ELENA DYBTSYNA ASSOCIATE PROFESSOR Nord University Business School

Elena Dybtsyna holds a position of Associate Professor in Business ­Administration at Nord University Business School and the High North Center for Business and ­Governance. She is also Program Coordinator for the Joint MSc Degree in Energy Management. She has a PhD from Bodø Graduate School of Business. Elena Dybtsyna is academic coordinator of the Master course “High North Dialogue: International perspectives on business and governance in the High North” and the PhD course ­“Governance in the High North: Implications for Arctic private and public sector”, both of which are organized in connection with High North Dialogue conference.

EDDA FALK COMMUNICATION ADVISOR High North Center, Nord University

Edda Falk is a Communication Advisor at the High North Center for Business and Governance. She holds a BA in English, French and Spanish, and an MA in Spanish didactics. Edda is Norwegian and has worked, studied and lived in Mexico, France, Argentina and Cuba. Previous work experience includes working as a Program Assistant at the Embassy of Canada to Norway, and as Arctic Advocacy Officer at Canada’s International Arctic Centre in Oslo.

LINE KRISTIN HAUG ADVISER High North Center, Nord University

Line Kristin Haug works as an adviser at the High North Center. She is also studying Ecological Economics (MBA) at Nord University. Haug holds a MA degree in Russian Studies from the . She has studied and worked in England, Russia, Georgia and Azerbaijan. Previous employment includes Statnett SF and the University of Oslo.

ANDREY KAZAKOV PROJECT MANAGER & ADVISOR High North Center, Nord University

Andrey Kazakov is Advisor and Project Manager at the High North Center for Business and Governance, Nord University. Here he works with projects connected to cooperation between Norway and Russia in the fields of research, education and business. Kazakov has extensive experience of doing business in Russia since 1996, including seven years (from 2003 till 2010) of work as business consultant running projects for Russian and foreign companies.

FRODE MELLEMVIK DIRECTOR High North Center, Nord University

Frode Mellemvik is Dr. Oecon, and has written a number of books and articles within the fields of accounting, management, government, education, research and industry cooperation. Several of his topics are directly related to the High North. Mellemvik has worked at academic institutions in both Europe and the United States. He is an Honorary Doctor and Honorary Professor at several universities.

Elena was born and raised in Saint Petersburg, Russia and graduated from Baltic State Technical University. She has diverse work experience from the fields of consulting and education. Elena holds a PhD in Business Economics from Nord University. She now works as an adviser at the High North Center for Business and Governance, Nord University.

Ida Pinnerød is the Mayor of Bodø, as well as an active member of the Norwegian ­Labour Party (AP). Ida has attained both a Master of Arts in Language and Literature, and a Cand. Mag in Sociology from the University of Tromsø.

EIRIK SIVERTSEN NORWEGIAN MEMBER OF PARLIAMENT Labor Party / County of

Eirik Sivertsen is a Norwegian Member of Parliament representing the Labor Party and the County of Nordland. Mr Sivertsen was elected to parliament the first time in 2009 and was re-elected in 2013. Since 2013 Eirik Sivertsen has been the Chair of the ­Norwegian parliament’s delegation to the Arctic Parliamentary Cooperation. Since 2014 he has also chaired the Standing Committee of Parliamentarians of the Arctic Region, and was re-elected to this position at the Arctic parliamentary conference in ­Russia in June 2016. In the Norwegian parliament he serves as the First Vice-Chair of the ­Committee on Transport and Communication.

GRETE ELLINGSEN STATE SECRETARY Norwegian Ministry of Local Government and Modernisation

Grete Ellingsen is State Secretary for the Norwegian Ministry of Local Government and Modernisation. She recently held a four year term as Mayor of the municipality of ­Sortland. Ellingsen has a law degree from the University of Oslo, and has previously worked as both a lawyer and a deputy judge.

KEN COATES DIRECTOR The International Centre for Northern Governance and Development, University of Saskatchewan Ken Coates is Canada Research Chair in Regional Innovation at the Johnson-Shoyama Graduate School of Public Policy, University of Saskatchewan campus and Senior Fellow at the Macdonald-Laurier Institute. Ken was raised in Whitehorse, Yukon, and has long-standing professional and personal interests in Aboriginal rights, northern development, northern Canadian history, science, technology and society, and Japan Studies.

