(EXTRA.), FEB. 2, 2017 (MAGH. 13, 1938 SAKA) (m) “Third Course” means promotion courses "Police Wireless Operator - 1st Grade" for Operation Cadre; "Police Wireless Technician -1st Grade" for Technical Cadre; and "Police Wireless Operator cum Technician -1st Grade" for Telecommunication Cadre. (2) Words and expressions used in these rules but not defined shall have the same meaning as assigned to them in the act. PART-II - RECRUITMENT TO SERVICE Number and The service shall comprise of the posts shown in Appendix ‘A’ (Part 1 and 2) to these rules: character of posts. 3. Provided that nothing in these rules shall affect the inherent right of the Government to make additions to or reductions in the number of such posts or to create new posts with different designations and scales of pay, either permanently or temporarily. Nationality, domicile and 4. (1) No person shall be appointed to any post in the Service, unless he is,- character of (a) a citizen of India; or candidates appointed to the (b) a subject of Nepal; or service. (c) a subject of Bhutan: Provided that a person belonging to any of the categories (b) or (c) shall be a person in whose favour a certificate of eligibility has been issued by the Government. (2) A person in whose case a certificate of eligibility is necessary may be admitted to an examination or interview conducted by the Commission or any other recruiting authority, but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him by the Government. (3) No person shall be appointed to any post in the service by direct recruitment, unless he produces a certificate of character from the principal academic officer of the university, college, school or institution last attended, if any and similar certificate from two other responsible persons, not being his relatives who are well acquainted with him in his private life and are unconnected with the said university, college, school or institution. Appointing Authority. 5. Appointment to the posts in the Service shall be made by the authorities as specified in Column 3 of Appendix C Age limit and physical 6. Age limit and physical standard shall be as per provisions provided in the Punjab Police Rules, standards. 1934 as applicable to the State of Haryana. Qualifications. 7. No person shall be appointed to any post in the Service, unless he is in possession of qualifications and experience specified in column 3 of Appendix B to these rules in the case of direct recruitment and those specified in column 4 of the aforesaid Appendix in the case of appointment other than by direct recruitment. Disqualifications 8. No person,- (a) who has been entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered or contracted a marriage with any person, shall be eligible for appointment to any post in the Service: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of this rule. (3) All promotions unless otherwise provided, shall be made on Seniority-cum-merit. Recruitment 10. In case of direct recruitment of Constables in Telecommunication Cadre, the eligibility process. criteria and procedure shall be such as prescribed in Appendix ‘E’. Departmental 11. The Inspector General of Police, shall constitute a committee headed by Superintendent of promotion committee. Police, two Deputy Superintendents of Police, for examination of the promotion criteria. Selection 12. Selection of Constables in Telecommunication Cadre for List B shall be done in the month of process. January every year. Procedure, Eligibility Criteria for selection in List B shall be such as prescribed in Appendix ‘F’. Departmental 13. (1) Every member of the service shall be required to undergo the departmental training training and courses. and Promotion Courses as per criteria laid down in Appendix ‘B’ and if he fails to pass the departmental training, he shall not be eligible for promotion till such time he passes the prescribed departmental training and course. The contents of promotional courses such as First Course, Second Course and Third Couse, as applicable to Operation Cadre, Technical Cadre and Telecommunication Cadre, shall be prescribed by Directorate of Co-ordination Police Wireless (DCPW), Ministry of Home Affairs, Government of India, New Delhi and shall be subject to changes from time to time: Provided that the final examination of First Course for Telecommunication Cadre shall be online as prescribed in Appendix ‘G’. (2) All directly appointed enrolled police officials shall be deputed for basic physical training for six months in the Haryana Police Academy. On the successful completion of basic physical training, they shall undergo three months training in professional skills in the Telecommunication Training Centre. The schedule and contents of the basic physical and professional skill training shall be prescribed by the Director, Haryana Police Academy and the Inspector General of Police respectively, with the approval of the Director General of Police. After successful completion of the training, members of the service shall undergo practical on-the-job training for twelve months. Probation. 