Flexsenhar III, M.A. The University of Texas at Austin, 2013 Supervisor: L. Michael White The Roman Empire was a slave society. New Testament and Early Christian scholars have long recognized that slaves formed a substantial portion of the earliest Christian communities. Yet there has been extensive debate about manumission, the freeing of a slave, both in the wider context of the Roman Empire and more specifically in Paul’s context. 1 Cor. 7:20-23 is a key passage for understanding both slavery and manumission in Pauline communities, as well as Paul’s own thoughts on these two contentious issues. The pivotal verse is 1 Cor. 7:21. The majority opinion is that Paul is suggesting slaves should become free, i.e., manumitted, if they are able. In order to better understand this biblical passage and its social implications, this project explores the various types of manumissions operative the Roman world: the legal processes and results; the factors that galvanized and constrained manumissions; the political and social environment surrounding manumission in Corinth during Paul’s ministry; as well as the results of manumission as it relates to Paul’s communities.

    Robert Morstein-Marx Dignitas and res publica Caesar and Republican Legitimacy* How do you define the Roman Republic, as distinct from the Principate, also called the res publica1? A fairly traditional way of doing so would be to point to the collective rule of the élite in the Senate, a power-sharing arrangement policed by limiting the opportunities for individual members to outstrip their peers in power and influence, and decisively bringing them down (on the example of Scipio Africanus) if they did. Thus was regnum prevented. The trouble with this model is that it largely leaves out the Roman People, whose votes and other forms of sup- port were often precisely what gave that disequilibrating boost to a successful senatorial contender for popular favor – a general or urban politician or both. No contio is known to have applauded an appeal to senatorial solidarity or ‘élite equi- librium’. On the contrary, when in 67 Q. Lutatius Catulus, acknowledged leader of the post-Sullan Senate and revered princeps civitatis, opposed the assignment of extraordinary resources to Pompey to combat endemic piracy, he knew that talk of maintaining equilibrium among senators was a lost cause before the voting public and resorted instead to the suggestion that by investing all hope in one man the People were giving hostages to fortune. To his rhetorical question whose gist (the exact wording is lost) was, “After you have entrusted all your hopes in one man, how will you fare if something should happen to him?” the audience imme- diately roared back that they would then turn to him, Catulus2.

    ANDREW WALLACE-HADRILL Imperial Rome: a city of immigrants?1 Abstract While it is clear that Rome was both of exceptional size as a city, and had an exceptional number and range of immigrants, it is extraordinarily difficult to have a clear idea either of its absolute size, or its demographic balance between locals and immigrants, citizens and non-citizens, freeborn and freed, slave and free. This paper argues that the impression of precise numbers given for recipients of handouts of grain or cash understates the fluidity of the population, and that the impression of high numbers of freedmen and slaves derived from funerary epitaphs may make as much sense for Rome as it does for Herculaneum, where the demographic balance is better attested. Ancient Rome enjoys the reputation of the first city before the modern era, at least in Europe, of a million inhabitants.2 The figure of a million, though much repeated, is fraught with diffi- culties, but nobody would wish to deny its exceptional size. Indeed, from one point of view, it makes little sense to talk in terms of precise population figures: the nature of a great city is its fluctuation, the constant movement of people in and outwards, on endlessly varying time- scales.3 But the same is true, perhaps even more so, of a modern megacity, which does not deter us from providing figures which help at least as orders of magnitude. The municipal freedmen (liberti publici) had been owned and manumitted by towns in Italy, where they constituted the familia publica and performed many day-to-day functions for the municipal administration. They are not to be confused with freedmen of private individuals of local origin. Their status is often assumed to have conferred on the freedmen and their descendants a high degree of prestige that helped to advance their careers. The study first addresses two demographic issues in order to estimate the volume of municipal freedmen and descendants one can expect to document in the epigraphic record. A heterogeneous approach is employed to argue that the familia publica in most towns was small. The practice of manumitting slaves in the familia is also reconstructed in light of universal practices observed in other slave households. I propose that towns tended to be cautious in manumitting their slaves, especially those with technical skills. Next, the evidence for the municipal freedmen is analyzed.

At that time, the lex Aelia Sentia was passed, which limited the lib- eration of slaves. During this period, lex Visellia also was passed, which tempted former slaves with Roman citizenship in exchange for serving in the army. The purpose of this article was an attempt to determine whether it can be said that the title acts, i.e. lex Aelia Sentia and lex Visellia, have a com- mon goal and, in fact, part of their records together created one legal concept that was to ensure easy access of recruits to the newlyUMCS formed paramilitary organisation militia vigilum, to which, after the civil war and general recruitment crisis in the army, there were no volunteers.