Lars Theodor Kintel holds an MSc in Business from Nord University, Norway. He holds four Bachelor degrees. He was Norway’s representative in the 2016 Young ­Transatlantic Innovation Leaders Initiative (YTILI), an initiative by the U.S. State Department to strengthen Euro-Atlantic integration. In 2015, he was chosen as one of 13 participants in the Ambassadors for Northern Norway Program, a program for leader talents from Arctic Norway. He is currently working on fish farming technology and the use of drones to improve sustainability in the hydropower industry.

Morten Brugård is a Senior Advisor with Innovation Norway, based in Vadsø. Morten is responsible for Innovation Norway’s Arctic 2030 Program, on behalf of the Ministry of Foreign Affairs. The aim of the program is to strengthen Norway’s business cooperation with Russia and other Arctic states, the Nordics, other European countries and others with an interest in the Arctic.

ANDREAS ØSTHAGEN SENIOR FELLOW, PHD Arctic Institute / University of British Columbia

Andreas Østhagen, from North Norway, is a senior fellow at The Arctic Institute while he is obtaining his PhD at the University of British Columbia under Professor Michael Byers. He is also affiliated with the High North Center at Nord University in Bodø, and the Norwegian Institute for Defence Studies in Oslo.

Marius Ytterstad is the CEO of the family owned fishing company founded in 1907. Located in Lødingen, the company, amongst other activities, runs and own the three purse seiners, M/S M.Ytterstad, M/S Rødholmen and M/S Svensgam. Marius is the chairman of the northern chapter of the Norwegian fishing vessel owner ­association, board member of the Norwegian fishing vessel owner association, and Norges ­Sildesalgslag.

ØISTEIN ALEKSANDERSEN CEO Nofir

Øistein Aleksandersen holds an MSc in Business, with specialization in ecological economics. Nofir was founded in 2008 with the purpose of establishing a nationwide system for collecting discarded equipment in Norway. 15 000 tons of plastic equipment from the fishing and fish farming industry is discarded each year in Norway alone. In 2012, Nofir was granted EU funding through the Eco-innovaton initiative. Since then, Nofir have collected material all over Europe.

Øystein Braathen is currently heading the Metocean and Arctic Design department in Statoil, where he is responsible for research and technical services related to arctic operations. He holds a MSc in geophysics, from the Norwegian University of Technology and Science, NTNU in Trondheim.

RUNE STORVOLD SENIOR SCIENTIST, EARTH OBSERVATION DEPARTMENT AND HEAD OF THE UNMANNED AIRCRAFT GROUP Norut Northern Research Institute Rune Storvold is an Adjunct Associate Professor at the Department of Engineering Cybernetics at the Norwegian University of Science and Technology and Director for the newly established Arctic Center for Unmanned Aircraft. He has background in ­optics and atmospheric physics from (MS) and University of Alaska Fairbanks (PhD). In 2005 he established the Unmanned Aircraft Group at Norut. He is co-chairing the Arctic Council Arctic Monitoring and Assessment Programs Expert Group on Unmanned Aircraft, working for increased access to the Arctic Airspace for scientific data collection and emergency response using unmanned Aircraft.

LARS BÄCKSTRÖM MUNICIPALITY STRATEGIST Kiruna, Sweden

Lars Bäckström is Head of Development at Kiruna Municipality. Previously, he worked for 20 years at Luleå University of Technology where his portfolio included marketing, business strategy and sales. In the Kiruna municipality, Bäckström participates in the work of building the new city of Kiruna but also in efforts to diversify the economy and improve the conditions for growth in the municipality, which is a high priority in the coming years.

PAAVO LIPPONEN FORMER PRIME MINISTER OF FINLAND

Paavo Lipponen studied American literature and philosophy at Dartmouth ­College, USA, and took his MA in political science and social psychology at the University of Helsinki. Lipponen is a renowned Finnish statesman, whose experience ­includes ­Director of the Finnish Institute of International Affairs (1989-1991), Member of ­Parliament (1983-1987) and (1991-2007) Prime Minister for two terms (1995-2003) and Speaker of Parliament (2003-2007). In recent years, he has published three ­reports on Arctic policies: “A Strategic Vision for the North”, a report to the ­Confederation of Finnish Industries (2015), “For an Ambitious EU Arctic and Northern Policy”, a ­memorandum for European Commission President Jean-Claude Juncker (2015) and “Arctic Economic Opportunities” with Pöyry Consulting. In 2016, Lipponen received the High North Hero Award for his endeavors to highlight economic opportunities in the Arctic. Lipponen is Chairman of two consulting companies, Cosmopolis Oy and Protagon Consulting Oy.

