Donor Recognition Program May 22, 2021 | Marriott Scout Service Center Why is an Endowment Fund so important? People often ask me: why is it so important for our Council to have an endowment fund? Simply put, our endowment provides a dedicated, perpetual source of support that helps our Council pursue our mission: to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law. Growing the endowment fund enables our Council to weather the ups and downs of the stock market, unemployment rates, and other unpredictable events. This makes it possible for Scouting programs to serve the young people of our nation’s capital in perpetuity. National Capital Area Council is one of the largest local Scout Councils in the Country. We currently serve approximately 36,000 youth in 20 districts throughout the greater Washington D.C. metro area including 16 counties in Maryland and Virginia, the US Virgin Islands, and US citizens abroad in North and South America. Over the past two decades we have demonstrated continuous financial responsibility by operating within a balanced budget and continually sought ways to make our operations more efficient; however, the cost of providing our program continues to rise every year, straining resources received from traditional sources and making the reliable support of our endowment more important than ever. How Our Endowment Benefits Youth NCAC has taken steps to link endowment specifically to the support of camping and the overall Scouting experience. Our endowment fund annually provides support for high priority camp maintenance projects, uniforms for Scouts who can’t afford them and scholarships for youth to attend summer camp. Specifically, in 2021, $624k came from the interest on our endowment – $244k to operations, $87k to scholarships and $293k to high priority maintenance projects. All of these things impact this year and add to our Endowment Total Net Assets of $14.76M. What’s Next... A strong endowment fund demonstrates an organization’s vision and foresight for future success. We have been able to increase net assets in our endowment fund to $14.76 million. Our long-term goal is $30 million and that would allow us to provide support to nearly every aspect of Council operation, including camp scholarships, maintenance for properties and outreach to underserved youth. To achieve our overall goal of $30 million we will need to continue to educate and inform those inclined to support Scouting. It is vital that people know there are many ways to make a planned gift to Scouting. Most options offer significant tax savings, and some provide income to you, or your family. All ensure Scouting’s mission will remain intact and relevant for youth. I encourage each of you to think about your Scouting legacy and how you can continue to support the program you strongly believe in. Unfortunately, many people do not take the time to consider the organizations that most are important to them until it is too late. We stand ready to assist you in this important process. Dr. Arden Dougan joined federal service in 2012 and is a Program Director for the Safeguards Technology Development Program in the Office of Defense Nuclear Nonproliferation Research and Development, National Nuclear Security Administration within the U.S. Department of Energy. She leads a near term research and development program that provides essential expertise to the US government in international safeguards. Prior to moving to the Washington, DC area, Dr. Dougan was an Associate Program Leader at Lawrence Livermore National Laboratory where she led a research program of non-proliferation applications. Her research has focused on including radiation detection applications in international safeguards, arms control, emergency response and cargo security. Her technical training is in experimental nuclear chemistry; she received her B.S. in Chemistry at Purdue University and her M.S. and Ph.D. in Nuclear Chemistry at the University of Rochester. In her scientific career, she has over 65 publications. She was selected as a winner of Small Business Technology Council’s 2018 Champion of Small Business Technology Commercialization Award. In 2008, Dr. Dougan was a recipient of an R&D 100 Award for Secure Box, recognized in the top 100 inventions of that year. She has received a patent for the Nuclear Car Wash, featured in Discover magazine’s top 100 most significant developments in Science in 2006. She has received numerous achievement awards, including two Coast Guard Meritorious Team Commendations and a Russian Customs Medal for contributions to the Second Line of Defense Program. She is featured in an upcoming internal article honoring DOE NNSA Women in STEM in 2021. She is the Awards Oversight Chair of the Institute of Nuclear Materials Management. She has been active in Girl Scouting as a youth and is a proud parent of an Eagle Scout and a Girl Scout Gold awardee. In the San Francisco area, she served as a Den Leader, Girl Scout leader, Cub Committee Chair, Assistant Scoutmaster, District Membership Chair, District Commissioner, Council Training Chair, University of Scouting Chair, Wood Badge Course Director, and Vice President of Program Impact. She is a Philmont Ambassador, survived a trek, and has taught at the Philmont Training Center many times. She was the Program Chair of the 100th Anniversary Northern California Jamboree hosting 25,000 scouts. She has been awarded the District Award of Merit and Silver Beaver. Dr. Dougan is the Chair of the Training Subcommittee National STEM in Scouting Committee and NCAC’s Vice President of Program Impact and STEM Committee Chair. Order of the Arrow Stephen J. Stephen J. Peterson is our 66th Lodge Chief (2020-2021). Before that he was Colonial Chapter Chief (2019-2020), NCAC 100 Years of Camping Committee Chair, NE-6A Finance Chair, Servant Leadership Award Committee Chair, and a member of the NCAC Scouting at Home Task Force. Stephen has been to Philmont, Seabase, and Northern Tier (Bissett).
