Implementation Status Overview The progress towards meeting the development objective and the implementation progress by the closing date are both Moderately Satisfactory. Since last supervision in November 2013, progress was made both in the implementation and the disbursement and restructuring. The implementation of the two newly added, Kangping and Lingyuan subproject, and other three current subprojects, Yangjiazhangzi, Nanfen, and Benxi Steel are all moving forward on track. For Kangping, there are two contracts, one for civil works, pipeline procurement and installation, ninety percent is completed, and the other one is equipment, substation Public Disclosure Copy procurement and installation, the bidding evaluation is completed and contract will be signed in late May. For Lingyuan, there are five contracts. All the bidding documents were prepared in Chinese and were under review by consulting company. All the other current subprojects are performing well both in terms of heating service and emission reduction, and demonstration of building level substation and heat meters. The disbursement rate increased to 38.25% compared to 37.14% during the last supervision mission. The disbursement rate is expected to reach 47% by end of May, since US$ 10 million is under processing in Provincial Financial Bureau and will be disbursed soon. The first restructuring was approved by the Board on January 10, 2014. The content of the restructuring are: (i) cancelling the five subprojects: Benxi (Central Heating Supply), Fushun (Power Plant Heating Network Expansion), Haicheng (Central Heating Supply), Northern Yingkou (Central Heating Supply), and Urban Natural Gas Infrastructure in the Loan Agreement (and changing the Development Objective to reflect the drop of Urban Natural Gas Infrastructure subproject); (ii) adding two new subprojects, Kangping and Lingyuan; and (iii) extending the project closing date by one year. The request for a second restructuring, bringing in two more new subprojects, Chaoyang central heating project and Yixian central heating project, plus another one year closing date extension to accommodate the construction of the two new subprojects, has been submitted to the Ministry of Finance. For Chaoyang project, the design institute has already completed design of project and will complete the bidding documents for 4 contracts by end of May. While for Yixian project, the Chinese version of the bidding documents are under preparation and will to be submitted to the Bank for NOL late June . With the second restructuring, assuming the targets of Chaoyang and Yixian can be achieved, it is expected that the energy consumption indicators of the project development target can be largely achieved.
