Tesis Program Magister Manajemen Pendiidkan Islam (MPI) Fakultas Ilmu Tarbiyah dan Keguruan (FITK) UIN Syarif Hidayatullah Jakarta. Penelitian ini berawal dari keprihatinan terhadap permasalahan yang berkaitan dengan peserta didik saat ini seperti perilaku-perilaku yang menyimpang atau isu-isu moral dan kurang siapnya peserta didik untuk memasuk usia sekolah. Penelitian ini dilakukan di Raudhatul Athfal Al Makmur Cikarang Utara. Tujuan penelitian ini untuk mengetahui pengelolaan pembelajaran pendidikan anak usia dini dalam membentuk karakter peserta didik. Metode dalam penelitian ini menggunakan pendekatan kualitatif dengan metode analisis deskriptif melalui wawancara langsung dengan kepala sekolah, guru dan orang tua peserta didik, serta hasil dari observasi dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa guru di RA Al Makmur belum maksimal dalam memahami perencanaan pembelajaran, namun perencanaan pembelajaran yang disusun mengandung muatan pendidikan karakter dalam upaya pencapaian visi dan misi serta tujuan sekolah. Pelaksanaan pembelajaran yang dilaksanakan sekolah diintegrasikan dengan nilai-nilai karakter melalui kegiatan terprogram dan kegiatan pembiasaan berupa kegiatan rutin, kegiatan spontan, keteladanan dan pengkondisian demi ketercapaian pembentukkan karakter peserta didik. Evaluasi yang dilaksanakan sekolah berupa penilaian pembelajaran melalui pengamatan, catatan, unjuk kerja, hasil karya dan penilaian akhir semester yang berbentuk raport/laporan perkembangan peserta didik. Pengelolaan pembelajaran yang dilaksanakan mengintegrasikan nilai- nilai karakter berupa: religius, disiplin, mandiri, tanggung jawab, jujur, hormat dan santun, kemampuan bersosialisasi, peduli lingkungan, keadilan, percaya diri, kreatif, kerja keras dan pantang menyerah, cinta tanah air, toleransi dan persatuan. This research begins with concerns about problems related to current students such as deviant behaviors or moral issues and students' lack of readiness to enter school age. This research was conducted at Raudhatul Athfal Al Makmur North Cikarang. The purpose of this study was to determine the management of early childhood education learning in shaping the character of students. The method in this study uses a qualitative approach with descriptive analysis method through direct interviews with principals, teachers and parents of students, as well as the results of observations and documentation studies. The results of this study indicate that the teachers at RA Al Makmur have not been maximized in understanding learning planning, but the prepared learning plans contain the content of character education in an effort to achieve the vision and mission and goals of the school. The learning activities carried out by the school are integrated with the character values through programmed activities and habituation activities in the form of routine activities, spontaneous activities, examples and conditioning for the achievement of character formation. Evaluations conducted by schools in the form of learning assessments through observation, notes, performance, work and final semester assessment in the form of report cards / student development reports. The management of learning carried out integrates character values in the form of: religious, disciplined, independent, responsibility, honest, respectful and polite, ability to socialize, care for the environment, justice, confidence, creative, hard work and never give up, love the motherland, tolerance and unity. Keywords: Learning, Character Education, Early Childhood. ii الملخص اﻻسم نور الرؤوفة ، تسجيل الطالب رقم 21170181000009: "إدارة التعلم في مرحلة الطفولة المبكرة في تشكيل شخصية الطﻻب في روضة اﻷطفال المكور شمال سيكارانغ )من منظور إدارة المناهج"( ، برنامج إدارة التربية اﻹسﻻمية ، كلية التربية وتدريب المعلمين. جامعة سياريف هداية هللا اﻹسﻻمية بجاكرتا. يبدأ هذا البحث بمخاوف بشأن المشكﻻت المتعلقة بالطﻻب الحاليين مثل السلوكيات المنحرفة أو القضايا اﻷخﻻقية وعدم استعداد الطﻻب لدخول سن المدرسة. تم إجراء هذا البحث في روضة اﻷطفال المكور شمال سيكارانج ، وكان الغرض من هذه الدراسة هو تحديد إدارة التعليم في مرحلة الطفولة المبكرة في تشكيل شخصية الطﻻب. الطﻻب ، وكذلك نتائج المﻻحظات ودراسات التوثيق. تشير نتائج هذه الدراسة إلى أن المعلمين في روضة اﻷطفال المكمل لم يتم تعظيمهم