FAROQHI Istanbul Bilgi University KATE FLEET University of Cambridge CAMBRIDGE UNIVERSITY PRESS 13 The visual arts c;:iGDEM KAFESciOGLU Visual articulations of an imperial identity, as well as its dynamic encounters and reformulations beyond the imperial locus, constitute a unifying thread through the century and a half that is examined in this survey. Between the 1450S and the turn of the seventeenth century, the agents of - and the media in which - such articulation occurred changed considerably. Scholarship on Ottoman visual arts has tended to prioritise the "classical era", particularly the second half of the sixteenth century. The progressive and evolutionary emphases of the art historical discipline on the one hand and the correspon- I dence of this period to the "classicism" of Ottoman institutions on the other have reinforced the characterisation of this period as the unquestionable apex of Ottoman arts towards which all converged and after which there followed an insipid lack of creativity. Rather than the "classicization" of the later six­ teenth century, with its connotations of maturation, lucidity and stasis, this chapter seeks to foreground the dynamism embodied in the shifting priorities of artists, patrons and intermediaries over this century and a half and to high­ light the plurality of loci and actors that shaped the production and use of artworks. The power of the Ottoman centre as the creator and disseminator of cultural trends and of the Ottoman court as the primary arbiter of taste were unquestionable for the larger part of the spatial and temporal expanse with which this survey is concerned.

    Scholars and Sultans in the Early Modern Ottoman Empire During the early Ottoman period (1300–1453), scholars in the empire carefully kept their distance from the ruling class. This changed with the capture of Constantinople. From 1453 to 1600, the Ottoman government coopted large groups of scholars, usually more than a thousand at a time, and employed them in a hierarchical bureaucracy to fulfill educational, legal, and administrative tasks. Abdurrahman Atçıl explores the factors that brought about this gradual transformation of scholars into scholar- bureaucrats, including the deliberate legal, bureaucratic, and architectural actions of the Ottoman sultans and their representatives, scholars’ own participation in shaping the rules governing their status and careers, and domestic and international events beyond the control of either group. abdurrahman atçıl is Assistant Professor and a fellow of the Brain Circulation Scheme, co-funded by the European Research Council and the Scientific and Technological Research Council of Turkey, at IstanbulSehir ¸ University. Bu bağlamda “vakfiyeler” ve “surre defterleri” yapılan hizmetler için önemli bilgiler vermektedir. Vakfiye ile çalışma konusu olan Osmanlı hanedanına mensup Gevherhan Sultan’ın kim olduğu, ekonomik durumu ve vakfı kurarken hangi maksatla kurduğu açıklanmıştır. Surre defterleri ile Haremeyn hizmetine dahil olunarak kimlere ne miktarda yardım yapıldığı görülmüştür. Bu hizmet çerçevesinde Surre defterleri ile Gevherhan Sultan vakfiyesinde bulunan miktarlar birbiri ile ne kadar uyumlu sorusuna da yanıt verilmiştir. Vakıflar, tarih boyunca bir milletin sosyo-ekonomik ve kültürel değerlerine mercek tutmuştur. Yapılan çalışmayla Osmanlı’da toplumsal yardımlaşmaya dayanılarak kadının rolü hakkında fikir edinilmiştir. Araştırmada başta Vakıflar Genel Müdürlüğü ve Başbakanlık Osmanlı Arşivi olmak üzere tetkik eserlerden yararlanılmıştır. Bu bilgilerin analiziyle konuda bütünsellik sağlanmıştır.     