotham Napat and NDMO Director, Shadrack Welegtabit. On 22 March the yacht, Dragonfly, delivered 50 shelter kits, 12 metric tonnes of water diesel fuel and NDMO food commodities to and islands. Dragon Fly will be based within the Shepherd Islands group and is tasked with supporting all six of the islands with its on-board water processing unit, which generates 10,000 litres of clean drinking water a day. It also has a medical team on board. It will coordinate with the NDMO and staff on the ground. On 22 March approximately 44 metric tonnes of relief items, including hygiene kits, aqua tabs, tarpaulins and buckets, arrived in Port Vila by plane. On 23 March 4 metric tonnes of NDMO food commodities were flown from Port Vila airport to Tanna. On 24 March another 16 metric tonnes of food is scheduled to be transported to Tanna by plane. On 21 March, two helicopters (one jointly funded by DFAT and DFID and privately chartered by the Government from Vanuatu Helicopters) travelled to six islands in the Shepherd Islands group in SHEFA Province. The islands were , Buninga, Makira, , Tongariki and . The helicopters transported representatives from NDMO and SHEFA Provincial Government along with medical teams ready to undertake rapid response and medivacs if necessary. The NDMO and SHEFA Provincial Government representatives will link up with area council and community disaster council structures to prepare for the distribution of food, shelter, water, sanitation and hygiene supplies. On 21 March, the MV Serafenua will depart Port Vila for Mataso, Buninga, Makira, Emae and Tongoa with 20 tonnes of immediate food relief (two weeks’ worth of food) as well as supplies to meet shelter and water, sanitation and hygiene needs. To facilitate smooth distribution of the relief goods, a team comprising members of Vanuatu Mobile Force, representatives from the Ministry of Agriculture and NGO personnel will be on-board. The NDMO engaged MV Urata to travel to the Outer Islands of SHEFA Province, north of , Pele, Emau, Moso and Lelepa. It is carrying 20 tonnes of food, shelter, water, sanitation and hygiene supplies. On 21 March, a water purification plant was also delivered (over three flights) to complement the generators that arrived on 20 March. The water purification plant produces 20,000 litres of clean water a day.

1.0 Evacuation centre coordination and management

Needs  The number of evacuation centres open and population remaining in them continues to be dynamic with several evacuation centres closing as people start to rebuild.  As at 16:00 on 21 March 30 evacuation centres remained open, housing 3,392 people.  Analysis of gathered data is ongoing. It is estimated that by 27 March around 80 per cent of all evacuation centres will be closed if aid, especially emergency shelter and food, is distributed in communities of origin.  There has been no protection concerns reported by evacuation centre management agencies or through the Displacement Tracking Matrix. 2.0 Water, Sanitation and Hygiene

Needs  Water, sanitation and hygiene needs are priorities in all affected islands. Response  The Dragonfly yacht is continuing the production of 10,000 litres of safe drinking water per day in the Shepherd Islands.  Oxfam is upscaling water trucking to four locations around Port Vila.  Save the Children continues to provide technical support to the Department of Geology, Mines and Water Resources in north Efate.  The Department of Geology, Mines and Water Resources has deployed the Provincial Water Officer for Shefa Province to Emae Island to support repairs to water supply infrastructure. Gaps  WASH NFIs in country currently are close to depleted.

3.0 Health and Nutrition

Needs  Health and nutrition needs remain as described in Situation Report 9. Response:  6 international emergency health kits (IEHKs) arrived in-country today  Disease control and outbreak response: Extensive measles vaccinations (5,500 to-date) undertaken within Port Vila. Vitamin A, deworming treatment and soap is also being provided. Focus will shift to the rest of Efate, Santo and Tanna.  Bed net distribution scheduled to start this week for communities at-risk of malaria in the Port Vila area  16 sentinel sites are being utilized for the early warning (EWARN) system. 8 are already functional, the remaining 8 will be established this week  3 Interagency Diarrhoeal Disease Kits (IDDKs) prepositioned in Vila in preparation for potential large- scale outbreaks of diarrhoeal disease. There is no plan to decentralise them at this point in time  Communication and Prevention: Public health messaging using traditional and non-traditional media is planned for affected areas. This has already commenced in in Shefa through radio, text messaging, social media and print.

 Health Cluster is exploring a broader range of health topics for ongoing health information messages and products (IEC) Gaps & Constraints

4.0 Education

Needs  An estimated 82,000 children (including 57,000 school-aged children) are directly affected by Tropical Cyclone Pam across Vanuatu. Response  Education in Emergencies (EiE) supplies such as temporary learning spaces (tents), School-in-a-Box, recreation kits, Early Childhood Development (ECD) kits and student backpacks will be distributed enabling about 10,000 children to attend school  Education Officers and Ministry of Justice officials will provide psychosocial support for children and teachers in the most affected islands. Gaps  The logistical demands of transporting EiE supplies to affected schools across Vanuatu remains a significant challenge  Only two Save the Children and UNICEF are providing rehabilitation assistance for education  There remain significant funding shortfalls to procure EiE supplies for affected schools and children.

5.0 Logistics

On 23 March 4 metric tonnes of NDMO food commodities were flown from Port Vila airport to Tanna. On 24 March another 16 metric tonnes of food is scheduled to be transported to Tanna by plane.  The Vanuatu ferry is being loaded with NDMO food commodities and items from Oxfam and International Medical Storage capacity in both Port Vila and Tanna needs to be augmented beyond the existing mobile storage units, as the amount of relief items arriving is likely to increase in the coming weeks.  The availability and amount of fuel on the affected islands is not clear, particularly in relation to aviation fuel. The Logistics Cluster will contact Pacific Petroleum to clarify.  The procedure for customs clearance for international commodities arriving into Port Vila needs to be shared with partners.  Corps and is planned to depart 23 March for Epi, , , and Pentecost islands.

