At last, to a little girl named ‘Climate’, don’t ever Change. iii Abstract The study focuses on two types of community forest, village forest and customary forest - using qualitative case study from two villages namely Lubuk Beringin and Guguk in Jambi Province. The findings show that village forest management in Lubuk Beringin is mainly by village officials, while the customary forest, Guguk, host a self- determined customary community that pay attention to the representativeness of sub- clans within the forest management. The schemes nowadays are mainly self-supported by the people as the facilitation assistance given to the villages was primarily limited to the period until forest managing permit was obtained. The study identifies three main actors at the village level, namely Warsi (Indonesian Conservation Community, KKI-Warsi), forest managing groups, and the villagers. The relations between these actors are analyzed using the ‘Actor-Centered Power concept’. Warsi is shown to be the driving force in the adoption of both the village forest and customary forest schemes. The study of power relations between these three groups shows that trust, incentives and coercion are all relevant to different extents. The collection of children's stories is a medium of communication with children to stimulate children’s imagination and develops a positive attitude towards their social environments; parents, teachers, brothers, sisters and their friends as instilling ethical values as the character of the Indonesian nation. Thus children's literature will provide an aesthetic experience of Jambinese local wisdom, language and culture and will stimulate intellectual and emotional responses for children through imagination in accordance with their age.     Pelestarian Harimau Sumatera Kerinci-Seblat Kerinci Seblat Sumatran Tiger Protection & Conservation Interim Report on activities conducted with the support of Wildcats Conservation Alliance and Dreamworld Conservation Funding February-July 2018 by Fauna & Flora International Summary of activities and results to date The project purpose is to secure the effective conservation of Sumatran tiger through reduced threat in a national park that forms the protected core (1.38 million hectares) of the globally important Kerinci Tiger Conservation Landscape . Six Tiger Protection & Conservation Units were active and conducted a total of 57 SMART patrols across a total walking distance of 878Km (546 miles) using GPS Waypoint. Distance walked and the number of patrols was lower than planned, primarily due to an increase in human-tiger conflicts recorded and habitat law enforcement actions with three patrols aborted due to (5) chainsaw seizures. Patrol deployment and coverage in the east of the national park was also impacted by management capacity with the Jambi TPCU coordinator on Academic Leave taking a Master’s degree with no suitable ‘stand-in’ identified. A total of 46 individual Sumatran tiger presence records were made with Frequency of Encounter improving, park-wide, for the second year running, to 1 tiger per 19Km (11.8 miles) walked compared with 1 tiger per 20.1Km (12.5 miles) in the same months of 2017 and 1-20.8Km (12.9 miles) in 2016. Active poaching threat to tiger reduced for the second year running with just one active tiger snare recorded on an information-led TPCU patrol compared with five in the same months of 2017 and 35 in the same six months of 2016.

    Strategic Engagement and Dynamic Adaptation: Customary Forest Management in Kerinci, Central Sumatra, Indonesia H. Hartanto, H. Rangan, C. Thorburn, and C. Kull 1 The ability of communities to use and manage forests and other natural resources in a sustainable manner has received much interest from various scholars, policy- makers, donor agencies, and non-government organisations. With regards to the management of forests and natural resources by customary communities in Indonesia, there are two opposing views of the customary institutions, or adat , and management practices. Some perceive adat institutions and management practices as weak, inert, and incapable of responding to changing economic and social conditions. Others see adat institutions as politically dynamic and innovative in their response to changing circumstances. This paper examines the strategies and processes used by adat leaders in Kerinci, Central Sumatra, to adapt and transform their customary forest institutions in response to the national government’s policies for increased forest conservation. These policies were instituted by the creation of the Kerinci-Seblat National Park, accompanied by regulations defining forest areas and controlling people’s access to natural resources within the park and the buffer zone. Drawing on key concepts in legal pluralism, institutional change, and theories of power, the paper illustrates the ways in which the adat leaders reshaped adat institutions and engaged with powerful external actors to claim authority and management rights over the forests. The conclusions point to need for policy- makers, scholars, and practitioners to move beyond typecasting adat institutions and focus instead on the strategic ways in which adat leaders and communities engage with local governments and external actors to redefine both customary and formal institutions of forest control and management.

This study conducted face to face interviews from June ?? to July 2018 of hundred respondents from two districts on their perspectives of IGM. The result found that two villages (Baru and Tiga Alur) were severely affected by the IGM activities. Most of the excavated lands were ex-rice fields owned by the residents who thought the IGM more profitable than farming. This study revealed that the agricultural production cost is more than double since the IGM existed in the area so that less household income received. It also found people in the districts are suffering from skin infections, acute respiratory infection (ISPA), smallpox, asthma, and cough. The sample analysis demonstrated water from Batanghari River, and Merangin River contained a low level of mercury, but it may intensify if the IGM is persisted in the area and cause a more significant impact on health.