OTAM, 46 /Güz 2019, 191-229 Budin ve Tımışvar Eyaletlerinin Paşaları: Karşılaştırmalı Bir Analiz* Orhan KILIÇ** Özet Macaristan coğrafyasında Osmanlılar tarafından 1541 yılında Budin, 1552 yılında ise Tımışvar vilayetleri kurulmuştur. Budin yaklaşık 145 yıl, Tımışvar ise 164 yıl Osmanlı hâkimiyetinde kalmıştır. Bu çalışmada, yeni bilgi ve belgeler ışığında Budin ve Tımışvar vilayetleri/eyaletlerini yöneten paşalar önceki çalışmalardaki bir kısım eksiklikler giderilerek güncellenmiştir. Ancak bu çalışmanın temel amacı, sadece Budin ve Tımışvar paşalarını tespit etmeye yönelik değildir. Daha önce Rumili ve Kıbrıs paşaları ile başlattığımız ve Osmanlı eyaletlerini yöneten paşaları farklı bir yöntem ve bakış açısı ile birçok bakımdan bir analize tabi tuttuğumuz metot, bu çalışmada Budin ve Tımışvar için mukayeseli olarak birlikte uygulanmıştır. Bahse konu eyaletleri yöneten paşaların doğum yerleri, milliyeti, Osmanlı bürokrasisinin hangi kaynağından geldikleri, rütbeleri (beylerbeyi/vezir), atanma, ibka ve azil tarihleri, eyaleti tasarruf usulleri, görev süreleri, gelirleri, önceki ve sonraki görev yerleri ve bölgesel bağlantıları olabildiğince tespit edilmiş ve tablolara dökülerek sistematik bir analiz yapılmıştır. Bu iki eyaletin yönetici profilinin tespitinin, sadece Osmanlı paşaları hakkında yapılacak genel değerlendirmelere katkı sağlamayacağı, Osmanlı Devleti’nin Macaristan topraklarını idare prensiplerine de ışık tutacağı düşünülmektedir. Dale Copyright by Günhan Börekçi 2010 All rights reserved ABSTRACT This dissertation examines the changing dynamics of power and patronage relations at the Ottoman sultan’s court in Istanbul between the 1570s and the 1610s. This was a crucial period that many scholars today consider the beginning of a long era of “crisis and transformation” in the dynastic, political, socio-economic, military and administrative structures of the early modern Ottoman Empire. The present study focuses on the politics of factionalism and favoritism at the higher echelons of the Ottoman ruling elite who were situated in and around Topkapı Palace, which served as both the sultan’s royal residence and the seat of his imperial government. It is an effort to shed light on the political problems of this period through the prism of the paramount ruling figure, the sultan, by illustrating how the Ottoman rulers of this era, namely, Murad III (r. 1574-95), Mehmed III (r. 1595-1603) and Ahmed I (r. 1603-17), repositioned themselves in practical politics vis-à-vis alternative foci of power and networks of patronage, and how they projected power in the context of a factional politics that was intertwined with the exigencies of prolonged wars and incessant military rebellions.

    Two Paths to Power: Sokolluzade Hasan Paşa and Hadım Yusuf Paşa and Their Art Patronage in Early-Seventeenth-Century Baghdad Melis Taner* İktidar Yolları: Erken Onyedinci Yüzyıl Bağdad’ında Sokolluzade Hasan Paşa ve Hadım Yusuf Paşa’nın Sanat Hamiliği Öz On altıncı yüzyılın sonlarında Bağdat’ta canlı bir sanat ortamı oluştu. Bu makale bu canlanmaya katkıda bulunan iki vali hakkındadır. Bunlardan birisi resimli bir evrensel tarih yazdıran Sokolluzade Hasan Paşa (ö. 1602), diğeri ise İstanbul’dan Bağdat ve Basra’ya seyahati ve oradaki ayaklanmaları bastırmasıyla ilgili resimli, ufak bir eser yazdıran Yusuf Paşa’dır (ö. 1614). İki vali için hazırlanılan ve yaklaşık olarak aynı zamanlarda yazılan ve resimlendirilen bu eserler atandıkları eyalette, özellikle de yerel ve sınır ötesi huzursuzlukların, ama aynı zamanda, sanatta canlanmanın olduğu bir dönemde, güçlerini sağlamlaştırmaya çalışan bu valilerin sanat patronajlarında seçtikleri farklı yolları gösterir. Sadrazam Sokollu Mehmed Paşa’nın oğlu olarak çok daha muazzam bir eser hazırlatır Sokolluzade Hasan Paşa ve kendisini de evrensel tarihin bir parçası olarak hayal eder. Öte yandan, Yusuf Paşa’nın daha mütevazı eseri onu ayaklanmaları bastıran cesur ve dindar bir vali olarak yansıtır. This article focuses on the art patronage of two viziers in early-seventeenth- century Baghdad: Sokolluzade Hasan Paşa (d. 1602), a vizier prone to much grandiosity, and Hadım Yusuf Paşa (d. 1614), a court eunuch who rose to the rank of vizier but who, for the most part, seems to have fallen through the cracks of history. Through two unique works that were composed for these governors it shows the different directions the two patrons took in crafting an image for themselves as they dealt with uprisings and as they sought to establish themselves in their posts.
