Economics and Finance in Indonesia Vol. 61 No. 1, 2015 : 41-52 p-ISSN 0126-155X; e-ISSN 2442-9260 41 The Indonesian Economy from the Colonial Extraction Period until the Post-New Order Period: A Review of Thee Kian Wie’s Major Works Maria Monica Wihardjaa,∗, Siwage Dharma Negarab,∗∗ aWorld Bank Office Jakarta bIndonesian Institute of Sciences (LIPI) Abstract This paper reviews some major works of Thee Kian Wie, one of Indonesia’s most distinguished economic historians, that spans from the Colonial period until the post-New Order period. His works emphasize that economic history can guide future economic policy. Current problems in Indonesia were resulted from past policy failures. Indonesia needs to consistently embark on open economic policies, free itself from "colonial period mentality". Investment should be made in rebuilding crumbling infrastructure, improving the quality of health and education services, and addressing poor law enforcement. If current corruption persists, Indone- sia could not hope to become a dynamic and prosperous country. Keywords: Economic History; Colonial Period; Industrialization; Thee Kian Wie Abstrak Tulisan ini menelaah beberapakarya besar Thee Kian Wie, salah satu sejarawan ekonomi paling terhormat di Indonesia, mulai dari periode penjajahan hingga periode pasca-Orde Baru. Karya Beliau menekankan bahwa sejarah ekonomi dapat memberikan arahan dalam perumusan kebijakan ekonomi mendatang. Permasalahan yang dihadapi Indonesia dewasa ini merupakan akibat kegagalan kebijakan masa lalu. In- donesia perlu secara konsisten menerapkan kebijakan ekonomi terbuka, membebaskan diri dari "mentalitas periode penjajahan". Investasi perlu ditingkatkan untuk pembangunan kembali infrastruktur, peningkatan kualitas layanan kesehatan dan pendidikan, serta pembenahan penegakan hukum. Jika korupsi saat ini berlanjut, Indonesia tidak dapat berharap untuk menjadi negara yang dinamis dan sejahtera. -

Conclusion: Convergent Paths In November 1945, the President of the Republic of Vietnam, Hồ Chí Minh, sent a letter addressed to ‘the President of the Republic of Indonesia’, proposing that a joint declaration of solidarity to be made by Indonesia and Vietnam in the form of a ‘Preparatory Commission Struggling for a Federation of the Free Peoples of Southern Asia’. The letter, entrusted to an American journalist named Harold Isaacs, did not reach President Soekarno.1 It was handed to Vice-President Mohammad Hatta, who then passed it on to Prime Minister Sutan Sjahrir. Sjahrir discussed the offer with Soedjatmoko Koko, the interpreter to foreign correspon- dents of the Republican government, but told him that he would not reply and preferred just to ignore the letter. Sjahrir indifference sprang from his conviction that the situation in Indonesia and Vietnam were very different. The Indonesian nationalists were up against the Dutch, who were ‘a weak colonial power and could be defeated quickly.’ Hồ Chí Minh had to contend with the French, who could and would resist him for a long time. Furthermore, he looked askance at the fact that the DRV government depended on support from the communists, which was not the case in Indonesia. In conclusion, Sjahrir argued, ‘If we ally ourselves with Hồ Chí Minh, we shall weaken ourselves and delay Independence.’2 The story of the missed opportunity for cooperation between Vietnam and Indonesia3 as a result of Sjahrir’s ‘betrayal of the greater Asian revolution’,as 1Harold Robert Isaacs is the author of No Peace for Asia, which has been cited widely in this dissertation. -

Haley School of Law A sweeping proviso that protects basic or fundamental interests of a legal system is known in various names – ordre public, public policy, public order, government’s interest or Vorbehaltklausel. This study focuses on the concept of Indonesian public order in private international law. It argues that Indonesia has extraordinary layers of pluralism with respect to its people, statehood and law. Indonesian history is filled with the pursuit of nationhood while protecting diversity. The legal system has been the unifying instrument for the nation. However the selected cases on public order show that the legal system still lacks in coherence. Indonesian courts have treated public order argument inconsistently. A prima facie observation may find Indonesian public order unintelligible, and the courts have gained notoriety for it. This study proposes a different perspective. It sees public order in light of Indonesia’s legal pluralism and the stages of legal development. -

