According to its November 30, 2005, “Strategy for Victory,” the Bush Administration indicates that U.S. forces will remain in Iraq until the country is able to provide for its own security and does not serve as a host for radical Islamic terrorists. The Administration believes that, over the longer term, Iraq will become a model for reform throughout the Middle East and a partner in the global war on terrorism. However, mounting casualties and costs — and growing sectarian conflict — have intensified a debate within the United States over the wisdom of the invasion and whether to wind down U.S. involvement without completely accomplishing U.S. goals. The Bush Administration asserts that U.S. policy in Iraq is showing important successes, demonstrated by two elections (January and December 2005) that chose an interim and then a full-term National Assembly, a referendum that adopted a permanent constitution (October 15, 2005), progress in building Iraq’s security forces, and economic growth.     EMT-1 Trauma Stabilization Point for Mosul and Tal Afar New York City Medics Sub-Contract Global Response Management Final Report 1: March 1, 2017 to October 31st, 2017 About the Project: Global Response Management (GRM) volunteers began treating patients at the frontline of the conflict of Mosul in January 2017. We continued and strengthened already established relationships with the Iraqi Special Operations Forces (ISOF) medical teams. Our EMT-1 TSP had the required certified staff experienced in the elements of initial trauma care: triage on a mass scale, wound and basic fracture management, pain management, fluid resuscitation, ATLS skills, basic emergency care of pediatric and adult trauma. We worked under the guidelines of the World Health Organization’s 2013 publication Classification and Minimum Standards for Foreign Medical Teams in Sudden Onset Disasters. During the conflicts of Mosul, Tal Afar, and Hawija, GRM provided 24-hour, front line trauma stabilization, contributed to referral pathways, coordinated the transport of patients to higher levels of care; assessed new TSP locations; collected patient medical and demographic data for affiliated NGOs; transported, distributed and maintained stocks of medical supplies; maintained TSP facility functionality, security, and working condition; and coordinated with other facilities and TSPs in the conflict. Organizationally, we had full time employees including Country Director, Office Manager, Volunteer Coordinator and Communications Director in Erbil. While in the field, GRM kept a Team Lead, a local registered Doctor, Data Monitoring Officer and Translator at the TSP aside from the four or more paramedic or above, certified professionals volunteering there. From January 19 through July 22, 2017, we operated two Trauma Stabilization Points (TSP) as the battle advanced throughout East and West Mosul, relocating as per needs assessment and security assessment.

    ARMED CONFLICT RISK TRAVEL ADVISORY • 20 OCTOBER 2017 Iraqi Army Seized Kirkuk KEY POINTS • Iraqi forces seized Kirkuk and the surrounding area. • Thousands of civilians fled Kirkuk amid fears of sectarian violence and open warfare. • Limited fighting was reported as Kurdish forces withdrew. Vehicles from the Iraqi Army’s “Golden Division.” SITUATIONAL SUMMARY Armed Conflict: On 16 October 2017, the Iraqi Army commenced an operation to secure Kirkuk, supported by a number of irregular, pro-Iranian militia units. The two-pronged offensive was launched in a bid to retake the Kurdish held city and its associated infrastructure and oil fields. Iraqi Prime Minister Haider al-Abadi ordered the Iraq army to impose security upon Kirkuk, in cooperation with the population of the city and the Kurdish Peshmerga forces, in the wake of a recent Kurdish referendum for independence from Iraq. The Iraqi government has reported that it has seized control of the city’s airport, in addition to the North Oil Company oil field and the strategic K1 military base. Iraqi forces also gained control over the Taza Khurmatu district in the southeast of the city. Iraqi forces briefly exchanged fire with Peshmerga troops on Taza at the Kirkuk intersection and Maryam Bag bridge. It is reported that a number of troops on both side were wounded in the exchange, however no precise figures have been released. At present, both sides report that the exchange of fire was due to a breakdown in communication, and Peshmerga forces have, otherwise. withdrawn peacefully ahead of the Iraqi advance.     Regaining Western Mosul: Consequences and Implications Abdulwahab Al-Qassab1 March 1, 2017 Since October 2016, the Iraqi government, supported by the US military, has waged one of its most difficult battles to regain the important city of Mosul. The previous government of former Prime Minister Nuri al-Maliki had opted to leave the city without a fight three years ago, when Maliki ordered three Iraqi army and security divisions to withdraw, leaving their brand new heavy armaments to the Islamic State in Iraq and Syria (ISIS). This was a strange, ambiguous, and indeed treasonous decision for which neither Maliki nor any of his commanders were held responsible or accountable. It is still not clear if there will be an open and public investigation. What is known is that 35 high-level political and military leaders, including Maliki, have not paid for the dismal Mosul failure of 2014. Indeed, 11 of those have already fled the country and rumors abound about a cover-up. The Mosul Decision After three years, the Haider al-Abadi government decided to proceed with plans to regain the largest Sunni Arab city in Iraq, and its second largest city overall. The United States extended both technology and advice to the Iraqi military and security forces along with the needed air cover and support, without which the aim of regaining the city would have been very difficult. The complications that previously faced the operation to regain Mosul continue to impact the military and humanitarian situations. The role of the Shiite militia, the People’s Mobilization Forces (PMF), is still perceived with apprehension by the Sunni population of Mosul and the surrounding tribes.
