CIEE and ECNU are looking forward to welcoming you to your Syracuse in Shanghai semester!

Your semester will be different than you were planning, but rest assured it will still be a tremendously educational, fulfilling, and enriching time. CIEE is committed to helping you experience personal transformation and growth throughout your freshman fall semester.

The CIEE-ECNU approach to for academic year 2020-21 features proactive program modifications designed to enable students to partake in enriching learning opportunities while attending to all possible mitigation strategies to reduce the risks of contracting SARS-CoV-2. Please note that these protocols and guidance are aligned with current governmental statements and requirements. As we have all seen, those requirements can change as they get updated and CIEE will adapt and inform all students.

Student Arrivals in Shanghai Quarantine Requirement for Students Coming from and According to the most current relevant work instructions of the Municipal Education Commission and the deployment requirements of East Normal (ECNU) on epidemic prevention, the relevant policies for registration in the fall semester are as follows (note that these policies are subject to frequent change by the Chinese government):

Students from Xinjiang: Students who currently live in Xinjiang, or Liaoning, or who have recently traveled to the two locations, must, 14-days prior to program start date:

Arriving to Shanghai by car: 1. Arrive in Shanghai 14 days before the start of the program. After arriving in Shanghai, you must report to the neighborhood committee where you live (please book in advance and confirm the check-in rules with the hotel, and the hotel will report to the relevant department) and obey the local epidemic prevention arrangements, complete 14-day centralized quarantine and complete nucleic acid and antibody double detection. Students are responsible for their own quarantine-related costs. 2. Report to the program management with the certificate of the end of the quarantine period and the qualification certificate of the nucleic acid and antibody double inspection report to apply for admission.

Arriving in Shanghai by public transportation (train, plane): 1. Contact the train station or flight and to check whether it is necessary to take the train or board the plane with a nucleic acid test report.

After arriving at the railway stations or airports in Shanghai, the Shanghai Health Commission will arrange for 14 days of quarantine (mandatory) and carry out nucleic acid testing. The relevant expenses shall be borne by the students. 3. Report to the program management with the certificate of the end of the quarantine period and the qualification certificate of the nucleic acid and antibody double inspection report to apply for admission.

Hong Kong and students: 1. Contact your own flight and airline whether you need to hold a nucleic acid test report for boarding. 2. You must have a valid home return permit and pass the Shanghai border inspection. 3. After entering Shanghai through the Shanghai border inspection, Shanghai Customs will conduct temperature measurement and nucleic acid testing for people from and Macao coming to Shanghai. 4. After the inspection by Shanghai Customs, the Shanghai Health Commission will uniformly arrange a 14-day quarantine (mandatory) and carry out a nucleic acid test. The relevant expenses shall be borne by the students. 5. Report to the program management with the certificate of the end of the quarantine period and the qualification certificate of the nucleic acid and antibody double inspection report to apply for admission.

Self-health Management Requirement for Students Coming from , Province, and City Students from Beijing, Hubei Province and who enroll in the Fall semester must: 1. Complete home self-health management (not quarantine) 14 days before the start of the project. 2. Provide the qualification certificate of nucleic acid and antibody double monitoring (within 7 days prior to program arrival date) to the program management to register for admission.

All Students All students are required to show their health code when they arrive in Shanghai, check in housing, enter and exit teaching sites and other public places.

WeChat Epidemic Prevention Mini Program of ECNU All students: 14 days before the start of the program and every day after the start of the program, students must check in on the WeChat Epidemic Prevention Mini Program of ECNU until the end of the project. The details of the WeChat Epidemic Prevention Mini Program of ECNU are as follows:

2. Click "Get Started" and enter the student ID and password as prompted.

Note:

1. Students must provide their ID number (Hong Kong and Macao students must provide the number of the Homecoming Permit), and the Information Office of ECNU can import student information into the public database, so this check-in system can be used. All students must log into their MyCIEE Account as soon as possible and provide ID number information as required by CIEE. Failure to provide ID number information on time will affect students' registration and admission! 2. The student ID and password information will be given to students by CIEE 14 days before the start of the program.

All students: After the program starts, the application to enter the campus of Normal University is as follows.

1. Follow the corporate public account "East China Normal University" on WeChat. 2. Submit the information and certificates as required in the "Personal Application" under "Application for Return to School During Epidemic Prevention". 3. After the application is approved, take your temperature at the entrance of the campus holding your campus card and swipe your card to enter the school.

The above policies may change at any time due to the real-time circumstances of the epidemic situation and the government's prevention and control measures. Please pay attention to the latest official information.

COVID-19 Prevention Fundamentals As it has been identified that SARS-CoV-2 and the resultant Covid-19 is primarily an air-borne respiratory illness, prevention and mitigation protocols are best summated by the following graphics:

All students and staff will be required to follow this screening prior to exiting their rooms daily for activities as part of their WeChat required check in to become “green coded” and therefore will be permitted entry.