14. (1) Persons appointed to any post in the service shall remain on probation for a period of two years, if appointed by direct recruitment and one year, if appointed otherwise; Provided that ,- (a) any period after such appointment spent on deputation on corresponding or a higher post shall count towards the period of probation; (b) any period of work in equivalent or higher rank, prior to appointment to the Service may, in the case of an appointment by transfer, at the discretion of the appointing authority, be allowed to count towards the period of probation fixed under this rule; and (c) any period of officiating appointment shall be reckoned as period spent on probation, but no person who has so officiated shall, on the completion of the prescribed period of probation, be entitled to be confirmed, unless he is appointed against a permanent vacancy. (2) If in the opinion of the appointing authority, the work, conduct of a person during the period of probation is not satisfactory, it may; (a) if such person is appointed by direct recruitment, dispense with his service; and (b) if such person is appointed otherwise than by direct recruitment,- (i) revert him to his former post; or (ii) deal with him in such other manner as the terms and conditions of the previous appointment permit. (EXTRA.), FEB. 2, 2017 (MAGH. 13, 1938 SAKA) 311 (3) On the completion of the period of probation of a person, the appointing authority may,- (a) if the work or conduct has, in its opinion, been satisfactory,- (i) confirm such person from the date of his appointment, if appointed against a permanent vacancy; or (ii) confirm such person from the date, from which a permanent vacancy occurs, if appointed against a temporary vacancy ; or (iii) declare that he has completed his probation satisfactorily, if there is no permanent vacancy. (b) if the work or conduct has, in its opinion, not been satisfactory,- (i) dispense with his service, if appointed by direct recruitment, revert him to his former post or deal with him in such other manner as the terms and conditions of previous appointment permit, if appointed otherwise; or (ii) extend his period of probation and thereafter pass such order, as it could have passed on the expiry of the first period of the probation: Provided that the total period of probation, including extension, if any, shall not exceed three years. 15. (1) Seniority, inter-se of members of the service shall be determined by the length of Seniority. the continuous service on any post in the service,- Provided that in the case of members appointed by the direct recruitment, the order of it be determined by the Commission shall not be disturbed in fixing the seniority: Provided further that in the case of two or more members appointed on the same date, their seniority shall be determined as follows:- (a) a member appointed by direct recruitment shall be senior to a member appointed by promotion or by transfer; (b) A member appointed by promotion shall be senior to a member appointed by transfer; (c) In the case of member appointed by promotion or by transfer seniority shall be determined according to the seniority of such members in the appointments from which they were promoted or transferred; and (d) In the case of members appointed by transfer from different cadres, their seniority shall be determined according to pay, preference being given to a member, who was drawing a higher rate of pay in the previous appointment; and if the rates of pay drawn are also the same, then by the length of their service in the appointments and if the length of such service is also the same, the older member shall be senior to the younger member. (2) All candidates put on List B shall undergo the First Course in Telecommunication Training Centre. Their seniority for further promotion shall be determined on the basis of the merit list of final examination of First Course. A Constable scoring highest shall be senior most and scoring lowest marks shall be most junior. 16. (1) A member of the service shall be liable to serve to any place, whether within or Liability to serve. outside of the State of Haryana, on being ordered so to do by the appointing authority. (2) A member of service may also be deputed to serve under.- (i) a company, association or body of individuals whether incorporated or not which is wholly or substantially owned or controlled by the State Government, a Municipal Corporation or a Local authority or University within the State of Haryana; or (ii) the Central Government or a Company, Association or a Body of individuals, whether incorporated or not which is wholly or substantially owned or controlled by the Central Government: or 312 HARYANA GOVT. (EXTRA.), FEB. 2, 2017 (MAGH. 13, 1938 SAKA) (iii) another State Government, an international Organization, an Autonomous Body not controlled by the Government or a private body: Provided that no member of the service shall be deputed to serve the Central or any other State Government or any Organization or Body referred to in clause (ii) or clause (iii) except with his consent. Pay, Leave, Pension and other 17. In respect of pay, leave, pension and all other matters, not expressly provided