Presidential Report

Dear CEB Member Federations

The current Executive board has nobly served CEB for a period of two years since the election in Bled. The year 2014 started in February with the combined CEB/ESF Congress in Prague(CZE) which again demonstrated that in Europe Baseball and Softball Confederations are working together. The Prague Congress elected Mr. Kruno Karin of Croatia for the position of General Secretary.

With the significant help of Aldo Vavra, President of the Croatian Baseball Federation, CEB succeeded in opening a new office in Zagreb. This was made possible because the Mayor of the city of Zagreb offered the space free of charge. The administrator of the Croatian Baseball Federation, Ms. Kristina (Kika) Uroic, agreed to assist CEB as administrator on a part time basis.

One of our major achievements for 2014 was the launching of the new CEB website. The modern style of the website received many compliments and the people involved are working daily to improve the site. The increased capacity eliminate all connection problems which we encountered in the past. During the months of June through September, the Play-by-Play tool worked as expected and many of our fans could follow the events “live” without interruptions.

The 2014 CEB competitions were played according to the planned schedules. This was done in co-operation with the participating Federations and Clubs. The great work of all CEB officials, the commissioners, the umpires, the scorers and the support of the Local Organizing Committees helped these events succeed.

The games for the European-Championship, the Euro 2014, were organized at 5 locations in two different European countries Germany and the Czech Republic, under the supervision of CEB and the Czech Baseball Federation. The preliminary rounds were played in Regensburg (Germany) and Ostrava (Czech Republic) and the 2nd round games in Brno, Trebic and Blansko (Czech Republic). The final game took place in Brno at the stadium of Draci Baseball Club. The games attracted a lot of attention from TV, radio and newspapers. Via internet, there was live-stream coverage from the games in Germany and the Czech Republic. The final between the Netherlands and Italy was covered by multiple TV and radio broadcasters in many countries of Europe. Congratulations to the winners, the Netherlands.

The Club Championship of Europe 2014 was won by T & A San Marino. Unfortunately this club could not participate in the Asia Series with the Champions of the professional Leagues of Japan, Korea, Taiwan and Australia. This event had to be postponed due to heavy schedule problems caused by the Asian Continental Olympics in Korea.

CEB closely examined reforming the European Cup. The new format was prematurely published so the new system could be implemented for the 2015 season. A few Federations voiced their concerns about the new plans and the CEB Executive decided to postpone the implementation of the new format till 2016 so that we could have the time to discuss and evaluate the plans with involved parties, and do our due diligence.

The WBSC informed CEB as well about the new qualification rules for the World Championships U21, U18, U15 and U12. Due to the changes in the timing at the WBSC level, CEB discussed adopting this timing for our European Championships as well. The consequences and changes will be discussed with the involved Federations. Regarding this matter it is also important to know the scheduling for the WBSC Premier 12 event as well as the World Baseball Classic 2017, including the qualifiers in 2016 as well.

Regarding the financial aspects, the Executive continues to search for ways to increase the income for CEB and reduce our organizational costs. This matter has become a priority for the Executive and influences all decisions and actions of the CEB Executive and Commissions. Meanwhile, it looks like the WBSC is improving its financial status and after many years, the WBSC has reached a more solid base, which gives CEB the hope that the former support in development funds will be reinstalled.

During 2014 CEB signed two sponsor contracts. On baseballs, there was an agreement with the Mizuno Company of Japan. The result was that the majority of the CEB 2014 competitions were played with the Mizuno balls provided by CEB at a competitive price, creating a cost saving for the Organizers. Distribution was arranged with the help of the Czech Baseball Federation in Prague. In 2014 we were able to outfit our Umpires, Scorers and Technical Commissioners with CEB-attire, sponsored by IFSD, Italian Fashion Sport Design, the official distributor of Louisville Slugger. Negotiations have already started for the 2015 season.

There are presently great efforts being made by WBSC to get Baseball and Softball back in the Olympics. In 2014 the combined CEB/ESF “Beeball” clinics continued on a low level due to the long lasting illness of Mr. Anton Kops. This development project of CEB and ESF will be increased and upgraded for the 2015 season.