في فهم تخطيط التعلم ، ولكن خطط التعلم التي تم إعدادها تحتوي على محتوى تعليم الشخصية في محاولة لتحقيق الرؤية والرسالة وأهداف المدرسة. تتكامل أنشطة التعلم التي تقوم بها المدرسة مع قيم الشخصية من خﻻل اﻷنشطة المبرمجة وأنشطة التعود على شكل أنشطة روتينية وأنشطة عفوية وأمثلة وتكييف لتحقيق تكوين الشخصية. التقييمات التي تجريها المدارس في شكل تقييمات التعلم من iii خﻻل المﻻحظة والمﻻحظات واﻷداء والعمل وتقييم الفصل الدراسي النهائي في شكل بطاقات تقرير / تقارير تطوير الطﻻب. تدمج إدارة التعلم المنفذة قيم الشخصية في شكل: دينية ، منضبطة ، مستقلة ، مسؤولية ، صادقة ، محترمة ومهذبة ، القدرة على اﻻختﻻط باﻵخرين ، رعاية البيئة ، العدالة ، الثقة بالنفس ، اﻹبداع ، العمل الجاد وعدم اﻻستسﻻم أبًدا ، حب الوطن اﻷم ، التسامح والوحدة.. الكلمات المفتاحية: التعلم ، تعليم الشخصية ، الطفولة المبكرة. iv KATA PENGANTAR Bismillaahirrahmaanirraahiim Alhamdulillah, segala puji syukur penulis panjatkan ke hadirat Allah S.W.T, yang telah memberikan rahmat dan karunia-Nya kepada penulis sehingga penulis mendapatkan hidayah dan kemudahan dalam menyelesaikan tesis ini. This approach is used because it is in accordance with the aim of research, which is to know the role of the economic growth factors to the GDP and to know the rate of economic growth from 2004 to 2013 in the West Pantura (northern coastal) areas of Central Java. From the estimation, it is known that the economic growth factor of human resource is the one that influence the GDP ipm with coefficient of 0.199316 percent, followed by the labor factor with coefficient of 0.165086 percent, an investment of 0.0013066 percent and the government expenditure with coefficient of minus 0.019731 percent. However, the General Allocation Funds does not have much influence on the economic growth, only at 0.009572 percent. Whereas, the agglomeration has no influence on the role of the GDP and on the economic growth in the West Pantura areas of Central Java.

The project of natural gas exploration inflicts sufferings on the population living in the area of Mount Slamet at Banyumas Regency. This paper examines how the media coverage relating to the environmental crime signals of the geothermal exploration activities in Baturaden, creates a moral panic in the area. This study establishes the signals of environmental crime that contributes to the emergence of moral panic in the society. It also discusses the moral panic of the public manifestation as a response to a significant social anxiety. A qualitative approach is used in this study. This study reveals that the existence of public moral panic towards the activities of natural gas exploration in Mount Slamet results in the development of an environmental crime signal and the emergence of moral panic. This moral panic triggers various events and social reactions which call for the enforcement of legislation against the performers of environmental crimes. 1 Introduction and Literature Review Mount Slamet is the highest mountain in Central Java; it is encircled by five districts in Indonesia (namely Banyumas, Purbalingga, Pemalang, Tegal and Brebes). The southern slope of Mount Slamet (which belongs to the administrative area of Banyumas Regency) is a protected and well-maintained ecosystem with green trees and wide diversity of protected animals. Mount Slamet is a major source of water for the Banyumas Regency because it has big rivers such as Banjaran, Gumawang and Logawa.

Such high imbalance in a region is not positive, but indeed it is a big problem that must be solved soon by the government of Central Java Province. One appropriate effort is the acceleration of balance through adding the growth pole area. This research has several objectives among others are: 1) identifying the growth pole regions existing in Central Java Province, 2) determining the new growth pole regions in Central Java Province. This research applies the quantitative and qualitative analyses using the primary and secondary data source. The analysis uses Klassen typology, Balassa index, Scalogram, Human Development index, and overlay. The findings of this research is the regions in Central Java Province that are categorized as the old growth pole regions are Semarang City, Pekalongan City, Cilacap Regency, Karanganyar Regency, Magelang Regency, Surakarta City, and Salatiga City.