for in these matter rules, the members of the service shall be governed by such rules and regulations as may have been, or may here after be adopted or made by the competent authority under the Constitution of India or under any Law for the time being in force made by the State Legislature. Discipline, penalties 18. In matters relating to discipline, penalties and appeals, members of the Service shall be and appeal. governed by the Punjab Police Rules, 1934 as applicable to the State of Haryana. Provided that the nature of penalties which may be imposed, the authority empowered to impose such penalties and appellate authority shall, subject to the provisions of any law or rules made under articles 309 of the Constitution of India, be such as are specified in Appendix-C and D to these rules. Vaccination. 19. Every member of the Service, shall get himself vaccinated and revaccinate if and when the Government so directs by a special or general order. Oath of allegiance. 20. Every member of the service, unless he has already done so, shall be required to take the oath of allegiance to India and to the constitution of India as by law established. Power of 21. Where the Government is of the opinion that it is necessary or expedient to relaxation to so, relaxations. it may, by order, for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of person. Special provisions. 22. Notwithstanding anything contained in these rules the appointing authority impose any special terms and conditions in order of appointment if it is deemed expedient to do so. Reservations. 23. Nothing contained in these rules shall affect reservations and other concessions required to be provided for Scheduled Castes, Backward Class, Ex-Servicemen, Physically handicapped persons or any other class or category of persons in accordance with the order issued by the State Government in this regard, from time to time: Provided that the total percentage of reservations so made shall not exceed fifty percent, at any time. Miscellaneous. 24. Each cadre, as specified in Appendix-A- Part (1 and 2), shall maintain separate entity with separate seniority and promotions: Provided that no appointment, except by promotion, shall be made to any post in any cadre, other than Telecommunication Cadre, after these rules come into force: Provided further that as and when any post in any cadre, other than Telecommunication Cadre, falls vacant on account of normal attrition and no suitable member in that cadre is available to fill it at that point in time or at any other time in the future, the said post will merge in the Telecommunication cadre: Provided further that after all the posts of a cadre have merged in Telecommunication Cadre, in this manner, Telecommunication Cadre will become the single unified cadre for Police Telecommunication in Haryana. All designations shall change accordingly: i.e. the word "(Telecommunication)": Provided further that all Constables, Head-Constables, Assistant Sub-Inspectors & Sub- Inspectors of all cadres, as prescribed in Appendix-A (Part-I), in this rule, will be given single time single opportunity to opt to merge in Telecommunication Cadre, within their own ranks, just after these rules come in to the force: HARYANA GOVT. (EXTRA.), FEB. 2, 2017 (MAGH. 13, 1938 SAKA) 313 Provided further that,- (i) If any member of any cadre is getting advantage of technical pay scale in his parent cadre, technical pay scale shall be withdrawn from the date he is merged in the Telecommunication Cadre. However, the last pay drawn in parent cadre shall be protected; (ii) Once merged in Telecommunication Cadre, shall not claim seniority or pay benefits of their parent or any other cadre except Telecommunication Cadre and also shall not go back to parent cadre; (iii) In the case of Constable who has opted for Telecommunication Cadre, seniority shall be fixed as per provision specified in rule 15 and such constables shall be sent to 1st promotion course on the basis of this seniority and B-1 Test shall not be conducted for fixation of their seniority but their promotion to the higher ranks shall be subject to condition that they qualify all conditions as specified in Appendix – B, Part-2, column 4 for promotion, in this rule. The service experience of their parent cadre shall be considered for the purpose of their promotion; (iv) In case of Head Constable, Assistant Sub-Inspector and Sub-Inspector merged in Telecommunication Cadre, from different cadres, their seniority, within their own ranks, shall be determined as per provision as specified in rule.15; (v) All those officials who merged as Head Constable, Assistant Sub-Inspector and Sub Inspector in the Telecommunication Cadre shall be given an opportunity to pass the first course, second course or third course, as the case may be, in three attempts whenever given to claim seniority in their respective rank in the Telecommunication Cadre. No one shall be entitled to claim any kind of arrear. The Head Constables, Assistant Sub Inspectors and Sub Inspectors who fail in first course, Second course or third course, as the case may be, in three attempts, whenever given