Black US Army bands and their bandmasters in World War I Peter M. Lefferts This essay sketches the story of the bands and bandmasters of the twenty seven new black army regiments which served in the U.S. Army in World War I. They underwent rapid mobilization and demobilization over 1917-1919, and were for the most part unconnected by personnel or traditions to the long-established bands of the four black regular U.S. Army regiments that preceded them and continued to serve after them. Pressed to find sufficient numbers of willing and able black band leaders, the army turned to schools and the entertainment industry for the necessary talent.

    Strengthening Regional Cohesion: Local Collaboration Networks and Sustainable Development in Swiss Rural Areas Christian Hirschi Institute for Environmental Decisions ETH Zurich 16 September 2009 Abstract This paper makes both a theoretical and empirical contribution to a better understanding of how actor network structures play a crucial role in enhancing sustainable development in rural areas. From a theoretical perspective, the paper discusses the relational aspects of the concepts of sustainability and sustainable development and focuses particularly on the ques- tion, how fragmentation and cohesion of local and regional policy networks may foster or hinder a sustainable development of such regions. Empirically, the paper introduces the new regional park policy in Switzerland in which the federal government aims at a better protec- tion and promotion of rural areas that are of high natural, cultural and scenic value. The paper explores how local and regional collaborative network structures have evolved with two park projects in two Swiss cantons and analyzes these structural configurations using concepts and techniques from Social Network Analysis. Based on two standardized surveys carried out in the two regions, the results show that the projects in both cases mainly strengthened the vertical cooperation between governmental agencies across different administrative levels but horizontal coordination between different societal sectors still remains to be improved and consolidated to meet an important criterion of the concept of sustainable development as defined in the federal government’s Sustainable Development Strategy. Vergabe Pachtland Obere Wies und Bollenmatt Stellungnahme und Beschluss Stefan Müller informiert, dass für die Vergabe des Pachtlandes Heinz Gautschi und Johann Allemann nicht in den Ausstand treten müssen, da aufgrund der Bewerbungen beide nicht vom Entscheid betroffen sein werden. Die Öffentlichkeit muss nicht ausgeschlossen werden. Es wurden alle Landwirte angeschrieben, welche eine Gelan-Nummer haben. Stefan Müller sagt, dass André Altermatt in seiner Bewerbung bemängelt, dass ihm bei der Güterregulierung viel Gemeindeland zugeteilt wurde und er deshalb kein weiteres Pachtland von der Gemeinde pachten kann. André Altermatt ist der Meinung, dass nach der Güterregulierung das Gemeindeland auf null gesetzt werden muss. Stefan Müller sagt, dass dieses Vorgehen nicht dem Pachtreglement entsprechen würde und deshalb juristisch angefochten werden könnte. Heinz Gautschi sagt, dass André Altermatt durch die Güterregulierung kein Land verloren hat. Stefan Müller sagt, dass André Altermatt gemäss Reglement kein Gemeindepachtland mehr erhält, da er bei der Güterregulierung viel Gemeindeland erhalten hat.