SUZANNE LALONDE PROFESSOR Law Faculty, University of Montreal

Suzanne Lalonde is a Professor of International Law and the Law of the Sea at the ­University of Montreal and a Research Associate with the ArcticNet Network of ­Excellence in Canada. She holds a PhD in Public International Law from the ­University of Cambridge, King’s College. Her publications and research focus on core ­international legal principles, especially those pertaining to sovereignty and the ­determination of boundaries on land and at sea, with a particular emphasis on the Arctic. She is the Canadian member of the International Law Association Committee currently investigating State practice in relation to straight baselines, and co-editor of the journal Ocean Development and International Law.

LAURENCE C. SMITH PROFESSOR University of California

Laurence C. Smith is Professor and Chair of Geography and Professor of Earth, Planetary, and Space Sciences at UCLA. His research interests include the Arctic, hydrology, satellite remote sensing technologies and climate change. He has published over 80 peer-reviewed articles, essays and books in journals such as Science, Nature, and PNAS, and won more than $7M in research funding from the National Science Foundation and NASA.

SERGEY KATIKOV ADVISER The Russian Geographical Society

Katikov graduated from St. Petersburg State Technical University in 1993, and holds a Master degree in engineering. He has worked as an engineer in JSC “Bureau KIBR” (IT communications), as Project Manager and Deputy Director in the nonprofit ­partnership Baltic Research Center Information Agency (BRC-info). Katikov started working for the Russian Geographical Society in 2011. His fields of expertize include ­international cooperation, cooperation in Arctic region, and multilateral cooperation with ­Scandinavian and Baltic countries.

GRY ALSOS PROFESSOR Nord University Business School

Gry Agnete Alsos is Professor in innovation and entrepreneurship, and she also act as Program Director of the PhD program at Nord University Business School. She ­received her Dr. Oecon from Bodø Graduate School of Business in 2007. She is an active ­researcher within areas such as new business start-ups, family businesses, innovation and entrepreneurship policy as well as gender perspectives on entrepreneurship and innovation.

Pan Xingming is professor at the Center for Russian Studies, Director of Center for European Studies, President of Academic Council, School of Advanced International and Area Studies, East China Normal University. AJAY MATHUR DIRECTOR GENERAL TERI – The Energy & Resources Institute

Dr. Ajay Mathur has been a key Indian climate-change negotiator, and was also the Indian spokesperson at the 2015 climate negotiations at Paris. He is a global leader on technological approaches to address climate change. He is a member of the Prime Minister’s Council on Climate Change. He has previously been Director General of the Bureau of Energy Efficiency in the Government of India and has headed the Climate Change Team of World Bank in Washington DC. He was President of Suzlon Energy Limited, also headed the interim Secretariat of the Green Climate Fund.

Petter Nore is currently working as a Senior Advisor for the Norwegian Ministry of Foreign Affairs. Until the end of 2013, he was Director of the Energy Department and Oil for Development (OFD) initiative in Norad. Nore has broad experience from the Norwegian and international petroleum sector, and previous positions include being President of Hydro Russia, Senior Energy Economist in the World Bank’s Energy Division, as well as Division Chief in the Norwegian Ministry of Petroleum and Energy.

ANDREAS RASPOTNIK SENIOR FELLOW AND MEMBER OF THE LEADERSHIP GROUP The Arctic Institute Andreas Raspotnik’s research and writing focus on European Union policies in the Arctic, maritime transportation, international law, and new technologies’ introduction to the North. Andreas received his PhD from the University of Cologne (Germany) and the University of Edinburgh (United Kingdom). In his dissertation he discussed the European Union’s Arctic policy steps between 2007 and 2014 from a critical geopolitics perspective.

MARIT BERGER RØSLAND STATE SECRETARY Norwegian Ministry of Foreign Affairs

Marit Berger Røsland was appointed State Secretary at the Norwegian Ministry of ­Foreign Affairs in September 2016. Her main areas of responsibility are security policy, the High North/Arctic, UN policy, matters relating to the US, Russia, Eurasia and Canada, humanitarian affairs and human rights. Prior to her current appointment, Ms Røsland was State Secretary at the Ministry of Justice and Public Security and State Secretary at the Office of the Prime Minister. From 2003 to 2005, Ms Røsland worked as a political adviser to the Minister of Foreign Affairs, Mr Jan Petersen. Ms Røsland holds a Master’s degree in law from the University of Oslo.

