    Strasbourg, 15 December 2009 MIN-LANG/PR (2010) 1 EUROPEAN CHARTER FOR REGIONAL OR MINORITY LANGUAGES Fourth Periodical Report presented to the Secretary General of the Council of Europe in accordance with Article 15 of the Charter SWITZERLAND Periodical report relating to the European Charter for Regional or Minority Languages Fourth report by Switzerland 4 December 2009 SUMMARY OF THE REPORT Switzerland ratified the European Charter for Regional or Minority Languages (Charter) in 1997. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. The preliminary section presents the historical, economic, legal, political and demographic context as it affects the language situation in Switzerland. The main changes since the third report include the enactment of the federal law on national languages and understanding between linguistic communities (Languages Law) (FF 2007 6557) and the new model for teaching the national languages at school (—HarmoS“ intercantonal agreement).

Doch auch die anderen Projekte der Fundaziun da cultura Lumnezia (FCL) fangen an sich zu entfalten. Doch auch die Verlängerung des Leistungsvertrages mit der Gemeinde Lumnezia war eine wichtige Anerkennung der bisherigen Leistung. Casa d'Angel : Die kulturhistorische Ausstellung Passadis – über alle Berge von Gastkurator Beat Gugger kam sehr gut bei den Besuchern an, und insgesamt konnten mehr Besucher verzeichnet werden als im Eröffnungsjahr 2015. Ein grosses Veranstaltungsprogramm liess die Nachbarn aus Vals, Hinterrhein, Safien, Obersaxen und Sumvitg in die Casa d'Angel kommen, um von den alten Verbindungen über die Berge hinweg zu erzählen. Cultura en Lumnezia : Die Veranstaltungsreihe der FCL knüpft dieses Jahr eng an die Ausstellung in der Casa d'Angel an. Café romontsch : Im Februar 2016 wurde das Konzept Café romontsch für Romanischlernende und ihre Sprachgottis lanciert. Bis Ende Jahr hat sich eine feste Gruppe von etwa 10 Personen herauskristallisiert, andere kommen hinzu, wenn es ihnen die Zeit erlaubt.

    Alpine Common Property Institutions under Change: Conditions for Successful and Unsuccessful Collective Action of Alpine Farmers in the Canton Graubünden of Switzerland Gabriela Landolt, Tobias Haller Abstract: The goal to protect and sustainably manage alpine summer pastures is stated in the Swiss state law since 1996 and direct subsidy payments from the state for summer pasturing have been bound to sustainability criteria since 2000 reflecting the increasing value of the alpine cultural landscape as a public good. However, the provision of the public good remains in the hands of the local farmers and their local common pool resource (CPR) institutions to manage the alpine pastures and those institutions increasingly struggle with upholding their institutional arrangements particularly regarding the communal work, called Gemeinwerk, necessary to maintain the pastures. This paper examines two case studies of local CPR institutions to manage alpine pastures in the canton Graubünden of Switzerland manifesting different institutional developments in the light of changing conditions. Explanations for the unequal reactions to change and their impacts on the provision of the CPR are provided by focusing on relative prices, bargaining power and ideology as drivers of institutional change often neglected within common property research.     Surselva Tourismus AG Geschäftsbericht 1. Januar 2016 - 31. Dezember 2016 5. Geschäftsjahr Jahresbericht 2016 des Präsidenten Jahresbericht des Präsidenten Seit der Gründung der Surselva Tourismus AG im Jahre 2010 beschäftigten uns immer wieder Struk- turfragen. Dadurch wurden ein Teil der Ressourcen für solche Fragen gebunden, diese Ressourcen fehlten für unsere eigentliche Kernaufgabe. Anders präsentierte sich die Situation im Jahr 2016. Die Strukturfragen sind vorderhand geklärt und die Mitarbeiterinnen und Mitarbeiter der Surselva Touris- mus konnten sich voll und ganz auf die Kernaufgabe fokussieren. Im Fokus des vergangenen Jahres stand der Relaunch der Webseite www.surselva.info, die Erhöhung der bewirtschafteten Wohnungen in unserer Destination, die Steigerung der Bekanntheit der Destina- tion Surselva um dadurch mehr Logiernächte zu generieren, die Fokussierung unserer Aktivitäten und damit die Fokussierung auf unsere Neigungsgruppen. Die aus dem Jahr 2010 stammende Webseite war unübersichtlich, nicht responsive (keine Darstellung für Tablets und Mobile Phones) und entsprach nicht den heutigen Bedürfnissen. Der Relaunch dieser Seite stellte eine grosse Herausforderung dar und beanspruchte die Mitarbeiter/innen der STAG sehr intensiv über einige Monate. Kurz vor dem Jahreswechsel konnte die neue Webseite live geschaltet werden. Insgesamt darf der Relaunch als gelungen betrachtet werden, wenn es auch am Anfang noch einige Fehler auszubessern gab. Dank intensiven Bemühungen konnte die Anzahl über das Reservationssystem angebotene Woh- nungen im Jahr 2016 erhöht werden. Für die Destination nicht unwesentlich, können damit den Gästen mehr verfügbare Betten angeboten werden. Das Ziel, der im Jahr 2016 lancierten Charme-Offensive, ist die Bekanntheit der Destination Sursel- va zu erhöhen. Der erste Event mit der Einladung von Passanten der Bahnhofstrasse in Zürich auf das Schiff war ein voller Erfolg.
