She is also Program Coordinator for the Joint MSc Degree in Energy Management. She has a PhD from Bodø Graduate School of Business. Elena Dybtsyna is academic coordinator of the Master course “High North Dialogue: International perspectives on business and governance in the High North” and the PhD course “Governance in the High North: Implications for Arctic private and public sector”, both of which are organized in connection with High North Dialogue conference. EDDA FALK COMMUNICATION ADVISOR High North Center, Nord University Edda Falk is a Communication Advisor at the High North Center for Business and Governance. She holds a BA in English, French and Spanish, and an MA in Spanish didactics. Edda is Norwegian and has worked, studied and lived in Mexico, France, Argentina and Cuba. Previous work experience includes working as a Program Assistant at the Embassy of Canada to Norway, and as Arctic Advocacy Officer at Canada’s International Arctic Centre in Oslo. LINE KRISTIN HAUG ADVISER High North Center, Nord University Line Kristin Haug works as an adviser at the High North Center. She is also studying Ecological Economics (MBA) at Nord University. Haug holds a MA degree in Russian Studies from the University of Oslo. She has studied and worked in England, Russia, Georgia and Azerbaijan. Previous employment includes Statnett SF and the University of Oslo. ANDREY KAZAKOV PROJECT MANAGER & ADVISOR High North Center, Nord University Andrey Kazakov is Advisor and Project Manager at the High North Center for Business and Governance, Nord University. Here he works with projects connected to cooperation between Norway and Russia in the fields of research, education and business. Kazakov has extensive experience of doing business in Russia since 1996, including seven years (from 2003 till 2010) of work as business consultant running projects for Russian and foreign companies. 3 BIOGRAPHIES High North Dialogue April 5-6, 2017 FRODE MELLEMVIK DIRECTOR High North Center, Nord University Frode Mellemvik is Dr. Oecon, and has written a number of books and articles within the fields of accounting, management, government, education, research and industry cooperation. Several of his topics are directly related to the High North. Mellemvik has worked at academic institutions in both Europe and the United States. He is an Honorary Doctor and Honorary Professor at several universities. ELENA ZHUROVA ADVISER High North Center, Nord University Elena was born and raised in Saint Petersburg, Russia and graduated from Baltic State Technical University. She has diverse work experience from the fields of consulting and education. Elena holds a PhD in Business Economics from Nord University. She now works as an adviser at the High North Center for Business and Governance, Nord University. IDA MARIA PINNERØD MAYOR Bodø Ida Pinnerød is the Mayor of Bodø, as well as an active member of the Norwegian Labour Party (AP). Ida has attained both a Master of Arts in Language and Literature, and a Cand. Mag in Sociology from the University of Tromsø. EIRIK SIVERTSEN NORWEGIAN MEMBER OF PARLIAMENT Labor Party / County of Nordland Eirik Sivertsen is a Norwegian Member of Parliament representing the Labor Party and the County of Nordland. Mr Sivertsen was elected to parliament the first time in 2009 and was re-elected in 2013. Since 2013 Eirik Sivertsen has been the Chair of the Norwegian parliament’s delegation to the Arctic Parliamentary Cooperation. Since 2014 he has also chaired the Standing Committee of Parliamentarians of the Arctic Region, and was re-elected to this position at the Arctic parliamentary conference in Russia in June 2016. In the Norwegian parliament he serves as the First Vice-Chair of the Committee on Transport and Communication. 4 BIOGRAPHIES High North Dialogue April 5-6, 2017 Session 1 Innovation as a driver for development GRETE ELLINGSEN STATE SECRETARY Norwegian Ministry of Local Government and Modernisation Grete Ellingsen is State Secretary for the Norwegian Ministry of Local Government and Modernisation. She recently held a four year term as Mayor of the municipality of Sortland. Ellingsen has a law degree from the University of Oslo, and has previously worked as both a lawyer and a deputy judge. KEN COATES DIRECTOR The International Centre for Northern Governance and Development, University of Saskatchewan Ken Coates is Canada Research Chair in Regional Innovation at the Johnson-Shoyama Graduate School of Public Policy, University of Saskatchewan campus and Senior Fellow at the Macdonald-Laurier Institute. Ken was raised in Whitehorse, Yukon, and has long-standing professional and personal interests in Aboriginal rights, northern development, northern Canadian history, science, technology and society, and Japan Studies. LARS THEODOR KINTEL FOUNDER AND INVENTOR ILMEfood.com Lars Theodor Kintel holds an MSc in Business from Nord University, Norway. He holds four Bachelor degrees. He was Norway’s representative in the 2016 Young Transatlantic Innovation Leaders Initiative (YTILI), an initiative by the U.S. State Department to strengthen Euro-Atlantic integration. In 2015, he was chosen as one of 13 participants in the Ambassadors for Northern Norway Program, a program for leader talents from Arctic Norway. He is currently working on fish farming technology and the use of drones to improve sustainability in the hydropower industry. 5 BIOGRAPHIES High North Dialogue April 5-6, 2017 OTTO GREGUSSEN SECRETARY GENERAL The Norwegian Fishermen’s Association MORTEN BRUGÅRD SENIOR ADVISOR Innovation Norway Morten Brugård is a Senior Advisor with Innovation Norway, based in Vadsø. Morten is responsible for Innovation Norway’s Arctic 2030 Program, on behalf of the Ministry of Foreign Affairs. The aim of the program is to strengthen Norway’s business cooperation with Russia and other Arctic states, the Nordics, other European countries and others with an interest in the Arctic. ANDREAS ØSTHAGEN SENIOR FELLOW, PHD Arctic Institute / University of British Columbia Andreas Østhagen, from North Norway, is a senior fellow at The Arctic Institute while he is obtaining his PhD at the University of British Columbia under Professor Michael Byers. He is also affiliated with the High North Center at Nord University in Bodø, and the Norwegian Institute for Defence Studies in Oslo. Session 2 Presentations of innovative projects in the Arctic MARIUS YTTERSTAD CEO Ytterstad Fiskeriselskap Marius Ytterstad is the CEO of the family owned fishing company founded in 1907. Located in Lødingen, the company, amongst other activities, runs and own the three purse seiners, M/S M.Ytterstad, M/S Rødholmen and M/S Svensgam. Marius is the chairman of the northern chapter of the Norwegian fishing vessel owner association, board member of the Norwegian fishing vessel owner association, and Norges Sildesalgslag. 