Drawing from recent theoretical insights on the circulation of knowledge, this article, grounded in real-world examples, illustrates the importance of ‘the site’ as an analytical heur- istic for revealing processes, movements and connections illegible within either nation-centred histories or comparative national studies. By investigating place instead of project, the study reframes the birth of modern rocket developments in both China and India as fundamentally intertwined within common global networks of science. I investigate four seemingly discon- nected sites in the US, India, China and Ukraine, each separated by politics but connected and embedded in conduits that enabled the flow of expertise during (and in some cases despite) the Cold War. By doing so, it is possible to reconstruct an exemplar of a kind of global history of science, some of which takes place in China, some in India, and some else- where, but all of it connected. There are no discrete beginnings or endings here, merely points of intervention to take stock of processes in action. Each site produces objects and knowledge that contribute to our understanding of the other sites, furthering the overall narra- tive on Chinese and Indian efforts to formalize a ‘national’ space programme.

    Who’s Behind China’s Evan A. Feigenbaum High-Technology “Revolution”? How Bomb Makers Remade Beijing’s Priorities, Policies, and Institutions For seven years after the Tiananmen Square tragedy of 1989, virtually all signiªcant issues in U.S.- China relations became subordinate to concern about human rights and China’s suppression of political dissent. Yet in the three years since China’s 1996 missile exercise in the Taiwan Strait, high-technology issues have come increasingly to replace human rights at the center of the contentious and often politicized discussion that characterizes current debate about U.S.-China policy. Recent allegations concerning satellite exports and nuclear espionage, in particular, demonstrate the centrality of high technology to the debate about China’s place in the world. This makes it especially important to explore links that may bind China’s national technology and industrial policies to its ap- proach to security and development. How has the Chinese understanding of this linkage changed as the past priority of militarized growth has given way to the rapid expansion of a commercial economy since the late 1970s?1 Who is responsible for making important technology decisions in China? How have Chinese technology leaders thought about the relationship between technology and national power during the past twenty years? Has political change affected this worldview? This is the first time this expanding symposium has been held in the United Kingdom, bringing together academic and industrial researchers from a host of countries around the world for scientific exchange, to inspire new ideas, to sell products, and to launch new projects. Glasgow has a very long history of ultrasound. As a place where ships have been built for many years, this brought interest in SONAR and in non-destructive evaluation.

I have tried something different than what I had originally proposed for the workshop but I think this is a more interesting comparative approach than the one I was pursuing earlier. Please forgive the typos as well as the length of the paper. There are obviously a number of important lacunae in the paper in terms of research questions but I would most appreciate comments/critiques in terms of the theoretical/analytical formulation that I am attempting to use. Asif ‘Space is the Place’: Transnational Networks and the Rocket and Space Programs in China and India Asif Siddiqi ([email protected]) Fordham University Introduction This paper is framed around a comparative study of two critical episodes of knowledge circulation during the Cold War: the birth of the Chinese and Indian rocketry programs. Both these origin stories have typically been couched in terms of independent “silo”-type narratives within their respective national contexts. There are certainly common points of reference that suggest a comparative work of the two programs would be instructive. Each effort, for example, was driven and defined by domestic imperatives that were couched in the language of modernization. This link between nation, science, and modernization (and by extension “being modern”) was not particularly unique to China and India but it held special resonance for political and scientific elites who linked the possibility of the modern future with the historical valence of past civilizational greatness.

Their research shows that levels of a certain 15 Dec Lipodomics chemical in the brain can predict how a young person experiencing their fi rst psychotic episode is likely to be 30 Dec Special Issue on affected over the next few years. The Melbourne scientists Bioinformatics in Asia Pacifi c compared the brain scans of 46 psychiatric patients with their health records over two years. The researchers used a technique known as MR spectroscopy, in which MRI scans are used to measure the concentration of chemicals in the brain. Findings of the research are published this month in the international journal the Archives of General Psychiatry. International Bio Partnering The Victorian Government has engaged a biotechnology industry consultant, Intersuisse Bioscience, to help build Victoria’s profi le as a world-class biotechnology center and to encourage European biotechnology companies to invest in Victoria. Intersuisse Bioscience will act as an international facilitator to bring international companies (focusing on those in Europe and the UK) into useful contact with those in Victoria, such that new commercial collaborations are created and developed.
