Dear Mr. Eggleston:

In accordance with the requirements of the Presidential Records Act (PRA), as amended, 44 U.S.C. §§2201-2209, this letter constitutes a formal notice from the National Archives and Records Administration (NARA) to the incumbent President of our intent to open George W. Bush Presidential records in response to the systematic processing projects and Freedom of Information Act (FOIA) requests listed in Attachment A.

This material, consisting of 35,931 pages, 326 assets, and six audiovisual clips, has been reviewed for the six PRA Presidential restrictive categories, including confidential communications requesting or submitting advice (P5) and material related to appointments to federal office (P2), as they were eased by President George W. Bush on November 15, 2010. These records were also reviewed for all applicable FOIA exemptions. As a result of this review, 9,060 pages and 212 assets in whole, and 1,803 pages and 46 assets in part have been restricted. Therefore, NARA is proposing to open the remaining 25,068 pages, 68 assets, and six audiovisual clips in whole, and 1,803 pages and 46 assets in part that do not require closure under 44 U.S.C. § 2204. A copy of any records proposed for release under this notice will be provided to you upon your request.

We are also concurrently informing former President George W. Bush’s representative, Tobi Young, of our intent to release these records. Pursuant to 44 U.S.C. 2208(a), NARA will release the records 60 working days from the date of this letter, which is June 22, 2015, unless the former or incumbent President requests a one-time extension of an additional 30 working days or asserts a constitutionally based privilege, in accordance with 44 U.S.C. 2208(b)-(d). Please let us know if you are able to complete your review before the expiration of the 60 working day period. Much of the material, including letters from the general public, agency views letters, proclamations, supporting documentation about the monument lands, and press releases, is related to Governors Island National Monument, the National World War II Memorial, the African Burial Ground National Monument, the Northwestern Hawaiian Islands Marine National Monument (later renamed the Papahãnaumokuãkea Marine National Monument), and the World War II Valor in the Pacific National Monument. Also present is a memorandum from President George W. Bush approving the burial of the last known surviving Army of , Frank Buckles, at Arlington National Cemetery, and a memorandum directing the Secretary of Defense and Secretary of the Interior to study the potential Pearl Harbor National Monument. Draft statements included in this series consist of a tribute to former Senator Paul Coverdell, and a ceremony statement honoring the Navajo Code Talkers. Also included are fact sheets and handouts on the 14th National Marine Sanctuary, the National Parks Legacy Project, and Strengthening and Caring for America’s National Parks. Various National Park Service reports are present, as well as the 2007 Department of the Interior report “The Future of America’s National Parks.”

Correspondence includes letters to President George W. Bush from members of Congress and the general public regarding the designation of lands as national parks or national monuments, responses to the general public from the Department of Interior regarding concerns about various parks and monuments, letters from the Department of Interior making recommendations to President George W. Bush regarding proposed national parks and monuments, and letters from the general public regarding memorials to victims of the September 11th terrorist attacks, including a designated gravesite at Arlington National Cemetery and a memorial park in New York City. Much of the material, including letters from the general public, agency views letters, proclamations, supporting documentation about the monument lands, and press releases, is related to Governors Island National Monument, the National World War II Memorial, the African Burial Ground National Monument, the Northwestern Hawaiian Islands Marine National Monument (later renamed the Papahãnaumokuãkea Marine National Monument), and the World War II Valor in the Pacific National Monument. Also present is a memorandum from President George W. Bush approving the burial of the last known surviving veteran of World War I, Frank Buckles, at Arlington National Cemetery, and a memorandum directing the Secretary of Defense and Secretary of the Interior to study the potential Pearl Harbor National Monument. Draft statements included in this series consist of a tribute to former Senator Paul Coverdell, and a ceremony statement honoring the Navajo Code Talkers. Also included are fact sheets and handouts on the 14th National Marine Sanctuary, the National Parks Legacy Project, and Strengthening and Caring for America’s National Parks. Various National Park Service reports are present, as well as the 2007 Department of the Interior report “The Future of America’s National Parks.”
