En primer lugar, la celebración de un encuentro científico en el que diferentes especialistas debatieron sobre la transición imperial vivida en Filipi- nas en el filo entre los siglos xix y xx, y cómo, entre esos dos impe- rios, el español y el americano, la nación filipina luchó por definir un lugar propio. Y en segundo lugar, la reelaboración por parte de los autores de sus contribuciones hasta convertirlas en los textos que aquí se presentan. Ambos procesos se analizan a continuación en esta intro- ducción. Filipinas en el contexto de las dinámicas coloniales María Dolores Elizalde Pérez-Grueso Instituto de Historia, Centro de Ciencias Humanas y Sociales, CSIC1 El cómo y el porqué de los encuentros científicos España-Filipinas Esta obra nace de la colaboración entre Casa Asia, el Consejo Supe- rior de Investigaciones Científicas (CSIC) y la Universitat Pompeu Fabra. Es resultado del segundo encuentro científico que se celebra de forma paralela a la Tribuna España-Filipinas, un foro político, econó- mico, cultural y académico que reúne anualmente a representantes de los dos países, con objeto de promover la colaboración y el intercam- bio entre las sociedades civiles de ambas naciones, alternándose la sede entre ciudades de España y de Filipinas. En esta ocasión, se tra- taba de la V Tribuna España-Filipinas, que se celebró en Barcelona en febrero de 2010. Por esta razón el encuentro tuvo lugar en la Univer- sitat Pompeu Fabra, sita en esta misma ciudad y que cuenta con una unidad asociada al CSIC, creada para desarrollar conjuntamente in- vestigaciones sobre Asia y el Pacífico. La idea de celebrar reuniones académicas de forma paralela a la Tribuna fue una iniciativa que partió de Casa Asia, siempre compro- metida con la promoción del conocimiento y el encuentro entre Espa- ña y Filipinas. Tras unos años de estrecha colaboración informal, en el año 2006 Casa Asia propuso al CSIC la firma de un convenio de cola- boración entre las dos instituciones, orientado a potenciar el conoci- miento de Filipinas en España, en el cual se desarrollaran investiga- ciones históricas y estudios sobre la realidad actual de aquel país 1. Este trabajo se realiza dentro del proyecto «Imperios, Naciones y Ciudadanos en Asia y el Pacífico» (HAR 2009-14099-CO2-02). El CSIC aceptó la pro- puesta con entusiasmo y, cinco años después, nos satisface poder decir que tal colaboración es una dinámica viva y productiva. En ese marco, cada vez que se celebra una Tribuna España-Filipi- nas en nuestro país, Casa Asia y el CSIC convocan un encuentro cientí- fico que reúne a especialistas en la historia de Filipinas, y en las relacio- nes entre España y Filipinas, para plantear juntos distintas reflexiones sobre realidades que unieron a los dos países y que influyeron en la forja y evolución de ambas naciones. Estos encuentros se han converti- do en una ocasión para conocer las respectivas preocupaciones, las di- versas perspectivas e interpretaciones ante los hechos, las lecturas y fuentes dispares que utilizan las diferentes historiografías. Ofrecen tam- bién la oportunidad de conocernos de cerca, debatir, contrastar y, sobre todo, acercarnos. Después de esos encuentros es más fácil comprender- nos, colaborar y complementarnos.

LXXI, núm. 239, septiembre-diciembre, págs. 741-762, ISSN: 0018-2141 RECLUTAR CACIQUES: LA SELECCIÓN DE LAS ELITES COLONIALES FILIPINAS A FINALES DEL SIGLO XIX* JUAN ANTONIO INAREJOS MUÑOZ * CSIC RESUMEN: A partir de un estudio de microhistoria, centrado en el examen de unas elecciones locales en una principalía indígena filipina a finales del siglo XIX, en el artículo se rastrean los mecanismos de representación y el ejercicio del poder local en Filipinas du- rante la dominación colonial española. Dentro del armazón político-administrativo implantado en el archipiélago asiático, el eslabón municipal fue uno de los escasos es- pacios de poder tangibles para las élites indígenas. Seleccionadas por las autoridades coloniales en función de criterios políticos, económicos y religiosos, las clases dirigentes locales desempeñaron un papel ineludible en las resistencias y lealtades que despertó el gobierno de la metrópoli en las posesiones orientales. Estos aspectos constituyen las prin- cipales líneas de estudio de un análisis concebido en clave comparativa con los meca- nismos ensayados en la península en torno al acceso y control del poder local. El des- broce de sus analogías y disimilitudes ocupa un lugar central junto al escudriñamiento de la estrategia desplegada por el Estado dentro de las luchas de poder entabladas en- tre las élites insulares, sus causas y sus consecuencias. Box 1346 Ann Arbor, Ml 48106- 1346 ABSTRACT Unlike communist parties elsewhere in Asia, the Partido Komunista sa Pilipinas (PKP) was constituted almost entirely by acti­ vists from the working class. Radical intellectuals, professionals and other middle class elements were conspicuously absent. More parti­ cularly, the PKP was rooted In the Manila labour movement and, to a lesser extent, in the peasant movement of Central Luzon. This study explores these origins and then examines the character, outlook and performance of the Party in the first three years of its existence (1930-33). Socialist ideas began to circulate during the early 1900s, but were not given durable organisational expression until 1922, when a Workers’ Party was formed. Led by cadres from the country's principal labour federation, the Congreso Obrero, this party aligned its policies increasingly with those of the Comintern.
