Apologies Apologies were as indicated above. 2. Chairperson’s Business 2.1 Post Primary Transfer The Chairperson advised Members of recent press reports indicating that a number of post-primary schools (which make use of academic selection to determine some or all of their enrolment) have elected to set aside the unregulated post-primary transfer tests for 2020. The Chairperson reminded Members that the Committee had written to the Department suggesting that post- primary transfer guidance covering the present circumstances should be issued to schools urgently. 2.2 Chairpersons’ Liaison Group update The Chairperson advised Members that the Chairpersons’ Liaison Group had indicated that Committee meeting length and frequency was becoming excessive. Consequently, the Chairperson suggested that Members should restrict their questioning to 4-5 minutes each per oral briefing for this week. 3. Draft Minutes Agreed: The Committee agreed the minutes of its meetings held on 27 May 2020. 4. Matters Arising There were no matters arising. 5. Examinations Covid Concerns – Association of School and College Leaders (ASCL) – Oral Briefing The Committee noted a briefing paper from ASCL and correspondence from the National Association of Head Teachers (NI). -

Entrance Assessment Results Lagan College will consider the outcome of a pupil’s performance in either the GL Assessment or the AQE Assessment for entry into the Stage I Grammar stream entrance route. Please ensure that you attach the following information to your child’s Transfer Form: An original copy of the results issued by AQE or GLA must be attached to the Transfer Form (or both where an applicant has sat both assessments). Dear Minister, I write on behalf of the Board of Governors of Blackwater Integrated College. We note that the Education Bill to establish ESA is at present in committee stage in the Assembly. We wish to bring to your attention the following grave concerns we have with this Bill in its present form. Both the Education Reform Order (1989) and the Belfast Agreement (1998) place an obligation on the Department of Education to “encourage and facilitate the development of integrated education that is the education together of Catholic and Protestant children” Under clause 2(5) of the Education Bill, there is a duty on ESA to encourage and facilitate the development of education in an Irish speaking school but no corresponding duty on ESA regarding integrated education. The governors of Blackwater Integrated College argue that the Education Bill must be amended to enshrine this statutory obligation to encourage and facilitate integrated education in the bill. There is no representation for integrated education on the board, as constituted at the moment; the board reflects the segregated nature of our educational system and divided society. In order to meet the statutory obligation referred to above it is essential that there must be representation from the integrated movement on the board. Blackwater Integrated College has a pupil enrolment of 277 children; we serve over 70 families. Since our foundation in September 2008 we have educated over 600 young people. In addition, we have a teaching staff of 25 teachers, 29 Teaching Assistants and 8 ancillary and administrative staff. Where is the representation on ESA for the staff, children and families who are part of an integrated school and the much greater number of the wider public who support this type of education? It is inequitable and unjust that those choosing Integrated Education should be denied representation on the Board of ESA. -

They have often inflicted hurt, physical and psychological, on members of the other community, and they have been quick to take offense at real or perceived slights. They have a highly developed sense of grievance. … Each is a minority … Each sees itself as a victim community, constantly under siege, the recipient of a long litany of violent blows from the other …. Chairperson’s Business 2.1 Cancellation of Scottish Highers The Chairperson advised Members that the Scottish Government had announced that owing to disruption to the provision of education in schools, there would be no Advanced or Higher end of year examinations in Scotland in 2021 and that grades would be awarded based on teacher judgements. Members recorded their concerns in respect of the absence of examination clarity in Northern Ireland. Some Members argued that GCSEs and A-levels should be cancelled in 2021 owing to disruption to the delivery of the curriculum caused by the pandemic. 2.2 Trends in International Maths and Science Study (TIMMS) The Chairperson advised Members that he and the Deputy Chairperson had met informally with Department of Education officials on 8 December 2020 in order to review the headline findings for Northern Ireland of the Trends in International Maths and Science Study 2019. The Committee recorded its congratulations to primary schools on the consistently positive results for mathematics at Primary 6. -

The Committee has a scrutiny, policy development and consultation role with respect to the Department for Regional Development and has a role in the initiation of legislation. The Committee has the power to: . Consider and advise on departmental budgets and annual plans in the context of the overall budget allocation; . Consider relevant secondary legislation and take the Committee Stage of relevant primary legislation; . Call for persons and papers; . Initiate inquiries and make reports; and . Consider and advise on matters brought to the committee by the Minister for Regional Development. The Committee is appointed at the start of every Assembly, and has power to send for persons, papers and records that are relevant to its inquiries. LGBTQ EQUALITY & Northern Ireland’s Political Parties An independent survey General Election 2015 UPDATED VERSION (1) In April 2015 I emailed all the political parties in Northern Ireland that have candidates standing the the 2015 General Election. I enclosed a list of questions about their policies and active records on important lesbian, gay, bisexual, trans* and queer issues. The following pages contain the original information and questions sent to the parties, along with their replies and some additonal facts about each party’s record on LGBTQ rights. All replies are printed exactly as received, except where editied (with due respect and care for key facts) to keep them roughly around the requested 150 word limit. Parties are listed in the order their answers were returned. Where parties have not responded, I have researched their available policies, manifestos and records online and compiled some information. While most of us who identfy as LGBT or Q are unlikely to vote based on a party’s LGBTQ policies alone, it does help to know what each party thinks of some of the issues that effect our lives. And, more importantly, what they have already done and what they plan to do to tackle some of the serious problems caused by homophobia and transphobia; invisibility; institutionalised discrimination and exclusion. I hope that it will be updated and added to over time. This is an independent survey. It has no agenda other than to give each party an opportunity put on paper what they intend to do to help us build a more equal Northern Ireland in terms of sexual orientation and gender identity. -

Reporting terms used by the Education and Training Inspectorate INTRODUCTION 1. Context Lagan College draws its pupils from around fifty primary schools and is consistently oversubscribed. A bilateral admissions system operates, with around 35% of the pupils entering the school through academic selection. The approval of a development proposal in 2017 led to an increase in enrolment in the sixth form and there are currently 278 pupils studying a variety of courses at this stage. The school community benefits from a new school building, which opened in 2013. Lagan College is an active member of a number of partnerships including the Northern Ireland Council for Integrated Education and the east Belfast learning community. The school is engaged in shared education work with two other post-primary schools. Four of the teaching unions, which make up the Northern Ireland Teachers’ Council (NITC), have declared industrial action primarily in relation to a pay dispute. This includes non-co-operation with the Education and Training Inspectorate (ETI).