from the date of publication of these rules, shall not be eligible for further promotion. If any senior official fails in any departmental promotion course and in the meanwhile a junior official passes the departmental promotion course and is promoted, the senior official who could not pass the said course before his junior is promoted, thus promoted junior official shall be senior to that senior official who fails in the said course; (vi) All those officials who merged as Head Constable, Assistant Sub-Inspector and Sub Inspector in the Telecommunication Cadre and have already passed First Course or Second Course or Third Course, as the case may be, shall be treated as if they have passed the PWOT course, as the case may be; (vii) Merging process in Telecommunication Cadre will be completed within six months from the date of publication of these rules,- (a) Option of the officials of all cadres shall be called within one month after the publication of these rules; (b) Option of the willing officials should reach in the office of Superintendent of Police within the one month of the issue of the letter referred in (a) above; (c) All further codal formalities for the finalization of merging process shall be completed within the next four months; and (d) If the number of willing officials is more than the existing vacant posts in the Telecommunication Cadre, a written test shall be conducted for the respective ranks. The standard of the said examination shall be similar to the standard of the Police Wireless promotional courses for the respective ranks; (viii) 38 posts of Constable- Driver deemed upgraded as the posts of Inspector=01, Sub- Inspector=05, Assistant Sub-Inspector=11 and Head Constable=21. As and when any post in Driver Cadre falls vacant on account of normal attrition and no suitable member in Driver Cadre is available to fill it at that point in time or at any other time in future, the said upgraded post of Driver Cadre will degrade in the post of Constable and merge in Telecommunication Cadre; 314 HARYANA GOVT. As and when any post in Battery Charger Cadre falls vacant on account of normal attrition and no suitable member in Battery Charger Cadre is available to fill it at that point in time or at any other time in future, the said upgraded post of Battery Charger Cadre will degrade in the post of Head Constable and merge in Telecommunication Cadre; and (x) 06 posts of Constable Messengers deemed upgraded as the posts of Sub-Inspector=01, Assistant Sub-Inspector=02 and Head Constable=03. As and when any post in Messenger Cadre falls vacant on account of normal attrition and no suitable member in Messenger Cadre is available to fill it at that point in time or at any other time in future, the said upgraded post of Messenger Cadre will degrade in the post of Constable and merge in Telecommunication Cadre. (EXTRA.), FEB. 2, 2017 (MAGH. 13, 1938 SAKA) 327 (ii) Requisition:- Whenever there are sufficient number of vacancies for direct recruitment, the Director General of Police shall after the approval of the State Government, send the requisition to the Haryana Staff Selection Commission. (iii) Public Notification: On receipt of requisition from the Director General of Police, the Haryana Staff Selection Commission shall notify the vacancies at least fifteen days prior to the last date for submission of application in at least two prominent daily newspapers in the State, one of which shall be in Hindi and the other in English. The advertisement shall give detail of vacancies, mode of application and the eligibility conditions etc. The other details shall be posted on the official websites of Haryana Staff Selection Commission. (iv) Applications: (a) Application with prescribed fee shall be received online. The information submitted online by the candidates shall be final. Multiple applications received from the same candidate shall be identified and the application last received within the prescribed period shall be entertained. (b) Roll number shall be allotted to the eligible candidates and put on the official website of the Haryana Staff Selection Commission. Once the roll numbers is allotted, the candidate shall be able to generate bar-coded Admit Cards to join the process of selection. (v) Physical Measurement Test (PMT):- (a) To make the entire process of the physical Measurement Test tamper proof, fair and impartial, standard digital measurement devices shall be used to the extent possible, in a manner that the candidates are able to read their measurements on a digital display monitor. The result of Physical Measurement Test shall be prepared by the Haryana Staff Selection Commission. The Staff Selection Commission shall display the same on its official website expeditiously. (vi) Trade Test (TT): All candidates who qualify ‘Physical Measurement Test’ (PMT) shall be put to a ‘Trade Test’ as under:- (a) Computer Typing Test (Hindi/English): (The Candidate may undergo one of the two said tests either in Hindi or English). (EXTRA.), FEB. 2, 2017 (MAGH. 13, 1938 SAKA) (vii) Knowledge Test (KT): The detailed procedure of Knowledge Test shall be as follows: (a) All