CIEE-ECNU Response Protocol CIEE, in partnership with ECNU, will provide 24/7 support for students in CIEE housing requiring self- isolation, quarantine or self-management. If a student has been exposed to the virus, tests positive, or exhibits symptoms, CIEE will follow local governmental protocol and guidelines.

Health and Safety Protocols Baoshan Classrooms and Facilities Neither the Shanghai government nor ECNU is imposing restrictions/guidelines on social distancing in the classroom. Since students are not allowed onto the campus unless they have the green code and get the daily permission, they are confident that this is sufficient. In the event that Shanghai or ECNU imposes social distancing requirements, then CIEE will secure additional classroom space or reduce the number of students by moving some courses partly online.

Updated 4 August 2020, CIEE Page 4 Policy on masks in all CIEE/ECNU space, including classrooms, corridors, offices Based on evidence that the virus is transmitted through respiratory droplets in shared air space, CIEE always recommends the use of a face mask/face covering especially when a minimum distance of 6 ft cannot be maintained and/or physical distancing is not possible. Availability of hand sanitizer, etc. CIEE will ensure that appropriate hand hygiene facility and/or hand sanitizer will be available at the entrance of the building, designated classrooms on 11F/12F, in CIEE offices. Building cleaning/sanitization plan Building sanitization: twice/day; Bathroom and elevator sanitization: every 2 hours during business hours. HVAC/Air flow systems, etc. Central air conditioning system with filters being checked by ECNU facilities staff confirmed by CIEE support team. Social distancing CIEE recommends that all participants follow local health authorities’ and local government guidelines for maintaining social and physical distancing but recommend the 6’ and masked up when out in public. Directional instructions 1. Students will have to show their student ID to access the classroom building 2. Students will be asked to have temperature tested when entering and exiting the classroom building 3. Students will be asked to show their code or have temperature tested in other public places as required (the government controls this and it is applied everywhere entry of any building requires a green code. Nobody can enter campus without having green code and receiving permission each and every day per Chinese Governmental requirements.

At all times, students will be asked to maintain physical distancing and use facial coverings as required by local ordinance. Staff will limit their entering of residents’ rooms or living quarters unless it is necessary and will use virtual communications and check ins (phone or video chat), as appropriate. 2. No visitors from outside of the program will be permitted in CIEE controlled housing. This includes members and friends visiting from other locations. 3. Students will be required to show their “health code” (绿色健康码) and get temperature tested every time when entering the building. 4. Hand sanitizer will be available at the entrance of the building and other high-traffic locations. 5. /Shared Eating Spaces: Students will be required to sanitize after each use following specific instructions on proper cleaning. In addition, CIEE staff will ensure professional cleaning at least daily, and more depending upon volume of usage. Failure of students to comply with cleaning standards may lead to closing of kitchens. 6. Independent Travel in the fall semester will be strongly discouraged, is optional, and the student carries all associated risk. You will be requested to limit travel to solely within the country of study to minimize exposure brought about by travel as well as travel disruptions. Academic work missed because of a quarantine or other delay while traveling is your responsibility. CIEE cannot guarantee missed assessments or work can be “made up.”

Contingency Plan in Case of a SARS-CoV-2 Outbreak 1. Any outbreak will be fully managed by the local health authorities, with CIEE staff, ECNU, and students required to follow local health authority guidance. Large outbreaks will most certainly result in local lockdowns and shelter-in-place orders, based on past outbreaks in China. 2. Quarantine, self-isolation, and shelter-in-place support for all students would be stipulated by the government. CIEE will ensure that students are supported as needed during any quarantine situation.

CIEE-Administered Academics Contingency Plan in Case of Disruption 1. If required by ECNU, instructional activities will be made available via fully online learning, with some students continuing to come to class and others attending live and recorded classes via Zoom, completing additional instructional activities through the Learning Management System (LMS). Additional instructional activities include, but are not limited to, peer learning opportunities with fellow students through the LMS. While some students are learning online and fellow students continue to attend in-person classes, instructors will organize lesson plans and arrange groups in the LMS to support peer engagement during the live sessions. All learning resources will be made available to students in digitized form through the LMS. 2. If live instruction of any kind is at any point no longer possible, CIEE will deliver all remaining hours of instruction via fully online learning, with synchronous and asynchronous instructional activities. Students will attend live and recorded classes via Zoom, and

All learning resources will be made available to students in digitized form through the LMS. Additional instructional activities include, but are not limited to, peer learning opportunities with fellow students through the LMS. The number of hours remaining will be determined after a census of all courses for the completed contact hours.