6 BIOGRAPHIES High North Dialogue April 5-6, 2017 ØISTEIN ALEKSANDERSEN CEO Nofir Øistein Aleksandersen holds an MSc in Business, with specialization in ecological economics. Nofir was founded in 2008 with the purpose of establishing a nationwide system for collecting discarded equipment in Norway. 15 000 tons of plastic equipment from the fishing and fish farming industry is discarded each year in Norway alone. In 2012, Nofir was granted EU funding through the Eco-innovaton initiative. Since then, Nofir have collected material all over Europe. ØYSTEIN BRAATHEN LEADER Arctic Development Program, Statoil Øystein Braathen is currently heading the Metocean and Arctic Design department in Statoil, where he is responsible for research and technical services related to arctic operations. He holds a MSc in geophysics, from the Norwegian University of Technology and Science, NTNU in Trondheim. ANNE MARIT BJØRNFLATEN SVP COMMUNICATIONS Hurtigruten MIKKO NIINI CHAIRMAN OF THE BOARD Navidom Ltd 7 BIOGRAPHIES High North Dialogue April 5-6, 2017 RUNE STORVOLD SENIOR SCIENTIST, EARTH OBSERVATION DEPARTMENT AND HEAD OF THE UNMANNED AIRCRAFT GROUP Norut Northern Research Institute Rune Storvold is an Adjunct Associate Professor at the Department of Engineering Cybernetics at the Norwegian University of Science and Technology and Director for the newly established Arctic Center for Unmanned Aircraft. He has background in optics and atmospheric physics from university of Bergen (MS) and University of Alaska Fairbanks (PhD). In 2005 he established the Unmanned Aircraft Group at Norut. He is co-chairing the Arctic Council Arctic Monitoring and Assessment Programs Expert Group on Unmanned Aircraft, working for increased access to the Arctic Airspace for scientific data collection and emergency response using unmanned Aircraft. LARS BÄCKSTRÖM MUNICIPALITY STRATEGIST Kiruna, Sweden Lars Bäckström is Head of Development at Kiruna Municipality. Previously, he worked for 20 years at Luleå University of Technology where his portfolio included marketing, business strategy and sales. In the Kiruna municipality, Bäckström participates in the work of building the new city of Kiruna but also in efforts to diversify the economy and improve

    Athens Journal of Education - Volume 7, Issue 4, November 2020 – Pages 364-384 The Bologna Process and HEIs Institutional Autonomy By Linda Helén Haukland The Bologna Process has made a strong impact on the development of European higher education, although the greatest impact has not been from the process itself, but from the national reforms introduced along with it. With a relatively young higher education system, Norway was ahead of most European countries in implementing the Bologna Process and reforms indirectly linked to it. Due to path dependencies and the Higher Education Institutions being, to a certain extent, autonomous and carriers of their own culture, we cannot draw conclusions at the local level without empirical studies. Therefore, the case of Nord University shows us how this process directly and indirectly affected Higher Education Institutions in Norway. The Higher Education Institutions (HEI) integrated horizontally in an education system that was increasingly hierarchical and competitive. The need for standardisation in order to secure equality and efficiency, and the demand for greater autonomy in the HEIs was answered by strengthening some and weakening other forms of institutional autonomy along with the establishment of a new accreditation system. Three dimensions of autonomy are touched on in this study. Firstly, the question of who has decision-making power in the HEIs defines whether they are ruled by professional or administrative autonomy. Secondly, the question of the HEIs’ mission is decided either by the HEI itself, representing substantive autonomy, or by external demands on production and external funding, representing what I call beneficial autonomy. Finally, the question of how the HEIs fulfil their mission decides whether they have individual autonomy or procedural autonomy.

    1 Experiences of Supplemental Instruction at Two Scandinavian Universities Roger Helde, Elisabeth Suzen & Joakim Malm Abstract: This article examines experiences regarding Supplemental Instruction (SI) at two Scandinavian Universities. The purpose of the study is to describe the basis for and implementation of SI programmes at the two schools, and to compare their similarities and differences. Our research questions are as follows: what were the reasons and background for implementing SI? How was the SI programme found- ed, prioritised, and made visible and more widespread? What type of research and results relating to SI have been put forward? What challenges and success fac- tors have been experienced during the implementation and integration of the SI programme? The study employs a qualitative design, aiming to provide in-depth information about the universities’ implementation and organisation of SI pro- grammes. A case study approach allows us to study the SI programmes as a process and activity, since case studies provide the opportunity to explore or describe a phenomenon in context. To describe the cases, we selected a set of factors to focus on, including: reasons for introducing and implementing SI, prime advocates, in- tegration and communication, research on SI, and successes and challenges. Our results show that the two universities give the same reasons for introducing SI, but differ in their organisation and integration of the SI programme. 1. Introduction Supplemental Instruction (SI) is currently used in around a thousand higher edu- cation institutes (HEIs) worldwide (Power, 2010). It is likely that these HEIs have different reasons for and experiences with implementing SI, yet they all provide op- portunities for learning from those experiences.