Several Umpire and Scorer clinics were given in 2014. A very special CEB Elite Umpire clinic took place in September just before the start of the Euro 2014. CEB was delighted to have Umpire Supervisor of MLB, Mr. Larry Young and WBSC Umpire Director Mr. Gus Rodriguez as instructors working together with the CEB Umpire Commission members in this very successful clinic.

In several meetings the Executive Board discussed the Strategic Plan. This project is being spearheaded by 1st Vice President Peter Kurz and the Strategic and Marketing Committee. With the assistance of John Boyd from the UK it should lead soon to a clear vision for future years for CEB, as well as a mission statement. During the Congress in Dublin several information sessions will be organized for member Federations and our stakeholders.

Due to different circumstances there was no Bee Ball - clinic this year. 2014 was the last year of the cooperation agreement with ESF. The EC has decided to bring up to discussion with ESF the possible continuation and reformation of the approach and organization of the Bee Ball – activities. A presentation will be made at the Congress in Dublin 2015.

Technical Commission Report

The technical commission met three times in 2014. Once during the congress in Prague, once during the European Championship in Brno and a third time in December 2014 in Frankfurt.

As in the past all statistics and the “play by play” details for all 2014 CEB tournaments are published on the CEB website.

In 2014 a total of 16 tournaments were played. 9 Club and 7 National team competitions were organized all over Europe.

In June, 31 teams of 20 different federations participated in the different European Cup competitions. In August the European Champions Cup was played in Italy between the 2 winners of the European Cups (Rimini and San Marino). In September the 2 relegation tournaments for the European Cup have been played. In these competitions 17 technical commissioners, 49 international umpires and 9 international scorers were active.

In July 57 National team selections of 28 different federations participated in the various European Championships and Qualifiers. In total 20 Senior-teams, 6 U21-teams, 8 Junior-teams, 16 Cadet-teams and 7 Juvenile-teams took part in these competitions. CEB nominated 23 technical commissioners, 69 international umpires and 13 international scorers for these events.

Competitions 2014

European Cup A Played in Brno (CZE) and Hoofddorp (NED). Very good organized tournaments on the highest level of European baseball and on very good facilities. First CEB tournament in the new facility in Hoofddorp.

European Cup Qualifiers Played in Antwerp (BEL), Athens (GRE), Brest (BLR) and Stockholm (SWE). Good organized in all 4 venues, good fields for the qualifier level. Some parts of the organization can be improved in the future. Except of the heat in Athens and the cold in Stockholm no weather problems this time.

European Champions Cup Played in San Marino and Rimini (ITA). The Champions Cup was played for the second time, San Marino won the title in 3 games.

Relegation European Cup Played in Brest (BLR) and Prague (CZE). The play off games were well organized, five teams competed for promotion and the team of Elizavetgrad (UKR) succeed in clinching a spot for their federation in the European Cup in 2015. Belarus earned the second spot due the withdrawel of the Russian team.

European Championship Played in Ostrava/Brno (CZE) and Regensburg (GER). For the first the European Championship was played in two different European countries. The tournament was very well organized by very experienced LOCs. Many games were televised or available as stream in the internet in several countries. We were lucky with the weather, only in the first round games had to be rescheduled because of rain. The Netherlands became the European Champion 2014.

European Championship C-level Played in Ljubljana (SLO). This tournament was organized for the first time and was a success. Good games of the teams on this level. Also for the first time one of two tournaments in Slovenia. In general good organized, for future tournaments some improvements can be made.

European Championship Juniors (U18) Qualifier Played in Varazdin (CRO). Good organized by the Croatian Federation on the new and nice facility in Varazdin.

European Championship Cadets (U15) Played in Paderborn and Dortmund (GER). This event was well organized on short notice in Germany, for the first time in Paderborn. Good crowds for the games and good fields.

European Championship Cadets (U15) Qualifier Played in Bratislava (SVK). Well organized competiton by the Slovakian Federation. A new field could be opened and used for the tournament.

European Championship Juveniles (U12) Played in Ljubljana (SLO). Good organized on good fields for this level for the first time in Slovenia.

The cooperation between all parts of the technical commission and all officials was very good during the whole year and during all tournaments.