6.0 Infrastructure A national Rapid Response assessment of infrastructure by the Multi Sector Working Group is on-going to assess needs for Immediate (emergency) repairs and Recovery (rehabilitation) work.

 Standardised Rapid Assessment Forms (available on request) have been developed and distributed for Health Sector, Education Sector, Justice, Infrastructure (roads, bridges, drainage) and GoV buildings. Training on the use of the tool & GPS devices has been provided by Scott Moneteirro (MoH), Gordon Craig (MoE) & David O’Meara (DFAT) and is available for newly mobilised teams. Without this training, the quality of completed Rapid Assessment Tool is highly variable in quality and usefulness.  A fly-over by Director General, MIPU & PWD Director has identified that Shepherds –in particular Tongoa and Emae – are badly damaged. PWD have mobilised assessment teams today to travel. Please refer to Logistics Table for details of PWD responses - [email protected].  HE Fred Yakasa, PNG Ambassador met with Johnson Binaru, Director General to discuss possible assistance.

Needs  A Data Base continues to be collated as Rapid Assessments with 34 received to date with the needs for emergency repairs analysed, costed and prioritised with advice from relevant Government agencies. Rehabilitation work projections may be able to be created from this information. Response  Initial assessments from ADF for some schools and hospitals on Tanna prepared. Copy of report available  MoH – 49 assessments done and being appraised technically. AutoCAD and GPS coordinates available for 369 MoH facilities. Aid Posts also important for community response  MoE assessments being received. Gordon Craig can supply coordinates for Tafea facilities and designs for 20 Tafea buildings.  Tanna arterial (core) roads accessible following work from PWD Tafea, IBCs and CCECC with ADF group continuing further road clearance.  Fiji Reconn Team travelling to Ambrym with PWD engineers and architects tomorrow (refer Logistics Plan).  NZDF dispatched Saturday to Epi, assessing Vaemali & Port Qwemi today.  Port Vila roads accessible - PWD Shefa Division with private sector contractors have undertaken roads access (100%) and debris removal (55%) of Port Vila and surrounding peri-urban settlements (Operations Report daily for NDMO by Ambatha Paraliu - [email protected])  Urban Search & Rescue team completed 40 assessments. Assessed MFEM and Ministry of Trade building damage, working today on Vila Central, Pango, Vanuatu Society for Disabled People, NTM and Vila East.  4 Satellite Phones provided today.  A Logistics Plan for the Infrastructure Working Group has been prepared/approved by the Working Group. This Logistics Planning Tool updated and provided to NDMO regularly. Please contact Charles Andrews - [email protected] – for soft copies and notification of emerging transport opportunities.  Mapping capacity through “Manifold” & NDMO GIS allowing tracking of infrastructure issues/progress.  PWD engineers mobilised to on “MV Urata” to Tongoa and Emae. Assessment Reports by CoB Tuesday 24th March. Engineers to Ambrym; Erromango, Tongoa.  DART team (aborealists) can mobilise team of 20 to assist with tree removal and training in safety, chainsaw operations, and maintenance.

Gaps & Constraints

Request to NDMO and AHC for blanket approval for ADF to undertake Rapid Assessments for MoE and MoH as resources/timing allows.  Chainsaws + camping equipment needed for travelling teams – requests sent to NDMO  Rapid access to cash for DSA and Cash Accountable Imprest for purchase of tickets, food, fuel, local land/sea transport is a serious operational constraint for teams travelling to remote island locations. Rapid access is required as travel opportunities appear at short notice. A Finance Desk at MCCA to process and pay approved LPOs could be considered - staffed by MFEM from 7am to 7pm daily.  Lack of transport to sites to undertake the Rapid Assessments continues as a major organisational issue. Luke Johnson - [email protected] – is the Infrastructure Group’s Logistics contact point.  Structural Engineering expertise and Quantity Surveying capacity/support identified as an urgent need, with requests currently being progressed through donor partners.  Coordination with French authorities yet to be established with French representative at Infrastructure Working Group meetings needed.

7.0 Emergency Telecommunications Response:  One World Food Programme staff member has been deployed to Tanna to establish temporary Internet connectivity for the NDMO and humanitarian partners.  Internet connectivity has been extended to Port Vila airport for the use of humanitarian staff.  Télécoms Sans Frontières (Telecoms Without Borders) has established a Wi-Fi bridge to create a common Internet connection for the coordination efforts of relief workers deployed in Port Vila. The connection is available 24/7 and allows responders to communicate with their head and regional offices, send reports and manage day-to-day coordination.  Emergency Telecommunication Support is being provided to the United Nations Reception and Departure Centre, which register humanitarian staff arriving in Vanuatu.  On 21 March operations started in the north of Efate to address no or partial coverage in the northern areas of the island.  On 23 March a team deployed to Erromango on a flight chartered by CARE International to offer free telephone calls via Sat phone to affected populations. Four Sat phones are currently deployed for this purpose in Erromango. Gaps:

 Assessments on the island of have shown that while Digicel has re-established its network and TVL's network is almost recovered, surrounding islands in the province of Penama remain without coverage.  A Télécoms Sans Frontières team is still assessing telecommunications in , focusing on the islands of Pentecost, Ambae and Maewo. Logistical constraints mean assessments will commence on 25 March.
