Apologies Apologies were as indicated above. 2. Chairperson’s Business 2.1 Post Primary Transfer The Chairperson advised Members of recent press reports indicating that a number of post-primary schools (which make use of academic selection to determine some or all of their enrolment) have elected to set aside the unregulated post-primary transfer tests for 2020. The Chairperson reminded Members that the Committee had written to the Department suggesting that post- primary transfer guidance covering the present circumstances should be issued to schools urgently. 2.2 Chairpersons’ Liaison Group update The Chairperson advised Members that the Chairpersons’ Liaison Group had indicated that Committee meeting length and frequency was becoming excessive. Consequently, the Chairperson suggested that Members should restrict their questioning to 4-5 minutes each per oral briefing for this week. 3. Draft Minutes Agreed: The Committee agreed the minutes of its meetings held on 27 May 2020. 4. Matters Arising There were no matters arising. 5. Examinations Covid Concerns – Association of School and College Leaders (ASCL) – Oral Briefing The Committee noted a briefing paper from ASCL and correspondence from the National Association of Head Teachers (NI).

Agreed: The Committee agreed to be briefed informally by the Northern Ireland Teachers Council (NITC) on their concerns about GTCNI on 9 March 2021. 2.2 Tabled items The Committee noted correspondence from the Department in regard to school restart and exams; covid-19 vulnerable children plan benchmarking, vaccination and pandemic learning; the recruitment arrangements for a chairperson, vice- chairperson and panel member of the imminent New Decade New Approach Review of Education, which are unregulated appointments; and notification of the termination of the Transformation programme; for discussion with the Minister on 10 March. 2.3 Recent announcements The Chairperson informed members of the publication of the Department’s Emotional Health and Wellbeing Framework and of the Teachers’ Pay settlement.

The Committee has a scrutiny, policy development and consultation role with respect to the Department for Regional Development and has a role in the initiation of legislation. The Committee has the power to: . Consider and advise on departmental budgets and annual plans in the context of the overall budget allocation; . Consider relevant secondary legislation and take the Committee Stage of relevant primary legislation; . Call for persons and papers; . Initiate inquiries and make reports; and . Consider and advise on matters brought to the committee by the Minister for Regional Development. The Committee is appointed at the start of every Assembly, and has power to send for persons, papers and records that are relevant to its inquiries. Membership The Committee has 11 members, including a Chairperson and Deputy Chairperson, and a quorum of five members. Chairperson’s Business 2.1 New Member of the Committee The Chairperson welcomed Nicola Brogan MLA to the Committee for Education. 2.2 Integrated Education The Chairperson reminded Members that at the briefing of 25 November 2020, a number of questions arose in respect of the definition of Integrated schools; the nature of mixing in schools and the Certificate in Religious Education (CRE). Agreed: The Committee agreed to invite the Integrated Education Fund and the Ulster University UNESCO Centre to brief on Integration/mixing in schools and the CRE respectively, in the New Year. 2.3 Suspension / Expulsion (Exclusion) The Chairperson reminded Members of the findings of the 2004 report into suspension and expulsion (exclusion) in schools. The Chairperson noted that the report found that some schools did not have an expulsion (exclusion) scheme or viewed pre-expulsion consultations as a formality and that there was inconsistency in the application of suspension and expulsion (exclusion) arrangements in different sectors and reported use of delaying tactics by schools as a way of avoiding offering a place to an expelled (excluded) pupil.

Following the statement, there will be an opportunity for members to ask questions. Mr Swann (The Minister of Health): Thank you, Chair. As the Committee will be aware, Northern Ireland entered into a six-week lockdown from Boxing Day. The additional measures agreed by the Executive yesterday build on that lockdown, principally through the extended shift to remote learning for school pupils and a legal requirement to stay at home.