The Technical Commission wants to thank all persons working in any position within CEB who made it possible that the 2014 season was a big success. Also we want to thank all LOCs and all the volunteers which worked all around Europe in the past year. Without them our tournaments would not have been possible.

Annual Report 2014 Umpire Commission

Umpire Commission in 2014: Paul Bokern (NED) Chairman and CEB Umpire Director Ludo Peters (BEL) member from July 2013 One member place vacant.

Clinic Ukraine asked for an umpires clinic. This one was cancelled because of the situation in that country.

For the first time CEB organised a clinic for the best European umpires. This elite clinic was held in Prague in advanced of the European Championships. It was a good idea to held this clinic 3 days before CEB main event. Umpires ware prepared on a good way. With the support of Major League Baseball and the IBAF we had Larry Young and Gustavo Rodrigues as instructors. In those three days they told and instruct a lot of the 3 and 4 men system, the rules, interpretations and handling a game. For teambuilding this was a good occasion. 12 umpires participating during the EC and 4 extra invited umpires were the participants.

In 2013 CEB had organised an umpires clinic for the new CEB umpires. The clinic was for the first time held. In 2014 we tried to organise it again because one of CEB goals is that all (new) umpires has to follow a clinic. We got not enough participants to organise this clinic on the right way. In 2015 we have new opportunities.

Exchange umpires international tournaments in Europe CEB tries always improving umpires. At now, arranges were made with a few organisers of international tournaments to invite CEB-umpires to participate. The goal is to help umpires staying at a high level of umpiring.  Haarlem Baseball Week (NED): Jens Waider (GER) and Dana Beszczynski (AUT).  Prague Baseball Week (CZE): Jerry Karlsson (SWE) and Frane Machiedo (CRO).  Early bird event in Valencia (ESP): Henri van Heijningen (NED.

European Tournaments Umpire evaluations In 2014 the CEB Umpire Commission nominated in the 16 tournaments 118 umpires. In 234 games they were evaluated by a technical commissioner. The technical commissioner has to evaluate the game with the umpire an fill in a report. At the end of the tournament these reports were send to the Umpire Commission and were administrated in order: Score for normal performance lower performance higher performance 2011 22% 40% 39% 2012 24% 24% 52% 2013 34% 38% 38% 2014 43% 26% 30% Now we see that in more games the “normal” scores are given. For 2015 we hope that the scores, given by the evaluators, give more expressions to the level of umpiring. For the third time we were able to inform 25 National Federations about the results of their umpires during CEB Events in 2014.

CEB Umpire of the Year During the Prague congress Arnoldus Ramanauskas (LTI) was chosen for the Umpire of the Year award. In 2013 was the award for Frantisek Pribyl; In 2012 Marco Taurelli (ITA); In 2011 Jens Waider (GER); in 2010 Dana Besczczynski (AUT); in 2009 Sante de Franceshi (ITA) and in 2008 Fred van Groningen Schinkel (NED)

Tournaments Every umpire received a nomination send by the office/ technical commission. In some situations we did not receive an answer. At the end CEB invited other umpires and billed 6 times euro 250 to countries who did not send umpires. Next season CEB will not accept these matters and will invite earlier other umpires.

Matters of instruction Already the CEB-umpires had received the dvd “the virtual umpire camp” The dvd shows the several umpire mechanics. During the CEB Elite umpires clinic all the participants received an usb-stick with IBAF 3 and 4 man system. They also received video clips from Major League Baseball for starting discussions about rules and mechanics in their own countries.

Annual Report 2014 Scoring Commission

FIRST PART: REVISION OF THE YEAR

1) THE COMMISSION

The Scorers Commission is currently formed by Linda Steijger (NED) and Pablo Carpio (ESP) as chairman. There is still one position vacant. One more year, the only meeting we could have during 2014 was during the CEB Congress held in Prague. Like past years, to finish the works we need to manage and advance during the year (technical documents, manuals, organization and support to scorers in championships…) we organize frequent sessions of Skype among us –together with Anna Maria Paini, IBAF Scoring Director-.

