These makeshift tents sheltered a massive social movement that seemed to have formed almost overnight. The tens of thousands of people camped out in protest were reading newspapers, hold- ing meetings, updating each other on the latest events…and sewing. As far as we could tell, the face of the revolution was a sea of embroidering women, patiently awaiting the resigna- tion of their repressive governor. And we wondered, were these the urban guerrillas decried in the mainstream media? Despite the fact that armed attacks against protesters were organized by the government, it was movement participants who were constantly demonized as violent and menacing in state-run and commercial media. A group of international activists, human rights observ- ers, and volunteers for grassroots organizations, our collective hoped to learn as much as we could—from up close—about the uprising that had taken over a city and captured the attention of the nation. What we saw and lived would transform the way we understood movements for social justice in our own countries and connect us to the people of Oaxaca in ways we had never anticipated. As the movement took hold across the city and beyond, state brutality continued while tactics of organized civil dis- obedience intensified in response. The social movement began to seize government buildings and organize alternative systems of self-governance. By the end of the summer, Oaxacans began to raise barricades in neighborhoods all over the city to defend 15 Teaching Rebellion themselves against attacks organized by the government. Late one Saturday night, we were walking back to the house in the occupied city when we got our first taste of community based self-defense. A fire was lit on our street, and a woman with a flashlight checked all the cars that lined up to pass. We stopped to talk with our neighbors standing guard. While some of the barricades around the city were made of cars, buses, or large stones, the one on our street had a more homemade look: bricks, wooden crates, a broken washing machine, a cardboard cut-out of a cactus that looked like it belonged in a high school play, a plastic skull. Someone brought us coffee and we stayed for awhile chatting—in the midst of their stories and laughter, our neighbors told us that they were prepared to risk their lives for what they believed in. Radio Universidad was on in the background, playing music to keep up the spirits of the people at the barricades. When it was time to head home that night, eight women from the barricade, all armed with baseball bats, escorted us down the street to our house to ensure that we got there safely. Everyone could feel the tension rising. Glued to our radio during the entire month of October, we listened to the calls for peaceful resistance and reinforcement at the barricades under attack. At the end of October, there was an urgent knock at our door in the middle of the night; a friend arrived seeking refuge. He had been forced to run for his life when forty armed men in unmarked vehicles showed up and opened fire at

Corp. www.cognizantcommunication.com OAXACA’S INDIGENOUS GUELAGUETZA FESTIVAL: NOT ALL THAT GLISTENS IS GOLD MICHELLE WHITFORD School of Tourism, University of Queensland, Ipswich, Australia Guelaguetza is one of Mexico’s premiere celebrations of indigenous dance and music. The festival occurs every July in Oaxaca City where it is a premier tourist attraction providing opportunities for socioeconomic growth and development. Yet the festival also creates negative impacts such as commodifi cation and com- mercialization of the festival, which may lead to the bastardization of culture, including loss of indigenous authenticity and exploitation of local resources. Therefore, the purpose of this study was to critically ana- lyze the positive and negative impacts of the 2007 Guelaguetza in order to determine the extent to which the festival focuses on becoming a tourist attraction at the expense of community celebration. A qualitative research design utilizing the case study approach was employed to analyze positive and negative impacts emerging from the real-world context of the 2007 Guelaguetza.

In late August, Interior Secretary Carlos Abascal Carranza agreed to sit down with members of Section 22 of the Sindicato Nacional de Trabajadores de la Educacion (SNTE) to discuss demands for a salary increase. While there was a potential breakthrough on the issue of compensation for the teachers, the SNTE's insistence on the removal of Oaxaca Gov. Ulises Ruiz Ortiz remained a major obstacle in what has become a crisis in the capital city of Oaxaca. Ruiz is a member of the Partido Revolucionario Institucional (PRI), which has governed Oaxaca for several generations. Abascal's decision to enter the talks offers a glimmer of hope for a resolution to the nearly five-month impasse between SNTE members and the Oaxaca state government regarding teachers' salaries.