those candidates who qualify the ‘Trade Test’ (TT) shall be given a Knowledge Test of 60 marks comprising of objective type, multiple choice questions with a provision of negative marking. (b) The Knowledge Test shall be of the objective type having 100 multiple choice questions of 0.60 marks each and of ninety minutes duration. It shall be held simultaneously for all eligible candidates. The medium of examination shall be Hindi except where the knowledge of English language of the candidates is to be tested. For each incorrect answer 0.15 marks shall be deducted. (c) The test paper shall include questions on General studies, Aptitude, relevant field/ trade etc. The standard of questions shall be as expected of an educated persons having passed three year Polytechnic diploma examination. (d) The question papers shall be prepared and got printed with utmost secrecy. There shall be more than one different series of same set of question paper and no two adjacent candidates in the examination hall shall have the same series of question papers to avoid copying. The answer sheets shall be designed for Optical Mark Recognition scanning. Carbonless paper shall be used for duplicate answer sheets. The candidates shall carry the duplicate copy with them after the Knowledge Test is over. The process of distribution of sealed question papers and Optical Mark Recognition sheets to various examination centers shall be decided by the Haryana Staff Selection Commission. The process of Knowledge Test shall be video-graphed to the extent possible. The process shall be designed in such a manner so as to conceal the identity of the candidates from the evaluation staff. The candidate shall also affix his thumb impression on the Optical Mark Recognition sheet to avoid impersonation. (e) As soon as knowledge Test is over, the answer sheets collected from each examination centre shall be put in sealed covers. These covers shall be put in boxes and again sealed and carried over to the evaluation centre (s). (f) The answer key shall be made public on the official website of the Haryana Staff Selection Commission after the test expeditiously. (g) At the evaluation centre, the boxes containing answer sheets shall be opened only by a Committee nominated by the Haryana Staff Selection Commission. The Optical Marks Recognition answer sheets shall be scanned and the result saved in the database. (viii) Scrutiny of documents:- (a) The category-wise score achieved in ‘Knowledge Test’ of the last candidate on the list of candidates numbering thrice the vacancies shall be ascertained. All candidates scoring five marks less than the said score or more marks shall be called for scrutiny of documents. All other candidates shall stand eliminated from the further process of selection. (b) Claim of reservation benefit or for relaxation and/ or for extra marks if any, shall be admissible to only those candidates, who submit the requisite valid original certificates for scrutiny, in supports of their claim before Trade Test and Interview cum Personality test failing which, they may be considered under general category provided they are otherwise eligible. Information in this regard will be displayed on official website of the Haryana Staff Selection Commission. (ix) Interview-cum-Personality Test (I-PT):- (a) Candidates who qualify the Physical Measurement Test (PMT) and Trade Test (TT) shall be called for Interview-cum-Personality Test (I-PT) on the basis of their scores in Knowledge Test (KT), up to maximum two times the number to vacancies advertised in each category. Further distribution of ten marks for the Interview test shall be as follows: (i) Education (maximum 02 marks): Candidate with higher education i.e with Graduate degree shall get one mark; while candidate with Post Graduate degree shall get total 02 marks. (ii) NCC (National Cadet Corps) Certificate (maximum 03 marks): Candidate having highest NCC certificate of A, B or C, level shall get 01, 02 and 03 marks respectively. (iii) Interview cum Personality Test ( I-PT) test ( maximum 05 marks). (x) Result of Examination:- (a) The names of successful candidate in the order of merit on the basis of aggregate marks achieved by the candidates in (KT+I-PT) shall be arranged by the Haryana Staff Selection Commission equal to the total number of vacancies advertised for each category separately. (b) In case two or more candidates have the same aggregate score, the order of merit shall be determined by the higher score achieved in the Knowledge Test. (c) Whereas two or more candidates have the same aggregate score as well as the same score in Knowledge Test also, the order of merit shall be guided by the age of the candidate, i.e. the oldest being placed higher than the younger ones. (d) Further where two or more candidates have the same aggregate score as well as the same score in Knowledge Test and their date of birth is also same, the order of merit shall in favour of the candidate having higher educational qualification. (e) The Haryana staff Selection Commission shall recommend the names of successful candidates equal to the total number of vacancies