Melalui metode penelitian sejarah yang terdiri dari (1) heuristik, (2) kritik, (3) interpretasi dan (4) historiografi, peneliti menghasilkan sebuah karya mengenai Games Of The New Emerging Forces atau Ganefo antara lain, (1) latar belakang Soekarno menyelenggarakan Ganefo, (2) pelaksanaan Ganefo, (3) dampak pelaksanaan Ganefo bagi Indonesia. Ganefo sukses dilaksanakan pada 10 hingga 22 November 1963. Atlet Indonesia dalam Ganefo juga meraih sukses dengan menempati posisi kedua, dibawah RRT sebagai juara umum. Kesuksesan Ganefo membuat IOC mencabut skorsing yang telah dijatuhkan kepada Indonesia sehingga dapat kembali berpartisipasi dalam Olimpiade Tokyo 1964. Bagi Soekarno Ganefo adalah pijakan awal untuk menggalang kekuatan negara-negara yang tergabung dalam Nefo karena Indonesia berhasil mendapatkan perhatian dunia dan menjadi negara yang patut diperhitungkan eksistensinya. Indonesia dijadikan simbol bagi perlawanan terhadap imperialisme dan membuktikan dalam situasi keterbatasan mampu menyelenggarakan even bertaraf internasional dengan kesungguhan dan tekad untuk melakukan sesuatu yang bagi sebagian orang mustahil dilakukan, sesuai dengan semboyan Ganefo “On Ward! No Retreat!”, Kata Kunci : Soekarno, Ganefo, Politik Luar Negeri Abstract Ganefo is one of the historical events that are expected to foster a sense of nationalism and pride the next generation to continue the spirit of the fire that has been flamed Soekarno. -

Indonesian Technocracy in Transition: A Preliminary Analysis* Shiraishi Takashi** Indonesia underwent enormous political and institutional changes in the wake of the 1997–98 economic crisis and the collapse of Soeharto’s authoritarian regime. Yet something curious happened under President Yudhoyono: a politics of economic growth has returned in post-crisis decentralized, democratic Indonesia. The politics of economic growth is politics that transforms political issues of redistribution into problems of output and attempts to neutralize social conflict in favor of a consensus on growth. Under Soeharto, this politics provided ideological legitimation to his authoritarian regime. The new politics of economic growth in post-Soeharto Indo- nesia works differently. Decentralized democracy created a new set of conditions for doing politics: social divisions along ethnic and religious lines are no longer suppressed but are contained locally. A new institutional framework was also cre- ated for the economic policy-making. The 1999 Central Bank Law guarantees the independence of the Bank Indonesia (BI) from the government. The Law on State Finance requires the government to keep the annual budget deficit below 3% of the GDP while also expanding the powers of the Ministry of Finance (MOF) at the expense of National Development Planning Agency. No longer insulated in a state of political demobilization as under Soeharto, Indonesian technocracy depends for its performance on who runs these institutions and the complex political processes that inform their decisions and operations. IN SEARCH OF NEW OPPORTUNITIES: THE INDONESIANISASI OF ECONOMIC LIFE IN YOGYAKARTA IN THE 1950s Bambang Purwanto Gadjah Mada University (UGM) ABSTRACT A flourishing study on Indonesia’s economic history in the last two decades has still been unable to change a general impression of limited role of the indigenous people in economic activities during modern times. The transformation of the Indonesian economy from a colonial economy to a national economy through the process of Indonesianisasi, went through different historical patterns. The independent Indonesia did not translate the idea of political nationalism directly into economic prosperity until the late 1950s. As a result, there is always only a small portion of independent entrepreneurs among the population, namely those who are supposed to run the public economy smoothly without political intervention. This paper provides theoretical considerations and historical facts on the process of Indonesianisasi. It discusses the economic life of people in Yogyakarta, the capital city Republic of Indonesia during the war of independence, soon after the recognition of Indonesia’s independence in December 1949. It is often argued that the indigenous Indonesians played only a marginal role in the economic activities of colonial Indonesia. This should not surprise us in as far as these activities are concerned with big enterprises. -
