Res. 57(2): 319-332, 2014. Abstract. The paper provides an historical overview of the gradual but erratic evolution of collective forest rights in the People’s Republic of China. For- est tenure rights have been subject to numerous changes since the establish- ment of People’s Republic in 1949. In the most recent decades, use rights for forests have been transferred from collective to individual household-based with the intent to provide benefits to forest farmers. The implementation of the intended reforms has varied considerably from one province to another, with the majority of reform efforts originating in the southern provinces. This article looks at the major effort undertaken in Northeast China. The Fushun collective forest rights reform was analyzed using data obtained through field investigation by the Fushun Forestry Bureau. Initial effects of reform in terms of modes of rights assignment and farmer motivations to conduct forest management activities, as well as farmers’ income and financing conditions, are discussed. Remaining significant challenges are also briefly considered. Keywords Northeast China, collective forests, forest land tenure, forest use rights, Fushun City. Authors.

In this paper, we evaluated the sustainability of the 14 cities in Liaoning, China, from 2015 to 2017. Based on the comprehensive consideration of the interactions among the social, economic and environmental systems, the traditional evaluation indicator system is refined. We incorporate the attitude of decision makers into the evaluation model and propose an objective weighting method by considering data distribution to objectively guide the cities to develop towards the established goals. The empirical research results show that cities located in eastern Liaoning performed the best and in western Liaoning performed the worst. The performances of the 14 cities in Liaoning were not perfect. Both the evaluation values and growth rates of 7 cities (accounting for 50.00%) were lower than the overall average level. The evaluation values of the three systems of the 14 cities were not balanced. The evaluation values of the social, economic and environmental systems fluctuated within the range of [0.0159, 0.0346], [0.0151, 0.0677] and [0.0123, 0.0483], respectively.

  • Study on the Economic Competitiveness
6th International Conference on Management, Education, Information and Control (MEICI 2016) Study on the Economic Competitiveness Evaluation of Coastal Counties: Example as Liaoning Province Qiang Mao School of Management, Bohai University, Jinzhou 121013, China. [email protected] Keywords: Economic competitiveness; Competitiveness evaluation; Coastal counties Abstract. The competitiveness of coastal county is an important area of study on regional competitiveness, and evaluation study on county economy is important basis and foundation to improve the competitiveness of coastal county economy. Based on a brief description of literature review, a method based on stakeholders’ perspective is proposed to solve the competitiveness evaluation problem. In addition, the effectiveness of the proposed method is illustrated by the example as Liaoning province. Finally, some countermeasures are proposed to promote coastal county economy according the evaluation result and characteristics. Introduction Due to convenient transportation conditions for international trade, coastal counties get prosperity for trading with the world and will be easy to form manufacturing bases for processing trade. Many scholars are attracted to the research of economic competitiveness evaluation for its widely application background. Liu(2013) established evaluation index system of county economy for Tangshan, and proposed a method for county economy evaluation based on factor analysis [1]. He(2014) designed evaluation index system based on the perspective of economy development demand in county level, and analyzed the supporting ability of science and technology in Anhui by means of analytic hierarchy process(AHP) [2].Above mentioned methods have each superiority, but evaluation results rely too much on experts’ preference. Evaluation objects are considered as passive objects in the above evaluation problems, while evaluation objects always have more complete evaluation information.

ZHOU 1* 1 Department of Epidemiology, School of Public Health, China Medical University, Shenyang, PR China 2 Liaoning Provincial Centre for Disease Control and Prevention, Shenyang, PR China 3 Shenyang Municipal Centre for Disease Control and Prevention, Shenyang, PR China (Accepted 23 March 2009; first published online 27 April 2009) SUMMARY We obtained a list of all reported cases of haemorrhagic fever with renal syndrome (HFRS) in Shenyang, China, during 1990–2003, and used GIS-based scan statistics to determine the distribution of HFRS cases and to identify key areas and periods for future risk-factor research. Spatial cluster analysis suggested three areas were at increased risk for HFRS. Temporal cluster analysis suggested one period was at increased risk for HFRS. Space–time cluster analysis suggested six areas from 1995 to 1996 and four areas from 1998 to 2003 were at increased risk for HFRS. We also discussed the likely reasons for these clusters. We conclude that GIS-based scan statistics may provide an opportunity to classify the epidemic situation of HFRS, and we can pursue future investigations to study the likely factors responsible for the increased disease risk based on the classification. Key words: Cluster analysis, geographical information system, HFRS. INTRODUCTION understanding of the spatial, temporal and space– time distribution patterns of HFRS would help in Haemorrhagic fever with renal syndrome (HFRS) is a identifying areas and periods at high risk, and might zoonosis caused by Hantaviruses from the family be very useful in surveillance of HFRS, discovering Bunyaviridae.