TOMAS NORVOLL PRESIDENT Nordland County Government

Tomas Norvoll is a Norwegian politician representing the Labour party. He has been President of the Nordland County Government since 2013. He was a Member of the Norwegian Parliament for Nordland as well as a member of the Standing Committee on Education, Research and Church Affairs from 1993 to 2001. Norvoll holds a degree in Political Science from the University of Tromsø and has previously worked as a ­Senior Advisor at Bodø Science Park.

Odd Jarl Borch is Professor in Strategy and Management at Nord University Busi- ness School. He holds a graduate degree in Economics and Business Administration (siviløkonom) from NHH – Norwegian School of Economics and a PhD in Managerial Economics from Umeå University; and has been a postdoctoral researcher at Indiana University. Borch’s research focuses on business and societal development within a range and sectors and industries, fisheries, aquaculture, food industry, maritime busi- ness as well as safety and preparedness. He currently leads several international R&D projects focusing on preparedness and emergency management.

MICHAEL BYERS CANADA RESEARCH CHAIR IN GLOBAL POLITICS AND INTERNATIONAL LAW University of British Columbia

Michael Byers teaches at the University of British Columbia in Vancouver, where he holds the Canada Research Chair in Global Politics and International Law. Byers has been a Fellow of Jesus College, Oxford University, and a Professor of Law at Duke University. He has also taught as a visiting professor at the universities of Cape Town, Tel Aviv, and Novosibirsk.

ANDERS OSKAL EXECUTIVE DIRECTOR International Centre for Reindeer Husbandry

Anders Oskal is the Executive Director of International Centre for Reindeer Husbandry. As a reindeer herding Sámi from Northern Norway with a Business Degree (Siv.øk), Oskal has worked extensively with indigenous issues, innovation and business devel- opment on international and national levels. Oskal represents the Association of World Reindeer Herders at the Arctic Council, is a Board Member of the Arctic Economic Council, and a co-author of the 5th IPCC report. Oskal also takes part in his family’s reindeer herding.

KAREN EVERETT PHD CANDIDATE Trent University

Karen Everett’s research examines Canada-US border management and draws on securitization theory and political discourse analysis to understand the policy making process and what Canada’s border management programs promise to deliver. Using Canada’s remote Northern borders as a case study, her research suggests the need for a comprehensive regional border management structure and considers its application to Canada’s larger border management regime.

VICTORIA HERRMANN DIRECTOR, UNITED STATES The Arctic Institute

Victoria Herrmann is currently a Gates Cambridge Scholar and PhD student at the Scott Polar Research Institute. She completed a Fulbright in Canada, during which she got her Masters in International Affairs at Carleton University and researched Arctic indigenous participation at climate negotiations.

Anu Fredrikson is the Director of the Arctic Economic Council Secretariat located in Tromsø, Norway. Ms. Fredrikson has previously worked with foreign and security policy, issues related to energy and economy, climate and development policies as well as the Arctic. Prior to joining the AEC, Ms. Fredrikson worked as an Advisor in Political Affairs and Arctic Policy at the Embassy of Finland in Oslo. Ms. Fredrikson is ­originally from Oulu, Finland. She has a Master’s degree in International Relations from the ­University of Tampere in Finland and holds a Certificat d’Etudes Politiques from Institut d’Etudes Politiques de Lille in France. She has also studied in the United States and Norway.

Jonas Gahr Støre is the leader of the Norwegian Labour Party and of SAMAK, the Co-operation Committee of the Nordic Social Democratic parties and trade union LOs. He is also the leader of the Labour Party Parliamentary group, and member of the Parliament Standing Committee on Foreign Affairs and Defence. Mr. Støre served as Minister of Health and Care Services 2012–2013 and as Minister of Foreign Affairs 2005–2012. He has held various positions at the Prime Minister’s Office from 1989 to 1997. Among other positions, Mr. Støre served as Secretary General of the Norwegian Red Cross (2003-2005). He has a degree in political science from Institut d’Études ­Politiques de Paris.

