Requirements: There will be three components in the computation of your final grade for the course: (1) Discussion Papers (60 %). Each student will be required to submit three discussion papers, each a minimum of 1,500 words, or, roughly, five pages, on topics to be worked out in consultation with the instructor. Each of the three discussion papers will be worth 20 % of the final course grade. Papers will be graded on the basis of both content and mechanics, the latter counting for approximately 20% of the grade on each paper. (2) Journals (25 %). You will be required to keep a journal to be used primarily to record your critical reactions to the assigned readings. At a minimum, you should write a one-page ($300 words) critical response to each reading assignment, though you are encouraged to write more, taking advantage of this opportunity to record your thoughts on any topic related to the course and the readings. Journal entries will be graded on a random, unannounced basis several times over the course of the semester. -

Chapter 4 CLASSIFICATION UNDER THE ATOMIC ENERGY ACT INTRODUCTION The Atomic Energy Act of 1946 was the first and, other than its successor, the Atomic Energy Act of 1954, to date the only U.S. statute to establish a program to restrict the dissemination of information. This Act transferred control of all aspects of atomic (nuclear) energy from the Army, which had managed the government’s World War II Manhattan Project to produce atomic bombs, to a five-member civilian Atomic Energy Commission (AEC). These new types of bombs, of awesome power, had been developed under stringent secrecy and security conditions. Congress, in enacting the 1946 Atomic Energy Act, continued the Manhattan Project’s comprehensive, rigid controls on U.S. information about atomic bombs and other aspects of atomic energy. That Atomic Energy Act designated the atomic energy information to be protected as “Restricted Data” and defined that data. Two types of atomic energy information were defined by the Atomic Energy Act of 1954, Restricted Data (RD) and a type that was subsequently termed Formerly Restricted Data (FRD). Before discussing further the Atomic Energy Act of 1946 and its unique requirements for controlling atomic energy information, some of the special information-control activities that accompanied the research, development, and production efforts that led to the first atomic bomb will be mentioned. Realization that an atomic bomb was possible had a profound impact on the scientists who first became aware of that possibility. The implications of such a weapon were so tremendous that the U.S. scientists conducting the initial, basic research related to nuclear fission voluntarily restricted the publication of their scientific work in this area. -

(Signature) ……………………………………………………………………………… 1 Abstract There was no special governmental partnership between Britain and America during the Second World War in atomic affairs. A recalibration is required that updates and amends the existing historiography in this respect. The wartime atomic relations of those countries were cooperative at the level of science and resources, but rarely that of the state. As soon as it became apparent that fission weaponry would be the main basis of future military power, America decided to gain exclusive control over the weapon. Britain could not replicate American resources and no assistance was offered to it by its conventional ally. America then created its own, closed, nuclear system and well before the 1946 Atomic Energy Act, the event which is typically seen by historians as the explanation of the fracturing of wartime atomic relations. Immediately after 1945 there was insufficient systemic force to create change in the consistent American policy of atomic monopoly. As fusion bombs introduced a new magnitude of risk, and as the nuclear world expanded and deepened, the systemic pressures grew. -

Copenhagen, 1941 Heisenberg visited his mentor and former teacher, Niels Bohr, in Copenhagen in 1941, perhaps to ask his advice on the right course of action for the development of atomic energy. It is not certain what was said during this meeting, however Bohr came away with the impression that the Nazis were actively developing a nuclear bomb. DAVID KAISER* Cold War requisitions, scientific manpower, and the production of American physicists after World War II 1. RAYMOND BIRGE’S “MAIN OBJECTIVE” “THE MAIN OBJECTIVE of this department of physics,” Raymond Birge wrote in late May 1955, “is to train Ph.D.’s in physics.” Birge— iconic, somber, a displaced Yankee who traced his New England ancestry nine generations back—had been chair of Berkeley’s physics department for twenty-two years; by the mid-1950s, it was the nation’s largest. At the time he explained his department’s “main objec- tive,” Birge was the retiring president of the American Physical Society (APS). Birge and his colleagues in Berkeley’s physics department had emphasized the importance of its graduate program many times before in annual budget requests to the university administration and in funding reports to private industries; it would be easy to read such remarks as thinly-veiled requests for more funding, since training physics Ph.D.s became expensive after World War II. Guilmartin __________________ Professor William R. Childs Advisor Department of History ABSTRACT The atomic bomb created a new military dynamic for the world in 1945. The bomb, if used properly, could replace the artillery fires and air-delivered bombs used to defeat the concentrated force of an enemy. The weapon provided the U.S. with an unparalleled advantage over the rest of the world, until the Soviet Union developed its own bomb by 1949 and symmetry in warfare returned. Soon, theories of warfare changed to reflect the belief that the best way to avoid the effects of the bomb was through dispersion of forces. Eventually, the American Army reorganized its divisions from the traditional three-unit organization to a new five-unit organization, dubbed pentomic by its Chief of Staff, General Maxwell D. Taylor. While atomic weapons certainly had an effect on Taylor’s reasoning to adopt the pentomic organization, the idea was not new in 1956; the Army hierarchy had been wrestling with restructuring since the end of World War II. Though the Korean War derailed the Army’s plans for the early fifties, it returned to the forefront under the Eisenhower Administration. The driving force behind reorganization in 1952 was not ii only the reoriented and reduced defense budget, but also the Army’s inroads to the atomic club, formerly the domain of only the Air Force and the Navy. -