2) TECHNICAL WORK A) MANUALS AND DOCUMENTS:  IBAF-CEB new Scoring Manual is finished (June 2014)  CEB Data Entry and CO Manual are revised and published before CEB competitions.  Protocol for Scorers roles.  Revision of Scorers Evaluation Forms from any CEB competition.  Modifications to CEB Rules presented and approved in the meeting of Technical Commission in December 2014 (Frankfurt).

B) CLINICS Scoring Clinic in Finland: From 21-23 March 2014, Linda Steijger went to Helsinki on invitation of the Finnish federation to have a clinic for 7 Finnish scorers, to update them into the CEB Scoring system. The evaluation of this activity, as a first step in this country, is very positive. Scoring Clinic in Prague: During 8-9 March the Czech Baseball Association organized a scoring clinic, led by Pablo Carpio, which was specifically addressed to top national scorers. The objective of the clinic was improving and unifying the scoring system according to CEB/ IBAF standards for scoring and the Software used in both organizations, to support also the new National Scoring Committee in CBA. 10 top scorers attended the intense clinic, with good evaluation of the activity. The scoring system was fully revised, and also questions and management of stats and software for the Data Entry were explained and practiced. The improvement of the scorers could be clearly appreciated during U21 Championship in July (Trebic) and European Senior Championship (Ostrava-Brno)

3) COMPETITIONS: During 2014 season, 16 CEB tournaments were played all around Europe. All of their 239 games were scored, and transmitted via play by play and covered with highly detailed statistics information through the CEB website. 16 scoring directors and 70 scorers (international or national) worked in these Competitions organizing the stats and results management and working with the national. The evaluation made by the Technical Commission as well by each Scoring Director is positive in general, remarking the improvement of the knowledge and experience of the local scorers. And one more year, with a intense good work from all the Scoring Directors. But in some competitions we have had some troubles with the level and/or the number of the local scorers, or with the number of the national scorers updated. By this reason, we are working in a better way to select the scorers (create a list of CEB scorers, with updated criteria), and modification in CEB rules. Our goal is that the Scorers Commission is the one who must select and appoint the national scorers after the reception of the lists proposed by each National Federation. Unfortunately we have to point at some (few) occasions in which the scorers crew and/or the scoring director were not properly treated by the LOC. We must remind everybody that the scorers are CEB officials of the Competition, with the same level as umpires and TC, so the LOC must take care of them inside and outside the fields in a good way. We want also notice that in general, all Scoring Directors have reported a good collaboration and disposal by the Local Organizing Committees in all matters about logistics, food and lodging and scoring matters. Only a few specific remarks or details to be improved have been reported too. During 2014 we also have advanced in the standardization of Daily Reports and Scorers’ Evaluation Report written by each Scoring Director, that provide us with useful background about all matters related to scoring.

4) CEB SCORERS IN IBAF COMPETITIONS One more year, several CEB international scorers worked in IBAF Tournaments:  Women Baseball World Cup in Miyazaki, Japan: Marco Batistella (ITA): Scoring Director. Feiko Drost (NED): International Scorer.  U21 IBAF World Cup in Taipei (Taiwan): Anna Maria Paini (ITA): Scoring Director. Susana Santos (ESP) and Marco Travagli: International Scorers.

5) CEB SCORER OF THE YEAR The “CEB Scorer of the Year 2013 Award” was given to Stephanie Winkler (GER).

6) INTERNATIONAL CONTACTS: The CEB Scoring Commission keeps working on closely with Anna Maria Paini and the IBAF Scoring Commission for the common goal of finishing the scoring manual – expected to be published this year- and also to prepare technical materials for clinics. There are also communications with the ESF Scoring Commission to coordinate criteria and documents.

- Distribute new Scoring Manual all around Europe, explaining changes. - Improve the number and quality of scorers in CEB countries. - Improve the number of national federations to use the CEB Scoring System. - Improve technical and Organizative collaboration with ESF Scoring Commission. - Attend clinics after requests of national federations for any kind of clinic: “beginners/advance/statistics/changing the system” clinics. - Produce/improve technical materials for clinics.

Organizative aspects - Letter to National Federations, and create and publish in the website the list of CEB Scorers - Improve the number of physical meetings of Scoring Commission. - Substitute / acquire some new laptop when the new version of TAS is launched.