Introducción as elecciones estatales en lo que va del sexenio han adquirido una im- portancia inusitada con relación a otros tiempos, debido a que han pa- Lsado a formar parte de la estrategia general de los partidos con vistas a la elección presidencial del año 2012. Diversos actores políticos ven el predo- minio priísta y la falta de alternancia en el ejecutivo local de distintos estados como una asignatura pendiente del proceso de transformación democrática del país. El estado de Oaxaca era una pieza relevante del predominio del PRI en la geografía política del país. El estado tiene un lugar importante en las estrategias partidarias, pues la clase política dominante priísta se fracturó tiempo atrás, existe un nivel de mo- vilización social permanente y, su padrón electoral ocupa el décimo lugar en importancia numérica del país, con 2 millones 696 mil 172 ciudadanos.217 Este artículo tiene como objetivo el analizar el proceso electoral de 2010 en el es- tado de Oaxaca, considerando su relevancia en el mosaico político nacional. En donde jugó una función importante las coaliciones que se formaron para disputar la gubernatura del estado. En esta ocasión el contexto era distinto, pues por un lado el predominio del PRI se percibía sólido y por el otro las encuestas animaban la anhelada alternancia en el ejecutivo local. Esta elección significó el fin de la hegemonía priísta en la gubernatura del estado. Después de 65 años se dio un reacomodo de las fuerza políticas locales y su alineamiento con miras a la elección presi- dencial de 2012.

    Síntesis: El 6 de enero de 2005, Abraham Ramírez Vázquez, integrante del Comité por la Defensa de los Derechos Indígenas de Santiago Xanica, denunció ante esta Comisión Nacional presuntas violaciones a los Derechos Humanos en agravio de los habitantes de la comunidad de Santiago Xanica, Oaxaca, relacionados con la presencia de elementos del Ejército Mexicano y de Seguridad Pública del estado en dicha localidad, cuya permanencia les causaba molestia. Los mismos hechos fueron comunicados por el señor Gilberto Canceco Carmona, integrante de Organizaciones Indias por los Derechos Humanos de Oaxaca, mediante escrito del 8 de los mes y año citados. El 27 de enero de 2005, la señora Cristina Hardaga, quien desempeña funciones en el área de Denuncias de la Comisión Mexicana de Defensa y Promoción de los Derechos Humanos, A. C., señaló que el 15 del mes y año citados, dos patrullas de la Policía Preventiva del estado de Oaxaca abrieron fuego en contra de un grupo de 80 indígenas de la comunidad de Santiago Xanica, Oaxaca, resultando gravemente heridos los señores Abraham Ramírez Vázquez, Juventino y Noel García Cruz, quienes fueron detenidos, acusados de haber emboscado a elementos de dicha corporación policiaca y dar muerte a uno de éstos. Integrantes de la Coordinadora Oaxaqueña Magonista Popular Antineoliberal denunciaron los mismos hechos, agregando que a los citados individuos no se les señaló el motivo de su detención, y se les negó el derecho a un traductor, no obstante ser indígenas zapotecos. Aunado a ello, señalaron que el 19 de enero del presente año fue detenido Pedro Luis León Galindo por elementos de la Policía Ministerial del estado, imputándole un delito que no cometió.

Entre los daños que ha causado este grupo de paramilitares se encuentra el del día 7 de agosto del 2008, haciendo la destrucción del palacio municipal de la Paz, el panteón municipal de las comunidad la Paz, como también casas de las comunidades la reforma y Allende, pertenecientes a Chalcatongo de Hidalgo, además la destrucción de 10 casas de habitación y destrucción y saqueo de las aulas de la Escuela primaria bilingüe “Ignacio Allende”, así lo dieron a conocer por medio de un comunicado representantes de bienes comunales de Chalcatongo de Hidalgo. Resulta oportuno mencionar que este municipio es el lugar de origen del Gobernador Ulises Ruiz Ortiz. Donde se cuentan propiedades de sus misma familia, señalan gentes del lugar. The sometimes-violent conflict, which started as a dispute regarding pay raises, has deteriorated into a battle of wills between the Oaxaca-based Section 22 of the SNTE and the administration of Gov. Ulises Ruiz Ortiz, a member of the Partido Revolucionario Institucional (PRI). The SNTE Section 22 represents 70,000 elementary, secondary, and preparatory teachers. The teachers had organized similar protests during the last 26 years, each time gaining few, if any, concessions from successive PRI governments. The protests have varied through the years but have frequently involved a presence in the historic square (Zocalo) in the city of Oaxaca.
