REPORT OF THE NCAA DIVISION I FOOTBALL OVERSIGHT COMMITTEE DECEMBER 10, 2020, VIDEOCONFERENCE
INFORMATIONAL ITEMS.
1. Review of NCAA Division I Council-Governance Proposal No. 2020-11. The NCAA Division I Football Oversight Committee provided its feedback to the NCAA Division I Legislative Committee on Proposal No. 2020-11. The Football Oversight Committee supports the adoption of the proposal and noted strong concerns about the potential impact on a school's NCAA Division I Academic Performance Rate (APR) and about the tampering the proposal may encourage. The Football Oversight Committee recommended that any tampering violation be considered a Level I violation and that the NCAA Division I Committee on Academics continue to evaluate likelihood and significance of any unintended APR impact.
2. Review of Football Oversight Committee's December 3 Report. The Football Oversight Committee reviewed and approved its December 3, 2020, videoconference report.
3. Issues Impacting COVID-19.
a. Timing of Final Date for Football Bowl Subdivision (FBS) Regular Season Contests. The Football Oversight Committee agreed that relief from the end of playing season legislation (NCAA Bylaw 17.11.4) may be provided to allow an FBS program to participate in one contest after December 19 in some circumstances. The Football Oversight Committee supports relief being provided on a case-by-case basis to replace a conference affiliated (or, for an independent institution a contracted) postseason bowl contest that was cancelled for the 2020- 21 fall season due to the impact of COVID-19 provided the additional contest is between members of conferences affiliated with (or, for an independent institution, contracted with) a cancelled postseason bowl game, the participating schools are not members of the same conference, neither school exceeds its maximum football contest limit for the 2020-21 season, the contest is scheduled to be conducted not later than Thursday, December 31, and that the request for relief is submitted to the NCAA academic and membership affairs staff through the NCAA Requests/Self- Reports Online Case Management System not later than the close of business on Monday, December 21. The Football Oversight Committee noted that institutions should be permitted to provide their student-athletes transportation home from the site of the contest and did not support any waiver of the awards legislation.
b. Impact of COVID-19 Season of Competition Relief. Chris Howard, director of NCAA enforcement, provided an update to the Football Oversight Committee on the impact of the extension of eligibility on the National Football League draft process. Additionally, it was noted that the NCAA Division I Football Championship season will be played in spring 2021, which overlaps with the draft process. application of the current legislation prohibiting a football student-athlete to engage in a professional tryout. The Football Oversight Committee agreed to continue its discussion, including a discussion of the impact on NCAA Football Championship Subdivision (FCS) football student-athletes considering entering the NFL draft, during its next meeting.
c. Review of Southeastern Conference Financial Aid Recommendation. The Football Oversight Committee reviewed a recommendation to extend the previous NCAA Division I Council action that would allow an institution to exempt aid from a student-athlete in their final year who received a COVID-19 eligibility final year of eligibility from being counted towards team limits. The Football Oversight Committee recommends that Council oppose the recommendation.
4. NCAA Division I Football Student-Athlete Connection Group Update. Mark Alnutt was appointed as the liaison for the Football Student-Athlete Connection Group.
5. NCAA Division I Football Competition Committee Appointment. Troy Dannen was appointed as one of the Football Oversight Committee's representatives to the Football Competition Committee.
6. Postseason Bowl Update. The Football Oversight Committee received an update regarding the process for drug testing during the College Football Playoff. The NCAA Committee on Competitive Safeguards and Medical Aspects of Sport supported the concept of testing in conjunction with the College Football Playoff in a similar manner to NCAA Championship testing; but believes the timing of the proposal, when coupled with the logistical challenges of testing and access during the current pandemic environment, would make it very difficult to implement as part of the impending playoff season. The staff will continue to update the Football Oversight Committee as appropriate.