requisitioned in each category, separately to the Director General of Police for enrolment. The list of candidates so recommended shall also be put on the official websites of Haryana Staff Selection Commission and Haryana Police. There shall be no waiting list. (f) The appointing authorities shall ensure medical fitness and verification of characters and antecedents before appointment. Vacancies advertised, if any, remaining unfilled because of rejection of candidates on medical grounds or character and antecedents verification or otherwise shall be considered in next recruitment. (xi) Special recruitments:- The above procedure of recruitment shall to be appointment of the children of deceased police officials as constables under the ex- gratia scheme, if any of the Haryana Government. 3. Verification of character and antecedents:- (1) The appointing authority shall send the verification forms of candidates recommended for appointment by the Haryana Staff Selection Commission to the district police and Criminal Investigation department with a copy to the District Magistrate for the verification of character and antecedents, as per Form No. 12.18 of Punjab Police Rule (As applicable in Haryana) and Government instructions issued from time to time on the subject. (2) The candidate shall disclose the fact regarding registration of FIR or criminal complaint against him for any offence under any law along- with the current status of such case in application form and verification cum attestation form irrespective of the final outcome of the case. Non-disclosure of such information shall lead to disqualification of the candidature out-rightly, solely on this ground: Provided that where a candidate, who as a juvenile had earlier come in conflict with law and was dealt with under the provisions of the Juvenile Justice ( Care and Protection of Children ) Act, 2000, shall not suffer any disqualification on account of non-disclosure of this fact either in application form or verification cum attestation form. 330 HARYANA GOVT. GAZ. (EXTRA.), FEB. 2, 2017 (MAGH. 13, 1938 SAKA) (3) Where the appointing authority upon verification of character and antecedents of the candidate recommended for appointment comes to know that criminal proceedings against a candidate is in progress and the status of the case is reported to be either under investigation of challenged or cancelled or sent untraced or withdrawn or under trial or has either been convicted or acquitted or the candidate has preferred appeal against the order of the court; the appointing authority upon verification shall deal with the cases of candidates reported to have criminal cases registered against them and to the matters connected therewith as stated hereinafter; (a) Where, a candidate is found to have been convicted for an offence involving moral turpitude or punishable with imprisonment for three years or more, shall not be considered for appointment. (b) Where charges have been framed against a candidate for offence (s) involving moral turpitude or which is punishable with imprisonment of three years or more, shall also not be considered for appointment. (c) Where, the candidate had disclosed the fact regarding registration of criminal case as described under sub-rule(2) above, and where the status of any case at the time of verification of antecedents of the candidate by local police is found to be either as ‘ withdrawn by the State Government’ or ‘cancelled’ or sent untraced’ or acquitted’ for any offence, under any law, such candidate shall be considered for appointment in Haryana Police: (d) Where the ‘cancellation report’ or ‘ an untraced report’ in a case against a candidate has been submitted by the investigating agency in the competent court of law, the appointment shall be offered only if approval/ acceptance of such cancellation or untraced report has been accorded by the trial Court. (e) Where the candidate has been acquitted in offences related to sovereignty of the State or national integrity i.e. spying against national interest/ waging war against the State/act of terrorism/communal disturbance/smuggling of arms, ammunition or Narcotic Drugs & Psychotropic Substances or counterfeit currency etc, besides heinous crimes e.g. murder, rape, dacoity, robbery, kidnapping for ransom, acid attacks, human trafficking, protection of Child from Sexual Offences Act 2012 or Prevention of Corruption Act 1988 etc., ‘on technical grounds ‘ i.e. where in the opinion of the Court the star/material prosecution witnesses have either been killed or have died or remained untraced or turned hostile or won over and the candidate has been killed or have died or remained untraced or turned hostile or won over and the candidate has been acquitted on account of aforementioned circumstances; such candidates shall not be considered for appointment. (4) If it is ever revealed that a candidate has got appointment either by concealment of facts or by furnishing false or wrong information or by submitting fake or forged document/ certificate, he shall be discharged from the service by the appointing authority from the date of appointment, summarily