Subject: 2012 LOS ANGELES MARATHON PRE-RACE PROGRESS REPORT

At its meeting of September 19, 2008, the City Council approved an amendment to the Los Angeles Marathon Contract which provides for the City Administrative Officer (CAO) to establish an Ad Hoc Committee to be jointly chaired with the Chief Legislative Analyst (CLA), with the Mayor as an ex-officio member. The purpose of the Ad Hoc Committee is to meet with the Los Angeles Marathon organizer, Los Angeles Marathon, Inc. (LAM), to discuss issues and resolve potential problems concerning upcoming Los Angeles Marathon events. The City Council also instructed the Ad Hoc Committee to prepare and submit a "pre-race" progress report to the Council relative to the implementation of the race.

In preparation for the 2012 race, City departments that provide support for the Los Angeles Marathon have been coordinating with LAM representatives in the last several months. City departments will continue to work closely with LAM representatives to ensure that any potential issues are addressed appropriately.

The 2012 Los Angeles Marathon race is scheduled to be held on Sunday, March 18, 2012. The race is expected to begin at 6:55 a.m. from . The "Stad ium to the Sea" race route for 2012 is the same as the 2011 race. The race route starts at Dodger Stad ium and ends at Ocean Avenue and Boulevard in the City of Santa Mon ica (see Attachment, page 10). This year, KiDSMARATHON will be at Dodger Stadium on March 11, 2012, the weekend prior to the Marathon as requested by Beyond the Bell. The LA 5K will be on Saturday, March 17, 2012 at Dodger Stadium. Furthermore, LAM has scheduled a health and wellness exposition at Dodger Stadium for Friday, March 16, 2012 and Saturday, March 17, 2012. The exposition serves as the packet pick-up location for timing chips, bib numbers and t-shirts for runners and volunteers.

LAM reports that it has set a prize purse and structure for the race . LAM also reports that sponsors for the 2012 event include Honda, ASICS, Big 5 Sporting Goods, Dole, PODS, Clif Bar, KTLA 5, Clear Channel, and the Los Angeles Times . LAM's promotions and - 2 - advertising plan include interactive, street marketing, print media, radio, retail and program outreach.

LAM has started and will continue to provide notifications to affected houses of worship, residents and businesses on the race route. LAM will also utilize commuterrama.com to provide real time traffic updates and solutions. Additional information on community outreach activities are discussed in the attached LAM Community Outreach Plan.

RECOMMENDATION

That the Council note and file this report inasmuch as it is for informational purposes only.

FISCAL IMPACT

The City will be compensated for providing support to the event in accordance with the provisions in the contract. The impact to the General Fund is not known at this time.

We believe the principal of success in our community relations efforts is to engage everyone who might have a role in the event or be impacted by the Marathon. We believe the best philosophy is to get all of Los Angeles to participate: run, volunteer, spectate or donate. Here are some of those efforts:

• We have agreements with over 70 local charities who use the Marathon as their fund raising platform. Our efforts have resulted in a 300% increase in fundraising dollars since we began the program in 2009. Last year over $3,000,000 was raised on race day. Please see Addendum A for a list of those charities. • On race day, over 6,000 Los Angeleno's dedicate a significant portion of their day to support the 20,000+ runners on their sojourn across Los Angeles. They tell us there's no better way to celebrate the beauty and uniqueness of Los Angeles. And, we agree. • 85+ points of entertainment. We coordinate over 85 entertainment groups to come out on race day and provide their own unique brand of celebration to the runners and spectators. Taiko drummers, cheerleading teams, community celebrations, radio station street teams, and charity supporters by the thousands come out and create LA's largest street by street celebration. Please see Addendum B for a list o.­ course entertainment and staging specific to Brentwood. • 4 Hour live local television coverage in KTLA channel 5, and a five-hour live local radio broadcast on KLAC 570 AM help deliver the message on race day, and thousands of pre-race announcements.

~ MARATHON COMMUNITYOUTREACH

Aside from engaging individuals in the weekend's activities we recognize the need for thorough and informative event specific communication. We believe working together to keep businesses, places of worship, and overall communities informed about Marathon weekend will provide for an enjoyable event! Here are some of the ways we reach out to provide information in our communities:

• LA Marathon LLC sends notifications to all affected houses of worship located on or near the race route. • Initial event notification was sent via email in Mid-November informing the houses of worship of the Marathon event date. A copy of that notification is included within. • A second notification was sent by mail in mid-December to the same houses of worship providing them again the event date, as well as, start times, street closures and re-opening times, and Marathon contact information. A copy of that notification is included within. • A color race route map with event details, scheduled closures and re-opening's will be hand delivered to all businesses, houses of worship and residences on the race route in late February. A draft of the flyer is provided later in this document. • Email-communication to all Hotels and Venues affected on the route is provided mid-February. The communication addresses water barricades, valet changes, street closures, additional maps and any other special needs. Attached is a copy of sample of the Hotel and Venue Outreach we facilitate. • We work with Cal Trans to secure encroachment permits. 2012 is approved. • Public inquiries are handled on a daily basis via phone, emails and social media. • Phone banks & emails are staffed on race weekend to handle inquiries for race details, street closures & re­ openings and directions on how to get around road closures. • Commuterama is a website created by a group of commuters after a better solution to traffic woes. LA Marathon LLCteams with the folks at commuterama to utilize commuterrama.com for real time traffic updates and solutions. Commuterama is out to improve the commuter's quality of life and they are determined to provide tools and services focused on what's truly helpful for a commuter.
