Proposed: Cllr Parvin, seconded: Cllr Liley. 160718/4 Public Participation None. 160718/5 Reports from Ward Councillor(s) Ward Cllr Stathers updated the Parish Council on activities within East Riding of Yorkshire Council: Cllr Stathers spoke about the latest ERYC quarterly report. • There are over 2,000 miles of road in East Riding and last year over 25,000 pot holes were filled. • 62 abandoned vehicles have been reported to ERYC so far this year. • 417 planning applications received in May 2018. Validation time is now down to 7 days due to a restructure and extra staff in the validation team. • There were 15 planning appeals dealt with last month, with 12 being dismissed and only 3 appeals being upheld. • New ‘Permission in Principle’ process (PIP) – With PIP applications only an application form and location plan of the site need be provided. It is appreciated that this has caused concern with some parish councils. However, the government’s intentions are that this will only establish the principle of the development. It is for small scale housing or housing led, mixed developments. If an application for permission in principle is approved, a further application for approval of technical details consent will be required before development can commence. This came into force on 1 st June 2018. Signature___________________ Date_________________ Sancton Parish Council • There has been a 3-year growth in the East Riding tourism economy, with the value of tourism in 2014 being £506M to 2016 being £550M. Visitor nights for the same period are close to 3,000 000, up year on year. • ERYC are pressing BT Openreach for greater broadband coverage rurally. Businesses, such as farmers who must report cattle movements online, are as equally affected as residential customers. 160718/6 Quickline Communications Ltd Discussion regarding village internet provision with Michelle Brumfield: • Wireless internet service provider which has operated out of Hull since 2007. • Quickline put an aerial on a mast which will beam a signal to a receiver dish on the customer’s property. • No landline is needed. Voice calls can be made over the internet. • The customer’s property must be in ‘line of sight’ with the aerial. • The aerial at Holme on Spalding Moor church may be the one used by Quickline for Sancton, utilising a repeater. • Government voucher scheme - https://www.gov.uk/guidance/broadband- delivery-uk • Sky customers can use Quickline. However, BT Sports will not be available and those with a BT email address will lose this service. • The Quickline service has been very successful in Bishop Wilton. • For Quickline to undertake a survey to determine the feasibility of connectivity in the village, at least 10 residents need to register an interest. • For Quickline to proceed with their service in the village, they will need between 20-25 residents to sign up. • Cllr’s were keen for Quickline to undertake a survey and will liaise with potentially interested residents. • Once a survey has been undertaken a public meeting will be called to discuss in greater depth the service Quickline offer. 160718/7 Highways/Footpaths a) Action regarding speed reduction measures – ERYC response following PC speed reduction request. See appendix A at end for transcript. b) Action with regards to village parking issues – Cllr Shepherd will request a feasibility study from Turton Associates in Sancton for a new car park next to the village hall. c) Notification of any issues and to resolve action required - area next to the Methodist chapel is still being poorly maintained. It was agreed that a letter would be written to the land owner. Cllr Liley and Cllr Parvin will endeavour to obtain current address. Clerk to circulate letter before sending. 160718/8 Police Matters/Crime/Neighbourhood Watch • Letter received from the Office of the Police and Crime Commissioner for Humberside, Keith Hunter. Notice that an area meeting for PC’s will be arranged soon. • Antisocial behaviour incidences (ASB) are currently low in the village. • Cllr Cary advised that the police have acknowledged that Market Weighton is a hotspot for ASB’s. • Residents are encouraged to report any incidences, no matter how small, to the police on 101, so that an accurate picture can be built from the logs. Signature___________________ Date_________________ Sancton Parish Council 160718/9 Planning a) No applications made to East Riding of Yorkshire Council. b) No decisions made by East Riding of Yorkshire Council. c) No planning applications received after the agenda had been posted. 160718/10 Play Area a) The Councillor weekly inspection reports were noted. b) Action regarding its maintenance – Wicksteed’s Annual Inspection report was noted with associated actions. Clerk will liaise with Streetscape as same items have been raised as outstanding although the remedial work was meant to be completed last year. Clerk will also contact MKS to advise that the brambles and nettles need removing. 160718/11 Recreation & Environment Working Party (Friends of Sancton) a) Update from Cllr Shepherd – strimmed around seats. Tubs have been planted. b) Work to be carried out over the next month – very little. 