He served on OA Philbreak in Spring of 2019 where he worked to repair the damage caused by the 2018 Ute Park Fire. He became a Brotherhood member on 9/21/2019 and attended NLS in November 2019. Stephen graduated from Commonwealth Academy in 2019 and has gone on to Northern Virginia Commwunity College where he is majoring in Aerospace Engineering. He will transfer to Virginia Tech in 2021 to complete his degree. Stephen is an Eagle Scout from Troop 1509 in Alexandria, Virginia. Eagle Scout Emma Bazemore Troop 1533
Local Virginia Scout Emma Bazemore, 17, completed her Eagle Scout Service Project this past fall and is in the Inaugural Class of Female Eagle Scouts, and one of the first female Eagle Scouts in the National Capital Area. The eldest of five, Emma watched as her younger brother advanced in Scouting and became an Eagle Scout. When the Boy Scouts of America opened the Scouts BSA program to female members about two years ago, she signed up immediately and began her BSA journey.
To earn her Eagle Scout Award, Bazemore had to hold leadership positions in her troop, earn 21 merit badges focusing on important life skills such as first aid, camping, and personal finance, and lead a service project in her community. For her Eagle project, Bazemore organized volunteers from her troop to make snuffle mats and blankets for a local animal shelter, the Animal Welfare League of Alexandria. The shelter staff requested the snuffle mats because they stimulate dogs’ brains and encourage slower eating habits. She raised money to purchase the supplies and also collected material donations, like dog and cat food, from her troop. As a result of the pandemic, she had to accomplish all of this digitally to maintain social distancing. “Thankfully, it was fairly easy to transition the demonstration of how to make the blankets and snuffle mats online. Although I am not set on a specific career path yet, I am very interested in veterinary medicine, so I wanted to do a project I was both interested in and could tie into my love for animals.”
Less than 5% of Scouts BSA members will achieve the prestigious Eagle Scout Award. This level of achievement is not new to Bazemore, however, as she is also a recipient of the Girl Scouts highest award for Seniors and Ambassadors, the Gold Award, making her one of the first to achieve both titles. WEST FELLOWSHIP Named after the first Chief Scout Executive of the Boy Scouts of America, the James E. West Fellowship Award is a national recognition for those who contributed $1,000 or more in cash or securities to National Capital Area Council’s Endowment Fund. This gift was in addition to - not in place of - the donor’s annual gift to the Council’s Friends of Scouting campaign. The Alice S. Marriott Patio Etched on the wall leading up to the Marriott Scout Service Center are the names of individuals and organizations supporting the future of Scouting by investment in National Capital Area Council’s capital campaign efforts from $10,000 to millions of dollars. The Robert & Dee Leggett Endowment Garden There are four distinct endowment recognition awards highlighted in The Robert & Dee Leggett Endowment Garden. The monument and Endowment Garden serve to honor those who have invested in National Capital Area Council’s future by making gifts to the James E. West Fellowship, The Heritage Society, The 1910 Society and The Founders Circle. Both the Garden and the Patio feature bricks with the names of individuals and organizations carved deep to symbolize the lasting nature of their generous financial gifts. The National Capital Area Council (NCAC), BSA was organized in 1911 and today it is one of the largest Boy Scout councils in America. In 2020, NCAC served approximately 37,000 youth and 14,000 registered adult volunteers.
NCAC’s territory includes the District of Columbia and 16 counties in Maryland and Northern Virginia: Frederick, Montgomery, Prince George’s, Calvert, Charles and St. Mary’s counties in Maryland, and Arlington, Fairfax, Prince William, Loudoun, Fauquier, Spotsylvania, Caroline, King George, Stafford and Culpeper counties in Virginia, and the independent cities of Alexandria, Falls Church, Fairfax, Manassas, Manassas Park, and Fredericksburg, . The council is divided into 20 districts plus the U.S. Virgin Islands abd U.S. Citizens abroad in North and South America.