AMANDA ÅSBERG JOURNALISTSTUDENT Nord University

Amanda started working as a freelance journalist at the age of 14. After finishing High School she moved to Bodø to study at Nord universitet. During her first year she started freelancing for Avisa Nordland before she got a part time job in NRK Nordland. She just finished her internship in the same broadcasting company, and is graduating with her BA in journalism on April 7th. Amanda is passionate about cross border dialogues. Therefore she is currently active in the Norwegian journalist union for students and Nordic Press Association, where she is working with projects for young journalists ­ability to learn and develop across borders.

ROY ANGELVIK STATE SECRETARY FOR THE MINISTER OF FISHERIES Norwegian Ministry of Trade, Industry and Fisheries

Roy Angelvik was appointed State Secretary for the Minister of Fisheries in May 2016. Prior to this, he worked as a political adviser to the Minister of Fisheries from December 2015. As State Secretary, he is dedicated to aquaculture, bio-economy and research. Angelvik became a certified chef in 1994 and worked as a chef until 2001. He was editor of a cookbook on local Norwegian cuisine that was published in 2002. He has been self-employed and has run a catering and canteen operation for nearly ten years. ­ In addition to his career, he has been actively involved in the Progress Party in ­Sør-Trøndelag county, as leader of the local party, as county leader, and as a council representative.

TEIMURAZ RAMISHVILI AMBASSADOR Embassy of the Russian Federation to the Kingdom of Norway

Ramishvili graduated from the Moscow State Institute of International Relations in 1979 and joined the diplomatic service in 1981. ERIK LUNDBERG FINLAND’S AMBASSADOR TO NORWAY

Mr. Lundberg is the Finnish Ambassador to Norway, stationed in Oslo. Prior to becoming the Ambassador, Mr. Lundberg worked as Director for the Unit for Human Rights Policy, in the Political Department for the Finnish Ministry for Foreign Affairs. He holds a Master of Political Science from the Åbo Akademi University.

JIM DEHART CHARGÉ D’AFFAIRES AD INTERIM U.S. Embassy

Jim DeHart is currently Chargé d’Affaires ad interim at the U.S. Embassy in Oslo, ­Norway. Prior to his assignment to Norway in August 2015, Mr. DeHart was ­Acting Deputy Assistant Secretary in the Department of State’s Bureau of International ­Narcotics and Law Enforcement Affairs. From 2010-2013, he was Director of the State Department’s Afghanistan Office and, from 2009-2010, directed a Provincial ­Reconstruction Team in Afghanistan. Mr. DeHart’s earlier assignments include the U.S. Mission to NATO; Istanbul, Turkey; Melbourne, Australia; and the National Security Council Staff.

ELANA WILSON ROWE SENIOR RESEARCH FELLOW NUPI and the High North Center

Elana Wilson Rowe is a Senior Research Fellow at NUPI and an Adjunct Professor at Nord University. She holds a PhD in Geography/Polar Studies from the University of Cambridge (2006). Her areas of expertise include international relations in the Arctic, science and expert knowledge in global governance, climate politics and Russian foreign and northern policy. She is head of the Research group on emerging powers and international development at NUPI.

ANATOLY ZOLOTUKHIN PROFESSOR Gubkin Russian State University

Professor Anatoly Zolotukhin is the Counsellor and the Scientific Director of the Institute for Arctic Petroleum Technologies at the Gubkin Russian State University (National Research University) of Oil and Gas. Since 2008 he has also been Vice President of the World Petroleum Council. Zolotukhin has also recently been appointed Professor Emeritus at the , after 25 years of service. He also holds honorary degrees from Murmansk State Technical University and the Northern Arctic Federal University.

SNJÓLAUG ÁRNADÓTTIR PHD CANDIDATE University of Edinburgh

Snjólaug Árnadóttir is a third year doctoral candidate at the University of Edinburgh specialising in law of the sea under the supervision of Professor Alan Boyle. Her ­doctoral research explores the effect of changing circumstances on maritime limits and maritime boundaries. Snjólaug has a Bachelor’s and Master’s Degree in Law from Reykjavik University and diplomas from the Rhodes Academy of Oceans Law and Policy and the IFLOS Summer Academy. She has taught public international law and law of the sea at the University of Edinburgh and will be teaching the same subjects at Reykjavik University from August 2017.

ALEXANDRA MIDDLETON ASSISTANT PROFESSOR University of Oulu

Alexandra Middleton is Assistant Professor with a concentration in Accounting at Oulu Business School, University of Oulu. She conducts research on corporate social responsibility, environmental impacts and circular economy. She is a contributing author of the Business Index North report.