160718/12 Grounds Maintenance Contracts/Open Space Management a) Action regarding the village field – part of the field has been cut by Robin Shucksmith. b) Action regarding the cemeteries and closed churchyard – Clerk to write a thank you letter to the PCC for their maintenance work in the churchyard and requesting that the PC are kept informed of any planned future works. Cllr Parvin advised that there is a large overhanging branch in the cemetery that may cause damage to grave stones if it fell. Clerk to contact landowner. c) Action regarding Gravel Pits – Robin Shucksmith has cut area. d) Action regarding the pond area – Liam Anderson Fencing has agreed to undertake a major clearance/cut-back. Budget of up to £100 set at last month’s meeting. e) Action with other open space management issues – Clerk to contact ERYC regarding the ragwort on Goldie Hill bank. 160718/13 Accounts The June/July 2018 accounts for payment and bank statements (see also Financial Reports) were approved by members and signed by the Chairman. a) MKS Groundcare Ltd – grounds maintenance July 2018 - £267.34. b) BT – cloud phone July 2018 - £60.19 (Direct Debit). c) Information Commissioner’s Office – data protection fee 2018/19 - £40.00. d) Cllr Shepherd – plants and compost - £59.97. Proposed: Cllr Parvin, seconded: Cllr Liley. 160718/14 Sancton Hill Windfarm Fund Application 2018 Current considerations: • Cllr Liley, as Transport Champion, has been liaising with the Transport Champion at Newbald Parish Council to ascertain the potential for running a ‘shoppers’ minibus from Newbald and Sancton to Market Weighton. Beverley Community Lift have quoted a price of £56.00 for a return journey. Passengers will be asked to contribute a token amount. Cllr Liley also wondered if Market Weighton TC would contribute to the scheme as it would be bringing business to the town. • Planters. • Spring flowering bulbs. Clerk will continue to chase. 160718/16 Parish Plan At the printers. 160718/17 No Cold-Calling This item was deferred. 160718/18 Sancton Allotments It was agreed to write a letter to Rebecca Valentine, Senior Valuation & Estates Surveyor, East Riding of Yorkshire Council asking what their intentions were regarding the site and how many were currently in use. 160718/19 WWI Armistice Commemoration Cllr Liley confirmed that the village hall, PCC and chapel were working together on various events. The nursery has agreed to make poppies with which to decorate the church. 160718/20 Sancton History Cllr Liley would like to create an information board and members agreed that there is sufficient space on one half of one side of the notice board on Low Street. 160718/21 Newsletter • Traffic calming. • Quickline Communications Ltd. • Potential new village car park. 160718/22 Correspondence Correspondence received and action resolved: i.     The High Hunsley Circuit 25 MILE CIRCULAR WALK The High Hunsley Circuit was devised in by the late Dennis Parker, former Chairman of the Beverley Group of the Ramblers’ Association. The route is easy to follow. From Walkington to Welton Wold Farm it incorporates a part of the route of the Beverley 20 walk (waymarked B20). The section from Brantingham to Hessleskew follows part of the Yorkshire Wolds Way, waymarked with its distinctive acorn symbol. The entire route is shown on the Kingston upon Hull and Beverley OS Explorer Map 293 at 1:25,000 scale. The route can be walked as a challenge route in a single day or can be divided into two or three linear sections. It can be started at any point and walked in either direction. Short detours can be made to a number of attractive nearby villages, most of which have a pub and/or tea-room. Several of them are served by hourly bus services.     Locating the site of the Battle of Brunanburh (937) v4 by and © Adrian C Grant (1st version posted 7th February 2019, this revision posted 5th August 2019) Abstract In this paper I argue that the Battle of Brunanburh (937) took place on the old Roman Road between Brough-on-Humber (Petuaria/Civitas Parisiorum) and South Cave in the East Riding of Yorkshire. This updated version has been triggered both by comments gratefully received from readers of previous drafts and because two alternative candidate sites not wholly inconsistent with my original proposal have come to my attention since version 3 was uploaded. So, whereas the original paper dismissed other proposals mainly by disregarding them, this revision now extends the argument to examine the claims of as many rival sites as I can identify, showing why they are to be discounted. The basis of the positive argument for Brough lies in (a) understanding the military objectives (b) the evidence of the Annals and (c) the relevance of Beverley Minster. It is demonstrated that the place-name evidence is consistent with this site. It is suggested that the huge proportion of church dedications in the area to "All Saints" can be seen as further circumstantial evidence. Preface Following up my researches into the 12 famous battles of "king" Arthur, published in late 2017 ("Arthur: Legend, Logic & Evidence"), my attention turned to the process and timescale of the Anglo-Saxon take over of post-Roman Britain. Amongst other things this caused me to consider the Siege of Lindisfarne and the battles of Catterick, Daegsastan and Caer Greu.