    Pelestarian Harimau Sumatera Kerinci-Seblat Kerinci Seblat Sumatran Tiger Protection & Conservation Report on activities conducted with the support of 21st Century Tiger and Dreamworld Conservation Fund February 2017 - January 2018 by Fauna & Flora International Summary of activities and results The project purpose was to secure the effective protection and conservation of Sumatran tigers through actions to address and reduce direct and indirect threat to tigers in and adjoining a national park that forms the protected core (1.38 million hectares) of a globally important (Level 1) Tiger Conservation Landscape Six Tiger Protection & Conservation Units (TPCU), operating from base camps to the east and west of the national park conducted a total of 116 SMART patrols in and adjoining the protected area across a total walking distance of 1851 km (1150 miles). A total of 85 tiger presence records were made on these patrols with patrol Effort to record tiger presence increasing, fractionally, park-wide but reducing, in the core area of the park to 1 tiger per 3.9 patrol days compared with 1-4.79 days in the same months of 2016-2017. A very substantial fall in poaching threat to Sumatran tiger was recorded with a total of only nine active tiger snares recorded on five TPCU patrols compared with 48 snares on 15 patrols in the preceding 12 months and poaching threat detected falling to levels last recorded in 2008 with active threat recorded on only 4% of all patrols (13% in 2016-2017, 2015-16 - 10% 2014-15- 16%). The number of SMART patrols conducted and distance walked was the lowest for three years primarily due to the number of high priority investigations and subsequent wildlife law enforcement actions conducted.

    DOMINIK BONATZ, JOHN DAVID NEIDEL AND MAI LIN TJOA-BONATZ The megalithic complex of highland Jambi An archaeological perspective Introduction The highlands of Sumatra remain one of the most neglected regions of insu- lar Southeast Asia in terms of history and archaeology. No comprehensive research program incorporating both a survey and excavations within a defined geographical or environmental zone has been carried out there since Van der Hoop (1932) conducted his study of the megaliths on the Pasemah plateau in the 1930s. Meanwhile, Van der Hoop’s investigations and several other archaeological research activities at places such as northwest Lampung (McKinnon 1993), Pasemah (Sukendar and Sukidjo 1983-84; Caldwell 1997; Kusumawati and Sukendar 2000), Kerinci (Laporan 1995a, 1996a), and the Minangkabau heartland (Miksic 1986, 1987, 2004) have placed special empha- sis on the megalithic remains. As a result, the megaliths are by far the best- known archaeological attraction of the Sumatran highlands. The morphological diversity of the stone sculptures in this vast and remote region suggests the existence of different cultural units in the prehistory of dominik bonatz is Professor at Free University Berlin, Chair of Ancient Near Eastern Ar- chaeology, and holds a PhD from the same university. Most of the more prominent essays (Wolters 1982; Wheatley 1983; Higham 1989; Hagesteijn 1989) have focused largely or exclusively upon the first states of the mainland. The maritime region has been less well served, due partly to the paucity and intractability of the data, and partly to the fact that most scholars dealing with the early history of the maritime region are still struggling to produce adequate descriptions of the states of the later first millennium A.D., well after the first states were founded. Although a number of studies have dealt in passing with aspects of the question, and others have focused upon the earliest states in limited portions of the region, no overview of the ideas concerning state formation in the region has yet been produced. This essay represents a preliminary attempt to redress the balance between the maritime and mainland portions of Southeast Asia, by providing a brief survey of some of the views, assumptions and models that have arisen in literature on the early history of the maritime region, and by reviewing the data - some very recently published - available for the study of the late prehistoric and early historic periods in the area.

    Pelestarian Harimau Sumatera Kerinci Seblat Kerinci Seblat Sumatran Tiger Protection & Conservation Progress R eport January-June 2007 Balai Taman National Kerinci Seblat Fauna & Flora International œ Indonesia Programme Summary The primary purpose is to conduct an effective and sustainable species protection and conservation programme focused on Sumatran tigers in a World Heritage Site National Park. Six Tiger Protection and Conservation Units were active during the reporting period, conducting field patrols, conflict resolution activities and investigations into suspected wildlife crime incidents in four provinces around Kerinci-Seblat National Park. Ranger units walked a total patrol distance of 956 Km in the course of a total of 37 field patrols in and bordering Kerinci-Seblat National Park forests and made a total of 32 tiger presence records. Park-wide, frequency of tiger encounter increased from one tiger record per 33.3Kms in 2006 to one tiger per 29.8 Km walked in the first six months of 2007. Not fewer than three breeding records were made. Investigations into suspected poaching and trafficking incidents were conducted in three provinces around the national park although with the primary focus on trafficking in Jambi and Bengkulu provinces. Two men – one a significant tiger dealer - arrested two separate law enforcement operations in late 2006 received custodial sentences. The prosecution case against an army officer and suspected elephant poacher arrested in a joint operation with police in Kerinci district in April is proceeding through the military courts system. Teams conducted interventions in a total of 10 different cases of human- wildlife conflict involving, in addition to Sumatran tiger, Sumatran elephant, Sumatran clouded leopard, Asiatic golden cat, Malay sun bear and Sumatran leopard cat.
