Golden, Chair This dissertation focuses on Tanzania, a hegemonic party regime where nearly half of the population lacks access to clean and safe drinking water despite massive investments in this sector in recent years. In order to make sense of this disconnect between spending and improved outcomes, I analyze novel data on financial allocations and infrastructure con- struction for water provision, contextualized by public opinion surveys, interviews and focus group discussions conducted during six months of fieldwork. I find that Tanzania's strategy of decentralizing water provision to local governments has largely failed to promote respon- siveness to local needs, due to local capture and politicized misallocation. I demonstrate how politicians have skewed resource distribution in such a way that favors their core supporters at the expense of demonstrably needier constituents. At the same time, citizens have been unable to compel responses to their needs given the lack of credible alternatives to the ruling party, as well as confusion over government responsibility for water provision, low expecta- tions of self-efficacy and collective action, and entrenched gender norms. My study adds to the rich literature on decentralization by illuminating the challenges it can encounter in the context of a hegemonic party regime. By illuminating the role of local politics, my disser- tation also adds to our understanding of how hegemonic party regimes { the most common type of authoritarian rule in the post-World War II period { survive and endure. ii The dissertation of Ruth Denali Carlitz is approved. It could be described as a huge ‘cleansing’ operation in which the main features include: a drive to eliminate corruption (in response to widespread demands from the electorate during the November 2015 elections); a cutting out of elements of low priority in the expenditure of government funds; and a better work ethic amongst government employees. The President has changed so many policies and practices since tak- ing office in November 2015 that it is difficult for a small journal like ‘Tanzanian Affairs’ to cover them adequately. He is, of course, operat- ing through, and with the help of ministers, regional commissioners and cover photo: The new Nyerere Bridge in Dar es Salaam (see Transport) Magufuli’s “Cleansing” Operation 3 others, who have been either kept on or brought in as replacements for those removed in various purges of existing personnel.     Tanzanian Affairs Text 1 Issued by the Britain-Tanzania Society No 105 May - Aug 2013 Even More Gas Discovered Exam Results Bombshell Rising Religious Tensions The Maasai & the Foreign Hunters Volunteering Changed my Life EVEN MORE GAS DISCOVERED Roger Nellist, the latest volunteer to join our panel of contributors reports as follows on an announcement by Statoil of their third big gas discovery offshore Tanzania: On 18 March 2013 Statoil and its co-venturer ExxonMobil gave details of their third high-impact gas discovery in licence Block 2 in a year. The new discovery (known as Tangawizi-1) is located 10 kilometres from their first two discoveries (Lavani and Zafarani) made in 2012, and is located in water depth of 2,300 metres. The consortium will drill further wells later this year. The Tangawizi-1 discovery brings the estimated total volume of natural gas in-place in Block 2 to between 15 and 17 trillion cubic feet (Tcf). Depending on reservoir characteristics and field development plans, this could result in recoverable gas volumes in the range of 10-13 Tcf from just this one Block. These are large reserves by international stand- ards. By comparison, Tanzania’s first gas field at Songo Songo island has volumes of about 1 Tcf. Statoil has been in Tanzania since 2007 and has an office in Dar es Salaam. It operates the licence on Block 2 on behalf of the Tanzania Petroleum Development Corporation (TPDC) and has a 65% working interest, with ExxonMobil Exploration and Production Tanzania Limited holding the remaining 35%. It is understood that under the Production Sharing Agreement that governs the operations, TPDC has the right to a 10% working participation interest in case of a development phase.

Katika mwezi huo huo, jumla ya wanachama 6,128 ambao wameajiriwa na wakandarasi 39 wanaotoa huduma ndani ya mgodi huo walikuwa wameandikishwa na NSSF na kuchangiwa wastani wa shilingi bilioni 1.3 Mheshimiwa Naibu Spika, Serikali kupitia OWM-KVAU imekuwa ikifanya kaguzi katika maeneo mbalimbali ya kazi ikiwemo ya migodini kwa lengo la kuimarisha utekelezaji wa Sheria za Kazi.
