4. Delegated and implementing acts
4.1 Delegated acts under scrutiny
Eight Delegated Acts are currently under scrutiny and a briefing note from the Secretariat was circulated for each of them. Commissioner Vella also replied to the Committee’s request for a corrigendum to the Delegated Regulation of 4 October establishing a discard plan for demersal fisheries in the North Sea .
The Coordinators discussed briefly the delegated acts under scrutiny and the solution to the North Sea discard plan proposed in the Commissioner’s letter. They also took note of the Chair’s feedback on the exchange on delegated acts held with the Slovak Presidency at the last CCC meeting of 25 October.

5. Studies
Letter of 25 October 2016 from Mrs. Oberhauser, Director IPOL B, for the attention of Mr Cadec, on the "PECH Committee Research Programme for the first half of 2017".
Further to consultations with the political groups, the Policy Department B proposed two studies that could be included in the PECH research programme for 2017 (1st half).
Decision: The Coordinators agreed to request from the Policy Department two studies proposed in the aforementioned letter, namely: “Training of fishers” “Landing obligation and choke species in mixed fisheries”

6.1. Exchange of views with Mr Verhofstadt on ‘Brexit’
On 18 October an extraordinary meeting of the CCC took place in Brussels in the presence of Mr Guy Verhofstadt, the EP coordinator for ‘Brexit’ negotiations. At that meeting, the parliamentary committees were asked to produce an analytical note on the possible impact of the “Brexit” for their fields of competence.
Decision: The Coordinators agreed on the working method and calendar to produce the requested analytical note, as suggested by the Chair. They requested however to obtain the draft note for assessment earlier than 9 December .
6.2. 2nd REGI/ECON hearing on the possible suspension of ESI Funds for Spain and Portugal
A 2nd hearing by ECON/REGI Committees took place on 8 November in Brussels, in the presence of the Finance Ministers of both countries. As for the previous hearing, the PECH Committee was invited to attend: the Coordinators Gabriel Mato and João Ferreira intervened on behalf of the PECH Committee.
6.3. Motions for Resolutions pursuant to Rule 133
On the closure of the European Fisheries Control Agency (B8-1155/2016)
Mrs Sophie Montel and Mr Florian Philippot (ENF Group) tabled a motion for a resolution on the closure of the European Fisheries Control Agency. The motion considers that in 2015 the EFCA cost more than € 9 million, that its usefulness needs

to be demonstrated and that the fisheries control policy can be ensured at Member States level.
On the protection of aquaculture, including shellfish farming, shrimp farming, fish farming and algae farming (B8-1146/2016)
Mrs Dominique Bilde and Sylvie Goddyn (ENF Group) tabled a motion for a resolution on the protection of aquaculture, calling on the Commission and the Member States to promote aquaculture by supporting innovative projects that reduce the dependence of aquaculture on industrial fishing and guarantee food independence.
