    6th International Conference on Management, Education, Information and Control (MEICI 2016) Study on the Economic Competitiveness Evaluation of Coastal Counties: Example as Liaoning Province Qiang Mao School of Management, Bohai University, Jinzhou 121013, China. [email protected] Keywords: Economic competitiveness; Competitiveness evaluation; Coastal counties Abstract. The competitiveness of coastal county is an important area of study on regional competitiveness, and evaluation study on county economy is important basis and foundation to improve the competitiveness of coastal county economy. Based on a brief description of literature review, a method based on stakeholders’ perspective is proposed to solve the competitiveness evaluation problem. In addition, the effectiveness of the proposed method is illustrated by the example as Liaoning province. Finally, some countermeasures are proposed to promote coastal county economy according the evaluation result and characteristics. Introduction Due to convenient transportation conditions for international trade, coastal counties get prosperity for trading with the world and will be easy to form manufacturing bases for processing trade. Many scholars are attracted to the research of economic competitiveness evaluation for its widely application background. Liu(2013) established evaluation index system of county economy for Tangshan, and proposed a method for county economy evaluation based on factor analysis [1]. He(2014) designed evaluation index system based on the perspective of economy development demand in county level, and analyzed the supporting ability of science and technology in Anhui by means of analytic hierarchy process(AHP) [2].Above mentioned methods have each superiority, but evaluation results rely too much on experts’ preference. Evaluation objects are considered as passive objects in the above evaluation problems, while evaluation objects always have more complete evaluation information.

Finally, some development proposals are proposed to promote coastal counties economy according to the evaluation result and characteristics. He (2014) designed evaluation index system based on the perspective of economy development demand in county level, and analyzed the supporting ability of science and technology in Anhui by means of analytic hierarchy process(AHP) [2]. Luo et al. proposed a method to evaluate the level of economic development of counties in Liaoning province based on entropy TOPSIS method. They took 44 counties of Liaoning province as research objects, and the evaluation index system was established from three aspects: economic development, people’s living and investment consumption.

Analysis of human living environmental quality of Shenyang-Dalian urban agglomerations has important theoretical and practical significance in rapid development region. A lot of investigations have been carried for Shenyang-Dalian urban agglomerations, including 38 counties. Based on the carrying capacity of resources, natural and socioeconomic environmental factors and regional changes of human living environmental evaluation are analyzed with the application of geographic information systems (GIS) software. By using principal component analysis (PCA) model and natural breaks classification (NBC) method, the evaluation results are divided into five categories. The results show thatuman theh living environmental evaluation (HLEE) indexes of Dalian, Shenyang, and Liaoyang are higher than other counties. Among these counties, the human living environmental evaluation (HLEE) indexes of coastal counties are significantly higher than inland counties. The range of the human living environmental evaluation index in most of the study area is at III, IV,and V levels, accounting for 80.01%.

Leoben, September 2012 David Misch Abstract The talc deposits of China are world class concerning size and quality of mineralization. The largest deposit of China is located near the village of Mafeng in the Eastern Liaoning Province (Fanjiabauzi). Mineralizations of talc occur in Early Proterozoic Mg-rich carbonates. The region also hosts some of the world’s largest magnesite deposits. Talc from Fanjiabauzi is remarkably pure and shows only minor impurities compared to other deposit types, especially compared to alpine talc deposits. Genesis of talc and host rock was heavily discussed in the past, new data concerning rock chemistry, isotopic composition and composition of fluid inclusions strengthens the widespread thesis of primary magnesite formation in an Early Proterozoic, shallow marine or lagoonal environment with significant freshwater influence. Later multiple deformation events formed large, high-quality magnesite marble deposits along an E-W-trending belt in the Eastern Liaoning Province. The age of hydrothermal talc formation responsible for the high-quality talc deposit of Fanjiabauzi remains unclear, as the deformation history in the region is very complex. Multiple deposit forming processes occurred in several mineralization periods throughout the geologic history from the Early Proterozoic until the young Himalayan orogenic event.

The way of economic growth will be changed totally and GDP will be doubled comparing with the growth in 2000. Up to 2020, Shenyang, Dalian and Anshan will achieve basic modernization in 2020. Guiding Ideology The Development is still the main point and the reform must be continued. The relationship between reform, development and stability should be coordinated well. Institutional and technical innovation is always emphasized. The living standard of people is tried to be improved. The healthy, sustainable and coordinative development of social economy should be ensured. Overall Strategy The development is the main subject and the economic restructuring is one important line. The reform and scientific development will provide good foundation for improving the living standard of people. The government will support the development of education and scientific research and try to achieve sustainable development in order to promote the overall social economic development and keep the stability of the society. One Main Subject Development is the main subject. The government will focus on promoting the healthy and sustainable development of economy and try to improve the socialism market economic structure further.

These laws have mostly been investigated independently and are often perceived as disassociated matters. Here we present a large scale investigation about the connection between these two laws using population and GDP data from almost five thousand consistently-defined cities in 96 countries. We empirically demonstrate that both laws are tied to each other and derive an expression relating the urban scaling and Zipf exponents. This expression captures the average tendency of the empirical relation between both exponents, and simulations yield very similar results to the real data after accounting for random variations. We find that while the vast majority of countries exhibit increasing returns to scale of urban GDP, this effect is less pronounced in countries with fewer small cities and more metropolises (small Zipf exponent) than in countries with a more uneven number of small and large cities (large Zipf exponent).
