The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. Der Heinzenberg hat weder einen Steilabhang, noch eine darunter sich ausbreitende Terrassenlandschaft. Er steigt gleichmässiger in ungebrochenem Profil an. Die meisten Dörfer lagern hier in einer schönen Wiesenzone, die sich in halber Höhe zwischen einer untern und einer obern Waldzone hinzieht. Es sind von N. und S. Präz, Sarn, Portein, Flerden und Urmein. Tiefer liegen nur Tartar und Masein, höher nur Tschappina, mit 1585 m (bei der Kirche) die höchste Ortschaft des Domleschgerthals. Die grössten dieser Orte sind Thusis mit 1281, Kazis mit 738, Sils mit 621, Scharans mit 439, Paspels mit 302, Fürstenau mit 235, Tomils mit 233, Masein mit 228 und Almens mit 217 Ew. Die anderen haben meist nur 100-200 Ew.; nur wenige übersteigen noch 200, und mehrere erreichen nicht einmal 100 Ew. Ein besonderer Schmuck des Domleschg sind seine Schlösser und Burgen, deren es nicht weniger als 16 bis 18 zählt.

Doch auch die anderen Projekte der Fundaziun da cultura Lumnezia (FCL) fangen an sich zu entfalten. Doch auch die Verlängerung des Leistungsvertrages mit der Gemeinde Lumnezia war eine wichtige Anerkennung der bisherigen Leistung. Casa d'Angel : Die kulturhistorische Ausstellung Passadis – über alle Berge von Gastkurator Beat Gugger kam sehr gut bei den Besuchern an, und insgesamt konnten mehr Besucher verzeichnet werden als im Eröffnungsjahr 2015. Cultura en Lumnezia : Die Veranstaltungsreihe der FCL knüpft dieses Jahr eng an die Ausstellung in der Casa d'Angel an. Weitere kleinere Veranstaltungen finden im Winter rund um den Kristall statt oder aber in Café romontsch-Regie. Café romontsch : Im Februar 2016 wurde das Konzept Café romontsch für Romanischlernende und ihre Sprachgottis lanciert. Bis Ende Jahr hat sich eine feste Gruppe von etwa 10 Personen herauskristallisiert, andere kommen hinzu, wenn es ihnen die Zeit erlaubt.

Almond paste with very finely ground walnuts, and increase glucose to 3 oz. Let stand overnight before piping oval shapes. Top with half a walnut.