i.e. without holding a regular disciplinary proceedings, treating him ineligible for service and salary paid to him may also ordered to be recovered. Selection of Constables for admission to First Course:- (1) List B shall be maintained in the office of Superintendent of Police as per Form 13.7 of Punjab Police Rule (as applicable in Haryana). It shall include the names of all constables selected for admission to the First Course. Selection to the list B shall be made annually in Telecommunication Cadre and shall be limited to the number of vacancies of Head Constables available for the general and different reservation categories for the year and the vacancies likely to be created within one year in the Telecommunication Cadre. The total vacancy available for admission to First Course in a year shall be filled up as under:- (a) 62% of the seats shall be filled up on the basis of aggregate marks of candidate’s service record, marks obtained in a competitive examination called the First Course Entrance Test (FCET) and ‘Trade Test’ (TT). (b) 35% on the basis of seniority-cum-fitness. (c) 03% on the basis of consistent outstanding performance in job/obtaining gold or silver medal in all India police games & duty meet /national games or exceptional display of bravery during the course of performance of official duty. Provided that if no suitable member is available in this selection category the vacancies of this category shall be merged in Category (a) above i.e. Seniority-cum-Merit category. Provided that constable during the period when he is undergoing major punishment shall not be eligible for entry into promotion list B. (2) (a) The First Course Entrance Test (FCET) shall be an online, objective type test of 90 minutes duration comprising of 140 multiple choice questions carrying one mark each with a provision of negative marking @ 0.25 mark for marking an incorrect answer. Every candidate appearing in the online FCET on submitting his test finally shall be able to view his test score on the screen instantly and shall also be given a hard copy of his score card, after the test. The syllabus for FCET shall be the same as prescribed for the "Professional Skill Training" for Constable. Candidate shall have to score a minimum of 50% to qualify in the FCET. Only those constables who qualify shall be allowed to appear in the "Trade Test" and for eventual selection within this category. (b) Trade Test; the candidates shall be administered trade tests in Computer Typing and Computer Operating System, as per the details given below:- (a) Computer Typing Test (Hindi/English): (The Candidate may undergo one of the two said tests either in Hindi or English). (b) 35% selection category: All constables irrespective of their educational qualifications shall be eligible to be brought on list B on seniority-cum-fitness basis i.e. under 35% category if they are between 35 to 40 years of age and have completed 5 years of qualifying service on the 1st day of January of the year in which selection is made. However, candidates appearing under this category shall have to attain a minimum bench mark of 18 marks to be eligible for consideration for selection under this category. (c) 03% selection category: All constables irrespective of their educational qualifications shall be eligible to be brought on List B under 03% category i.e. on the basis of consistent outstanding performance in job/obtaining gold or silver medal in all India police games & duty meet/national or international games or exceptional display of bravery during the course of performance of official duty if they are under the age of 40 years and have completed 5 years of qualifying service on the 1st day of January of the year in which selection is made. Provided that- (i) a constable belonging to reserve category who is recruited near the maximum prescribed age limit for the category as per Government instructions shall be allowed to appear in FCET for minimum three consecutive chances after completion of five years of service even if he has crossed the age of 35 years up to maximum of 40 years of age. (ii) an Ex-Serviceman enrolled as constable shall be allowed to appear in FCET for 3 (three) consecutive chances irrespective of age after completion of 5 years of qualifying service. (iii) no candidates shall be considered eligible under 62% as well as 35% selection category simultaneously. The Ex-serviceman or reserve category candidates who are over 35 years of age shall have to either, first exhaust their chance to complete in FCET or surrender it in writing before becoming eligible to be considered against 35% selection category. (iv) whereas, a candidate eligible under 03% category may also be simultaneously considered under 62% or 35% selection category. However, where the name of such candidate appears in more than one selection category, the candidate shall be considered by the Departmental Selection Committee under the category in which chances of his final selection are maximum. However, the decision of the Departmental Selection Committee regarding retaining / bringing his/her name under one of the selection category shall