    Organizational Forms in Professional Cycling – Efficiency Issues of the UCI Pro Tour Luca Rebeggiani§ * Davide Tondani DISCUSSION PAPER NO. 345 First Version: August 2006 This Version: July 2007 ISSN: 0949–9962 ABSTRACT: This paper gives a first economic approach to pro cycling and analyses the changes induced by the newly introduced UCI Pro Tour on the racing teams’ behaviour. We develop an oligopolistic model starting from the well known Cournot framework to analyse if the actual setting of the UCI Pro Tour leads to a partially unmeant behaviour of the racing teams. In particular, we show that the blamed regional concentration of their race participation depends on a lack of incentives stemming from the licence assignation procedure. Our theo- retical results are supported by empirical data concerning the performance of the racing teams in 2005 and 2006. As a recommendation for future improvements, we derive from the model the need for a relegation system for racing teams. ZUSAMMENFASSUNG: Der Aufsatz stellt die erste ökonomische Analyse des professionellen Radsports dar. Er analysiert insbesondere die Anreizwirkungen der neuen UCI Pro Tour auf Teams und Fahrer. Ausgehend von dem bekannten Cournot-Ansatz entwickeln wir ein einfaches Oligopol-Modell, um zu untersuchen, ob die der- zeitige Pro Tour-Organisation zu einem unerwünschten Verhalten der Teilnehmer führt. Wir zeigen, dass insbe- sondere das Problem der geographischen Konzentration der Rennteilnahmen der Teams von den mangelnden Anreizen abhängt, die vom jetzigen Lizenzvergabesystem ausgehen. Unsere theoretischen Ergebnisse werden durch empirische Daten aus der Pro Tour 2005 und 2006 gestützt. Als Empfehlung für zukünftige Entwicklun- gen leiten wir aus dem Modell die Notwendigkeit einer Öffnung der Pro Tour ab, mit Auf- und Abstiegsmög- lichkeiten für Rennteams.

Nog voor zijn ultranerveuze wagen over de kasseien en door de bocht giert, spur­ ten vijftigtot zestig (meestal oudere) mannen - met hun klak schuin op het hoofd - uit het café op de hoek. Ze willen nog snel een glimp opvan­ gen van 'de groten', zoals de profs toen met veel respect werden genoemd. Jan Bogaerts, Jos Schils en Lode Anthonis zijn de kleppers uit de streek. Zij hebben dan ook de meeste supporters achter zich. Het peloton is op dit ogenblik nog vrij compact. Daverend op hun vel­ gen draaien die sterke kerels één na één, als aan een draad gebonden, in volle concentratie en met het rechter been gespannen, door de linke bocht. Enkele coureurs snuiten nog even krachtig uit hun met stof besmeurde neus. Andere grijpen nog snel naar een drinkbus. De door de renners opwaaiende wind vermengt de geur van de naar massage­ zalf ruikende kuiten met de nicotine- en bierwalmen uit het café. De bijkomende stemming is typisch voor de regio en het hele platteland. Van zodra de laatste renner aan de horizon verdwijnt, vliegt de bende supporters even snel als tevoren terug het café binnen.

Nowadays as well as the past races of champions, the brand with the royal eagle as its badge belongs to the history of Italy. Everything started in 1885 in Via Nirone, in Milan, Italy when s Edoardo Bianchi, launched himself into his entrepreneurial adventure, deciding to open a machine shop with the money he had earned as an apprentice. Italy then was about to experience an industrial boom. Bicycles were in the founder’s blood but growth and popularity came later together with the first vehicles equipped with an engine: first with three wheels, then four and again with two. In the twenties Bianchi’s production was complete and encompassed cars, motorcycles and bicycles, all popular and appreciated around the world. Those years were rich in creativity and innovation. Champions like Costante Girardengo and Gaetano “Tano” Belloni raced and won in the saddle of a Bianchi bicycle. So did Tazio Nuvolari, standing out on Bianchi motorcycles. Everywhere, the Celeste jerseys was synonymous with victory. Then WWII broke out: in August 1943 the factory buildings in Milan were bombed, 58 years had passed since the start of the factory. In 1946 Edoardo Bianchi passed away at the age of 79, the symbol of the rebirth was the 125 2T Bianchina motorcycle. During the following three years, Bianchi came back gradually to normal production rhythms and as it was before the war, meantime in cycling the legendary Celeste jersey was on Fausto Coppi’s shoulders, the hero, who conquers all the major races of that time, among which 5 Giro d’Italia, 2 Tour de France, one world championship and even one time-trial at Vigorelli velodrome in Milan in front of a delirious crowd.