be final. (4) Departmental Selection Committees (DSCs): (a) The Director General of Police shall constitute separate Departmental Selection Committees for selection of constables to First Course one each for the 62 % , 35 % and 03 % selection category. Each DSC shall consist of an officer not below the rank of Superintendent of Police as Chairperson and two officers not below the rank of Deputy Superintendents of Police as Members. The DSC so constituted with the approval of Director General of Police may co-opt as many officers/staff as required for the smooth conduct of selection process. (b) The assessment of service record will be done on the basis of education and commendation certificate during the service. Commendation granted upto 1st January of the previous year only shall be taken into consideration for counting the marks (c) Negative Marking: Marks at the following rate shall be reduced for every major/minor punishment while calculating marks for both categories of competitive examination and seniority:- Punishment Marks For every major punishment 05 For every minor punishment 02 The major/minor punishment considered for deduction of marks shall only be those which have been awarded on or before the 1st day of January of the year preceding the year in which selection is made. (5) Selection on the basis of seniority-cum-fitness i.e. under 35 % category: For selection of 35% candidates on the basis of seniority-cum-fitness as mentioned in Sr. No. 1 above, the Departmental Selection Committee shall grant marks in this category for service records on the same basis as mentioned in Sr. No. 4 above. Further for this category, marks shall also be awarded for the length of service as on 1st January of the year in which selection is made at the rate of 2 marks for each completed calendar year of service after 5 years of qualifying service subject to a maximum of 24 marks. Provided that Exemptee Head Constables who are promoted in view of Director General of Police, Haryana standing order No. 127/2008 dated 22nd September, 2008 are willing for admission of their names to list B according to seniority-cum-fitness in view of their consequential reversion then they can do so in their own interest by giving their consent in writing and on being admitted to list B shall be reverted to the rank of constable. (6) Selection under 3% category:- (a) Selection of constables for First Course entrance under 3% category at the rate of one percent for each of the following categories shall be made by the Departmental Selection Committee from amongst the recommendations forwarded by the Superintendents of Police through their respective Inspectors General of Police to the State Police Headquarters up to 31st December of the preceding year in which selection is made. (i) on the basis of consistent outstanding performance in job-(1%); (ii) attaining Gold or Silver Medal in All India Police Games & Duty Meet/National Games-(1%); (iii) exceptional display of bravery during the course of performance of official duty-(1%); (b) Whenever, no case is found suitable for recommendation under this category, the Superintendent of Police shall forward a “no-recommendation certificate” to this effect to the State Police Headquarters through the respective Inspectors General of Police. Provided that sports achievement under consideration for selection under 3% category pertaining to constables who have been enrolled into service against posts reserved for Sportspersons category relate only to the period, after their having joined the service. 334 HARYANA GOVT. (EXTRA.), FEB. 2, 2017 (MAGH. 13, 1938 SAKA) (7) Order of merit:- (a) For the purpose of determining inter-se-merit of the constables for the aforementioned three different categories for admission to list B, wherever, the score/achievement of two or more constables is found to be equal, the constable who is senior in service shall be selected first; further, in case, two or more constables who have equal scores and the same seniority, then the constable who is higher on inter-se- merit of the basic recruits course shall be brought on list B first, finally, if there is still a tie between candidates, the constable who is senior in age shall be selected first. (b) Government policy on reservation in promotion, if any, shall be followed for selection of constables for list B under 62% as well as for 35% category. However, no reservation policy shall be applicable under 3% category meant for selection of constables on the basis of Consistent Outstanding Performance in job, All India Police Games / Duty Meet / National Games and for Exceptional Bravery. (c) There shall be no waiting list. (8) The recommendations of the Departmental Selection Committee shall not be final until the same are approved by the Inspector General of Police. The Inspector General of Police shall accord his approval only after due scrutiny of the list about its correctness. The Inspector General of Police may either consider to seek any clarification or refer the list back to the Departmental Selection Committee concerned for correction of errors / omission in the list, if any.
